(DAAD) Kennedyallee 50 D Bonn Dear readers, The results of the DAAD doctoral fellowships for the year 2012 have been published. In this programme, the opportunity has been given to 12 Cameroonian doctoral candidates whether to purchase a PhD in Germany or to do research in order to obtain a Cameroonian doctorate. Three former scholarship holders have also been invited to Germany for a research stay in the framework of the DAAD re-invitation programme. Three other young students of German Studies will take part to German Summer Schools between July and August Doctoral and masters scholarships in the field of German Studies are still expected. Le premier trimestre de l année 2012 a été marqué par une kyrielle d événements scientifiques, informatifs et festifs magnifiant la coopération entre la République Fédérale d Allemagne et le Cameroun. Dès janvier, le forum «Études en Allemagne» a repris avec un nombre de visiteurs toujours plus grand. Au mois de février, le Collège Jean Tabi, école partenaire de l Allemagne dans l initiative PASCH, a été le théâtre d une séance d information pour parents d élèves et élèves finissants; par ailleurs les journées Ansole et l ouverture officielle du Centre pour la Coopération Scientifique entre l Afrique et l Allemagne ont rythmé le quotidien de l Université de Yaoundé I. Le mois de mars a servi de contexte temporel à l organisation de la 5ème édition de la série «Femmes et Filles Fortes» par la Coopération Allemande au Cameroun, ainsi qu un séminaire pour jeunes scientifiques à Yaoundé et last but not least la Conférence sur le partenariat entre les universités de Ngaoundéré et de Brème. Concerning the activities of the DAAD headquarters in Bonn an introductory conference was organised for the new programme Welcome to Africa where Camerooon is well represented. At the end of March, the University of Stellenbosch hosted the DAAD Conference for African Germanists. This edition of our newsletter will present new scholarship opportunities for Masters, PhD, doctoral and postdoctoral research at German and African universities. We will focus on the Postgraduate Courses for Young Professionals with Relevance to Developing Countries. 2 IC Yaoundé IC Yaoundé In-country Events Seite 2 ANSOLE Days 2012 à Yaoundé La question des énergies renouvelables est plus que jamais au centre des préoccupations et des objets de recherche scientifique sur l Afrique. L énergie électrique d origine nucléaire et électrique s avère insuffisante pour satisfaire aux besoins plus grands d une population mondiale toujours croissante. Le problème se pose avec une plus grande acuité en Afrique et au Cameroun où une grande partie de la population est incapable de s offrir les commodités de base. Une des tentatives de solution les plus connues à ce problème est l énergie solaire. D où la mise sur pied du réseau ANSOLE (African Network of Solar Energy) par Dr. Ayuk Egbe Mbi. Dr. Ayuk, ancien d Allemagne, Fondateur du KBK, actuellement en service à l Université de Linz (Autriche) et des collègues de Tunisie et d Éthiopie ont initié le réseau ANSOLE en 2010 comme plate-forme internationale réunissant les scientifiques de toutes les filières et les membres de la société civile intéressés par les questions d énergie solaire. Il est question pour lui de mettre toutes les compétences ensemble pour développer cette forme d énergie en Afrique, continent ensoleillé. D où le thème: Solar Energy for Sustainable Development Dr. Daniel Ayuk Egbe Les journées ANSOLE ont eu lieu á l Université de Yaoundé I du 16 au 19 février La cérémonie d ouverture a été co-présidée par Monsieur le Vice-recteur de l Université de Yaoundé I Prof. André-Marie Ntsobé et S.E. M. l Ambassadeur de RFA au Cameroun Reinhard Buchholz. Avec une vingtaine de nationalités représentées, des sponsors de divers genres et un comité d organisation, les journées scientifiques ANSOLE ont promis l espoir d atteindre des résultats exaltants pour appuyer le développement du secteur solaire sur le continent. Un public international très varié Si les journées ANSOLE ont permis aux experts d échanger sur leurs travaux actuels relatifs au thème de l énergie solaire, il n en demeure pas moins que pour le nombre impressionnant de jeunes scientifiques des universités camerounaises représentées, ce fut une aubaine pour rencontrer d éminents académiques pour une collaboration future et un encadrement dans leurs projets de recherche Vu le nombre considérable d anciens boursiers DAAD parmi les membres du réseau ANSOLE, le DAAD a financé une rencontre et la tenue d activités spécifiques DAAD durant les journées. En dehors du discours de la directrice du Centre d Information DAAD Yaoundé pendant la première journée, les anciens boursiers DAAD ont tenu une rencontre, présenté la pièce de théâtre thématique No bills with the sun. Ces activités ont été coordonnées au niveau local par Dr. Emelda Ngufor Samba, Alumna du DAAD et enseignante à l Université de Yaoundé I. Quelques alumni DAAD Les journées ANSOLE se sont achevées sur une note de satisfaction avec la proposition que ce genre d événement soit renouvelé au niveau régional, afin que se constituent des groupes de travail sur des sujets précis et diversifiés. 3 In-country Events Seite 3 Humboldt Kolleg and Official Opening of DAW Zentrum The Centre for Scientific Cooperation between Germany and Africa, founded last year by Prof. David Simo has been officially opened in Yaoundé at the end of February A Humboldt Kolleg has been organized as prelude event to this inauguration. It took place at the new built centre from 27th to 28th February under the theme: coaching and mentoring of young scientists: models and possibilities Scientist from different areas of studies and researchers from many Cameroonian universities came to this scientific event to discuss possibilities and perspectives in coaching young scientists in order to assure the continuity of training and research at universities. On the first day of the Humboldt meeting, existing programmes and models of coaching have been presented and discussed. The director of the DAAD Information Centre Yaoundé Mrs. Buchecker presented an overview of German funding programmes and lead a discussion on the African presence in those programmes. After her presentation, different models in the practice of mentoring in Europe an Africa have been reported by senior academics coming form Germany, France and Cameroon. The second day was dedicated to young scientists to present and discuss their research proposals. At the end of the Humboldt Kolleg the official opening ceremony took place on the yard of the centre. More than one hundred guests were present on the yard of the Centre for Scientific Cooperation between Germany and Africa on 28th February Among them we could count the representatives of the diplomatic corps, the director of Goethe-Institute, senior scientists from the Ecole Normale Supérieure de Paris, professors from German universities, deans, lecturers and students of Cameroonian universities. The ceremony was presided over by the Minister of Higher Education Prof. Jacques Fame Ndongo in presence of H.E. Reinhard Buchholz, Ambassador of the Federal republic of Germany in Cameroon. After a word from Prof. Simo, founder of the centre, the dean of the Faculty of Arts said a word of gratification to the German Cooperation for having chosen his faculty to host the new centre. The representative of the Thyssen Foundation which has financed the construction of the building emphasised on the importance of specialised centres for research at universities and promised not to spare resources in supporting the equipment of the centre. The Rector of the University of Yaoundé I and the Ambassador congratulated the initiative of Prof. Simo and expressed their satisfaction about the state of cooperation between Germany and Cameroon at scientific and academic level. The inaugural address given by the Minister of Higher Education was an occasion to magnify the universal character of science. He congratulated Prof. Simo with emphasis and invited all Cameroonian academics to follow his example as he compared the new centre with the fire that Prometheus caught from the cave of the gods. The ceremony continued with a guided visit of the Centre and its opening to the guests who could admire the quality of the building with many working, seminar and computer rooms. At the end of the visit, a buffet was offered to all in the garden of the Centre. We wish the Centre all the best for its development and a bright future.

4 In-country Events Seite 4 Conférence sur le Partenariat Ngaoundéré-Brème Du 22 au 29 mars le quotidien de l Université de Ngaoundéré a été marqué par plusieurs rencontres dans le cadre du partenariat multiforme entre l Université de Ngaoundéré et l Université de Brème. En effet, il existe une coopération à trois axes entre ces deux universités: le partenariat basé sur les filières de l Environnement et de l Informatique financé par le DAAD, le partenariat DIES pour la promotion de l enseignement des langues financé également par le DAAD et le projet de développement de l Informatique financé par le Ministère Fédéral pour l Education et la Recherche (BMBF). En somme il s agit de projets qui devraient permettre á l Université de Ngaoundéré de se démarquer non pas seulement d un point de vue infrastructurel, mais aussi des méthodes de travail. Les échanges académiques entre l Université de Ngaoundéré et l Université de Brème ont commencé il y a plus d une décennie par des contacts personnels d anciens étudiants de l Université de Brème travaillant à Ngaoundéré. On peut citer ici à titre d exemple le Prof. Kolyang Dina, actuellement directeur de l Institut du Sahel (Université de Maroua) qui se sera investi à la naissance d un partenariat institutionnel entre les deux universités. Au fil des années, les rapports se sont intensifiés à travers des visites des recteurs des deux parts. En 2009, le DAAD a accordé un financement de partenariat dans le cadre de son programme «Subject Related Partnerships» pour les filières Sciences Environnementales et Informatique. Ce financement a été accordé pour une durée de quatre ans. À partir de cette année il verra la participation d une deuxième université africaine, l Université de Zaria (Nigéria). Un important aspect de cette coopération est la création sur e campus de Ngapundéré d une surface ReviTec, inaugurée dans le cadre de la conférence. Une impressionnante délégation de l Université de Brème était présente à Ngaoundéré avec à sa tête Prof. Dr. Yasemin Karakasoglu, Vice-recteur chargé des affaires internationales. À la cérémonie solennelle inaugurale présidée par Prof. Joseph Kayem, Vice-recteur chargé de la coopération, le public nombreux a écouté plusieurs allocutions parmi lesquelles celles du Délégué du Gouvernement à Ngaoundéré, Mme la Représentante du DAAD, Mme le Vice-recteur et S.E. l Ambassadeur de RFA. DAAD Subject-Related Partnerships With the programme Subject Related Partnerships, the German Academic Exchage Service (DAAD) sponsors cooperation activities between German universities and universities abroad. The programme is offered annually and can be sponsored for four years with an annual budget of euros. The possibility to join another university abroad is given with an andditionnal sponsor of euros. 5 In-country Events Seite 5 Research in Germany Information Seminar in Yaoundé On behalf of the Section 523 of the DAAD, the DAAD Information Centre called an information seminar for young scientists doctoral candidates on Saturday, 17th March in Yaoundé. The information event took place at the Centre for Scientific Cooperation between Germany and Africa, on the campus of the University of Yaoundé I. After online registration, 54 participants have been invited to attend the seminar which targeted the transmission of a realistic image of the German research landscape to young Cameroonian scientists. Speakers of the ceremony were representatives of different German research funding organisations. Opening the seminar Mrs. Anette Coly said a word on behalf of the German Ambassador to encourage young scientists. She mentioned the fact that the leading position of Germany in Europe is mainly due to the high level of research done at German academic and non-academic institutions. Beside the DAAD programmes presented by Mr. Brice Chuepo (DAAD Yaoundé), the participants could be well informed about the offers of the Alexander von Humboldt-Foundation (AvH) and the German Research Fund (DFG). Mr. Jung (Goethe-Institute) gave a lecture on internet research for scientific works. Special thanks to Prof. Foupouagnigni, Humboldt-Ambassador and to Dr. Dieudonné Ndjonka, DFG-fellow, both DAAD-alumni. Séance d Information au Collège Jean Tabi La République Fédérale d Allemagne compte depuis 2008 dans le monde près 1500 écoles partenaires dites écoles PASCH. Dans ces écoles, l enseignement de la langue allemande et le perfectionnement des infrastructures tout comme la formation continue des enseignants sont des domaines dans lesquels le gouvernement apporte un appui considérable. Au Cameroun, cinq écoles font partie du réseau PASCH, notamment le Collège Jean Tabi, le lycée de Biyem-Assi (Yaoundé), le Collège Alfred- Saker, le lycée de Ndogpassi (Douala) et le lycée classique de Bafoussam. Le Goethe-Institut s occupe dans le cadre de l initiative PASCH d organiser des activités culturelles permettant le développement de la compétence interculturelle des apprenants des écoles PASCH. Le DAAD quant à lui est aussi actif dans l initiative PASCH en ce qui concerne les études supérieures des bacheliers de ces écoles. C est ainsi que le Centre d Information DAAD de Yaoundé a organisé le 29 février au sein du Collège Jean Tabi un séance d information destinée aux parents et élèves finissants afin de les informer sur les possibilités que leur offre l Allemagne en terme d études supérieures. Une centaine de personnes ont ainsi pris part à la rencontre pendant laquelle elles ont suivi une présentation du paysage universitaire allemand et les expériences de deux anciens étudiants d Allemagne travaillant actuellement au Cameroun. Après l exposé liminaire de Brice Chuepo (DAAD) sur les universités allemandes, les conditions d admission, les exigences linguistiques et des aspects du quotidien estudiantin en Allemagne, Olivier Tamamot et Serge Etoundi ont tour à tour partagé avec les parents et élèves leurs motivations, avantages et astuces pour réussir en tant qu étudiants camerounais en Allemagne. La séance d information s est terminée par un buffet où les participants pouvaient continuer des échanges informels et se procurer du matériel d information nécessaire.

6 In-country Events Seite 6 Femmes et Filles Fortes édition N 5 La Coopération Allemande au Cameroun a une fois de plus tenu à célébrer la Journée Internationale de la Femme 2012 à travers la série d évenements dénommée Femmes et Filles Fortes. Le theme retenu pour cette 5ème edition était: De l émancipation à l engagement citoyen. Un theme porteur et engage au vu de l actualité socio-politique du Cameroun en Comme les années antérieures, les représentants des différentes organisations de la Coopération Allemande au Cameroun se sont mis ensemble autour de differents sous-thèmes pour travailler en commissions au développement d activités à destination d un public toujours plus diversifié. Les sous-thèmes s articulent autour de la participation aux élections, la nécessité d un code de la famille et des personnes et les programmes de sensibilisation Santé-VIH. Les journées thématiques aucours de la semaine qui allait du 1er au 9 mars 2012 se présentaient ainsi: Lundi 5 mars: Journée thématique Code de la famille Activités: Saynètes aux marches du Mfoundi et Mokolo Partenaires: Compagnie Zouria avec la participation des Bayam Sellam Table-ronde à la Maison Allemande Partenaires: ACAFEJ, CIPCRE, Honorable Ndam-Njoya Mardi 6 mars 2012: Journée thématique Élections Activité: Documentaire sur les femmes élues à l Université Protestante (UPAC) Mercredi 7 mars 2012: Journée thématique Santé Activité: Sensibilisation Toi comme moi: Égalité à la santé à la Briqueterie Comme innovation à cette edition du festival, on peut noter la decentralisation de certaines activites, notamment celles concernant la thématique Santé ont eu lieu dans d autres villes, par exemple à Maroua, Bertoua, Bafoussam. En marge de tous ces événements, le festival de films de femmes Mis me binga a encore eu lieu au Goethe-Institut tout comme un concours de photographie a été lancé. La 5ème edition de Femmes et Filles Fortes s est achevée à la satisfaction de tous et toutes dans les jardins du bureau du programme GIZ/ santé le samedi 9 mars par un cocktail.

7 News Seite 7 Financement de projets ''Welcome to Africa'' Dans le cadre de ses programmes, le DAAD a lancé en fin d année 2011 l initiative Welcome to Africa pour permettre le financement de projets communs entre universités allemandes et africaines: les objectifs spécifiques du programme sont: Le renforcement de la compétence africaine des jeunes chercheurs et scientifiques allemands. La promotion de la mobilité d étudiants, diplômés et scientifiques; La mise sur pied d une coopération scientifique solide entre universités allemandes et africaine Le renforcement des capacités de recherche et de formation des universités africaines. Avec un financement BMBF à hauteur de 3,3 millions d euros, les 10 projets vont couvrir une période de 3 ans. Pendant ces années, les universités concernées pourront organiser des échanges académiques avec une flexibilité et une dynamique propres aux objectifs fixés par elles-mêmes. 8 Scholarships Seite 8 Scholarships for Postgraduate Courses with Special Relevance to Developing Countries This programme is designed for young professionals 1. General Information about the Programme Postgraduate courses for young professionals from developing countries Duration: months, depending on the particular institution Internationally recognised Master s degree Includes German Universities and Fachhochschulen (Universities of Applied Science) Support of selected programmes with a variety of full or partial scholarships Funded by the BMZ (Federal Ministry for Economic Cooperation and Development), but admission also open to self-financed participants or students financed through government or other sources Academic year 2013/ Prerequisites and Requirements The typical scholarship holder: Will come either from a public authority or a state or private company in a developing country and, as such, be engaged in the planning and execution of directives and projects with emphasis on development policies having a bearing on technological, economic or social areas. Holds a Bachelor s degree (4 years) in related subject. Will have completed an academic degree far beyond average and at least two years of related professional experience. Is not older than 36 (for some courses the age limit is 32), respectively his/her academic degrees should normally not be older than 6 years. Concerning a possible age limit, please refer to the course details on the following pages. Language skills: For courses in German: DSH 2 or TestDaF 4; at time of application German skills at completed level A2 are required. In addition, German language courses at level A2 or B1 are highly recommended. Exception: Candidates for some German-speaking courses need a very good command of German at time of application. For courses in English: IELTS (band 6) certificate or TOEFL (minimum score: 550 paper based, 213 computer based, 80 internet based) Note: Some courses may expect different level. DAAD application forms are available from the German Embassies, one of the DAAD offices abroad. Please note: Scholarships cannot be awarded without the official DAAD application form. Many courses, however, have their own forms which must be submitted in addition to this (see details under course description).applicants are requested to state whether they will be financing the desired degree course themselves or whether the course can only be taken with the assistance of a DAAD scholarship. Chances of admission to postgraduate courses will be greatly enhanced for academically qualified applicants with personal financial resources. Application deadlines for DAAD-scholarships: At the DAAD Information Centre Yaoundé: 31 July Admission:The relevant institution of higher education decides on admission to the postgraduate course and simultaneously submits a proposal for the allocation of scholarships. 10 Scholarships Seite 10 DIES Partnerships Dialogue On Innovative Higher Education Strategies DIES Partnerships promote cooperation between universities in Germany and in emerging and developing countries in the field of higher education management with concrete projects designed to run for a maximum of four years. Specifically, DIES Partnerships pursue the following objectives: To improve the management of university structures and resources in respect of their internationalisation and to raise their international competitiveness, To systematically improve the range of studies and conditions offered at the level of the institution as a whole or the faculty, in particular, regarding the quality, relevance and the degree of internationalisation of the curricula and methods, To continue and advance the training levels and promote the international collaborative experience of participating university executives and managers from developing countries, To consolidate partnerships which facilitate the organisation of longer-term, institutional bonds, To create sustainable networks between German universities and their partner institutions as well as encouraging South-South networking. 11 Scholarships Seite 11 Programme d échange de personnel dans les universités d Afrique sub-saharienne L objectif de ce programme DAAD est de promouvoir la coopération interuniversitaire par la mobilité académique et améliorer la qualité de l'enseignement et de la recherche des universités d'afrique subsaharienne. Le DAAD offre environ 10 bourses en Les Candidats doivent avoir un des titres suivants : maître de conférence, professeur d université, directeur de recherche. doivent présenter une invitation d'une université d'afrique subsaharienne avec une note succincte qui indique les devoirs et les fonctions, y compris la durée envisagée. doivent être des ressortissants des pays de l Afrique subsaharienne doivent présenter le congé de leurs institution d'origine dans le but de l'enseignement à l'établissement d'accueil. Les demandes peuvent provenir de tous les domaines présentant un intérêt fort pour le développement national (à l'exclusion des sciences humaines et des beaux-arts). Les bourses sont valides à n'importe quelle université accréditée d Afrique subsaharienne. Les bourses sont valides pour deux à quatre semaines et ne sont pas renouvelables. La bourse doit se terminer avant le 31 Janvier 2013 et ne peut pas être reportée. 12 Scholarships Seite 12 Postdoctoral Fellowships in Sub-saharan Africa at DAAD supported Centres of Excellence The purpose of the programme is to provide opportunities to post-doctoral researchers from Sub-Saharan Africa to conduct cooperative research within the region, under the guidance of one of the below mentioned host institutions. The programme is designed to support post-doctoral training. DAAD is offering approximately 10 fellowships in Applicants have to be senior or prospective teaching / or research staff, preferably former DAAD scholarship-holders in Sub-Saharan Africa. have completed their Ph.D. degree. submit an invitation from a Sub-Saharan African host institution together with a concept note which must have been arranged in advance with the host researcher. be nationals of a Sub-Saharan African country. Come preferable from other countries than the country where the programme takes place Applications may come from all subject areas with strong relevance to national development (excluding the humanities and fine arts). The fellowships are tenable at the below mentioned centres of excellence. The awards are tenable for three up to six months and are not renewable. The scholarship must end before January 31st 2013 and cannot be deferred. The fellowship consists of: A travel allowance: (Neighbouring country: EUR 500,--, across regions Africa Sub-Sahara: EUR 1.000,--) A monthly research allowance of EUR 100 A monthly allowance of EUR 1,000 An adequate lump sum for accident, liability and health insurance The scholarship is designed as a subsidy to the scholar s current salary / study leave income. Please note: Fellowship rates differ in case the research stay takes place in your home country: No travel lump sum will be paid and the monthly instalment amounts to EUR 500,--. At the end of the fellowship the fellow has to provide a detailed report on the findings of the research signed by the hosting professor and give further information on future cooperation and academic activities. The project should not be a reworking or mere extension of the candidate s doctoral research project. That means: The centre of excellence has to adequately participate in the costs (e.g. infrastructure, other local expenses). The host and the candidate must have established close communication and devised a concrete concept note. The implementation of the fellowship should contribute to develop staff exchange between Sub-Saharan African universities. Furthermore, the candidates should be ready to support the supervision of DAAD scholars if required by their host institution.
