1 Le 30 MAI 2013 Parc des Expositions Paris 1ères rencontres européennes de l achat public d innovation en santé «L acheteur hospitalier, nouvel acteur de l innovation industrielle en Europe» 1st European Forum for Public Procurement of Healthcare Innovation «Hospital purchasers: new stakeholders of the European industrial innovation» L innovation est aujourd hui un facteur déterminant de la performance du système de santé : elle permet de proposer les solutions aux enjeux de demain notamment en matière de santé, afin d améliorer la qualité des soins aux patients tout en stimulant la productivité et en créant des emplois. Le récent rapport Gallois a d ailleurs confirmé que la santé était l'un des secteurs essentiels et stratégiques pour le développement du tissu industriel. Les achats hospitaliers, dont le volume atteint près de 120 milliards à l'échelle européenne, ont un rôle essentiel à jouer dans le développement de l écosystème industriel et de sa capacité à innover que ce soit au niveau régional, national ou européen, en particulier dans le contexte actuel. Ayant une fonction clé dans toutes les étapes de l acquisition d une solution innovante dans un établissement, l acheteur représente aujourd hui une porte d entrée incontournable pour l innovation à l hôpital. Son rôle d interface professionnalisée entre l offre industrielle et la demande interne aux établissements de santé, ainsi que sa compétence transversale lui confèrent une vocation naturelle à devenir un acteur clef en matière de gestion de l innovation. Ces 1ères rencontres s adressent à tous les acteurs du système de santé (établissements et services de santé, industriels, agences de l innovation, services de R&D, etc.) qui souhaitent faire le point sur l émergence de ces nouveaux acteurs de l innovation que sont les acheteurs publics hospitaliers. Elles seront aussi l occasion de créer pour la première fois à l échelle européenne un dialogue entre acheteurs publics de la santé, industriels et représentants des pouvoirs publics visant à promouvoir l innovation en matière de produits et de prestations de service. Innovation is today a key factor for the performance of our healthcare system: it provides solutions for the challenges of tomorrow by improving patient care while boosting productivity and employment. Many experts agree that the healthcare field is an essential and strategic component of the industrial sector development. Hospital procurement, which volume amounts to 120 billion euros at the European level, plays an essential role in the development of the industrial ecosystem and in its capacity to produce innovative solutions at a regional, national and European level, especially in today s context. Actively involved at each stage of the acquisition process, the purchaser is in the ideal position to bring innovative solutions in hospitals. As a professional interlocutor who possesses multi-disciplinary skills, the purchaser is at the crossroad where industrial supply meets hospital s demand. As such, he is bound to become a strategic player in innovation management. This first Forum is aimed at healthcare sector professionals (hospitals, enterprises, innovation agencies, R&D services etc.) who wish to learn more on hospital purchasers and their decisive and main role in tomorrow s innovation management. The forum will also provide the opportunity to create, for the first time at European level, a dialogue between public procurers in the healthcare sector, industries and public authorities representatives aiming at promoting innovative products and services. 1

Ce premier rendez-vous mettra, je l espère, en lumière le rôle déterminant que doit jouer l acheteur hospitalier dans les processus d innovation industrielle en Europe. Soutenues par la Commission Européenne, ces rencontres ont avant tout pour objet de créer du lien. Nous souhaitons fédérer une communauté de l achat d innovation en santé et inciter les acheteurs à s emparer du sujet de l innovation à l hôpital. En tant qu interface entre la demande et l offre de technologies, l acheteur occupe une place de choix dans la chaîne de l innovation. Il intervient à deux niveaux : pour détecter l innovation existante (ou émergente) sur le marché, et pour susciter l innovation future en dialoguant avec les fournisseurs afin d exprimer des besoins non couverts. This event should bring the light on the important role that the hospital purchaser must take in the industrial innovation process in Europe. With the support of the European Commission, this Forum is mainly about establishing links. Resah-idf also coordinates EHPPA (European Health Public Procurement Alliance), an association aiming at pooling Hospital Procurement at the European level. 7 Bertrand Wert Les intervenants Bertrand Wert travaille pour la Commission européenne, DG Entreprises et Industrie, Direction de la politique de l'innovation industrielle, depuis 2009, au poste de conseiller politique. Il a été impliqué dans la préparation de «Union de l'innovation». Il est actuellement en charge du suivi plusieurs réseaux ou «groupes d acheteurs publics» de solutions innovantes en vue de leur intégration dans le futur programme européen de R&D&I «Horizon 2020» ( ). Il est aussi impliqué dans la préparation du programme européen de soutien aux PME innovantes (schéma European du «Small Business Innovation Research»). Auparavant, il a été pendant cinq ans chercheur en sciences sociales principalement dans le cadre des programmes européens. Il a un doctorat en sciences politiques (Université Paris-Dauphine, France), une maîtrise en science politique - Relations internationales (Université du Québec à Montréal, UQAM, Canada), et une maîtrise en science politique - études européennes (Université Libre de Bruxelles, ULB, Belgique). Bertrand Wert is working for the European Commission, DG Enterprise and Industry, Directorate Industrial Innovation Policy, since 2009, as Policy Officer. He has been involved in the preparation of "Innovation Union" flagship. He is currently monitoring several public procurement networks or buyers groups of innovation developed in order to test the mainstreaming of innovation procurement (Pre-commercial Procurement & Public Procurement of Innovation) within "Horizon 2020" ( ) He is involved in the preparation of a European scheme to support financially procurement of innovation, and R&I for SMEs (Small Business Innovation Research European scheme). Previously, he has been for five years a researcher in social sciences mainly under European programmes. He has a PhD in Political Science (University Paris-Dauphine, France), a MA in Political Science -- International Relations (University du Québec à Montréal, UQAM, Canada), and a Master in Political Science -- European studies (University Libre de Bruxelles, ULB, Belguim). Gabriella M. Racca Gabriella M. Racca is Professor of Administrative Law and Deputy Dean at the Faculty of Economics of the University of Turin, Italy (gabriella.racca@unito.it). Her research interests include public procurement, PPP, collaborative procurement and central purchasing bodies. She is Member of the Scientific Board of the Master of science in Public Procurement Management for Sustainable Development organized by the ITC - ILO. She is member of Ius Publicum Network ( of the Public Contracts in Legal Globalization ( and of the European Procurement Law Group. She is co-director with Chris Yukins of a project on Integrity and efficiency in sustainable public contracts. She published in Public Contract Law Journal, 2011 (Competition in the execution phase of public procurement) in Public Procurement Law Review (Collaborative procurement and contract performance in the Italian healthcare sector: illustration of a common problem in European procurement, 2010) 7

8 Ignacio Giménez Ignacio Giménez is a Project Officer in ICLEI s Sustainable Procurement Team. Prior to his appointment to ICLEI, Ignacio worked for the Trade Commission of the Embassy of Spain in the USA. He also worked for UNICEF Supply Division, Copenhagen, Denmark as a Contracts Officer, specializing in contracting matters and public procurement. Ignacio is currently involved in a number of European projects aimed at promoting sustainable and innovative public procurement within public authorities. He is responsible for coordinating the Procurement of Innovation Platform on the use of public procurement as a mechanism for procuring innovative solutions under an initiative of DG Enterprise & Industry (European Commission). Regarding the HAPPI Project, Ignacio participates in a study aimed at identifying the main European procurement organisations that are involved in healthy ageing. Jérôme PIGNIEZ Société ON MEDIO - Fondateur de Gérontechnologie.net DG du Syndicat ASIPAG De formation Marketing Industriel, Jérôme PIGNIEZ est le fondateur de la société ON-MEDIO. Il bénéficie d'une expérience de 15 ans dans le secteur de la téléassistance, des technologies dédiées au vieillissement de la population et à l'autonomie. Il conseille dans ce domaine divers acteurs du secteur, réalise des notes de veille stratégique, et est amené à intervenir en qualité d'expert dans plusieurs groupes de travail, colloques, ou encore à travers la rédaction d'articles. La société ON-MEDIO édite plusieurs sites internet d'information dont le portail dédié aux technologies pour l autonomie et à la Silver Economie. Afin de participer à la promotion dynamique du secteur du vieillissement Jérôme PIGNIEZ a créé "la nuit du grand âge et du bien vieillir" qui est organisée depuis 5 ans au Casino de Paris. Cet événement fédère tous les professionnels du secteur et décerne des Trophées pour les meilleurs initiatives de l'année : Enfin Jérôme PIGNIEZ est le Délégué Général du Syndicat National des Technologie pour l'autonomie dont il a fédéré la création : le Syndicat ASIPAG. 8

9 Carlos Jaime Carlos Jaime, Directeur de la Région Ile de France et des Comptes Nationaux pour l ensemble des activités de Philips Healthcare. Il a la responsabilité des équipes commerciales, opérations et service de la région et également la mission de conduire la stratégie grands comptes pour l UGAP, les Armées et le Resah IDF. Il a occupé auparavant la fonction de Directeur Commercial de Philips Healthcare France et développer durant son parcours professionnel une expertise des marchés de l imagerie médicale, de l informatique de santé, du monitorage et de la ventilation. Dans le cadre du dialogue compétitif «Monitorage et informatisation des services critiques» il a conduit l équipe projet de Philips Healthcare qui a remporté ce marché. Philips Healthcare a démontré dans le cadre ce marché sa capacité à apporter de l innovation en matière d offre financière, chefferie de projet, formation et pilotage du changement. Il nous expliquera comment le cadre de l AO lancé par le Resah IDF a permis à sa société de proposer en 1 ère mondiale un nouveau modèle économique, une plateforme innovante de formation et offre d accompagnement dans le changement des organisations. 11 Patrick Malléa Directeur général Centre National de Référence Santé à domicile et Autonomie Ingénieur en production et robotique de formation, titulaire d un doctorat de l Ecole des Mines de Paris sur la «performance durable en santé, Patrick Malléa rejoint en 2002 la Direction de la Recherche Clinique et de l Innovation du Centre Hospitalier Universitaire de Nice pour élaborer la politique d innovation des pôles hospitaliers, après 15 ans passés dans l Industrie des dispositifs médicaux. En 2009, il intègre le Pôle de Compétitivité Mondial Solutions Communicantes Sécurisées (SCS) afin de prendre en charge les projets Santé du pôle, puis en juin 2010 il est nommé Directeur du Développement du CNR Santé. Sa mission est alors de conduire les opérations stratégiques et de développer les collaborations entre le Centre et ses partenaires. Depuis le 15 octobre 2012, Patrick Malléa a pris les fonctions de directeur du CNR Santé succédant à Bruno Charrat. Managing Director National Centre of Reference for Home Healthcare and Autonomy Engineer in Production Engineering and Robotics and with a PhD in Sustainable Health Systems from the Paris Ecole des Mines, Patrick Malléa joined in 2002 the Clinical Research and Innovation Management team at the University Hospital Centre in Nice to build the deployment of the innovation policy for hospital centres, after a tenure of 15 years in the medical device industry. Il y développe un goût pour la création culinaire, la haute qualité de service et appréhende la gestion anglo-saxonne des chaînes hôtelières. Directeur de centre de profit à 25 ans, il s intéresse de près au principal challenge de la profession : le management des équipes nécessaire à la satisfaction des attentes de la clientèle. Cette problématique constituera son fil conducteur tout au long des missions acceptées (direction multi sites, ouvertures d'établissements, redressements de centres de profit, expertise-formation). Philippe H. MAYJONADE rejoint le CHRU de Lille afin d apporter son expérience en vue de concourir à un important projet de changement en lien avec la qualité de service. In 2008, she joined Fairlead Institute, a start-up in the change management training market, where her role was to develop brand awareness and support the franchise network. Subsequently she became a consultant for medium-sized companies, with an approach based on customer experience and cross-channel tactics. Today Isabelle is responsible for service innovation at AP-HP, in charge of implementing projects aimed at improving patient experience, from arrival at to departure from the hospital, alongside the healthcare circuit. 14

15 Renaud de La Baume Ancien journaliste économique à Libération et L express, Renaud de La Baume a co-écrit plusieurs ouvrages sur l avènement d Internet dans les années 1990, notamment «Les nouveaux maîtres du monde» chez Belfond, avant de créer avec Jérôme Hérard en juin 1996 la société L île des Médias, agence de presse et de communication sur Internet. A la tête de l entreprise, qui compte aujourd hui 20 salariés, il lance la marque ViaDirect en 2009, pour éditer un logiciel d orientation et d information installé dans les lieux publics sur de grands écrans tactiles. Destiné à faciliter la vie des visiteurs dans les centres commerciaux, les gares, les aéroports, ViaDirect a remporté un appel d offres de l AP-HP pour installer cette solution dans la quasitotalité de ses hôpitaux de la région parisienne. Sabine Romon Directrice de l expérimentation Paris Région Lab Ingénieur en sciences du vivant et titulaire d un DESS de gestion de la technologie et de l innovation, elle a été chef de projets dans l environnement puis responsable de l association des diplômés d AgroParisTech, avec un rôle important de mise en relation et d animation de réseau. Elle a rejoint, début 2011, le Laboratoire Paris Région Innovation, association créée en 2009 à l initiative de la Ville de Paris et de la Région Ile-de-France, avec pour vocation de faire rentrer l innovation dans la commande publique. A cette fin, le Laboratoire Paris Région Innovation accompagne le déploiement de solutions innovantes sur le territoire francilien, en facilitant la mise en œuvre d expérimentations in vivo in situ. Depuis 2011, le Laboratoire Paris Région Innovation a deux activités : l activité initiale d organisation d expérimentations (équipe Paris Région Lab) et l activité d incubation de start-ups (équipe Paris Incubateurs). 16 Brian Winn Brian is a Partner at BITECIC, a consultancy in the healthcare technologies sector. Brian is a Fellow of the Institution of Engineering and Technology and after graduating from City University, London, he initially worked for his industrial sponsor Marconi Avionics (now part of BAE Systems) on acoustic processing systems. He then moved to Computing Devices Ltd (now part of General Dynamics) and worked on a number of technological 'firsts', including the first software controlled airborne weapon release system, the first LCD to be deployed in the cockpit of a fighter aircraft and the first high resolution airborne helical scan recorder. Later he became a Director of the international engineering consultancy Mott MacDonald, in their Systems and Telecoms division working in fields as diverse as Oil and Gas, Power Generation, Transportation, UK MoD, UK Emergency Services and Health. Following a period with Pera Innovation he helped set up and establish the final NHS Innovation Hub and later became the Head of the NHS National Innovation Centre, introducing the concept of 'unmet needs' as a focus and outlet for innovative talent and establishing an engineering 'performance specification' approach to developing them. Carole Gandon Diplômée de Sciences-Po Rennes et titulaire d un Master en Management de projet Européens, Carole Gandon dispose de 5 ans d expérience en gestion de projets Européens et affaires internationales. Après un passage en cabinet-conseil, elle a travaillé comme manager de projets au sein d ARMINES, structure de valorisation de la recherche pour MINES Paristech, le réseau des Ecoles des Mines, Navale et Polytechnique. Chef de Projet International et innovation au GIP Resah-idf depuis mars 2012, elle anime les partenariats et réseaux internationaux du Resah. Elle est aussi la coordinatrice du projet européen HAPPI (Healthy Ageing in Public Procurement of Innovation), rassemblant un consortium de 10 partenaires mobilisés en faveur de l achat d innovation pour le Bien vieillir. Carole Gandon graduated in political science and European Studies at the Institute of Political Science of Rennes. In 2007, she obtained a master degree of European Project Management at the University of Cergy- Pontoise. After an experience in a consulting company specialized in the financing of innovation, she worked for 5 years as a European Project Manager at ARMINES, a contractual research organization operating for the benefit of French schools of engineers. At ARMINES, she took care of the administrative, financial and legal management of 5 coordination projects in the fields of energy and health. In 2012, she joined Resah-idf to coordinate the HAPPI project (Healthy Ageing in Public Procurement of Innovation), and to run the international affairs. After several trainings in purchasing and supplier management, she has now excellent knowledge of the management of innovation in the Public Procurement sector.
