2 Présentation Depuis quelques années déjà, les cursus intégrés de niveau doctorat contribuent concrètement au rayonnement de la coopération scientifique internationale. Pour de nombreux instituts de recherche, la supervision commune d une thèse de doctorat à l international sert de plateforme pour initier ou approfondir des projets de coopération en direction de réseaux européens et internationaux. C est précisément dans ce but que le Réseau franco-néerlandais à Lille et la Frans-Nederlandse Academie, son homologue basé à Utrecht, tiennent à stimuler l élaboration de programmes intégrés de doctorat entre la France et les Pays-Bas. Pour ce faire, ils proposent notamment les outils suivants : Informations et conseils aux directeurs de thèse et aux doctorants concernant l organisation (financière) des cursus intégrés de niveau doctorat. Le programme des bourses EOLE, destinées en particulier aux doctorants français porteur d un projet de recherche aux Pays-Bas, que ce soit dans le cadre d un programme intégré de doctorat ou non. La promotion pour une réglementation plus transparente autour des possibilités de cursus intégrés, travail fait en collaboration avec les organismes compétents. La réforme de la législation du doctorat en France en 2006, ainsi que la réforme récente de la Loi néerlandaise sur l Enseignement Supérieur et la Science (WHW) à propos des diplômes conjoints, donnent lieu à un regain d intérêt pour les cursus intégrés entre la France et les Pays- Bas. L entrée en vigueur lors de la dernière rentrée universitaire ( ) d un volet réservé aux cursus intégrés dans le programme de coopération européen Erasmus Mundus offre de nouvelles possibilités aux instituts de recherche ayant des ambitions internationales. Un tiers des cursus intégrés de niveau doctorat constitués dans le cadre d Erasmus Mundus concerne une collaboration entre un partenaire français et un partenaire néerlandais. Le nombre des demandes d informations reçues à ce sujet par le Réseau franco-néerlandais et la Frans- Nederlandse Academie ne peut que souligner intérêt et donc potentiel sur cette question. C est pourquoi le Réseau franco-néerlandais et la Frans-Nederlandse Academie vous convient à un séminaire-débat consacré aux cursus intégrés de niveau doctorat en Europe, en prenant comme point de départ la coopération entre la France et les Pays-Bas. Ce séminaire a comme objectif l échange d informations actuelles afin de remédier aux obstacles politiques liés à l élargissement ou au renforcement des cursus intégrés de niveau doctorat. Dans ce but seront conviés des représentants des gouvernements (ministères, représentations permanentes), les agences nationales pour le programme européen Erasmus Mundus (A2E2F, Nuffic), et les conférences des établissements pour l enseignement et la recherche des deux pays (CPU, VSNU ). Sujets clés: - La réglementation nationale des doctorats et des cursus intégrés de niveau doctorat. - Les résultats du projet européen JOIMAN (voir annexe 4). - La valeur ajoutée des cursus intégrés. - La sélection des candidats. - La double-diplomation. - La solidité des programmes, y compris leur durabilité financière. - La qualité et l évaluation du curriculum. - L intégration des programmes au sein de l établissement, particulièrement dans le cadre des graduate schools. Nous espérons ainsi que les échanges sur place permettront de formuler idées et pistes pour inciter un plus grand nombre de chercheurs, enseignants et doctorants, néerlandais et français, à déposer un dossier pour un cursus intégré de niveau doctorat, notamment dans le cadre d un appel d offres Erasmus Mundus, programme nouvellement mis en place.

4 The Frans-Nederlandse Academie and the Réseau franco-néerlandais The Frans-Nederlandse Academie and the Réseau franco-néerlandais were created in 2000 by the governments of both countries. The FNA and RFN reinforce cooperation and good relations between the institutions in higher education and research in both countries. They act in the framework of the European area for higher education and research. Academie and Réseau are active in three domains: information and advice, cooperation between people, exchange of knowledge. By making contacts and sharing knowledge, they want to contribute to cooperation between universities and research institutes. Every year, they organize meeting days, they publish thematic books on current issues in higher education and research and they provide digital information. These momentums fit in the approach to use current themes as a vehicle for their message: cooperation pays. Neth-ER Neth-ER is an international association of Dutch organisations in the fields of education, research and innovation. Their joint aim is to enhance the Netherlands participation in European programmes and influence the European decision making and programmes. To promote this, Neth-ER has established an office in the European quarter of Brussels. The office is staffed by senior policy advisors, operational staff and trainees. The Neth-ER office works primarily for its associated organisations and their members. In addition, Neth-ER serves the wider Netherlands interest, for example by publishing a free monthly newsletter. Neth-ER has the support of the Netherlands Ministries of Education, Culture & Science and of Economic Affairs. CLORA - CLub des Organismes de Recherche Associés Mission To facilitate and reinforce the participation of French research teams in European research programmes and activities. Clients 44 research organisations (mostly public) and French universities interested in EU programmes. 11 members have permanent representatives in Brussels: CEA, CEMAGREF, CNES, CNRS, IFREMER, INRA, INSERM, IRD, ONERA, MEEDDM/DRI (Direction de la Recherche et de l Innovation du Ministère de l Ecologie, de l Energie, du Développement Durable et de la Mer), CPU (Universities). Services - Information notes organised in several fields, sent by to members of CLORA - Handbooks on general topics (e.g.: Project management, Structural Funds,...) - Brief notes addressed to international or European affairs managers of member institutions on policy issues, appointments, preliminary information,... - Design and operation of a Web server to provide all members with easy access to information (collected and/or produced), including links to databases operated by European institutions (Commission, Parliament, IGLO, ) - Thematic meetings for international or European affair managers and/or research scientists of -member organisations - Providing assistance in the research for partners (IGLO) - Providing assistance to applicants in preparation of proposals.

5 Le projet JOIMAN : JOINT DEGREE MANAGEMENT AND ADMINISTRATION NETWORK Joiman is a project financed by the European Commission under the framework of LLP/Erasmus/structural network measure and it has started in November Starting from the existing experience of the partners involved in Erasmus Mundus projects and more generally in Joint Programmes, the aim of this project is to provide a platform in which an experienced group of partners could share knowledge and know how on the solutions found for the problems faced during the first stage of the Erasmus Mundus Programme. Common tools or strategies will be created to support the involved Universities and other potential Higher Education Institutions in order to overcome the persisting administrative and legal difficulties in this subject. The project will lead to the creation of common guidelines and good practice examples on the administrative issues related to Joint Degrees management. Future strategies will be created for exporting the issues examined to the development of joint programmes at doctoral level and with non EU partners (Asia, US, Latin America etc). The topics that will be addressed by the project are: Application, Enrolment, Selection and Certification of students career Financial sustainability of Joint Programmes Governance/Organisation/Quality in Joint Programmes Development and administration of Joint PHD Programmes Development and administration of Joint Programmes with non UE and non Bologna Process institutions
