3 Vijftig jaar geleden was de wereld anders. De oorlogsjaren waren al een tiental jaren achter de rug. De industrie was in volle ontwikkeling, er kwamen veel nieuwe producten op de markt, de economie draaide op volle toeren en de sfeer van de golden sixties was reeds duidelijk voelbaar. In het straatbeeld verschenen her en der personenwagens van Franse, Duitse, Engelse of Italiaanse origine en wie herinnert zich niet de Amerikaanse limousines met hun uitgebouwde bumpers in blinkend chroom, hun zes of achtcilindermotoren en hun verbruik van 20 liter en meer per 100 km. Japanse wagens waren destijds nog onbekend en van made in Japan had men nog niet gehoord. Snelwegen waren schaars; de autosnelweg Brussel Oostende werd in 1956 geopend, snelheidsbeperkingen bestonden niet, files waren onbestaande en iedereen kon rijden vanaf 18 jaar zonder rijbewijs of andere administratieve rompslomp. De verplichte autoverzekering werd pas in juli 56 ingevoerd. De eerste tv-toestellen deden langzaam hun intrede. Eerst schuchter in cafés en restaurants, daarna langzaam in de huiskamers. Het waren toen nog kleine bolle kastjes met zwart-wit beeld en twee zenders voor België. Er werd volop geknutseld om toch maar wat beeld te kunnen ontvangen van de buurlanden; tv-antennes op de daken zouden daarom vele jaren lang een chaotisch beeld geven aan onze welvaartsmaatschappij. James Dean was de Rebel without a cause, hét voorbeeld van de naoorlogse generatie. Brigitte Bardot deed dromen van erotische (het woord erotiek was gekend maar werd niet uitgesproken) avonturen die tegenwoordig zelfs in het meest preutse tv-programma zouden worden toegelaten. Rik Van Steenbergen werd de nieuwe wereldkampioen wielrennen op de weg en datzelfde jaar overleed de geliefde kampioen Stan Ockers na een val op de wielerbaan van Antwerpen. Internationaal werd de politiek beheerst door twee grootmachten: Rusland met president Nikita Khrushchev en Amerika met president Dwight Eisenhower. Ook toen werd er oorlog gevoerd; ditmaal voor het Suezkanaal. Een oorlog waarbij vooral Frankrijk, Groot Brittannië, Israël en Egypte betrokken waren. En de kernenergie begon aan haar opmars. De eerste Britse kerncentrale van Calder Hall werd in gebruik genomen, een uraniumgrafietreactor met natuurlijk uranium als splijtstof, koolzuurgas als koelmiddel en een elektrisch vermogen van 70 MW. In België werd in het SCK CEN (toen nog het Studiecentrum voor de Toepassingen van de Kernenergie - Centre d Etude pour les Applications de l Energie Nucléaire ofwel STK-CEAN) op vrijdag 11 mei 1956 de eerste Belgische onderzoeksreactor kritisch. Dit is een reactor met grafiet als moderator, natuurlijk uranium als splijtstof, lucht als koelmiddel en een vermogen tot 4 MW. De BR 1 was geboren! Jan Van der Auwera

4 Il y a cinquante ans le monde était tout différent. La guerre était terminée depuis dix ans déjà. L industrie était en pleine évolution, de nombreux nouveaux produits firent leur apparition, l économie battait son plein et l ambiance des Goldens Sixties était déjà nettement perceptible. Les premières voitures de tourisme françaises, allemandes, anglaises ou italiennes commencèrent à peupler les rues. Qui ne se souvient pas des grosses voitures américaines, aux gros pare-chocs rutilants de chrome, avec leurs six cylindres ou gros V-8 qui consommaient plus de 20 litres aux 100 km. Les voitures japonaises étaient encore inconnues, tout comme le label Made in Japan. Les autoroutes étaient clairsemées; l autoroute Bruxelles-Ostende fut inaugurée en Les limitations de vitesse et les bouchons étaient inexistants. Il suffisait d avoir 18 ans pour pouvoir conduire, sans avoir à se préoccuper d un permis de conduire ou autres formalités administratives. L assurance RC pour les voitures ne devint obligatoire qu en juillet Les premiers postes de télévision firent petit à petit leur apparition. D abord un peu timidement dans les cafés et les restaurants, ensuite dans les livings. Il s agissait encore de petits postes, en noir et blanc, tout juste capables de capter deux émetteurs belges. Tout le monde se mit à bricoler pour essayer de capter les émetteurs des pays avoisinants. Les antennes se mirent à foisonner sur nos toits et seront pendant de longues années les témoins chaotiques de notre société d abondance. James Dean, le Rebel without a cause, était l acteur à la mode et l exemple pour la génération d après-guerre. Brigitte Bardot faisait s emballer les imaginations par ses aventures érotiques (le mot érotisme était connu mais personne ne le prononçait à l époque) qui aujourd hui seraient autorisées même le programme de télévision le plus chaste. Rik Van Steenbergen devint le nouveau champion du monde de cyclisme sur la route et le sympathique champion cycliste Stan Ockers décéda la même année des suites d une chute au vélodrome d Anvers. En 1956 la Belgique fut frappée par la catastrophe minière au Bois du Cazier, à Marcinelle, où 262 mineurs périrent. La politique internationale était dominée par l Union soviétique avec le président Nikita Khrouchtchev et les Etats-Unis et leur président Dwight Eisenhower. L an 1956 fut marqué par la guerre du canal de Suez, dans laquelle étaient impliqués la France, la Grande-Bretagne, Israël et l Egypte. L énergie nucléaire commença sa progression. La première centrale nucléaire de Grande-Bretagne fut mise en service à Calder Hall. Il s agissait d un réacteur à uranium-graphite avec de l uranium naturel comme combustible, du gaz carbonique comme réfrigérant et une puissance électrique de 70 MW. En Belgique, le premier réacteur de recherche belge fut rendu critique le vendredi 11 mai 1956 au SCK CEN (à l époque le STK-CEAN: Studiecentrum voor de Toepassingen van de Kernenergie - Centre d Etude pour les Applications de l Energie Nucléaire). Le réacteur avait du graphite comme modérateur, de l uranium naturel comme combustible et de l air comme réfrigérant, pour une puissance de 4 MW. Le BR1 était né! Jan Van der Auwera

5 Fifty years ago, we lived in a different world. The war years were over and industry was flourishing, many new products entered the market, the economy was in top gear and we could already clearly sense the atmosphere of the golden sixties. Here and there, cars of French, German, English or Italian origin appeared in the streets and who does not remember the American limousines with their extended bumpers in shiny chrome, their six or eight cylinder engines and their consumption of 20 litres and more per 100 km. Japanese cars were unknown in those days and the idea made in Japan was still unheard-of. People tried everything to catch the smallest glimpse of images from the neighbouring countries. That is why, for many years, television aerials on the rooftops gave a chaotic image to our affluent society. James Dean was the Rebel without a cause ; the absolute example of the post-war generation. Brigitte Bardot made us dream of erotic (a word that was known, yet not spoken) adventures that today would even be allowed in the most prudish television programme. Rik Van Steenbergen became the new world cycling champion and in the same year the popular champion Stan Ockers died after a fall on the cycling track of Antwerp. In 1956, the mining catastrophe in Bois du Cazier near Marcinelle shocked Belgium; 262 lives were lost. International politics was dominated by two superpowers: Russia with its president Nikita Khrushchev and America with its president Dwight Eisenhower. There was also war back then; over the Suez Canal. It was a war in which especially France, Great Britain, Israel and Egypt were involved. Nuclear energy began to grow. The first British nuclear power plant of Calder Hall was put into service; a uranium graphite reactor with natural uranium as fuel, carbon dioxide as coolant and an electric power of 70 MW. In Belgium, at SCK CEN (back then Studiecentrum voor de Toepassingen van de Kernenergie-Centre d Etude pour les Applications de l énergie Nucléaires or STK-CEAN; Research Centre for the Applications of Nuclear Energy) on Friday May 11, 1956, the first Belgian research reactor became critical. 7 HET ALLEREERSTE BEGIN Niemand kon ooit vermoeden dat de uraniumvoorraden uit de Congolese mijn van Shinkolobwe zo n belangrijke rol zouden spelen in de ontwikkeling van de nucleaire sector in België. Uranium werd in de jaren 30 in de eerste plaats gebruikt voor de aanmaak van radium voor medische toepassingen. Union Minière was op dat vlak de grootste op de wereldmarkt. Op 26 september 1944 ondertekenden de USA, het Verenigd Koninkrijk en België een memorandum of understanding. Ons land zou ton uranium leveren aan de geallieerden. De USA en het Verenigd Koninkrijk verwierven het alleenrecht op de uraniumvoorraden voor een periode van 10 jaar en in ruil kreeg België de toegang tot de nucleaire kennis in commerciële, niet-militaire toepassingen. In 1946 keurden de Amerikanen de wet Mahon goed, waarbij een verbod werd uitgevaardigd om wetenschappelijke kennis en technologie op het vlak van de kernenergie te verspreiden naar andere landen. Dit stond haaks op de afspraak met België. In 1949 eiste België een herziening van het akkoord van Het compromis van 1951 stelde ten slotte dat een taks van 12 miljoen dollar zou worden geheven op de export van uranium. Volgens het compromis zou dit geld gestort worden in de Congolese schatkist en Congo zou op zijn beurt het geld aan België overmaken om nucleair onderzoek te verrichten. Circa Me 8,5 (350 miljoen oude BEF) ging later inderdaad naar de nieuwe instelling, het STK-CEAN. HET STK-CEAN In september 1951 gaf Pierre Ryckmans, eregouverneur-generaal van Belgisch Congo en Commissaris voor Atoomenergie, aan een groep wetenschappers de opdracht een nieuw organisme voor de studie van de toepassingen van de kernenergie op te richten. Ze behoorden tot diverse kringen van de wetenschappelijke wereld, de universiteiten, de overheid en de industrie. Het STK-CEAN, het latere SCK CEN, werd in april 1952 opgericht. Pierre Ryckmans werd de eerste voorzitter van de raad van bestuur. DE BR1 De studies in verband met de eerste Belgische reactor voerde men voorlopig uit in de lokalen van de Administratie voor de Luchtvaart Administration de l Aviation in Sint-Genesius-Rode. Daar werd het eerste ontwerp geïnstalleerd en gebouwd, in nauwe samenwerking met specialisten uit Harwell (Verenigd Koninkrijk) en Belgische studiebureaus. Het grafiet kwam uit het Verenigd Koninkrijk, het uranium kwam uit de mijn van Union Minière in Katanga en werd gefabriceerd in de USA. Ook de Belgische industrie nam deel aan de ontwikkelingen van de reactor. BR1 zou vooral gebruikt worden voor bestralingen van diverse aard. Einde 1962 werden er bestralingen verricht, waarvan 40 % voor de productie van radio-isotopen, 30 % voor onderzoek door het SCK CEN en 30 % voor rekening van externe gebruikers. Onderzoekers bestudeerden er de neutronenfysica, de fysica van de vaste toestand en het gedrag van reactormaterialen. HET PERSONEEL Tussen 1954 en 1962 groeiden de terreinen van het Centrum uit tot een van de grootste naoorlogse bouwwerven van België. De inwoners van Mol gingen over den Atoom of het Atoomdorp spreken. De eerste personeelsleden uit de regio gingen vanaf 1956 aan de slag. In december 1955 verhuisde ook een deel van de STK-CEAN -ploeg, die in Sint-Genesius-Rode was begonnen, naar Mol. In eerste instantie werkten zij aan de realisatie van BR1. Het personeel werd ondergebracht in hotels in Mol, Geel en Westerlo, in afwachting van de bouw van de residentiewijk. DE EERSTE KRITICITEIT De BR1, de eerste Belgische reactor, is een luchtgekoelde, grafietgemodereerde reactor. Het is een flexibel instrument voor fundamenteel onderzoek en opleiding. Hij werd voor het eerst kritisch op 11 mei 1956 om uur, in aanwezigheid van de personeelsleden van het SCK CEN en de vertegenwoordigers uit de industrie die meegebouwd hadden aan de constructie. s Avonds kondigde de directeur-generaal via een officiële mededeling op de Belgische radio de start van de reactor aan. Deze kriticiteit was immers de eerste in Europa, met uitzondering van het Verenigd Koninkrijk en Frankrijk, twee landen die ook hadden deelgenomen aan de nucleaire inspanningen van de Verenigde Staten.

8 COMMENT TOUT COMMENÇA Personne n aurait jamais pu se douter que les gisements d uranium de la mine congolaise de Shinkolobwe joueraient un rôle prépondérant dans le développement du secteur nucléaire en Belgique. Dans les années 30, l uranium était utilisé en premier lieu pour la fabrication de radium pour des applications médicales. L Union Minière était le leader mondial dans ce domaine. Le 26 septembre 1944, les Etats-Unis, le Royaume-Uni et la Belgique signèrent un memorandum of understanding. Notre pays fournirait tonnes d uranium aux alliés. Les Etats-Unis et le Royaume-Uni acquirent l exclusivité sur les réserves d uranium pour une durée de 10 ans et en échange la Belgique reçut l accès aux connaissances nucléaires pour les applications commerciales, non militaires. En 1946, les Américains approuvèrent la loi Mahon, interdisant le transfert de connaissances scientifiques et de la technologie nucléaire vers d autres pays. Ceci était en parfaite contradiction avec les accords avec la Belgique. En 1949, la Belgique exigea une révision de l accord de Le compromis auquel on aboutit en 1951 consistait en une taxe de 12 millions de dollars qui serait levée sur l exportation d uranium. Le compromis stipulait que le montant serait versé au trésor du Congo qui, à son tour, transmettrait le montant à la Belgique pour y faire de la recherche nucléaire. Environ 8,5 millions d euros (350 millions d anciens BEF) allèrent en effet à la nouvelle institution, le Centre d Etude pour les Applications de l Energie Nucléaire. LE CEAN En septembre 1951, Pierre Ryckmans, vice-gouverneur honoraire du Congo Belge et commissaire à l Energie atomique, chargea un groupe de scientifiques de créer un nouvel organisme pour l étude des applications de l énergie nucléaire. Ces scientifiques représentaient le monde scientifique, les universités, les autorités et l industrie. Le STK-CEAN, qui deviendrait par aprés le SCK CEN, fut créé en avril Pierre Ryckmans devint le premier président du conseil d administration. LE BR1 Les études relatives au BR1, le premier réacteur belge, furent provisoirement réalisées dans les locaux de l Administration de l Aviation Administratie voor de Luchtvaart, à Rhode-Saint-Genèse. Le premier projet y fut monté et construit dans les locaux de l Administration de l Aéronautique, en étroite collaboration avec des spécialistes de Harwell (Royaume-Uni) et des bureaux d étude de Belgique. Le Royaume-Uni fournit le graphite, tandis que l uranium provenait des mines de l Union Minière au Katanga et était préparé aux Etats-Unis. L industrie belge participa elle aussi au développement du réacteur. Le BR1 servirait principalement pour des irradiations. Fin 1962, irradiations avaient été effectuées, dont 40% pour la production de radio-istopes, 30% pour de la recherche au SCK CEN et 30% pour des clients externes. Des chercheurs y ont étudié la physique des neutrons, la physique du solide et le comportement des matériaux de réacteurs. LE PERSONNEL De 1954 à 1962, le Centre était un des plus grands chantiers de Belgique de l après-guerre. Les habitants de la commune de Mol parlaient de l Atome ou du village atomique. Les premiers membres du personnel en provenance de la région commencèrent à travailler au Centre en L équipe du STK-CEAN, qui avait commencé ses travaux à Rhode-Saint-Genèse, déménagea à Mol en Leur première tâche consistait en la construction du BR1. Pendant la construction du quartier résidentiel, le personnel était hébergé dans des hôtels de Mol, de Geel et de Westerlo. LA PREMIÈRE CRITICALITÉ Le BR1 est le premier réacteur belge. Ce réacteur est refroidi par air, modéré au graphite et est aussi un instrument flexible pour la recherche fondamentale et les formations. Il fut rendu critique pour la première fois le 11 mai 1956, en la présence des membres du personnel du SCK CEN et de représentants de l industrie ayant participé à la construction. Le soir, le directeur général annonça le démarrage du réacteur au moyen d une communication officielle à la radio. Cette criticalité était en effet la première en Europe, si l on exclut le Royaume-Uni et la France; deux pays qui avaient aussi participé au programme nucléaire des Etats-Unis.

9 THE VERY FIRST BEGINNING Nobody had expected that the uranium reserves from the Congolese mine of Shinkolobwe would play such an important role in the development of the Belgian nuclear sector. In the thirties, uranium was primarily used for the production of radium for medical applications. In that field, Union Minière was the world market leader. On September 26, 1944, the USA, the United Kingdom and Belgium signed a memorandum of understanding. Belgium would deliver 1,560 tons of uranium to the allies. The USA and the United Kingdom obtained the exclusive right to the uranium reserves for a period of 10 years. In exchange, Belgium was allowed access to the nuclear expertise in commercial, non-military applications. In 1946, however, the Americans approved the Atomic Energy Act, an act that prohibited the spread of scientific expertise and technology in the nuclear energy field to other countries. This was of course at odds with the agreement with Belgium. In 1949, Belgium demanded a revision of the 1944 agreement. Finally, the compromise of 1951 laid down that a tax of 12 million dollars would be collected on the export of uranium. According to the compromise, this money would be paid to the Congolese treasury and Congo would then transfer the money to Belgium in order to carry out nuclear research. The graphite came from the United Kingdom, the uranium from the Union Minière mine in Katanga and it was processed in the USA. The Belgian industry also participated in the developments of the reactor. BR1 would primarily be used for irradiations of various types. By the end of 1962, 16,000 irradiations had been carried out, of which 40 % for the production of radioisotopes, 30 % for SCK CEN research and 30 % for external users. Researchers have studied neutron physics, solid state physics and the behaviour of reactor materials. THE PERSONNEL Between 1954 and 1962, the site of the Centre grew into one of the biggest post-war construction sites in Belgium. The inhabitants of Mol started to talk about den Atoom (the Atom) or the Atoomdorp (Atom village). 19 In oktober 1955 maakte de heer de Heem zich kwaad wegens de trage bouwwerken. Hij ontbood de directeur van Auxeltra, die verantwoordelijk was voor de civiele bouwkunde, in zijn bureau.
