DESCHAMPS, CMM, CD CHEF D'ÉTAT-MAJOR DE LA FORCE AÉRIENNE Lieutenant-General Deschamps joined the Canadian Forces in 1977 and graduated from pilot training in Le Lieutenant-général Deschamps s'enrôle dans les Forces canadiennes en 1977 et a obtenu ses ailes de pilote en Subsequent assignments saw his employment as an Instructor pilot on the Musketeer trainer, followed by duties as a fighter pilot on CF-104s in Europe. With approximately 7,500 hours of flying experience, LGen Deschamps has served in three of the five Air Force Commands and has had the privilege of commanding Squadron 2 NAEW (AWACS), 436(T) Squadron, the theatre support element (Op Athena) and 8 Wing Trenton. He is a graduate of the United States Air Force Command and Staff College, holds a Bachelor of Arts degree from Auburn University and is a recent graduate of the Government of Canada Advanced Leadership Program. LGen Deschamps has served in various staff positions ranging from Weapons Officer in 1 Canadian Air Group Headquarters (Germany) to the Chief of Staff for Canadian Expeditionary Force Command in Ottawa. Prior to his appointment as CAS, he served as the Assistant Chief of the Air Staff. 2 COLONEL R.H. MEIKLEJOHN, CD DIRECTOR AEROSPACE REQUIREMENTS Colonel Meiklejohn enrolled in the Canadian Forces in 1975 under the Regular Officer Training Plan. Under that program, he attended the University of Manitoba and graduated in 1979 with a B.Sc. in Mechanical Engineering. Selected for pilot training in 1976, Colonel Meiklejohn completed his fixed wing training on the CT-114 Tutor in Moose Jaw, was selected for helicopter training and was awarded his wings in Portage in October Colonel Meiklejohn s first operational tour was with 427 Tactical Helicopter Squadron in Petawawa, Ontario where he flew the CH-135 Twin Huey helicopter. In 1985, he was selected for test pilot training and attended the Empire Test Pilot School at Royal Air Force Base Boscombe Down, England. Upon graduating a year later, he was posted to the Aerospace Engineering Test Establishment (AETE) in Cold Lake, Alberta, where he was a project test pilot for numerous experimental, engineering and research flight test programs. In 1989, upon promotion to major, he was appointed Officer Commanding Helicopter Flight Test. In 1990, Colonel Meiklejohn was posted to the New Shipborne Aircraft Project in Ottawa where he was a member of the Operational Requirements Section. When the project was cancelled in 1993, he was assigned to the Canadian Forces Utility Tactical Transport Helicopter Project as a Special Projects Officer. Colonel Meiklejohn attended the Canadian Forces College in 1994 and, upon graduation, was posted to 427 Tactical Helicopter Squadron for a second time where he spent two years predominately as Operations Officer. In 1997, upon promotion to lieutenant colonel, he was posted to National Defence Headquarters and assigned to the Chief of Staff Operations Division. There, he held positions in the Doctrine and Training Directorate, was Senior Staff Officer for the National Defence Operations Centre and, in his last year, was appointed J3 Continental where he was responsible for the planning and conduct of all strategic-level domestic contingency operations. 3 as Commanding Officer of 427 Tactical Helicopter Squadron. This tour was followed by a posting to Kingston in 2002 where he served as Chief of Staff at 1 Wing Headquarters. In 2005, Col Meiklejohn was appointed Commanding Officer, AETE and Flight Test Authority for the Department of National Defence and Canadian Forces. Col Meiklejohn was appointed Director of Air Requirements in Colonel Meiklejohn has logged over 3000 flights accumulating 4000 flying hours in more than 35 aircraft types. 4 COLONEL J.B.M. LAGRANGE, CD DIRECTOR AEROSPACE EQUIPMENT PROGRAM MANAGEMENT/CHIEF OF STAFF COLONEL J.B.M. LAGRANGE, CD DIRECTEUR - GESTION DU PROGRAMME D'ÉQUIPEMENT AÉROSPATIALE/CHEF D'ÉTAT-MAJOR Colonel Mario Lagrange received his Baccalaureate in Mechanical Engineering from the Royal Military College of Canada in Two years later he graduated from the University of Toronto Institute for Aerospace Studies with a Master's Degree in Aerodynamics. After completion of his basic Aerospace Engineering course in 1984, Colonel Lagrange was posted to Cold Lake Alberta as an Armament Project Officer. In 1987 he attended the USAF Test Pilot School at Edwards Air Force Base, California. A year later he returned to Cold Lake and worked as a Qualified Flight Test Engineer. He was promoted to the rank of Major in 1990 and assumed control of Flight Dynamics section at the Aerospace Engineering Test Establishment. While in Cold Lake he was responsible for several CF- 18 flight test projects and logged over 400 flight hours. In 1992, he was selected as an Exchange Officer and was posted to Wright-Patterson Air Force Base, Ohio as Avionic Engineer supporting the USAF LANTIRN Program. He was repatriated to National Defence Headquarters (NDHQ), Ottawa in 1995 where he assumed responsibility for engineering support and maintenance of all airborne electro-optical systems, including the acquisition of the CF-18 NITE Hawk Targeting Pod. In 1997 he was re-assigned as Deputy Project Manager for the CF-18 Advanced Air to Surface Weapons project. Colonel Lagrange was seconded to the Canadian Space Agency in April 1999 where he managed the development of systems for the International Space Station. In July 2000, he was selected to attend the Command and Staff Course at the Canadian Forces College in Toronto. Promoted to Lieutenant-Colonel in 2001, he remained at the College as Senior Staff Officer and received his Master of Defence Studies from the Royal Military College of Canada. 6 COLONEL G. PRATT, OMM, CD DIRECTOR AIR PROGRAMS COLONEL G. PRATT, OMM, CD DIRECTEUR - PROGRAMMES (AIR) Colonel Pratt joined the Canadian Forces and entered Royal Roads Military College, in 1978, and graduated from the Royal Military College (RMC) of Canada with a Bachelor's Degree in Civil Engineering. He worked as a Project Engineer at 1 Construction Engineering Unit, Winnipeg, from 1988 to 1990, and during his subsequent posting to the Military Works Force in Nottingham, England, he served as Secondin-Command of 524 Specialist Team Royal Engineers (Works). During this exchange tour he was involved in numerous engineering studies in Belize, Gibraltar, Cyprus, and throughout the United Kingdom. Promoted to major in 1992, he was posted to National Defence Headquarters as a Major Construction Project Manager. In 1994, he assumed command of 4 Airfield Engineering Squadron at 4 Wing Cold Lake, and then served with the United Nations Mission in Haiti as Commanding Officer of the Canadian Airfield Engineering Squadron (Haiti) and as Second-in- Command of a combined Canadian-American Engineer Battalion. In 1996, Colonel Pratt moved to the Canadian Forces School of Military Engineering at Canadian Forces Base Chilliwack. He subsequently transferred with the School to its new home at Canadian Forces Base Gagetown. In 1999, he was assigned to Tyndall Air Force Base, Florida, where he worked at Continental United States NORAD Region Headquarters as Executive Assistant to the Deputy Commander. In 2001, he was promoted to lieutenant-colonel and appointed Wing Logistics Officer at 17 Wing Winnipeg, and the following year he completed the Advanced Military Studies Course at Canadian Forces À la fin de son instruction en génie militaire, il est affecté à la section du Génie construction à la Base des Forces canadiennes Trenton. Promoted to his current rank in 2008, Colonel Pratt was appointed Director NATO Policy within ADM(Pol). Escadre Winnipeg. 8 André Fillion Director General Major Project Delivery (Air) André Fillion has over 28 years of combined service as a member of thecanadian Forces and the Public Service inthe Department of National Defence. He is a graduate of the Royal Military College with a Bachelor degree in Mechanical Engineering and from Cranfield University, U.K. with Master of Science degree in Aerospace Vehicle Design. André is a graduate of the National Security Studies Program (2007). His 20 years of military service as an Aerospace Engineer include tours at 1 Wing Cold Lake, 16 Wing Borden and National Defence Headquarters. He has been with the Material Group since 1996 serving in a number of positions in aerospace engineering, policy development and project management. As Director Technical Airworthiness & Engineering Support (DTAES) from 2004 to 2009, he successfully led the airworthiness certification and organisational accreditation of all new and existing Canadian Forces (CF) air capabilities and also provided aerospace engineering support to all Weapon System and Project Management Offices. Il est le Directeur général Réalisation de grands projets (DGRGP) depuis septembre 2009.

9 Biography: Colonel Tom Hughes: Director of Air Strategic Plans Colonel Tom Hughes was born in England and grew up in Thunder Bay Ontario. From 1981 to 1984 he studied computer science at the University of Toronto, and was also a Communications and Electronics Engineering Officer in the Reserves. He transferred to the Regular Force in 1985 in order to become a search and rescue helicopter pilot. After receiving his wings in 1987 he flew the Labrador helicopter in Comox and Gander. In 1993 he spent three years in Ottawa as the Operational Requirements Officer for the Canadian Search and Rescue Helicopter Project now known as the Cormorant. Following this he was posted on exchange to the United States Coast Guard Air Station Cape Cod, returning in 1999 as the Cormorant Project Director. After finishing Staff College he was appointed as the Commanding Officer of 413 Squadron in Greenwood, and in 2005 commanded Camp Mirage in the Middle East supporting our operations in Afghanistan. This was followed by three years as the J3 Air at Canadian Forces Expeditionary Command, and second language training at the Canadian Forces Language School in Ottawa. He is currently the Director Air Strategic Plans. He has been married to Gwen for 24 years, and they have two sons, Craig who is 22 and Ryan who is 19.
