1 NOTIFICATION OF A B GRADE VACANCY NATO INTERNATIONAL STAFF OPEN TO NATIONALS OF NATO MEMBER STATES ONLY LOCATION: NATO Headquarters, Brussels, Belgium DIVISION: EXECUTIVE MANAGEMENT HEADQUARTERS SUPPORT AND TRANSFORMATION INFRASTRUCTURE AND FACILITIES MANAGEMENT TECHNICAL SERVICES TITLE: Electronic Security System (ESS) Field Technician GRADE: B.3* *Pending budgetary approval of the post creation. SECURITY CLEARANCE: NS VACANCY N : SUMMARY The role of Infrastructure and Facilities Management (IFM) is to support NATO s political and decision-making processes by managing and maintaining the NATO Headquarters site. IFM provides the International Staff (IS), International Military Staff (IMS), national Delegations, Partners, independent bodies and all others accommodated at NATO Headquarters, with facility management services. IFM is responsible for the overall management, supervision and technical and financial control of all in-sourced and outsourced facility, maintenance, transportation and logistics services, major and minor investment projects and asset and inventory management in support of NATO Headquarters functions. Under the direction and guidance of the Electronic Security Systems (ESSs) Supervisor, the incumbent is responsible for the effective and efficient operation, modification, repair, maintenance and troubleshooting of the ESSs and system components at the NATO HQ. He/she is also responsible for the inspection of works executed by external maintenance firms, ensuring the works are completed in accordance with specified methods, using appropriate materials and in accordance with established ESS and contract specifications. -1-

QUALIFICATIONS AND EXPERIENCE ESSENTIAL The incumbent must: possess a higher secondary-level diploma in electronic or electrical systems, complemented by specialised training in the installation and maintenance of Electronic Security Systems (ESSs); have at least five years experience in the maintenance and installation of security systems; demonstrate the capacity to perform first-line troubleshooting and to report accurately on the nature of a technical problem; be capable of interpreting engineering drawings and technical manuals; be capable of operating and configuration security systems software and operating systems and the able to quickly learn and adapt to changing technology; be competent with standard office software (e.g. MS Excel, Word and Outlook); possess the following minimum levels of NATO s official languages (English/French): V ( Advanced ) in one; II ( Elementary ) in the other. 3. MAIN ACCOUNTABILITIES Project Management Under the supervision and overall guidance of the ESS Supervisor, ensure the effective, efficient and secure operation and maintenance of ESS components. This includes activities related to maintenance and transformation of ESS installations. Participate in a 24h on-call rotor. Participate in specific events such as Ministerials, even outside of standard office hours. Replace the ESS Supervisor in his/her absence when required. Information Management Complete proper paperwork and submit to the ESS Maintenance Supervisor. Draft simple reports on incidents which have occurred. Planning and Execution Replace, when necessary, security systems supporting the ESS of the NATO HQ, including some outside the permanent headquarters. Maintain and troubleshoot ESSs including intercom, fire detection and suppression, Intruder alarm, access control and closed Circuit Television systems. Test and verify that all systems and devices installed (alarm panels, sirens, horns, strobes, etc.) function properly and in accordance with manufacturers' specifications. Stakeholder Management Remain on-call in support of ESSs. Interface directly with clients as required and document all maintenance solutions accordingly. Reporting to the ESS Supervisor, maintain regular contact with the Protect Security Branch (PRB) of the NATO Office of Security (NOS) which is in charge of operations. As required, support the ESS Section in the organisation, quality control, inspection, monitoring and validation of works executed by external service providers. -2-

3 Expertise Development Assist the ESS Supervisor in the annual assessment of the state of the installations. Perform any other related duty as assigned. 4. INTERRELATIONSHIPS The incumbent reports directly to the ESS Supervisor. He/she will work both independently and as part of a team and monitors the work of external contractors, as directed. He/she works in permanent contact with the NOS/PRB. He/she interfaces directly with end-users and works closely with IFM Technical Services Electricians. Direct reports: N/a Indirect reports: N/a. 5. CONTRACT Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years duration; possibility of another contract thereafter. Contract clause applicable: In accordance with the NATO Civilian Personnel Regulations, the successful candidate will receive a definite duration contract of three years, which may be followed by another contract. If the successful applicant is seconded from the national administration of one of NATO s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period subject to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years. Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. -3-

HABILITATION DE SÉCURITÉ: NS POSTE VACANT N o : RÉSUMÉ Le Service Gestion des infrastructures et des installations (IFM) a pour mission de soutenir les processus politiques et de prise de décisions de l OTAN en assurant la gestion et la maintenance du site du Siège. L IFM fournit des prestations multiservices/multitechniques (facility management) au Secrétariat international (SI), à l'état-major militaire international (EMI), aux délégations des pays membres et des pays partenaires, aux organismes indépendants, ainsi qu à toutes les autres entités implantées au siège de l'otan. L IFM est chargé d assurer la gestion globale, la supervision et le contrôle technique et financier de l'ensemble des services internes et externalisés de gestion, de maintenance, de transport et de logistique, ainsi que des petits et grands projets d'investissement. Il est également responsable de la gestion des actifs et des stocks nécessaires au soutien des différentes fonctions du Siège. Sous la direction du superviseur/de la superviseuse ESS (système de sécurité électronique), le/la titulaire est chargé(e) du fonctionnement, de la modification, de la réparation, de la maintenance et du dépannage efficaces et efficients des systèmes et sous-systèmes ESS du siège de l'otan. Il/Elle est également responsable de l'inspection des travaux effectués par des techniciens de maintenance extérieurs et s'assure qu'ils sont exécutés suivant les méthodes indiquées, au moyen des matériels appropriés et conformément aux prescriptions des cahiers de charges et des spécifications ESS. -5-

QUALIFICATIONS ET EXPÉRIENCE ACQUIS ESSENTIELS Le/La titulaire du poste doit : avoir un diplôme du niveau secondaire supérieur en électronique ou en électricité, complété par une formation spécialisée en installation et maintenance de systèmes de sécurité électroniques (ESS) ; avoir au moins cinq ans d'expérience dans la maintenance et l'installation de systèmes de sécurité ; justifier de la capacité d'effectuer des interventions de dépannage de première ligne et de rendre compte avec précision de la nature d'un problème technique ; être capable d'interpréter les dessins et manuels techniques ; être capable d'utiliser et de configurer les logiciels et systèmes d'exploitation des systèmes de sécurité, et avoir une capacité d'apprentissage et d'adaptation rapides aux évolutions technologiques ; être en mesure d'utiliser des logiciels bureautiques standard (p. ex. MS Excel, MS Word, Outlook) ; avoir au minimum le niveau de compétence V («avancé») dans l'une des deux langues officielles de l'otan (anglais/français), et le niveau II («élémentaire») dans l'autre. 3. RESPONSABILITÉS PRINCIPALES Gestion de projet Sous la supervision et la direction générale du superviseur/de la superviseuse ESS, veille au fonctionnement et à la maintenance efficace, efficiente et sécurisée des sous-systèmes ESS (les activités liées à la maintenance et à la transformation d'installations ESS font partie de ses attributions). Participe au système de permanence sur appel 24 h/24. Prend part à des activités liées à des événements spécifiques comme des réunions ministérielles, même en dehors des heures normales de service. Remplace le superviseur/la superviseuse ESS en son absence, selon les besoins. Gestion de l'information Remplit les documents appropriés et les soumet au superviseur/à la superviseuse ESS. Rédige des rapports simples sur les incidents survenus. Planification et exécution Remplace, lorsque cela est nécessaire, les sous-systèmes de sécurité de l'ess, y compris ceux implantés à l'extérieur du siège permanent. Assure la maintenance et le dépannage de l'ess, notamment des systèmes d'interphone, de détection et d'extinction d'incendie, de détection d'intrusion, de contrôle d'accès et de vidéosurveillance. Teste et vérifie que tous les systèmes et dispositifs installés (tableaux d'alarmes, sirènes, avertisseurs sonores et optiques, etc.) fonctionnent correctement et conformément aux spécifications techniques du fabricant. -6-

7 Gestion des parties prenantes Reste disponible sur appel à l'appui de l'ess. Prend directement contact avec les clients selon les besoins et documente toutes les solutions de maintenance comme il se doit. Rend compte au superviseur/à la superviseuse ESS, mais maintient un contact régulier avec la Branche Sécurité de protection (PRB) du Bureau de sécurité de l'otan (NOS), entité chargée de la conduite du système. Selon les besoins, apporte son concours à la Section ESS pour ce qui concerne l'organisation, le contrôle qualité, l'inspection, le suivi et la validation des travaux exécutés par des prestataires de services extérieurs. Développement de l'expertise Aide le superviseur/la superviseuse ESS à procéder à l'évaluation annuelle de l'état des installations. S'acquitte de toute autre tâche en rapport avec ses fonctions qui pourrait lui être confiée. 4. STRUCTURE ET LIAISONS Le/La titulaire de ce poste relève du superviseur/de la superviseuse ESS. Il/Elle est amené(e) à travailler de façon autonome ainsi qu en équipe, et à surveiller les travaux exécutés par des contractants externes, selon les instructions reçues. Il/Elle travaille en contact permanent avec la Branche Sécurité de protection du NOS. Il/Elle est également en contact direct avec les utilisateurs et travaille en étroite collaboration avec les électriciens de la Section Services techniques de l'ifm. CONTRAT Contrat proposé (hors détachement) : contrat d'une durée déterminée de trois ans, qui pourra être suivi d'un autre contrat. -7-

8 Clause contractuelle applicable : Conformément au Règlement du personnel civil de l'otan, la personne retenue se verra offrir un contrat d'une durée déterminée de trois ans, qui pourra être suivi d'un autre contrat. Si la personne retenue est détachée de l administration d un État membre de l OTAN, elle se verra offrir un contrat d une durée déterminée de trois ans qui, sous réserve de l accord des autorités nationales concernées, pourra être reconduit. À ce poste, la durée de service d un agent détaché n excède pas six ans. Les agents en fonction se verront offrir un contrat conforme aux dispositions du Règlement du personnel civil de l'otan. 7.
