1 Seul le texte prononcé fait foi Déclaration de la Suisse Conseil d administration du PNUD/FNUAP/UNOPS Session annuelle 2017 DECLARATION DU DIRECTEUR EXECUTIF Le 8 juin 2017 Check against delivery M. le Président, C est avec un profond regret et une grande tristesse que nous avons appris hier matin le départ de Dr Babatunde Osotimehin, médecin engagé, qui a œuvré sans faille pour les droits des femmes et des filles dans le monde. Tout au long de sa carrière, il s est battu pour leur santé, éducation et le respect de leur dignité. Son engagement inlassable et sa détermination ont été source d inspiration pour nous tous. Toutes nos pensées sont avec sa famille et l ensemble du personnel du FNUAP dans ces premiers moments difficiles. Monsieur le Président, Premièrement, je tiens à vous assurer du plein engagement de la Suisse pour la réalisation du mandat du FNUAP dont les activités sur la santé sexuelle et reproductive et les droits y afférant sont si nécessaire dans le monde d'aujourd'hui. Cette orientation stratégique a été fortement imprégnée par le Dr Babatunde Osotimehin.

2 Le FNUAP a une contribution fondamentale à apporter à la réalisation de l'agenda 2030, en particulier pour les femmes et les filles, dans les contextes de développement et de plus en plus dans les contextes humanitaires. En combinant son expertise en matière de santé et de droits de l homme, le FNUAP apporte une contribution unique et efficace, tant pour l éducation sexuelle complète, la violence basée sur le genre ou encore la santé reproductive et sexuelle et les droits y afférant. Deuxièmement, nous saluons l approche du FNUAP pour intégrer l agenda 2030 dans son travail. Cet agenda a un potentiel de transformation profonde : néanmoins, comme le soulignent à juste titre les rapports présentés, cela n implique pas nécessairement que nous entreprenions de nouvelles activités. Plutôt, la réalisation de l agenda 2030 exigera davantage un changement dans la manière de travailler. La résolution relative à l examen quadriennal complet demande à l ONU d apporter aux États membres un appui plus ciblé, cohérent et intégré. A cet égard, je souhaiterais souligner l importance du travail conjoint entre les agences des Nations Unies. En janvier, les États Membres ont demandé au PNUD, au FNUAP, à l'unicef et à ONU Femmes de présenter un chapitre commun dans leurs plans stratégiques et de préciser leurs modalités de collaboration. La proposition des quatre fonds et programmes est un pas dans la bonne direction. Nous saluons le fait que le FNUAP ait inclus des indicateurs pour mesurer sa contribution au travail conjoint du système onusien. Nous encourageons les autres fonds et programmes à suivre cet exemple. Par la suite, les fonds et programmes devront spécifier comment ils comptent renforcer les services de soutien en commun.

3 Troisièmement, ma délégation remercie le FNUAP pour les consultations et les travaux préparatoires relatifs au nouveau plan stratégique. Nous saluons la décision de la direction du FNUAP de conserver l orientation stratégique définie pour le plan Un grand effort avait été fourni à l époque pour concentrer les tâches du FNUAP sur un nombre précis de thèmes, avec un mode d engagement adapté aux différents contextes. Il est d autant plus important de maintenir cette priorisation en ces temps de restrictions budgétaires. Dans ce contexte, ma délégation souhaite que le FNUAP présente différents scénarios budgétaires en indiquant les conséquences sur trois niveaux de l organisation (siège, régions et pays). Vous pouvez compter sur le soutien plein et entier de ma délégation. Je vous remercie. Mr President, It is with profound regret and a deep sense of sadness that we learned yesterday of the loss of Dr Babatunde Osotimehin, committed doctor and activist, who worked without fail for the rights of women and girls across the world. Throughout his long career, he fought tirelessly for the health, education and dignity of women, girls and young people. We have all been touched by his commitment and determination. All our thoughts are with his family and UNFPA staff in these first difficult moments. Firstly, I d like to stress that Switzerland remains firmly committed to supporting the mandate of UNFPA, and considers its focus on sexual and reproductive health and rights represent a key comparative advantage on a topic that is so important in today s world. This strategic orientation has been profoundly marked by Dr Babatunde Osotimehin. UNFPA has a clear profile and a fundamental contribution to make to the achievement of the 2030 Agenda, in particular for women and girls, both in development but also more and more in humanitarian contexts. By combining its

4 expertise en health and human rights, UNFPA brings a unique and effective contribution, including for comprehensive sexuality education, gender-based violence and sexual and reproductive health and rights. Secondly, we welcome UNFPA s approach to integrating the 2030 Agenda in its work. This agenda has potential to bring about a profound transformation: nevertheless, as stressed by the reports submitted to us, not necessarily by requiring us to do new things. Instead, the achievement of the 2030 Agenda will require a different way of working. The resolution on the Quadriennial Comprehensive Policy Review requires the UN development system to support member states in a more focused, coherent and integrated manner. In this regard, my delegation stresses the importance of common approaches by the agencies of the UN development system. Through a decision in January, Member states requested UNDP, UNFPA, UNICEF and UN Women to present a common chapter in their strategic plans and specify the ways they will be working together. We consider that the new approach should be clear throughout the Strategic Plan, the budget, the Integrated Results and Resources Framework as well as the approach to partnerships. We welcome the fact that UNFPA has included indicators to measure its contribution to the common efforts by the UN development system and encourage the other funds and programmes to do the same. In particular, we expect all funds and programmes to specify how they will contribute to strengthening common back-office services. Thirdly, my delegation thanks UNFPA for the consultations and preparatory work they have undertaken for the new Strategic Plan. Switzerland particularly welcomes the decision by UNFPA management to maintain the strategic orientation that had been defined for the Strategic Plan A lot of work had been undertaken to prioritise the thematic focus and modes of engagement according to different contexts by UNFPA. It will be particularly important to maintain this focus and prioritisation given the likely budgetary constraints. On the budget, we invite UNFPA to present different budgetary scenarios, including the consequences for the different levels of the organization (HQ, regional and country).
