1 L AENQ EN CONGRÈS Bulletin n o 1 2 février 2016 Le Congrès de l AENQ se tiendra du 18 au 20 mars 2016 à Montréal. Le Congrès de l AENQ est l instance suprême de l Association et se tient tous les trois ans. Ses fonctions sont : 1. Recevoir les rapports d activités concernant les trois dernières années; 2. Amender les Statuts (constitution) de l Association, au besoin; 3. Élire les membres du Comité exécutif (CE) et du Comité autochtone (CA); 4. Établir les priorités d actions des trois prochaines années. Rappel des procédures importantes avant le Congrès Statuts : Pour déposer un ou des amendement(s) aux Statuts de l AENQ, la procédure est la suivante : Toute proposition d'amendement ou d'abrogation doit parvenir aux membres réguliers au moins trois semaines avant la tenue du Congrès, soit avant le 27 février Un membre qui voudrait proposer un amendement aux Statuts 2013 de l AENQ doit faire parvenir sa proposition au secrétariat de l Association avant le 19 février 2016 pour permettre la mise en forme du texte, la traduction dans les quatre langues ainsi que le temps d envoi aux membres. Toute proposition d amendement doit indiquer l objectif visé par la proposition pour être recevable et le texte doit être en anglais ou en français.

2 Candidatures pour combler les postes au CA et CE : Pour poser sa candidature au CA : Le processus d élection se fera pendant le Congrès. Toute l information sera disponible sur place. Pour poser sa candidature à un poste du CE : Seul un membre régulier participant au Congrès régulier est éligible à l'un ou l'autre des postes : Président, Vice-président, Secrétaire-trésorier, Direction de secteur (référence : article des Statuts). Pour être candidate ou candidat à l'un ou l'autre des postes, le membre doit être proposé par un autre membre et appuyé par 2 autres. De plus, il doit avoir accepté sa mise en candidature. Faire parvenir à Mme Marie-Claude Morin, présidente du Comité d élection, sa candidature par courriel à Morin.Marie-Claude@lacsq.org ou par télécopieur au (514) et ce, au plus tard le 17 février 2016 à 17h00. La candidature doit mentionner le poste convoité ainsi qu une lettre de présentation d un maximum de 400 mots à l intention des congressistes. Aucune candidature ne sera acceptée après ce délai. Un accusé de réception sera envoyé aux personnes candidates. La Présidente ou le Président du comité d élection affiche toutes les candidatures dès l ouverture du Congrès à l entrée de la salle d assemblée. Délégation au Congrès : Chaque délégué va recevoir le détail de la délégation de son école, centre ou établissement, déterminée en appliquant les règles prévues aux Statuts. Il est possible qu une assemblée générale soit nécessaire pour compléter cette délégation.

3 AENQ IN CONGRESS Newsletter #1 February 2 nd, 2016 The AENQ Congress will be held from March 18 to March 20, 2016 in Montreal. The AENQ Congress is the superior authority of the Association and is held every 3 years. The Congress: 1. Receives activity reports for the last 3 years; 2. Amends the Association s by-laws, where required; 3. Elects the Executive Committee members (EC) to run the Union and the Native Committee members (NC); 4. Establish action priorities for the next 3 years. Reminder of important procedures before the Congress By-Laws: To introduce an amendment or amendments to the AENQ by-laws, the procedure is as follows: Any proposed amendment or repeal must be submitted to regular members at least 3 weeks before the Congress, or before February 27, A member who wishes to propose an amendment to the AENQ s 2013 By-laws must submit his or her proposal to the Association s secretary before February 19, 2016 to allow for the formatting of the text, translation in four languages and the time required to send it to members. Any proposed amendment must state the intended purpose of the proposal to be acceptable and the text must be written in English or French.

4 To nominate a candidate to fill positions on the Executive Committee and Native Committee: NC: If a member wishes to apply for a position on the Native Committee, the election process will take place during the Congress. Information will be available on site. EC: To apply for a position on the Executive Committee, the procedure is as follows: Only a regular member participating as an official representative at the Congress is eligible for any position: President, Vice-President, Secretary-Treasurer, Sector Directors (ref. article of 2013 By-Laws). To be a candidate for any position, the member must be nominated by another member and seconded by 2 others; moreover, the candidate must have accepted the nomination. The candidate must specify the desired position in the application and a maximum 400-word letter of introduction must be submitted to Congress delegates. No other applications will be accepted after this time. An acknowledgement will be sent to you to confirm receipt of your application. The President of the Election Committee posts all applications at the opening of the Congress at the entrance to the assembly hall. Delegations to the Congress: Your delegate will receive details of the delegation from your school, centre or institution. It is possible that a general meeting will be required to complete this delegation.
