Directives : (1) Les nouveaux postes de mouillage qui se trouveront dans les limites du port de Prince Rupert et dans le détroit d Hécate au large de Prince Rupert seront utilisés à titre d essai pendant douze mois à compter du 10 décembre (2) Veuillez prendre connaissance de la lettre ci-jointe (fichier n o 4021) de l Administration portuaire de Prince Rupert de même que des annexes graphiques indiquant la position et les coordonnées des nouveaux postes de mouillage. (3) Outre le présent avis, l Administration portuaire de Prince Rupert ou la Garde côtière canadienne pourrait publier un Avis à la navigation. 2 November 26, 2012 File No Mr. Kevin Obermeyer President and CEO Pacific Pilotage Authority Canada West Pender Street Vancouver, BC V6E 4A4 RE: Anchorage Review and new Anchorage Trial Dear Mr. Obermeyer: As discussed during the meeting in the Chamber of Shipping Boardroom on November 16, 2012, this letter outlines the Prince Rupert Port Authority (PRPA) anchorages we wish to trial as a result of our recent anchorage review. At this meeting you, Captain Fred Denning, Captain Robin Stewart of the BC Coast Pilots, and Captain Stephen Brown of the Chamber of Shipping agreed that a one year trial of the proposed anchorages would be a suitable timeframe to assess the new anchorage positions over four seasons of prevailing weather conditions. Accordingly, the proposed anchorage positions along with the suggested maximum ship length over all (LOA) for each position are listed on the enclosed table. The swing circle for each position is based on the maximum LOA, plus 10 shackles (274m), plus a 50/100m safety distance, as indicated. You will note that there are four additional anchorages on the West side of Digby Island that have been added and are requested to be included in this trial. These last four anchorages were included to provide flexibility around seasonal weather and potential future developments, subject to further discussions. Since our meeting, Dave Charlton has socialized the proposed new anchorages with Dave Jackson at Canadian Hydrographic Service, Pacific Region, who suggested a Notice to Mariners would be appropriate to inform the marine community of the 12 month trial. This appears to complement your offer to issue a Notice to Pilots in response to this official correspondence. This letter re-affirms PRPA s commitment to work with the Pacific Pilotage Authority, BC Coast Pilots, and the Chamber of Shipping to ensure the best anchorages are available for the prevailing conditions.
