Le maire annonce que des sessions d information pour les candidats aux élections municipales auront lieu ce soir et demain à 18h30 à l hôtel de ville de Clarence Creek. Le maire annonce que les CUPR ont accepté l échange des chemins proposé par la Cité. Adoption de l ordre du jour RÉSOLUTION Appuyé de Guy Félio ATTENDU QUE le règlement de procédures ne permet pas Mayor Guibord calls the meeting to order at 7:15 p.m. Mayor Guibord announces that information sessions for municipal election candidates will be held tonight and tomorrow at 6:30 pm, in the city hall of Clarence Creek. Mayor Guibord announces that the UCPR have accepted the City s road exchange proposal. Le maire lui répond que la distribution se fera par la poste. M. Gadoua répond que cela implique beaucoup de frais pour les contribuables et que ce n est pas éthique. Le conseiller Bernard Payer explique que tous les membres du conseil ont reçu une politique sur l utilisation des ressources de la cité, laquelle explique qu on ne doit pas utiliser les ressources pour les élections municipales. Le maire explique que ce document n a aucun lien avec la campagne électorale car il travaille sur ce document depuis items to the proposed agenda of a special meeting; now therefore BE IT RESOLVED that the Procedural By-Law be suspended in order to adopt the agenda with the addition of a question period. Félio, as amended Pecuniary declarations None Question period Mr. Robert Gadoua asks how Council will distribute the report concerning its accomplishments. Mayor Guibord replies that the distribution will be made by mail. Mr. Gadoua replies that this will be very costly for taxpayers and that it is not ethic. Councillor Bernard Payer explains that all the members of Council have received a policy concerning the utilization of city s resources, which explains that Council shall not use these resources for municipal elections. Mayor Guibord explains that this document has nothing to do with electoral campaign, because he is working on that since Page 2 of 11

Il ajoute que le sujet du rapport des réalisations sera discuté au point prévu à l ordre du jour. Mme Kataline Poor exprime ses commentaires au sujet de l utilisation des ressources municipales durant la campagne électorale. Mme Poor demande d obtenir les chiffres pour savoir ce que la cité paye au Focus et combien d argent est reçu par des commanditaires. Le maire répond que ce n est pas possible, car cela concerne une entreprise privée. Il ajoute que les montants versés au Focus ont déjà été donnés. Le conseiller Bernard Payer demande au maire pourquoi il a accusé lui et les gens dans l assistance pour la terminaison fin de la dernière réunion. Il ajoute que la réunion n a pas eu lieu à cause du maire, parce qu il n est pas capable de gérer la pression. Il ajoute que le maire est un dictateur. Le maire demande au conseiller Payer de sortir de la salle du conseil. Le conseiller Payer refuse de sortir. Pause de 19h41 à 20h11 Le maire demande au conseiller Payer de faire des excuses. Celui-ci refuse et le maire demande donc que tous se déplacent dans la salle de conférence pour continuer la séance. Pause de 20h13 à 20h31 Item 4 RÉSOLUTION Appuyé de Jacques Archambault Councillor Guy Félio raises a point of order. He asks the mayor if he will be using his authority to stop the interruptions of the crowd. He adds that the report in regard to the accomplishments will be discussed when it comes up on the agenda. Mrs. Kataline Poor express her comments about the utilization of municipal resources during electoral campaign. Mrs. Poor asks how much the City pays to the Focus, and how much is received by sponsors. The mayor replies that it is not possible to give her that information, because the Focus is a private company. He adds that the amounts paid to the Focus have been given already. Councillor Bernard Payer asks the mayor why he has accused him and some people in the audience of the last meeting. He adds that this meeting was ended because of the mayor, because he is not able to manage the pressure. He adds that the mayor is a dictator. Mayor Guibord asks Coucillor Payer to leave the Council Chamber. Councillor Payer refuses to leave. Break 7:41 pm to 8:11 pm Mayor Guibord asks Councillor Payer to excuse himself. Councillor Payer refuses and Mayor Guibord asks everybody to move in the conference room to continue the meeting. 4 ATTENDU QUE le conseil municipal, à sa réunion plénière du 5 août 2014, a demandé qu un projet de résolution soit rédigé en ce qui a trait à la résolution de 2009 traitant du chemin Gagné; et ATTENDU QUE les coûts de reconstruction du chemin Gagné entre l entrée de la sablière de «Centennial» et le chemin du Golf s élevaient à $156,000; et ATTENDU QUE le conseil municipal a adopté la résolution le 29 juillet 2009 afin que la Cité de Clarence- Rockland paie un montant de 100,000$ sur les coûts de reconstruction du chemin Gagné à la condition que la balance de 56,000$ des frais d amélioration soit partagée entre les propriétaires des deux sablières soit M. Pierre Filion et M. Alain Gagné; et ATTENDU QUE M. Filon & M. Gagné ont déjà contribué aux revenus de la Cité en payant des frais sur le sable sorti des deux sablières au cours des 5 dernières années, par conséquent, QU'IL SOIT RÉSOLU que le Conseil municipal accepte d investir les argents nécessaires pour la reconstruction du chemin Gagné sans la contribution financière des propriétaires des deux sablières, tel que recommandé. Item 4.2 RÉSOLUTION Proposé par Diane Choinière Appuyé de René Campeau QU IL SOIT RÉSOLU que le conseil municipal adopte un règlement pour autoriser le maire et la greffière à signer un contrat avec Normand Excavation Inc., afin de faire la construction du prolongement de l aqueduc sur Champlain Nord et pour le raccordement WHEREAS Municipal Council requested at the August 5 th, 2014 Committee of the Whole meeting, that a resolution be drafted regarding the Gagné road motion adopted in 2009; and WHEREAS the costs of reconstruction of Gagné Road between the entrance of Centennial s sandpit and du Golf Road was $156,000; and WHEREAS Municipal Council approved motion on July 29 th, 2009 accepting that the City of Clarence- Rockland put $100,000 in a reserve fund to pay for improvements to Gagné Road with the condition that Mr. Pierre Filion and Mr. Alain Gagné, the two sandpit owners on that road, contribute the balance of $56,000 of the costs of improvements; and WHEREAS Mr. Filion and Mr. Gagné have, over the past five years, contributed revenues to the City by paying aggregate fees, therefore, BE IT RESOLVED that Municipal Council hereby accepts to invest the required funds for the reconstruction of Gagné road without a financial contribution from the sandpit owners, as recommended. Item 4.2 RESOLUTION Moved by Diane Choinière Seconded by René Campeau BE IT RESOLVED THAT the Municipal Council adopts a by-law to authorize the Mayor and the Clerk to sign an agreement with Normand Excavation Inc., in order to the construction of the extension of the watermain on Champlain Street and for the connection Page 4 of 11

5 de sept (7) propriétés pour une somme de $, excluant les frais pour le contrôle de qualité et la T.V.H.; QU IL SOIT AUSSI RÉSOLU que la somme de $ soit traitée comme étant des améliorations locales payées par les propriétaires; et QU IL SOIT AUSSI RÉSOLU que le conseil municipal adopte un règlement pour autoriser que la balance du projet, soit $ incluant les frais approximatifs pour le contrôle de qualité et la T.V.H., soit payé par la municipalité à partir du fonds de réserve pour l eau., tel que modifiée Item 4.3 RÉSOLUTION Proposé par Guy Félio Appuyé de René Campeau ATTENDU QUE la Cité de Clarence- Rockland a reçu une demande de Mme Nicole Normand propriétaire de la Résidence St-Mathieu de Hammond au sujet d un droit de passage temporaire sur la propriété de la cité située au 3154 chemin Gendron à Hammond durant la durée des travaux reliés à l allonge de leur édifice; et QU'IL SOIT RÉSOLU que le conseil municipal accepte la demande selon les conditions énumérées dans le rapport LOI ; tel que recommandé. Item 5 RÉSOLUTION Proposé par Guy Félio Appuyé de René Campeau QU IL SOIT RÉSOLU que les items identifiés sous la rubrique item par consentement à l ordre du jour de la réunion spéciale du 27 août 2014, soient of seven (7) properties for an amount of $146,563.10, except the fees for quality control and H.S.T.; BE IT ALSO RESOLVED THAT the amount of 70,000.00$ be dealt as local improvements paid by the owners; and BE IT ALSO RESOLVED THAT that the Municipal Council adopts a by-law to authorize that the balance of this project be , which includes the approximate fees for quality control and H.S.T., be paid by the municipality by the water reserve fund., as amended Item 4.3 RESOLUTION Moved by Guy Félio Seconded by René Campeau WHEREAS the City of Clarence-Rockland received a request from Mrs. Nicole Normand, owner of the St-Mathieu Residence in Hammond in regards to a temporary right of way on the City s property located at 3154 Gendron Road in Hammond during the duration of the work related to the extension of their building ; and BE IT RESOLVED that Municipal Council hereby accepts the request with the listed conditions in the report LOI ; as recommended. ADM2014-M09 présenté par la greffière; et QU IL SOIT ÉGALEMENT RÉSOLU que le conseil municipal reconnait l existence du règlement pour déléguer certains pouvoirs au directeur général dans l éventualité d une période d interrègne; Item 7 RÉSOLUTION Appuyé de Guy Félio ATTENDU QUE le département des ressources humaines est responsable de l administration du plan des bénéfices de la Great West pour les employés de la Cité de Clarence-Rockland; et ATTENDU QUE Mosey and Mosey a été retenue pour fournir une étude de faisabilité pour déterminer l intérêt de regrouper les ressources avec les Comtés Unis de Prescott et Russell et les membres participants; par conséquent, QU IL SOIT RÉSOLU que le conseil 5.1 Planner III contract 5.2 Temporary Accounting Assistance in Finance 5.3 Community Service Coordinator Employer s share of OMERS Director of Corporate Services position 5.5 Sale of scrap metal Item 6 RESOLUTION Seconded by Guy Félio BE IT RESOLVED that Municipal Council acknowledges the report no. ADM2014- M09 submitted by the clerk; and BE IT ALSO RESOLVED that Municipal Council acknowledges the existence of by-law delegating certain powers and authorities to the chief administrative officer in the even there is a Lame Duck situation; Item 7 RESOLUTION Seconded by Guy Félio WHEREAS, the Human Resources Department is responsible for administering the Great West Benefit Plan for the employees of the City of Clarence-Rockland; and WHEREAS, Mosey and Mosey were retained to provide a feasibility study to determine the merits of pooling resources with the United Counties of Prescott and Russell and member participants; therefore BE IT RESOLVED that Council authorizes Page 6 of 11

Félio, tel que modifiée Item 9 RÉSOLUTION Proposé par Guy Félio ATTENDU que la Cité entretient certains des chemins privés depuis plus de 26 ans, et ce, aux frais de la municipalité; QU IL SOIT RÉSOLU que les services fournis par la municipalité sur les monthly payments of $55, to Mosey & Mosey for the policy renewal. Item 8 RESOLUTION WHEREAS Council passed, on April 22 nd 2014, motion number ; and WHEREAS Council received the Accomplishments Council Report in the CAO s monthly report at the Committee of the Whole meeting of August 5 th, 2014; therefore, BE IT RESOLVED that Municipal Council hereby approves the Accomplishments Council Report, with the addition of the following items: - Roads exchange with UCPR - Reparation and reopening of Cobbs Bridge Recorded vote For Against R. Campeau G. Félio, as amended Item 9 RESOLUTION Moved by Guy Félio WHEREAS the City maintains some private streets and has been doing so for the past 26 years at the municipality s expense. 10 RÉSOLUTION ATTENDU QUE les Travaux publics regardent à informatiser les données recueillies lors des patrouilles routières, la gestion des véhicules ainsi que de mieux gérer les demandes de requêtes; et ATTENDU QU une somme de 8 500$ est disponible dans le fonds de réserve en capital pour contribuer à l achat d un tel logiciel déjà prévu à cet effet; et ATTENDU QUE la somme de $ soit prélevé de 50% du fond de réserve des chemins et des infrastructures, 25% du fond de réserve des égouts et 25% du fonds de réserve de l eau; par conséquent QU IL SOIT RÉSOLU que le Conseil municipal autorise l achat du logiciel WorkTech Inc. au montant de $ plus taxes à partir du fonds général et du fonds de réserve du capital, tel que recommandé. RENVOYÉE au comité d infrastructures Item 11.8 RÉSOLUTION QU IL SOIT RÉSOLU que le règlement , étant un règlement pour amender le règlement concernant les taux de taxes, soit adopté. Règlement de confirmation RÉSOLUTION RESOLUTION WHEREAS that the Public Works are looking to computerize the data collected during road patrols, fleet management and improve the work orders request; and WHEREAS the sum of $8 500 is available in the Capital Reserve Funds for the purchase of such software; and WHEREAS the sum of $ be taken from the 50% from the Roads and Infrastructure reserve fund, 25% from the sewer reserve fund and 25% from the water reserve fund, therefore BE IT RESOLVED that Municipal Council hereby authorizes the purchase of the software WorkTech Inc. in the amount of $ from the general funds and the capital reserve funds, as recommended.
