1 NCTS INFORMATION QUANT AUX NOUVEAUTES POUR 2010 Sur pied des nouveaux articles 365, paragraphe 4 (NCTS) et 455bis, paragraphe 4 (NCTS-TIR) du Code Communautaire d'application 1, le principal obligé doit être informé du non-apurement de sa déclaration de transit communautaire. Une obligation identique est imposée par la Convention en matière de transit commun. 2. Des informations complémentaires quant à cette modification de la législation en vigueur à partir du 1er juillet 2009 peuvent être obtenues dans l'avis aux utilisateurs NCTS du 15 juin 2009 qui peut être consulté à l'adresse internet qui suit: df. L'Administration transmet actuellement cette notification grâce à une lettre adressée par la voie postale aux principaux obligés. Dans le cadre du NCTS, cette lettre peut être remplacée par un message électronique IE140 à laquelle le principal obligé doit répondre par un message électronique IE141. L'intention de l'administration est de ne plus faire usage, à partir du 1 er février 2010, que des messages électroniques (IE140 et IE141) et de ne plus communiquer cette notification de nonapurement par la voie postale. Les adaptations nécessaires doivent être apportées au software des utilisateurs NCTS pour permettre la réception/l'envoi de ces messages. Les principaux obligés qui ne souhaitent pas investir dans ce nouveau développement devront consulter les notifications de non-apurement dans le WEB-NCTS et communiquer leurs réponses au bureau de départ requérant par voie électronique via cette application.
