19 IPR (2) Position FR (résumé) Ne partage aucune des justifications avancées par la Commission Rappelle que sous le 7 ème PCRDT, l industrie était au contraire financée à hauteur plus élevée lorsque le marché était limité Rappelle que CE doit regarder l investissement global (i.e. y compris l achat d équipements) effectué par les Etats membres, et que dans les cas spécifiques du PCP ou du PPI, les Etats membres participants contribuent à hauteur de respectivement 30% et 80%! Considère en conséquence que ces mécanismes encouragent le freeriding. Considère que l Art. 4 des RdP est suffisant

20 IPR (3) For the impact of the action to be above threshold the proposal must necessarily state: 1. the participants' commitment to make the standards, specifications, and all other relevant documents generated in the action available at actual cost of reproduction to any law enforcement or first responder organization established in an EU or EEA country. 2. the participants' agreement to negotiate licenses to any and all of their background required for the implementation and use of the contents of the standards, specifications, design, research roadmaps, tender packages or other tender documents generated in the action. 3. the participants' commitment that all such licenses shall be according to Fair, Reasonable and Non-Discriminatory ( FRAND ) terms. 22 Focus areas: a key concept for a strategic programming approach The objective is to address key areas of societal concern to provide better solutions and achieve higher impact through: Stronger integration across the societal challenges and LEITs (in line with Article 14 of the Horizon 2020 Regulation, linkages and interfaces shall be implemented across and within the priorities of Horizon 2020); Sufficient scale and scope to achieve a critical mass of support (building on R&I agendas, with well-defined actors on the demand and supply side); Allowing the use of a range of different types of action to be used (across the full innovation cycle) in a coordinated and seamless way. It is not about reprioritisation or creating new priorities, but to focus resources and effort where it makes sense on the basis of the Horizon 2020 Specific Programme. 23 Discussion on priorities and programming process for work programme 2016/17 In line with Article 9(2) of the Horizon 2020 Specific Programme, the process has been designed to allow the Programme Committee (PC) to provide early appropriate input to the preparation of the next WP. The draft paper: Explains the rationale for the strategic programming approach, relevant to the programmed parts of Horizon 2020; Outlines the process, i.e. the series of sequenced steps in particular the involvement of Member States through the PC configurations; Proposes the criteria for selecting the priorities, including the focus areas, of the next WP. 32 Mandat fixé par le CoFIS 2/3 Enjeux pour la filière Compte tenu du la taille sous critique du marché national, la projection sur le marché européen est nécessaire pour disposer de débouchés suffisants et garantir le maintien d une base industrielle de technologies et de sécurité robuste. Le niveau européen est également le bon niveau pour traiter des entraves à l environnement d affaires. Objectif Proposer une stratégie nationale publique-privée vis-à-vis des différentes politiques et outils européens porteurs d opportunités pour la filière industrielle française Actions envisagées 1. Recenser les politiques européennes et instruments, et leur interconnexion 2. Conduire une analyse «risques / opportunités» tant du point de vue de l industrie que des pouvoirs publics, des différentes positions françaises envisageables 3.
