1 21 September 2015 Vacancy Notice TITLE: CONTRACT TYPE: SALARY: OFFICE: DUTIES: Statistical Assistant, Education Statistics Short term contract for 6 months (Service Contract) with possibility of renewal CAD $ / month, net of income taxes UNESCO Institute for Statistics, Education Indicators and Data Analysis Section Under the overall administrative authority of the Director of the UNESCO Institute for Statistics (UIS), the general guidance of the Head of Education Indicators and Data Analysis Section, and under the direct supervision of the Programme Specialist, the Statistical Assistant (subscriber) will perform the following General Service functions covering Central and West Africa: 1. Assist in the implementation of the annual UIS Education Survey including the regional module for Africa. 2. Assist in the monitoring and improvement of the data quality for countries in Central and West Africa by reviewing data coverage and completeness, evaluating historical data trends and, where required, making estimates for key missing or incomplete data items. 3. Maintain the UIS education database in collaboration with UIS dataprocessing and IT teams and by liaising with national statisticians. Draft concise and clear communications to countries explaining problems and provide appropriate explanatory tables and figures. 4. Prepare UIS statistical outputs by identifying statistical indicators and extracting them from the UIS database, writing explanatory notes, compiling and analysing data from UIS and other sources and preparing tables and graphs. 5. Assist with the organization of meetings and workshops and take part in them as required. Prepare and give presentations about UIS data and produce supporting documentation for workshops. 6. Respond to external requests for data from researchers, students and other data users, and provide clarifications or technical explanations about education data published by the UIS. 7. Assist in fact-checking, reviewing, translating and proof-reading statistical and other technical materials. Help produce content for the UIS website.

DIRECT SUPERVISOR: Programme Specialist, Education Indicators and Data Analysis (Region II) QUALIFICATIONS NATIONALITY: EDUCATION: EXPERIENCE: LANGUAGE: Applicants must be either Canadian citizens or permanent residents of Canada or hold a valid work permit to fulfil this contract. Post-secondary education (Cegep) with completion of statistical methods or data processing courses. Additional training in statistics or data management/processing would be an asset. Five years of relevant full-time work experience in the collection, verification, processing or analysis of statistical data is essential. Excellent knowledge of French and good knowledge of English is required. A working knowledge of Arabic, Chinese, Russian or Spanish would be an asset. SKILLS/COMPETENCIES: An aptitude for numbers and the ability to manage and analyse large data sets as well as present statistics in tabular and graphic forms are required. PC/IT skills: proficiency in MS Word 2010 and MS Outlook 2010 with advanced skills in MS Excel 2010 are required (i.e. creation and use of macros and graphics tools). Knowledge of MS Access, SQL and/or Stata would be an asset. Good written and spoken communication skills Good organizational and interpersonal skills, time conscious and able to work as part of a team. Aider à l exécution de l enquête annuelle sur l éducation de l ISU, incluant le module Afrique. 2. Participer au contrôle et à l amélioration de la qualité de données de l Afrique centrale et occidentale par la vérification de la couverture, et de la complétude, ainsi que l analyse des tendances historiques et en calculant, au besoin, des estimations pour toutes données clés manquantes ou tous éléments incomplets. 3. Assurer la mise à jour de pair avec les équipes de traitement et de T.I. et suite aux communications auprès des statisticiens nationaux de la base de données de l éducation ISU. Rédiger des documents concis et pertinents concernant les problèmes liés à la qualité des données visant les répondants, analystes et membres du personnel sur le terrain. 4. Créer des produits statistiques, tels tableaux, graphiques ou notes explicatives, suite à l identification et l extraction d indicateurs tirés de la base de données ISU ou d autres sources. Participer à la production de rapports régionaux en préparant des annexes et des profils de pays, et en révisant les contenus avant leur publication, incluant la vérification de la qualité des traductions.

Rédiger et livrer des présentations portant sur les données ISU et préparer de la documentation pertinente aux ateliers. 6. Répondre aux demandes externes d information de la part de chercheurs, étudiants ou autre utilisateur de données et fournir des explications ou clarifications techniques liées aux données de l éducation publiées par l ISU. 7. Aider à la vérification, la révision et à la traduction de documents techniques et statistiques. Aider à la préparation de contenu pour le site web de l ISU. 8. Accomplir toute autre tâche/fonction additionnelle requise à la demande du superviseur qui contribuerait au succès du travail de l équipe. Se rapporte au : Spécialiste du programme, section des indicateurs et de l analyse des données de l éducation, Région II PROFIL Nationalité : Seul(e)s les citoyen/ne/s, résident/e/s permanents du Canada ou détenteurs/détentrices de permis de travail valide sont admissibles pour ce contrat. Éducation : Diplôme postsecondaire (Cégep ou équivalent). Une formation atout. Expérience de travail: Cinq années d expérience professionnelle à plein temps en lien avec la collecte, la vérification, le traitement ou l analyse de données statistiques. Langues : Maîtrise de la langue française et bonne connaissance de l anglais. La connaissance de l arabe, du chinois, de l espagnol ou du russe serait un atout. APTITUDES ET COMPÉTENCES : Une aptitude à gérer et analyser de multiples données statistiques ainsi qu une habileté à les présenter sous forme de tableaux et graphiques. Compétences T.I. : un bon niveau de MS Word et MS Outlook avec des compétences avancées dans MS Excel sont requis (par exemple. création et usage de macros et outils graphiques). La connaissance de MS Access, SQL ou Stata serait un atout. Bonnes capacités de communication orale et écrite Sens de l organisation, d analyse, de gestion du temps et entregent. Habilité à travailler en équipe.
