1 NOTIFICATION OF AN A GRADE VACANCY NATO INTERNATIONAL STAFF OPEN TO NATIONALS OF NATO MEMBER STATES ONLY LOCATION: NATO Headquarters, Brussels, Belgium DIVISION TITLE GRADE NATO OFFICE OF SECURITY POLICY OVERSIGHT BRANCH SECURITY POLICY SECTION Officer, Policy Coordinator A3/A4* * this post is currently grade A.4, and is proposed to be downgraded to grade A.3/A.4 level, subject to budgetary approval SECURITY CLEARANCE: CTS/A VACANCY N : SUMMARY The NATO Office of Security (NOS) has a broad security remit. It is responsible for the overall coordination of NATO security among member Nations, NATO civil and military bodies as well as International Organisations and partner countries with which NATO cooperates, e.g. Mediterranean Dialogue, Istanbul Cooperation Initiative, Partnership for Peace, global partners and contact countries. It is also responsible for the security of the NATO Headquarters and its personnel in Brussels, for the protection of the Secretary General and for the security and safety of its personnel in and on missions abroad. Its functional areas address: personnel security, physical security, security of information, communication and information systems security (including cyber defence), security awareness, industrial security, counter intelligence, counter espionage, threats from terrorism, close protection, security force services, fire and first aid. The NOS comprises the Office of the Director, the Policy Oversight Branch (POB), the Protective Security Branch (PRB), the Security Intelligence Branch (SIB) and the Close Protection Unit (CPU). The POB is responsible for ensuring that NATO security policy is applied throughout NATO bodies and member Nations and as well as in non-nato Nations and organisations, as appropriate, with which NATO cooperates. POB develops security policy and directives, supports their implementation and verifies compliance through security audits in the specific functional areas of personnel security, physical security, security of information, communication and information systems security (including cyber defence) - 1 -

2 and industrial security. POB works with the other NOS Branches to ensure coordinated and consistent responses to the interpretation and practical application of policy. The incumbent, under the direction of the Head of the Security Policy Section, coordinates the development, review and amendment of the NATO security policy and, to this end, acts as the Secretary of the Security Committee. He/she also plays a major role in conducting inspections in NATO Nations and civil and military bodies as well as surveys in Non-NATO Nations and International Organisations (NNN/IO). Additionally he/she will provide NNN with advice and practical support on NATO security requirements in the context of the various cooperation activities with NATO (e.g. Membership/Partnership Action Plans). 2. QUALIFICATIONS AND EXPERIENCE ESSENTIAL The incumbent must: have a degree from a university or establishment of similar standing; possess at least five years' experience in policy coordination and development, preferably in the National Security Authority or in another government security department of a NATO member Nation or organisation with similar responsibilities; possess sound knowledge of and substantial experience in planning, monitoring and implementing protective security programmes in a government department, a higher military headquarters or similar organisations; possess broad knowledge of personnel, physical, document, industrial and communication and information system security; possess advanced drafting and writing skills; possess the following minimum levels of NATO s official languages (English/French): V ( Advanced ) in one; and I ( Beginner ) in the other; be able to travel extensively. DESIRABLE The following would be considered an advantage: knowledge of NATO s organisational structure and its security policy; Elementary level in NATO s second official language. 3. MAIN ACCOUNTABILITIES Project Management Plan, organise and, if required, supervise specific projects as directed by the Head of Section and/or Branch. Manage the Programme of Work of the Security Committee and support the Chairman to achieve the goals set by the Committee by ensuring timely and quality deliverables. Policy Development Coordinate the development, review and amendment of NATO security policy as prescribed by the Security Committee. Assist the Head of Section and/or Branch in the - 2 -

3 development of security policy and arrangements with regard to NNN and organisations with which NATO cooperates. Information Management Prepare draft correspondence, documents and reports on matters pertaining to his/her area of responsibility and on general security issues for approval by the Head of Section and/or Branch and, where appropriate, signature by Director NOS. Support the wider NOS strategy for efficient and effective intra-divisional information management in both paper and electronic formats and processes. Prepare meetings in a proficient, accurate and timely fashion. Knowledge Management Write comprehensive reports for use by the responsible national and/or other security authorities. Take a leading role within POB in contributing to and supporting the development and/or maintenance of the NOS s wider knowledge management strategy. Representation of the Organization Represent the NOS in meetings, conferences and workshops, as determined by the Head of Section and/or Branch. Act as the Secretary of the Security Committee both in Principal and Security Policy Formats. Travel extensively to examine, on the basis of briefings and discussions with relevant personnel and investigation on the ground, the security programmes in place in NATO, NNN and organisations, making recommendations and organising training, as necessary. Expertise Development Provide advice and support on security issues to NATO Civil and Military Bodies, NATO Nations as well as NNN/IO. Stakeholder Management Serve as point of contact within POB for coordination of policy development matters. Maintain contact with the representatives of the National Security Authorities/members of the Security Committee. Assist Head POB in ensuring collaboration with NOS Security Intelligence and Protective Security Branches and with Political Affairs and Security Policy Division staff as appropriate. Assist the Branch Head in the management of policy development and coordination. Perform any other related duty as assigned by the Head of Section and/or Branch. 4. INTERRELATIONSHIPS The incumbent reports to the Head of the Security Policy Section. He/she will deal with senior government and military personnel in NATO Civil and Military Bodies, NATO Nations as well as NNN/IO. Direct reports: N/a Indirect reports: N/a

CONTRACT Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract. Contract clause applicable: In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity. The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further 3-year period. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract. If the successful applicant is seconded from the national administration of one of NATO s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years. Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. There are certain specific circumstances in which a serving staff member may be appointed directly to the higher grade. These are described in the IS directive on twin-graded posts

5 Advancement to the higher grade is not automatic and at least a minimum period of 3 years service (2 years for an A.1/A.2 post) is required before promotion to the higher grade can be considered. 7. HABILITATION DE SÉCURITÉ : CTS/A POSTE VACANT N : RÉSUMÉ Les compétences du Bureau de sécurité de l'otan (NOS) en matière de sécurité couvrent de larges attributions. Le Bureau est responsable de la coordination générale de la sécurité à l'otan entre pays membres, organismes civils et militaires de l OTAN, et également auprès des organisations internationales et des pays partenaires avec lesquels l'otan coopère, notamment les pays du Dialogue méditerranéen, les pays de l'initiative de coopération d'istanbul, les pays du Partenariat pour la paix, les partenaires mondiaux et les pays de contact. Le Bureau est également responsable de la sécurité du siège de l'otan et de son personnel à Bruxelles, de la protection du secrétaire général, ainsi que de la sécurité et de la sûreté de ses collaborateurs sur place et durant des missions à l'étranger. Ses domaines fonctionnels sont les suivants : sécurité concernant le personnel, sécurité physique, sécurité des informations, sécurité des systèmes d'information et de communication (y compris la cyberdéfense), sensibilisation à la sécurité, sécurité industrielle, contre-ingérence, contre-espionnage, menaces liées au terrorisme, protection rapprochée, services des forces de sécurité, lutte contre l'incendie et premiers secours. Le NOS comprend le Bureau du Directeur, la Branche Orientations générales (POB), la Branche Sécurité de protection (PRB), la Branche Renseignement de sécurité (SIB) et l'équipe Protection rapprochée (CPU). Il incombe à la POB de veiller à ce que la politique de sécurité de l'otan soit appliquée dans l'ensemble des organismes et des pays membres de l'otan et, le cas échéant, dans les pays non OTAN et les organisations avec lesquels l'otan coopère. La POB élabore la politique et les directives de sécurité, appuie leur mise en application et vérifie leur conformité au travers d'audits de sécurité dans les domaines fonctionnels spécifiques que sont la sécurité concernant le personnel, la sécurité physique, la sécurité des informations, la sécurité des systèmes d'information et de communication (y compris la cyberdéfense) et la sécurité industrielle. La POB collabore avec les autres Branches du NOS afin de garantir que des réponses coordonnées et cohérentes sont apportées à l'interprétation et à l'application pratique de la politique de sécurité

7 Sous la direction du/de la chef de la Section Politique de sécurité, le/la titulaire du poste coordonne l'élaboration, le réexamen et la modification de la politique de sécurité de l'otan et, à cette fin, remplit les fonctions de secrétaire du Comité de sécurité. Il/Elle joue également un rôle majeur pour ce qui de mener des inspections dans les pays membres et dans les organismes civils et militaires de l'otan ainsi que des visites d'examen dans des pays non OTAN et dans des organisations internationales. En outre, il/elle fournit aux pays non OTAN des avis et un soutien pratique pour ce qui concerne les exigences de sécurité OTAN dans le cadre des diverses activités de coopération avec l'alliance (par ex. plans d'action pour l'adhésion du Partenariat). 2. QUALIFICATIONS ET EXPÉRIENCE ACQUIS ESSENTIELS Le/La titulaire du poste doit : être diplômé(e) d'une université ou d'un établissement de niveau similaire ; avoir une expérience d'au moins cinq ans dans la coordination et l'élaboration des orientations, de préférence au sein d'une autorité nationale de sécurité ou d'un autre organisme public de sécurité d'un pays membre de l'otan ou d'une organisation ayant des responsabilités similaires ; avoir une connaissance approfondie et une expérience de haut niveau de la planification, du suivi et de la mise en œuvre de programmes de sécurité de protection dans un organisme public, un grand quartier général militaire ou des organisations similaires ; bien connaître les impératifs de sécurité concernant le personnel, de sécurité physique, de sécurité des documents, de sécurité industrielle et de sécurité des systèmes d'information et de communication ; avoir des compétences rédactionnelles pointues ; avoir au minimum le niveau de compétence V («avancé») dans l'une des deux langues officielles de l'otan (anglais/français) et le niveau I («débutant») dans l'autre ; être disposé(e) à effectuer de nombreux déplacements. ACQUIS SOUHAITABLES Seraient considérées comme autant d'atouts : la connaissance de la structure organisationnelle de l OTAN et de sa politique de sécurité ; une connaissance élémentaire de la deuxième langue officielle de l'otan. 3. RESPONSABILITÉS PRINCIPALES Gestion de projet Planifie, organise et, au besoin, supervise des projets spécifiques, suivant les instructions du/de la chef de la Section et/ou de la Branche. Gère le programme de travail du Comité de sécurité et aide le président à atteindre les objectifs définis par le Comité en garantissant des livrables rapides et de qualité

8 Élaboration des politiques Coordonne l'élaboration, le réexamen et la modification de la politique de sécurité de l'otan, selon les instructions du Comité de sécurité. Aide le/la chef de la Section et/ou de la Branche à élaborer les dispositions de sécurité applicables aux pays non OTAN et aux organisations avec lesquels l'otan coopère. Gestion de l'information Prépare la correspondance, les documents et les rapports concernant les questions relevant de son domaine de responsabilité et les questions générales de sécurité, à soumettre à l'approbation du/de la chef de la Section et/ou de la Branche et, le cas échéant, à la signature du directeur/de la directrice du NOS. Soutient la stratégie générale du NOS pour des dispositions et des processus efficients et efficaces de gestion de l'information au sein de la division, sur support papier ou sous forme électronique. Prépare les réunions avec efficacité et précision, et dans les délais. Gestion des connaissances Établit des rapports complets à l'usage des autorités nationales de sécurité et/ou d'autres autorités de sécurité compétentes. Joue un rôle de premier plan au sein de la POB, s'agissant de contribuer et d'apporter un soutien à l'établissement et/ou au maintien en place de la stratégie générale du NOS en matière de gestion des connaissances. Représentation de l'organisation Représente le NOS à des réunions, à des conférences et à des ateliers, selon les instructions du/de la chef de la Section et/ou de la Branche. Remplit les fonctions de secrétaire du Comité de sécurité, à la fois au niveau des représentants principaux et en configuration Politique de sécurité. Effectue de nombreux déplacements pour examiner, à partir d'exposés et d'entretiens avec le personnel compétent, et d'enquêtes sur le terrain, les programmes de sécurité en place dans les pays OTAN, les pays non OTAN et les organisations ; formule des recommandations et organise, au besoin, des formations. Développement de l'expertise Fournit des avis et des orientations sur des questions de sécurité aux organismes civils et militaires de l'otan, aux pays membres, ainsi qu'aux pays OTAN, aux pays non OTAN et aux organisations internationales. Gestion des parties prenantes Sert de point de contact au sein de la POB pour la coordination des questions relatives à l'élaboration des politiques. Reste en contact avec les représentants des autorités nationales de sécurité, membres du Comité de sécurité. Aide le/la chef de la POB à assurer une collaboration avec la Branche Renseignement de sécurité et la Branche Sécurité de protection du NOS ainsi qu'avec la Division Affaires politiques et politique de sécurité, le cas échéant. Aide le/la chef de la Branche dans la gestion de l'élaboration et de la coordination des politiques. S'acquitte de toute autre tâche en rapport avec ses fonctions qui pourrait lui être confiée par le/la chef de la Section et/ou de la Branche

9 4. STRUCTURE ET LIAISONS Le/La titulaire du poste relève du/de la chef de la Section Politique de sécurité. Il/Elle est amené(e) à traiter avec de hauts responsables gouvernementaux ou militaires des organismes civils et militaires de l'otan, ainsi que des pays OTAN, des pays non OTAN et des organisations internationales. CONTRAT Contrat proposé (hors détachement) : contrat d'une durée déterminée de trois ans - renouvelable pour une période de trois ans maximum, au cours de laquelle le/la titulaire pourra demander qu'il soit transformé en contrat de durée indéterminée. Clause contractuelle applicable : Conformément à la politique des contrats, il s'agit d'un poste auquel il est souhaitable, pour des raisons politiques, d'assurer une rotation de manière à pouvoir répondre au besoin qu'a l'organisation d'exécuter les tâches qui lui sont confiées par les pays dans un environnement en constante évolution, notamment en préservant la souplesse nécessaire à l'adaptation de son profil de compétences, et de veiller au degré de diversité approprié à son caractère international. La durée de service maximale prévue à ce poste est de six ans. La personne retenue se verra offrir un contrat d'une durée déterminée de trois ans, qui pourra être reconduit pour une période de trois ans. Toutefois, conformément à la procédure décrite dans la politique des contrats, elle pourra demander, au plus tard un an avant l'expiration de la deuxième période, que son contrat soit transformé en contrat de durée indéterminée. Si la personne retenue est détachée de l'administration d'un État membre de l'otan, elle se verra offrir un contrat d'une durée déterminée de trois ans, qui, sous réserve de l'accord des autorités nationales concernées, pourra être reconduit pour une période de trois ans maximum. À ce poste, la durée de service d'un agent détaché n'excède pas six ans. Les agents en fonction se verront offrir un contrat conforme aux dispositions du Règlement du personnel civil de l'otan

10 NOTE : Les personnes retenues pour des postes à grades jumelés seront nommées au grade inférieur, quelles que soient leurs qualifications et leur expérience antérieures. Toutefois, un agent en fonction peut être nommé directement au grade supérieur dans certaines circonstances spécifiques, définies dans la directive du Secrétariat international sur les postes à grades jumelés. Le passage au grade supérieur n'est pas automatique. Au moins trois années de service sont requises (deux ans pour un poste A.1/A.2) avant qu'une promotion puisse être envisagée. 7.
