2 Issues: participatory management of shared natural resources From farmers-pastoralists conflicts to multi uses local management, watershed management,then to land tenure rules, From implementations at village level to district level, then river basin/region level, and now policy level. A specific capacity building focus: Community leaders master tools and know-how for territory management At the local level, institutional context and power relationships move enough to let community leaders express their knowledge, know-how and points of view At the national level, a short term (project time) embedding of the project local outputs into overall development policies (a bottom-up policy change) The strategy: autonomous outputs (after few specific workshops) Short term: local management plans autonomously implemented; Conflicts about resource sharing decrease; Use practices more sustainable Mid term (+5 years): local management plans autonomously improved and re designed in a participatory way (for instance to adapt to climate changes scenarios) Long term (+10years): changes in national policies and donors priorities

3 Added Value Implementation: A light support (few workshops dispatched on 2 years) but ambitious sustainable changes at local and national level A self (held by communities) adaptative process to manage the issue Participatory appraisal: Stressing on future effects of decisions/practices (participatory simulations) Preserving the diversity of stakeholders needs, whatever their social status, so far the final participatory evaluations of the impacts of management options Including also national needs into participatory appraisal (multi scale) Adaptative self appraisal -> ability to insert new facts (climate changes, socioeconomic trends) into the self management process Local and national long term impacts: From the first stage, an autonomous community management of the issue Long ago after the end of the project, a continuous and autonomous improving of the first management plans, by the communities themselves Changes in national policies by an autonomous embedding of the local success

4 The approach Two combined aimed groups: The local aimed group, depending on the issue The national stakeholders (civil society as well officials) A three phases bottom up participatory process: An initial thoughfull setting of the institutional approach with key local people, in order to embed future game outputs into the institutional context Participatory modeling workshops ( participatory game ), the self designing of management solutions: Local level: 3 workshops, dispatched during 2 years National level: 2 more workshops for a multi scale participatory modeling, embedding local proposals into national policies

25 Requirements Pre-requisite The will to obtain the very first smallest step according to the context towards a sustainable (autonomous) change Setting an informal strategic alliance before field activities: bringing together some key people knowing well the institutional local context and sharing the overall social challenge of the project Facilitators To set the strategic alliance To facilitate participatory modeling workshops: a ten years community of practices ( Implementation Strategic approach: a few days working session bringing together the project team, some key people from the local context and a facilitator Training sessions (from 2 weeks to Master course, depending on the project) for participatory modeling facilitation Participatory modeling workshops (1 to 3 days with 25 people), dispatched along 2 years: For only local impacts: 3 local workshops For local and national impacts: 2 more (national) workshops
