10 FI(A) About 250 are employees and more than 3000 volunteers

11 FI(A) We estimate that 2500 are really active instructors

12 FI(A) Some of the 3000 volunteers are (or were) professionals in civil and military aviation : Controlers Airline or combat pilots Engineers Technicians

13 FI(A) But most of them are professionals in activity or retired from different business sectors which have nothing to do with aviation

14 FI(A) And they may have never heard about Safety Management!

15 While users association (the FFA) is working with us on producing a SMS generic manual

16 which may be seen as part of a global Operations Manual for small ATO : A Management Organisation B Operations manual C Training manual D Safety Management System manual

17 or as a specific SMS Manual.

18 We are producing an introductory course about Safety Management System

20 maybe a little special in tone! Let me show you an exemple

21 ONE UPON A TIME, THERE WERE 2 flying clubs with nothing particularly to distinguish them

22 One day, a dizzy pilot started his engine, having left the tow bar attached to the front gear!...

23 Fortunately he was stopped by another pilot who was passing by.

24 This is when the differences appeared!...

25 WITH SMS Our dizzy pilot called the SO (Safety Officer) of the ATO

26 WITH SMS Even before reboarding

27 WITH SMS It was easy : the SO s cell phone number, provided by the ATO, is reminded everywhere : on the check-lists, at the office of the club, on the intrument panel of the airplanes everywhere!

28 WITH SMS The SO, well trained in his role, proved welcoming and caring

29 WITH SMS Back from his flight, our dizzy pilot submitted an idea in the suggestion box of the club : to repaint all the tow bars in red

30 WITH SMS Oh yes I feel anxious! The SO started working on the pilot s report and he quickly discovered something that made him anxious

31 WITH SMS Similar incidents already happened 4 times in the last two years

32 WITH SMS The next week-end, he organized a meeting with his Safety Committee

33 WITH SMS which analyzed these incidents

34 WITH SMS and which offered to the flying club officials a few simple steps to solve the problem.

35 WITH SMS The tow bars have all been repainted in a high visibility color

36 WITH SMS and a location has been reserved for each of them on the front wall of the shed, clearly visible from the apron.

37 WITH SMS If a tow bar is missing

38 WITH SMS All of this took less than 3 weeks!

39 AND NOW, WITHOUT SMS Our dizzy pilot never reported the incident

40 AND NOW, WITHOUT SMS And nobody has noticed that it was the fourth incident of the same kind

41 AND NOW, WITHOUT SMS Nobody in this flying school has thought about the problem

42 AND NOW, WITHOUT SMS Moreover what is the problem?...

43 AND NOW, WITHOUT SMS The tow bars remained as they were

44 AND NOW, WITHOUT SMS So remained the shed.

45 One year later

46 WITH SMS It is quiet here No new incident...

47 WITH SMS The correct use of the tow bars is described in the safety manual of the ATO...

48 WITH SMS This allows everyone, former members as well as new ones to be informed promptly.

49 WITH SMS The SO recorded the work of the Safety Committee to transmit it later to who would take advantage from this experience.
