Cette logique veut que cela coûte plus cher de programmer régulièrement des temps d'arrêt et d'entretien que le coût d'exploitation du réseau jusqu'au claquage à laquelle la réhabilitation temps devient absolument nécessaire. Service peu fiable et l'insatisfaction du client sont inévitables, sans parler de la perte d'eau importante et des recettes due à une fuite ou une rupture de canalisation. La fiabilité d'un réseau urbain de distribution d'eau peut cependant être nettement améliorée par l'adoption d'une stratégie systématique de remplacement des pièces usées. C'est l'essence même de préemption ou d'entretien préventif (PM) qui vise à la prévention des pannes et défaillances majeures avant qu'ils ne surviennent. L'essence de l'entretien préventif est donc de prévenir les défaillances de composants avant qu'ils ne se produise effectivement. Pour profiter de ces procédures, les services d'eau doivent avoir des dossiers précis topologiques du réseau, l'âge, le type de matériaux utilisés dans les branches du réseau et des dossiers d'entretien complet. Réseaux d'utilité publique, qu'il s'agisse de distribution d'eau ou d'eaux usées peuvent être très complexes et PM systématique est essentielle pour sauver de précieuses ressources naturelles et réduire la perte de revenus. Un moyen efficace et efficient calendrier PM n'est possible que si le personnel d'un service public sont bien formés et ayant pris connaissance dans le domaine. Cela ne peut pas être revendiqué aujourd'hui par aucune utilité. Les conséquences de ne pas appliquer ces méthodes sont de mauvaise qualité de service et d'un manque de préparation pour le cas de risques majeurs. Il devient aujourd'hui impératif de former le personnel de maintenance en état de l'art et PM de profiter d'une nouvelle méthodologie pour évaluer l'état de santé et de la fiabilité d'un réseau municipal de distribution d'eau. Résumé: It is proposed to develop an innovative web-based platform and courseware for VET on modern practices on preventive maintenance of urban water distribution networks. Improved maintenance, increased reliability, decreased disruption of service and increased lost revenues are envisaged. The proposed training program involves a theoretical part which includes web-based courseware developed. This part will cover the basic principles of PM, benefits, limitations, organizational aspects, etc. The platform will provide flexible and friendly authoring mechanisms, self-teaching and assessment capabilities, course and trainee management. Courses will also be made available as standalone multi-lingual multimedia applications on a CD. a practical part for off-line use which involves software that integrates Geographical Information Systems (GIS), Reliability Analysis (RA) and Database Query (DQ) to determine how ageing and natural hazards affect the reliability of the network under different environmental conditions. The new system will be adapted from a prototype that was developed in an earlier FP5 project, entitled SEISLINES, and will use real data from a medium sized urban water distribution utility. The system will offer the trainee suggestions on how best to rehabilitate the network and compute the associated cost. The trainee will also be able to examine the effects of different scenarios and learn the most appropriate rehabilitation procedures in case of a natural hazard. The critical objectives of this proposal are therefore to i) provide state of the art training on PM practices, ii) provide training on pro-active rehabilitation and iii) the 2

This is especially relevant for personnel in earthquake-prone regions. The partners will fuse their national experiences and practices to produce a unified curriculum definition, a library of learning content and specifications of the web-based training course. The subject of the course will include conditions, criteria and guidelines for PM. Description: Most urban water distribution networks involve pipe sections that have been subjected to fatigue, corrosion and damage due to settlement, soil erosion, leakage, earthquakes and ageing. As a consequence, the structural resistance, reliability, robustness and resilience of the network vary widely throughout the network. The principal objectives of the project are to create an innovative VET training programme that will: transfer state of the art PM methodologies to personnel of urban water distribution networks from domain experts from the participating countries develop a simulation platform that will integrate GIS, Database Queries and Reliability Analysis to advise the trainee on the reliability of the overall distribution network and examine what-if scenarios. This platform is the basic training tool on which trainees will be trained on how best to deal with different practical problems. develop a curriculum for systematic PM of urban distribution networks. The curriculum will be accompanied by web-based learning material, localized for the different participating countries develop courseware and off-line educational material that will allow access to specific topics of the training programme. The courseware will be made available on the web as well as off-line in the form of CDs in 4 different languages. The second product is the training simulator that will also be made available on a CD, accompanied by a user manual and will allow what-if scenarios thereby offering the trainee the possibility of examining worst case scenarios that he hopes never to meet in practice. 13 Produit 'PM4WAT Training Simulator (GIS and non-gis versions)' Titre: PM4WAT Training Simulator (GIS and non-gis versions) Type de Produit: CD-ROM Texte marketing: The proposed training program also includes a practical component which is the second major product of the project and is in the form of training simulator software system that is available for downloading from the project website or on a CD on request, accompanied by a user manual. Two versions of the training simulator have been proved necessary to be developed, one with the use of GIS and the other without GIS to cover water networks networks where GIS data is not available. An Import Tool has also been developed to facilitate the population of the system databases with raw data from a water network available in EXCEL. Description: The site has two sections, one for the public which includes general information about the project, partner description and contacts, project objectives, the work packages as well as news and public events, public documents e.g. multi-lingual leaflets, presentations of e- learning organizations, EACEA publications etc. and links related to relevant projects and work on PM. The public view serves as a dissemination tool and is available in four languages of the participating partners, i.e. English, Italian, Greek and Turkish. The second section permits access only to the partners of the project and it is a repository of all technical documents and reports generated in the project, Minutes of Meetings, Contractual Documents, Partner Agreements and a photo library of meetings and partners. This section is also available to Contributing Partners who have the same access rights as the principal partners. The leaflets are freely available to be downloaded in pdf format from the public section of the project website. A poster in English in A3 format is available for any partner who intends to participate in any pertinent international conference. The poster is also available in pdf format from the public section of the project website. Description: The content of the leaflets give a brief outline of the objectives and principal outcomes expected of the project and is addressed to operatives in the field of preventive maintenance of urban water distribution networks. The initial and basic task of the project was to assess and record current national practices on maintenance of water utility networks. Principles and rules were elicited and exchanged between the partners and a comparative study made. The outcome of this phase was important as it registered the similarities in practices and the advances that have been implemented in some of the countries involved. In addition to the partners in Greece, Italy, Turkey and Cyprus, the consortium was enlarged through the inclusion of a number of contributing partners in other European countries whose participation proved invaluable. Consequently, this report contains also material submitted by these contributing partners who report on maintenance procedures in other regions in Italy, as well as in Finland and the Netherlands.
