1 Compte Rendu de mission Projet régional sur l utilisation des techniques nucléaires pour le traitement des algues toxiques «RAF/7/012» Vienne, du 14 au 17 juillet 2014 Suite à la mission effectuée à l Agence Nationale de l Energie Atomique «AIEA» à Vienne, du 14 au 17 juillet 2014, et ce dans le cadre de la première réunion de coordination du projet régional - RAF/7/012 - sur l utilisation des techniques nucléaires pour le traitement des algues toxiques «HABs», j ai l honneur de vous transmettre ci-dessous, le rapport national du projet de l Algérie, adopté lors de la réunion et de vous informer des principales conclusions suivantes: - Présentation du rapport national relatif à la contribution de l Algérie au projet régional sur les HABs, financé par l AIEA, suivi d un riche débat sur le contenu du rapport conclu par un appui à la stratégie du Ministère de la Pêche et des Ressources Halieutiques dans le domaine de la préservation et de la protection des ressources et du milieu marin et continental à travers la mise en place du dispositif de salubrité et les réseaux spécialisés de compétences ; - Adoption d un plan d action opérationnel pour chaque pays membre sur les deux années 2014 et 2015 ; - Adoption d un programme de formation pour les membres de l équipe de recherche multidisciplinaires dans les thèmes cibles du projet, financé par l AIEA ; - Accord de financement de l AIEA pour l acquisition des petits équipements complémentaires et pour le fonctionnement nécessaire pour l exécution du projet. Par ailleurs, je tiens à apporter à votre connaissance que l exécution de ce projet rentre dans le cadre des activités du réseau national de compétence dans le domaine des analyses des produits et des milieux de la pêche et de l aquaculture «RESANAL» et de la stratégie de développement sectorielle à l horizon 2020 «AQUAPECHE». Conformément au plan d action opérationnel du projet, l équipe de recherche visera: - En première phase : l élaboration et l exécution d une stratégie de surveillance des sources de pollution marines et continentales, principales causes d apparition des HABs avec l établissement d un inventaire national et une base de données des différentes espèces d algues toxiques tout le long de la côte Algérienne. - En deuxième phase : il est programmé l étude d impact socioéconomique de ces HABs sur l activité de la pêche et de l aquaculture et l utilisation des techniques conventionnelle d analyse et de traitements physico-chimique et micro biologique, ainsi que des techniques non conventionnelles (techniques nucléaire et isotopes stable) pour mieux comprendre et traiter ce phénomène naturel ayant un i2mpact néfaste sur la ressource et l environnement.

3 Country report of Algeria RAF/7/012 Project The project RAF 7012 Using Nuclear Analytical Techniques to Support Harmful Algal Bloom Management in the Context Of Climate and Environment Change : (Phase I), will be implemented by Fisheries and Marine Resources Ministry in collaboration with several research institutions in Algeria, which have adequate facilities to address the management of harmful algal blooms with some equipment of Chemistry laboratory and different services of Physical and chemical, parasitology and microbiology analysis. The key actions to be implemented under the Project: - Conducting of National Inventory of Algerian HABs; - Botanical study of harmful algal bloom HABs species in Algerian coast. - Understand and determine the period of growth and development cycle of each species : - Understanding of the risk and the impact posed by each species - Establishment of national network for monitoring of identified species and creating the data base. The Institutions involved in the project are: - Ministry of Fisheries and Marine Resources/MPRH, - Canter of Scientific and Technical Research in Physical and Chemical Analysis /CRAPC, - Commissariat of Atomic Energy/ COMENA, - University of Science and Technology of Annaba, Park National de Taza- Jijel, High National School of Marine Science and Littoral Management /ENSSMAL, - High National Schoolof Marine Science and Littoral Management /ENSSMAL, - Centreof Renewable Energy Development / CDER, - University of SAAD DAHLAB of Blida,

4 - National Research and DevelopmentCentre of Fisheries and Aquaculture/ CNRDPA, - University of Oran. Some equipment for sampling, identification and analysis of phytoplankton and HABs toxin are available in our laboratories to implement the project. However we might need assistance in terms of acquisition of specific equipment adapted for specific analysis of HAB toxin and for certain radio element of interest, training, and implementation of specific protocols and analysis in the following topics ; - Sampling techniques in sea water and selfish; - Determine of toxin level, Monitoring system for biotoxin and HABs, - Detecting HAB Toxin by using RBA method, - Specific measurement techniques for some radioelements of interest and Modelling for dating. Activity Timeline 2014 Timeline Conducting of National Inventory of Algerian HABs; Botanical study of harmful algal bloom HABs species in Algerian coast. Understand and determine the period of growth and development cycle of each species Understanding of the risk and the impact posed by each species Diagnostic of different pollutant resources along of Algerian coast Establishment of national monitoring strategy on HABs Photochemistry and biological study by using some techniques of extraction and identification of toxins HABs and their transfer through food webs. Training courses on : - Advanced sampling

5 techniques, - extraction sampling and RBC demonstration - Data upload for data provider - Palynological studies (sediment sampling and cyst analysis) - Socioeconomic impact of HABs Establishment of national network and database development Reports and Manuscript writing By the end of the project RAF/7/012 `Phase I ` the main results expected are: - The national inventory of HABs will be completed; - The main sources of marine and fresh water pollution a long Algerian Cost are identified; - The capacities of the national laboratories in field of sampling technique, toxins analysis will be improved; - The national monitoring strategy of HABs will be established; - The national data base of HABs will be developed; - The capacity of using nuclear techniques to support HABs management in it`s different applications and methods (RBA, sediment and cyst analysis) are improved.
