4 CHAMPIONSHIP REGULATIONS REGLEMENT DES CHAMPIONNATS - DATE du 20 Juillet au 24 Juillet 2011 LIEU DE COMPETITION Palais des Sports Mahamasina, Antananarivo ORGANISATEUR Fédération Malgache du Judo sous le haut patronage du Ministère des Sports Les compétitions se dérouleront conformément aux règlements Sportif, d Organisation et d Arbitrage de la Fédération Internationale de Judo (FIJ). OFFICIELS DE L U. A. J les frais de séjour du Comité Executive de l U.A.J. sont à la charge du Comité d Organisation et leurs frais de voyage à la charge de l U.A.J. LIEUX D'HEBERGEMENT A Categorie (VIP): Hôtel Carlton (5) Le Louvres Hôtel (5) Hôtel Pallissandre (5) B Categorie: Hôtel Grand Mellis et Hôtel Brajas (Athlètes et encadreurs) DATE 20 July to 24 July 2011 COMPETITION VENUE Palais des Sports Mahamasina, Antananarivo ORGANISER Malagasy Judo Federation under the patronage of the Ministry of Sport. The competition will take place in accordance with the regulations Sport, Organising and Arbitration of the International Judo Federation (IJF). OFFICIALS OF THE A.J.U The accommodation costs of the costs of the Executive Committee of the AJU are carried by the Organising Committee while their travel expenses to be borne by the AJU. Chaque délégation est priée de fournir son drapeau national (120 cm x 180 cm) IMPORTANT Only members who are in good financial standing with the AJU who have paid their affiliation fees may participate in the championships Each delegation is requested to provide its national flag (120 cm x 180 cm) and a short version of the National Anthem 4

5 et une courte version de son hymne national enregistrée sur CD. FRAIS DE SEJOUR les frais de voyage, d hébergement, de restauration et d assurance sont à la charge des pays participants. Le paiement des frais de séjour se fera au comptant à l arrivée des Délégations. Tarifs par personne et par nuit : A CATEGORIE - Chambre individuelle : 220 Euros par personne - Chambre double : 170 Euros par personne B CATEGORIE - Chambre individuelle : 120 Euros par personne - Chambre double : 80 Euros par personne Sont inclus : l hébergement, la restauration (3 repas boisson comprise), les transferts de l hôtel vers l Aéroport en rapport avec les Championnats d Afrique de Judo Juniors. COMPETITIONS se dérouleront sur 3 jours et sur deux surfaces conformément au programme. Le système de compétition sera éliminatoire avec le système de repêchage en vigueur. La compétition sera fera en individuel et en équipe garçons et filles. Chaque athlète doit disposer de deux kimonos un blanc et un bleu. CATEGORIES DE POIDS EN INDIVIDUEL : GARÇONS Super-léger : jusqu à et y compris 55 kg Mi-Léger: au dessus de 55kg jusqu à et y compris 66kg Léger: au dessus de 66 kg jusqu à et y compris 73 kg Mi-moyen: au dessus 73kg jusqu à et y compris 81kg Moyen: au dessus de 81kgjusqu à et y compris recorded on CD. COSTS OF STAY Travel, accommodation, meals and insurance are the responsibility of the participating countries. The payment of accommodation and meals will be done on arrival of delegations. Rates per person per night: CATEGORY A - Single room: 220 Euros per person - Double room: 170 Euros per person CATEGORY B - Single room: 120 Euros per person - Double room: 80 Euros per person Prices includes lodging, food (3 meals including drinks), transfers to and from the Airport to hotel and the African Juniors Judo Championships. COMPETITION The competition will take place over 3 day period. The competition will be according to the double repechage system. All judokas are reminded that they should have one blue and one white judogi. INDIVIDUAL WEIGHT CATEGORIES: MEN: Extra-lightweight- up to and including 55kg. Half-lightweight- over 55kg up to and including 66kg. Lightweight- over 66kg up to and including 73kg. Half-middleweight- over 73kg up to and including 81kg. INSCRIPTIONS chaque Fédération Nationale ne peut inscrire en individuel qu un seul judoka dans chacune des catégories de poids soit 16 au total (8 Garçons, 8 Filles) trois participant(e) s de trois pays différents devront combattre dans une catégorie pour que le titre puisse être mis en jeu les combattants(es) ne pourront être inscrits(es) que dans la catégorie de poids à laquelle ils (elles) appartiennent VISAS: Les pays dont les ressortissants sont soumis à un visa pour l entrée à Madagascar sont priés de le solliciter auprès des ambassades de Madagascar de leurs pays respectifs (s en assurer auprès de leurs Ministères des Affaires Etrangères). A défaut, contacter la FMJ et lui fournir les informations requises par la police des Frontières 45 jours avant l'arrivée (noms, prénoms, qualité, date de naissance, N de passeport, dates d établissement et de fin de validité du passeport) afin de leur garantir l obtention du visa à leur ENTRIES Each federation may only enter one player per weight category a total of 16 judokas (8 Men and 8 Woman) contestants may not fight in a weight category to which they do not belong VISAS Countries whose nationals are subject to a visa for entry to Madagascar are asked to apply to the Malagasy Embassy in their respective countries (ascertained with their Ministries of Foreign Affairs). If there in no embassy in the country contact the FMJ and provide the information required by the police at the Borders 45 Days before arrival (names, quality, date of birth, Passport number, dates of issue and date of expiry) to ensure they can obtain the visa upon arrival at the Ivato International Airport. 6

RECEPTION Each delegation will be welcomed at the airport and taken to their hotels. ASSURANCE chaque Fédération est responsable de ses combattants et doit prendre ses dispositions relatives à l assurance «accident et responsabilité civile» des membres de sa délégation. ENTRAINEMENTS un programme sera établi pour l utilisation équitable des surfaces d entraînement et sera soumis aux délégations à leur arrivée. NATIONALITE les combattants(es) devront avoir obligatoirement la nationalité de la Fédération qui les inscrit. Un document d identité sera exigé. REUNION TECHNIQUE la réunion technique et le tirage au sort se dérouleront le 21 juillet 2011 à 18h à l hôtel officiel Hôtel Grand Mellis du Comité d Organisation, sous le contrôle de la Commission Sportive de l UAJ et la Direction de la compétition. Deux (2) représentants par pays pourront prendre part à la réunion technique, Il est rappelé aux délégués de porter une veste et une cravate pour le tirage au sort. PESEE elle se fera à l hôtel d accueil des athlètes le matin de chaque jour de compétition, conformément au programme officiel et aux règles de la FIJ. Chaque athlète devra présenter son badge et son document officiel de voyage. NB : Les judokas ayant participé aux compétitions INSURANCE Each Federation is responsible for its players and must provide insurance to their delegation for "accident and liability". TRAINING A program will be compiled for each federation for training and will be submitted to delegations upon their arrival NATIONALITY Judokas must have the same nationality of the Federation they are representing and who entered them. Proof by means of a passport is required no identity documents will be accepted. TECHNICAL MEETING The technical meeting and the draw will take place on July 21, 2011 at 18h to the official hotel, Hôtel Grand Mellis of the Organizing Committee, under the control of the Sports Commission and the AJU Sport Director. Two (2) representatives from each country may take part in the technical meeting, delegates are reminded to wear a jacket and tie for the draw. WEIGH IN The weigh in will take place at the hotel for athletes on the morning of each competition, according to the official program and the rules of the IJF. Each athlete must submit his accreditation badge and official travel document. NB: Judokas who participated in the individual 7

NB: Les pays sont censés fournir des arbitres pour les championnats suivants: 1-5 Joueurs 1 arbitre 6-10 joueurs 2 arbitres Joueurs 3 arbitre DUREE DES COMBATS la durée des combats est fixée à 4 minutes (temps réel) pour les garçons et pour les filles. CONTROLE ANTIDOPAGE dans chaque catégorie de poids, le médaillé d or et un des trois autres médaillés (argent et bronze) tiré au sort, seront soumis quotidiennement au contrôle anti-dopage conformément aux Règles Antidopage et au Règlement Sportif et d Organisation de la FIJ. Les frais de contrôle antidopage sont à la charge de la Fédération Malgache de Judo. REMISE DES PRIX Tous les médaillés recevront un diplôme de classement. Les non médaillés auront un diplôme de participation. pour les competitions Individuelles : une médaille d Or pour chaque premier de la catégorie une médaille d Argent pour chaque competitions will be provided weighing whether fighting team in the same weight class. REFEREES Each delegation will be accompanied by a referee whose license is current (IJF A or B). The Referee Commission shall appoint the referees for each fight. They will be of different nationality than that of the judokas. The travel and subsistence of arbitrators shall be borne by their National Federations. NB: Countries are expected to provide the following referees for the championships: 1-5 Players 1 Referee 6-10 Players 2 Referee s Players 3 Referee s DURATION OF COMBAT the duration of the fights is 4 minutes for men and ladies. DOPING CONTROL in each weight category, the gold medallist and the other three medals (silver and bronze) at random, will be submitted daily to doping control in accordance with the Rules and Regulations Sports Anti-Doping and Organization of the IJF. The costs of doping control are the responsibility of the Malagasy Judo Federation. AWARDS All medallists will receive a certificate of classification. Non medallists will receive a certificate of participation. Individual Competition: A gold medal for each of the first place Silver medal for second place Bronze medal for third place Team Competitions: 8
