27 Equivalency Certificate (Approval issued by the competent authority of Canada) SU (REN 1) CONDITIONS (a) the dangerous goods are contained in, and are not intended to be discharged from, a means of containment that is designed for use in water pump systems; (b) each means of containment is filled with UN1002, AIR, COMPRESSED, with not more than 23.5 per cent oxygen, by volume, Class 2.2, UN1066, NITROGEN, COMPRESSED, Class 2.2, or UN1046, HELIUM, COMPRESSED, Class 2.2; (c) after filling, each means of containment is subjected to a leak-test; (d) the internal pressure in each means of containment at 20 C when filled for transport with the gas is less than or equal to 345 kpa; (e) each means of containment is packed in a strong outer packaging during transport; (f) subject to conditions (g) to (q) of this certificate, each means of containment was designed, manufactured, tested, and marked in accordance with the requirements of ANSI/WSC PST Standard, Standard Pressurized Water Storage Tank, published by the Water Systems Council in February 2016; (g) each means of containment was manufactured by the certificate holder at 1400 Division Road, West Warwick, RI, U.S.A., in accordance with Amtrol Inc. s design calculations and models on file with the Chief, Approvals and Special Regulatory Projects, Regulatory Affairs Branch, Transportation of Dangerous Goods Directorate, Transport Canada; (h) the means of containment were manufactured under a quality management system in accordance with International Standard ISO 9001:2008, Quality management Systems - Requirements, published by the International Organization for Standardization, registered with a quality management system registrar (registration organization) accredited by the Standards Council of Canada (SCC), or a foreign quality management system registrar recognized by the SCC; (i) the means of containment are welded carbon steel containers with heads concave to pressure; Page 2 of 6

28 Equivalency Certificate (Approval issued by the competent authority of Canada) SU (REN 1) CONDITIONS (j) the means of containment have a maximum outside diameter of mm, and a maximum water capacity of 450 L; (k) the materials of construction for the shells and the ends (heads) comply with the requirements of ASTM Standard A1008/A1008M, 2016, Standard Specification for Steel, Sheet, Cold-Rolled, Carbon, Structural, High-Strength Low-Alloy and High-Strength Low-Alloy with Improved Formability, Solution Hardened, and Bake Hardenable, published by ASTM International (American Society for Testing and Materials); (l) materials of shells and ends of finished means of containment are identified by a suitable method during manufacture to provide traceability of the metal to its heat number; (m) subject to condition (n) of this certificate, the wall stress at a pressure equal to three times the filling pressure at 20 C does not exceed 138 MPa using the following formula: S = Pd/2t Where S = wall stress in MPa; P = pressure equal to three times the filling pressure at 20 C in MPa; d = inside diameter of the means of containment in mm; t = minimum wall thickness of the means of containment in mm; (n) for means of containment with an inside diameter greater than 265 mm, the wall stress calculated in accordance with condition (m) of this certificate does not exceed 172 MPa; (o) subject to condition (p) of this certificate, the minimum design burst pressure is at least 6 times the filling pressure at 20 C; (p) for means of containment with an inside diameter greater than 265 mm, the minimum design burst pressure is at least 8 times the filling pressure at 20 C; (q) each means of containment was subjected to a pneumatic pressure test for at at least 30 s at a minimum pressure of at least 1.0 MPa and showed no leaks or other defects; Page 3 of 6

29 Equivalency Certificate (Approval issued by the competent authority of Canada) SU (REN 1) CONDITIONS (r) when the gross mass of dangerous goods offered for transport by one consignor to one destination is greater than 500 kg, Part 3 (Documentation), Part 4 (Dangerous Goods Safety Marks) except sections 4.10, 4.11, 4.12, Part 6 (Training), and Part 8 (Accidental Release and Imminent Accidental Release Report Requirements) of the Transportation of Dangerous Goods Regulations apply; and (s) a copy of this Equivalency Certificate accompanies the dangerous goods. Note: The issuance of this Equivalency Certificate in no way reduces the certificate holder's responsibility to comply with any other requirements of the Transportation of Dangerous Goods Regulations, the Technical Instructions for the Safe Transportation of Dangerous Goods by Air, the International Maritime Dangerous Goods Code, and the Canadian Aviation Regulations not specifically addressed in this certificate. The dangerous goods are a permanent component of the means of containment. The means of containment are for single-trip shipment through the distribution chain to the point of use (installation sites). An equivalent level of safety is provided by requiring that the means of containment be designed with a significant safety margin against burst when used in the service specified herein. 31 Equivalency Certificate (Approval issued by the competent authority of Canada) SU (REN 1) Appendix NOTE Under Canadian Law, a foreign manufacturer of non-specification means of containment cannot be charged with an offence under the Transportation of Dangerous Goods Act, 1992 for failure to comply with the conditions of a Equivalency Certificate. However, certain remedies under the Act are available to Transport Canada in this eventuality. These include: 1. detention of dangerous goods and consequently the means of containment containing them (subsection 17(1)); 2. detention of the means of containment whether full or empty (subsection 17(1)); 3. directions not to import the means of containment or to return them to origin (subsection 17(3)); 4. inspectors directions (section 19); 5. directions to importers of the means of containment to issue notices of defective construction or recall (subsection 9(2)); and 6. revocation of the Equivalency Certificate, thereby making any use of the means of containment an offence (subsection 31(6)). If none of the foregoing are adequate, Protective Directions may be issued to prohibit or to control the use of the means of containment (section 32). Page 6 of 6

33 Certificat d équivalence (Approbation émise par l autorité compétente canadienne) SU (REN 1) CONDITIONS a) les marchandises dangereuses sont placées dans un contenant, dont elles ne sont pas destinées à être déchargées, qui a été conçu à des fins d utilisation dans des systèmes de pompe à eau; b) chaque contenant est rempli de UN1002, AIR COMPRIMÉ contenant au plus 23,5 pour cent d oxygène, par volume, classe 2.2, de UN1066, AZOTE COMPRIMÉ, classe 2.2 ou de UN1046, HÉLIUM COMPRIMÉ, classe 2.2; c) après avoir rempli le contenant, celui-ci est soumis à un essai d étanchéité; d) la pression interne de chaque contenant, à 20 C lorsque rempli de gaz pour le transport, est inférieur ou égale à 345 kpa; e) chaque contenant est emballé dans un emballage extérieur robuste pendant le transport; f) sous réserve des conditions g) à q) de ce certificat, chaque contenant a été conçu, fabriqué, mis à l essai et lisiblement marqué conformément aux exigences de la norme ANSI/WSC PST «Standard Pressurized Water Storage Tank», publiée par le Water Systems Council en février 2016; g) chaque contenant a été fabriqué par le détenteur du certificat au 1400 Division Road, West Warwick, RI, É.-U., conformément aux calculs de conception et aux modèles qui ont été présentés au Chef, Approbations et projets réglementaires spéciaux, Direction des affaires réglementaires, Direction générale du transport des marchandises dangereuses, Transports Canada; h) le contenant a été fabriqué selon un système de gestion de la qualité, conformément à la norme internationale ISO 9001: «Systèmes de management de la qualité Exigences» publiée par l Organisation internationale de normalisation, enregistré dans un registre de système de gestion de la qualité (organisation d enregistrement), agréé par le Conseil canadien des normes (CCN) ou un registre étranger de système de gestion de la qualité reconnu par le CCN; i) chaque contenant est fabriqué à partir d acier au carbone soudées avec extrémités (têtes) concaves à la pression; j) chaque contenant a un diamètre extérieur maximal de 660,4 mm et une capacité maximale en eau de 450 L; Page 2 of 6

34 Certificat d équivalence (Approbation émise par l autorité compétente canadienne) SU (REN 1) CONDITIONS k) les matériaux de construction pour les enveloppes et les extrémités (têtes) sont conformes aux exigences de la norme ASTM A1008/A1008M, «Standard Specification for Steel, Sheet, Cold-Rolled, Carbon, Structural, High- Strength Low-Alloy and High-Strength Low-Alloy with Improved Formability, Solution Hardened, and Bake Hardenable», publiée par ASTM International (American Society for Testing and Materials); l) le matériel des enveloppes et des extrémités des contenants finis est désigné par une méthode convenable pendant la fabrication pour permettre la traçabilité du métal par rapport à son numéro de coulée; m) sujet à la condition (n) de ce certificat, la contraction de la paroi, à une pression égale à trois fois la pression de remplissage à 20 C, ne doit pas dépasser 138 MPa, selon la formule suivante : S = Pd/2t Où S = contraction de la paroi en MPa; P = pression d essai en MPa; d = diamètre intérieur du contenant en mm; t = épaisseur maximale de la paroi du contenant en mm; n) pour les contenants ayant un diamètre intérieur supérieur à 265 mm, le stress de la paroi calculée ne dépasse pas 172 MPa conformément à la condition (m) de ce certificat; o) sous réserve à la condition (p) de ce certificat, la pression de calcul minimale de rupture est d'au moins 6 fois la pression de remplissage à 20 C; p) pour les contenants avec un diamètre intérieur supérieur à 265 mm, la pression nominale minimale d éclatement doit être au moins 8 fois la pression de remplissage à 20 C; q) chaque contenant a été soumis à une épreuve de pression pneumatique, pour au moins 30 s à une pression minimale d au moins 1.0 MPa et ne démontre aucune fuite, ni autre défectuosité; Page 3 of 6

37 REMARQUE Certificat d équivalence (Approbation émise par l autorité compétente canadienne) SU (REN 1) Appendice En vertu de la loi canadienne, un fabriquant étranger de contenants hors-normes ne peut être inculpé pour une infraction aux termes de la Loi de 1992 sur le transport des marchandises dangereuses s'il ne respecte pas les conditions du certificat d'équivalence qui lui a été émis. Néanmoins, il existe certaines mesures correctives aux termes de la loi qui sont mises à la disposition de Transports Canada dans une telle éventualité. Celles-ci comprennent : 1. retenir les marchandises dangereuses et par conséquent le contenant qui les contient (paragraphe 17(1)); 2. retenir les contenants qu'ils soient pleins ou vides (paragraphe 17(1)); 3. des ordres interdisant l'importation des contenants ou leur retour à leur point d'origine (paragraphe 17(3)); 4. des ordres d'inspecteurs (article 19); 5. des ordres aux importateurs d'adresser des avis de défectuosité ou de rappel des contenants (paragraphe 9(2)); 6. révoquer le certificat d'équivalence, ce qui rend l'utilisation des contenants illégale (paragraphe 31(6)). Si aucune des mesures précédentes n'est adéquate, rédiger des ordres pour interdire ou contrôler l'utilisation des contenants (article 32). Page 6 of 6
