Quels sont ses prochains projets? En plus de la modernisation de ses équipements, la JMSDF doit aujourd hui répondre à des missions variées comme la lutte contre le terrorisme, les opérations de secours d urgence (humanitaire, catastrophes naturelles) et la coopération internationale de paix. Dans ce but, nous poursuivrons la construction de destroyers multimissions et de sous-marins classiques, qui constituent le noyau des unités de notre flotte. Parallèlement à cela, nous sommes en train de développer de nouveaux destroyers porte-hélicoptères de tonnes, pourvus de différentes capacités (mise en œuvre et entretien des hélicoptères embarqués, commandement et communications, transport, etc.) et susceptibles de remplir différents types de missions en tant que bâtiments de commandement pour la gestion des risques. Le niveau de coopération avec l US Navy est important. Mais envisagez-vous également des programmes de coopération avec certaines nations européennes, et en particulier avec la France? Propos recueillis le 28 septembre 2012 COOPERATION ON THE WIDEST POSSIBLE RANGE Interview with Admiral Kawano, Chief of Staff of the Japan Maritime Self-Defense Force (JMSDF) Admiral, the JMSDF already has a dynamic construction program with modern, well-equipped ships. What are its upcoming plans? In addition to modernizing its equipment, the JMSDF must respond to a variety of missions today such as anti-terrorism, emergency rescue operations (e.g., humanitarian, natural disaster) and international cooperation efforts for peace. For this purpose, we are continuing to build multi-mission destroyers and conventional submarines, which make up the nucleus of our fleet. At the same time, we are developing new 19,500-ton helicopter destroyers with different capabilities (e.g., for implementation and maintenance of on-board helicopters, command and communications, transport) that could be used to carry out various types of missions as command ships for risk management. There is a high level of cooperation with the US Navy. But are you also planning programs in collaboration with certain European nations, for instance with France? We are currently developing our defense policies for exchange and cooperation with European countries to answer common challenges in terms of global security, especially for unconventional security issues such as anti-terrorism and anti-piracy, as well as international cooperation for peace. Having already signed a treaty with France in September 2011 on information security, Japan will in the future be collaborating more closely in security matters with France, for instance, by setting up a system for bilateral information sharing. The JMSDF was deployed in the Indian Ocean in anti-piracy operations. What lessons have been learned? The JMSDF has deployed two helicopter destroyers and two P-3C patrol aircraft which essentially carry out anti-piracy missions in the Gulf of Aden. The benefit of this operation has been to establish the role of our destroyers and patrol aircraft in protecting ships and conducting surveillance and alert operations. But since the war against piracy covers a vast maritime area, we cannot carry out these missions without collaborating with other nations fleets. This is why the JMSDF units in charge of anti-piracy, which are already actively involved in discussions and information exchange with these foreign fleets, will continue to encourage this sort of cooperation in the future. The naval situation in Asia is complex, with a build-up of Asian navies and persistent rivalries between countries. Do you predict a possible conflict in the area? Although we are witnessing a rapid change in the balance between regional powers in Asia and antagonism over territorial and maritime border issues, we are encouraging cooperation over security to establish relations of confidence and mutual understanding that would help nations in the region solve their problems. [ ] [Le salon] est à la croisée de deux de mes préoccupations : le défi maritime et le défi industriel». S il a poursuivi en évoquant le rétrécissement de l espace géopolitique, «un bien et un risque à la fois [ ]», il a insisté : «Il doit être intégré à toutes nos réflexions, y compris dans le livre blanc. [ ] La protection de la liberté des mers doit être l une des finalités de notre stratégie de défense.» De quoi rassurer le parterre d industriels présents? En tout cas, pour ce qui concerne les grands programmes engagés (FREMM, Barracuda, MdCN, torpilles MU90, NH90 dans sa version navale ), ils sont sanctuarisés, a-t-il insisté, confirmant par la suite ses propos au cours du point presse qui a suivi : «Ils sont mis en œuvre, malgré les contraintes budgétaires. C est un choix politique.» Parallèlement, le ministre a tenu à saluer l excellence de l industrie navale militaire française, «le premier secteur de défense à l exportation pour la France». Les raisons qui concourent à son succès à l exportation? Au-delà la qualité et de la diversité des produits proposés, «la réussite à l exportation est aussi due aux partenariats stratégiques à long terme que la France a établis avec des partenaires importants», a-t-il souhaité rappeler. Saluant au passage l Inde et le Brésil [NDLR : le ministre s envole aujourd hui pour le Brésil, pour discuter du partenariat en cours], il a insisté sur «le choix de l offre intégrée, allant de l assistance à la construction», proposé par la France. Maddison, CMM, MSM, CD, Commander of the Royal Canadian Navy 24 OCTOBRE 2012 «QUELLE MARINE CANADIENNE POUR DEMAIN» Entretien avec le vice-amiral P. A. Maddison, CMM, MSM, CD, commandant la marine royale canadienne Amiral, vous évoquez la nécessité d avancer intelligemment sur les trois projets de construction navale de la marine. Pourriezvous développer cette question? Je trouve qu il est utile de rappeler au public, notamment en cette période de grande instabilité et d incertitude économique, à quel point notre gouvernement reste engagé dans la recapitalisation et le renouvellement des forces armées canadiennes. Notre ministre de la Défense nationale, Peter Mackay, a fait part à de nombreuses occasions de son profond désir de commencer à découper l acier pour les navires de soutien interarmées, les navires de patrouille extracôtiers de l Arctique, et pour le bâtiment de combat de surface canadien. Le navire de patrouille extracôtier de l Arctique nous permettra quant à lui d opérer de manière sûre et constante dans notre troisième océan l Arctique canadien tout au long d une saison de navigation progressivement allongée. Lorsque je parle de l Arctique canadien, je fais référence à l extrême Arctique de l archipel canadien, et non au Bas-Arctique, au sud de la limite des glaces qui est, lui, plus clément. Pour nous aider à mener à bien ces projets, le gouvernement a également dévoilé une politique industrielle de défense transformationnelle, portant le nom de Stratégie nationale d approvisionnement en matière de construction navale (SNACN). Il s agit, en essence, d un accord-cadre par lequel le gouvernement établira des partenariats stratégiques à long terme avec deux chantiers navals canadiens, un à Halifax et l autre à Vancouver. Le gouvernement et l industrie négocient actuellement afin d en déterminer les modalités. À cet égard, la SNACN est la seule voie permettant de concevoir la future flotte. C est l approche stratégique dont nous avions depuis longtemps besoin et par «nous», j entends aussi bien l industrie que le gouvernement pour gérer stratégiquement le renouvellement de la flotte, comme programme intégré à long terme, plutôt que comme une série d activités individuelles. La SNACN nous permettra de rassembler nos capacités et de faire des investissements cohérents en capital humain et autres nécessaires pour livrer avec compétence ce qui figure parmi les machines les plus complexes au monde : les bâtiments de guerre modernes. Je suis pleinement confiant dans le fait que la SNACN nous permettra de surpasser ensemble tous les défis auxquels nous pourrions être confrontés. Par ailleurs, de mon point de vue d opérateur, la SNACN est plus qu un moyen de concevoir la flotte future. Pour toute institution combattante fortement technologisée, l agilité au niveau stratégique est liée à sa base industrielle la capacité d innovation et l aptitude à offrir rapidement des solutions techniques à des besoins opérationnels complexes, mais imprévus. La SNACN du gouvernement fournira à notre marine un degré d agilité stratégique et de résilience jamais connu auparavant, mais qui, sans aucun doute, sera essentiel pour notre réussite future dans un monde qui est par nature incertain et imprévisible et dont la complexité va croissant. Could you elaborate? I find it useful to remind audiences, particularly in this period of great economic volatility and uncertainty, how strongly committed the Government of Canada remains towards the recapitalization and renewal of the Canadian Forces. Our Minister of National Defence, the Honourable Peter Mackay, has made it clear on numerous occasions that he s anxious to begin cutting steel for the Joint Support Ships (JSS), the Arctic/Offshore Patrol Ships (AOPS), and the Canadian Surface Combatant (CSC). The Government is pushing DND to move forward with fleet renewal just as fast as we can deliver and rightly so. Two of the projects will replace ships that are now approaching their fourth decade of fleet service. Specifically, JSS will allow us to retire our two underway replenishment ships Protecteur and Preserver, while the CSC will permit us to retire the air defence destroyers Iroquois, Athabaskan and Algonquin. CSC will also eventually replace the modernized frigates. In contrast, AOPS will provide us with the ability to operate both safely and persistently in our third ocean Canada s Arctic during the full extent of a gradually lengthening navigable season. By Canada s Arctic, I refer to the high Arctic of the Canadian Archipelago, rather than the more benign low Arctic south of the ice-edge. To help us deliver these projects, the Government has also unveiled a transformational defence industrial policy, called the National Shipbuilding Procurement Strategy (NSPS). Essentially, NSPS is a framework agreement within which the Government will enter into long-term strategic partnerships with two Canadian shipyards, one located in Halifax and the other in Vancouver. The Government and industry are now deep into negotiations to determine how to move these partnerships forward. In this regard, NSPS is the only path forward to success in delivering the future fleet. It s the strategic approach we ve long needed and by we I mean both industry and government to manage fleet renewal strategically as an integrated long-term program, rather than as a set of individual activities. NSPS will allow us to marshal our capacities and permit us to invest coherently in the human and other capital it will require to competently deliver among the most complex machines on this planet: modern warships. I am absolutely confident that NSPS will allow us collectively to overcome any challenges that may lie ahead. 7 BRAHMOS SUPERSONIC CRUISE MISSILE: OVERVIEW OF THE PROGRESS In November 2011, the Brahmos cruise missile has been successfully tested from the Indian frigate Teg at Baltic Sea and once again on 7th October These missiles were launched from the first of the three frigates being built by the Kaliningrad-based shipyard Yantar for the Indian Navy. The vertical launched configuration which was used enhances the stealth capabilities of the ship as the missiles are under deck and not exposed. The same also ensures maneuvering in any direction after launch, independent of ship movement. Another test was performed on 28th March 2012, when the missile has successfully attained a steep dive capability, flying supersonic and mission hitting almost vertically its target which makes it a weapon for top-attack on ships especially on aircraft carriers. The Indian Army is also ordering the steep-dive missile for mountain warfare. According to the Brahmos joint-venture, its missile has the potential of becoming India s major weapon export in the coming ( Brahmos) decades once its internal requirements are fulfilled. Brahmos plans to export up to missiles to friendly countries, worth $10 billion of export. The contract has been awarded by LIG Nex1, the South Korean Aerospace and Defence Company which is a subsidiary of the LG Corporation, the second largest South Korean conglomerate. This important contract has been awarded to Atlas Elektronik UK following performance tests of the Cerberus DDS which were conducted alongside a competitors system. The superior performance of Cerberus DDS was demonstrated in challenging acoustic environments. Over a period of 5 years, Atlas Elektronik UK will supply DDS systems to LIG Nex1 for installation but in conjunction with a domestic company providing long term in-service support. MARINELEC Technologies designs and manufactures systems for surveillance, alarm and control of The Growth Award is given to the FIVA Group A double success for this company created in 2003 and based in Cherbourg. In two years, their turnover will have more than doubled, going from 9.6 million euros in 2010 to a provisional turnover of 21 million euros for 2012, and furthermore estimated at 24.1 million euros for 2013! This growth is due to a strategy founded on development based on the naval/defence sector (70% of current turnover) and on a commercial action plan in the nuclear sector. These are systems that require links between onboard sensors and anomaly displays or indicators. The award of the Innovation Award to this small business was given for the development of a simple but especially innovative system still without a commercial name that provides security for ships and shipboard personnel. It is a communications system based on the technological principle of the power line carrier (as used in home telephones) for the network of light column data systems onboard ships. It involves running the electric supply current and the alarm signal through the same electric conductor, allowing significant economy in wiring use. This results in savings in copper, installation time and weight. It also enables self-monitoring of the ongoing proper operation of light columns. This system should be able to be installed on all types of ships to ensure permanent monitoring, providing instant warning to ship personnel in case of danger onboard. The company s latest turnover was 2 million euros. MARINE- LEC Technologies plans to broaden its area of competence into products that incorporate more embedded intelligence in support of security, energy economy and onboard efficiency. We also have the goal of growing our export sales (reversing our actual share of 30% Export/70% France), says manager Pascal Citeau. Il consiste à faire circuler sur un même conducteur électrique l énergie d alimentation électrique et le signal d alarme, permettant ainsi de réaliser des économies de câblage importantes. D où un gain de cuivre, de temps d installation et de poids. Il assure par ailleurs une autosurveillance du bon fonctionnement permanent du réseau des colonnes lumineuses. Ce système devrait pouvoir être installé sur tous types de navires pour garantir une surveillance permanente et alerter instantanément les marins en cas de danger à bord. Aujourd hui, elle est focalisée sur deux types de navires : les patrouilleurs rapides et les navires de lutte anti-mines. La marine italienne a fait l acquisition de huit chasseurs de mines de la classe Gaeta, tandis que la marine thaïlandaise aligne deux bâtiments de déminage de la classe Lat Ya. Enfin, trois chasseurs de mines de la classe Katanpää ont été construits pour la marine finlandaise. Les marines australienne, malaisienne, nigériane et américaine ont également fait appel à Intermarine. Ce canon à tir rapide peut être installé sur des bâtiments de grande ou moyenne taille pour du tir de surface et de l appui-feu naval et, de manière secondaire, pour du tir antiaérien. Le caractère compact de son système d alimentation permet d installer ce canon sur des embarcations peu larges. Ses magasins d alimentation automatiques modulaires offrent la possibilité de tirer jusqu à quatre types de munitions différents, qui sont immédiatement sélectionnables. Les magasins peuvent être rechargés alors que la tourelle est mise en œuvre. Dans le principal magasin à munitions du bâtiment, les projectiles et les charges de lancement sont élevés au niveau du canon depuis les magasins d alimentation. Le flux de munitions est réversible de sorte que les obus peuvent être déchargés automatiquement.
