2 Atelier de préparation d'un projet d'échanges techniques pour l'élaboration des politiques de gestion forestière dans les espaces naturels protégés méditerranéens Les forêts méditerranéennes procurent de nombreux biens et services non marchands, même si elles ont une production de bois qui ne peut faire face à la concurrence mondiale. Dans ces conditions, quelles politiques répondant aux attentes de la société peuton mettre en œuvre pour ces espaces? Les espaces protégés des différents pays méditerranéens, qu'ils soient nationaux, régionaux ou locaux, sont des lieux d'expérimentation de l'aménagement du territoire et de ces politiques. Cependant, force est de constater le manque de connaissances et de références pour permettre aux gestionnaires des espaces protégés de conduire de telles expérimentations. C'est pourquoi, l'association Internationale Forêts Méditerranéennes, la Région autonome de Murcie (Espagne), la Région Ombrie (Italie) et le WWF-France, avec l'appui de l'union européenne, de la Région Provence-Alpes-Côte d'azur (France) et du Département des Bouches-du- Rhône (France), vous proposent de participer à l'atelier de préparation d'un projet d'échanges techniques pour l'élaboration des politiques de gestion forestière dans les espaces naturels protégés méditerranéens. Ces échanges s'inscrivent dans la continuité de la structuration de réseaux de coopération sur les forêts méditerranéennes, commencée dans le cadre de RECOFORME ( et en vue de la préparation d'un prochain programme de coopération interrégional de l'union européenne. Les thématiques abordées lors de cet atelier sont les suivantes : 1. Exprimer les objectifs globaux de la gestion des forêts méditerranéennes dans les espaces protégés. Que doivent devenir les forêts méditerranéennes dans les espaces protégés en fonction des demandes sociales? Quels objectifs de gestion en vue des conditions du futur anticipant les changements climatiques et les changements de société? 2. Construire des référentiels techniques et institutionnels adaptés à la Méditerranée et aux changements à venir, dans les espaces protégés ; et élaborer des modèles communs. Comment gérer l'adaptabilité des forêts méditerranéennes? Comment intégrer les contraintes périurbaines? Comment gérer les relations entre les institutions et les propriétaires? 3. Transférer des actions expérimentées dans des contextes technico-économiques, institutionnels et de gouvernance différents (entre les différents espaces naturels protégés, mais aussi des espaces naturels protégés vers les autres territoires). 4. Concevoir des politiques de qualité de la gestion forestière dans les espaces protégés (à travers les certifications, l'évaluation des politiques ) Les thèmes "1 et 2", et "3 et 4" se dérouleront en parallèle. Une traduction simultanée françaisanglais vous sera proposée.

3 Workshop for the preparation of a project on technical exchanges for designing policies for Mediterranean forests and woodlands in protected areas Mediterranean forests, even though their timber production cannot compete with levels of output reached elsewhere in the world, do provide a large number of non-commercial goods and services. On the basis of these facts, what policies should be implemented to meet the expectations that society at large has for these woodlands? In the countries around the Mediterranean Rim, national, regional and local protected areas constitute centres of experimentation for such policies, as well as for land use and development. Even so, it must be admitted that the knowledge and established guidelines available to protected area managers in their attempts at improvement remain insufficient. Thus, the International Association for Mediterranean Forests, the Autonomous Region of Murcia (Spain), the Umbria Region (Italy) and WWF-France with the support of the European Community, the Regional Government Council of the Provence-Alpes- Côte d Azur (France), along with the Departemental Council of the Bouches-du- Rhône, invite you to come to the Workshop for the preparation of a project on technical exchanges for designing policies for Mediterranean forests and woodlands in protected areas. Such exchanges are part of an ongoing dynamic, begun in the context of RECOFORME ( that has implemented a network of cooperation on Mediterranean woodlands. This network will be instrumental in the preparation of the EU s next programme for interregional cooperation. The themes approached during this workshop are as follows: 1. To express the total objectives of the management of Mediterranean forests in protected areas. It is recommended to approach them in a precise way through focused enough angles of entry. What have to become Mediterranean forests in the protected areas according to the social requests? Which objectives of management according to the future conditions anticipating the climatic changes and the changes in the society? 2. To build technical and institutional reference frames adapted to the Mediterranean and the changes to come in protected areas; and to work out common models. How manage the adaptability of the Mediterranean forests? How integrate the periurban constraints? How manage the relations between the institutions and the owners? 3. To transfer from the actions tested in different technico-economic, institutional and governorship contexts (between various protected areas, but also from the natural protected areas towards other territories). 4. To design policies of quality for forest management in protected areas (through certification, the evaluation of the policies...) The topics "1 and 2", and "3 and 4" will proceed in parallel.
