communautaire "Parc des Faisans" Paul Richard, représentant des résidents du Lotissement Le Faisan, démontre le besoin d un parc communautaire dans ce quartier et demande qu un parc soit aménagé au printemps prochain. 7.2 Pétition - parc communautaire "Parc Yvonne" Le secrétaire municipal présente une pétition soumise par un groupe de résident de la rue Yvonne demandant qu un parc communautaire soit aménagé dans ce secteur en l an 2013. 7.3 Présentation - budget - Service régional de Codiac de la GRC Paul Vanlderstine, président du Comité de finance de l Autorité policière régionale de Codiac, accompagné de la surintendante Snowman du Service régional de Codiac, donne un aperçu du budget 2013 de cet organisme. 7.4 Présentation - Plan de déneigement et déglaçage 2012-2013 Jacques LeBlanc, directeur du Service des travaux publics et de l ingénierie, présente le plan de déneigement et de déglaçage 2012-2013. 7.5 Audience publique - nouvel arrêté - limitation d'accès des rues à l'intérieur de la ville de Dieppe Le secrétaire municipal informe qu il n a reçu aucune objection concernant le nouvel arrêté susmentionné. 7.6 Audience publique - projet de rezonage - rue du Moulin Community Park "Faisans Park" Paul Richard, representative of the residents of Le Faisan Subdivision, demonstrates the need of a community park in this area and requests that a park be constructed next spring. 7.2 Petition - Community Park "Yvonne Park " The Municipal Clerk presents a petition submitted by a group of citizens residing on Yvonne Street requesting that a community park be constructed in this area in 2013. 7.3 Presentation - Budget - Codiac Regional RCMP Paul Vanlderstine, Chairman of the Finance Committee of the Codiac Regional Policing Authority, accompanied by Superintendant Snowman from the Codiac Regional RCMP, gives an overview of the organization s 2013 budget. 7.4 Presentation - 2012-2013 Snow and Ice Removal Plan Jacques LeBlanc, Director of the Public Works and Engineering Department, presents the 2012-2013 Snow and Ice Removal Plan. 7.5 Public Hearing - New By-Law - Controlled Access Streets within the City of Dieppe The Municipal Clerk informs that no objections were received relating to the new by-law mentioned above. 7.6 Public Hearing - Rezoning Application - Moulin Street Le secrétaire municipal fait savoir qu une seule objection (Suzanne et Wayne MacIntosh) a été reçue concernant le projet de rezonage The Municipal Clerk informs that one objection (Suzanne & Wayne MacIntosh) was received relating to the above mentioned rezoning 2

Commentaire de la part du public : Catherine Richard, résidente de la rue du Moulin, fait savoir qu elle ne s oppose pas au projet susmentionné et demande que les suggestions suivantes soient considérées afin de minimiser l impact sur les résidents: établissement d une zone tampon d arbres matures d environ 10 mètres entre la dernière maison unifamiliale et le nouveau développement; création d un cul-de-sac dans le but d éliminer les entrées sur la rue du Moulin ou maintenir les entrées sur la rue du Moulin et ajouter de la verdure entre chaque entrée. Comments from the public: Catherine Richard, resident of Moulin Street, informs that she is not against the above noted project and requests that the following suggestions be considered in order to minimize the impact on the residents: to establish a 10 meter buffer zone of matured trees between the last single dwelling property and the new development; to create a dead-end street so that the driveways would not be located on Moulin Street or to maintain the driveways on Moulin Street and add grass between each driveway. Proposée par: Jordan Nowlan Appuyée par: Jody Dallaire Que le conseil accepte: et clubs d'âge d'or que la décision prise par la municipalité de ne plus offrir le service de déneigement des stationnements des églises et des clubs d'âge d'or par le personnel et les équipements de la ville de Dieppe soit maintenue; qu'un octroi annuel au montant de 1 500,00 $ soit accordé au Club d'âge d'or de St-Anselme et à la Paroisse St- Anselme à partir de l'an 2013, ce qui représente une compensation pour l'utilisation des stationnements de ces organismes pendant les activités organisées par la ville de Dieppe. Sur la question, la conseillère Jody Dallaire souligne l importance de traiter de manière égale les organismes qui offrent des services dans la communauté et fait savoir qu elle appuie la pratique de négocier des ententes de partenariat avec ces organismes pour des échanges de service. Le conseiller Paul Belliveau questionne la valeur de l octroi et demande qu une grille soit établie identifiant le nombre de fois que le stationnement est utilisé, la raison de l usage, etc. Il est de l avis que le coût de maintenance du stationnement devrait aussi être considéré. Le conseiller Belliveau suggère que les organismes soumettent leurs renseignements afin que la municipalité puisse étudier la situation et déterminer s il mérite un octroi. Moved by: Jordan Nowlan Seconded by: Jody Dallaire That Council accepts: Clubs Parking Lots that the decision taken by the Municipality to no longer provide snow removal to churches' and golden age clubs' parking lots by the City of Dieppe's personnel and equipment be maintained; that an annual grant in the amount of $1,500.00 be given to St-Anselme Golden Age Club and St-Anselme Parish commencing in 2013, which represents a compensation for the use of these organization's parking lots during activities organized by the City of Dieppe. On the question, Counc. Jody Dallaire underlines the importance of treating the organizations that offer services in our community equally and informs that she supports the practice of negotiating partnership agreements with these organizations in exchange for services. Counc. Paul Belliveau questions the amount of the grant and requests that a table be established identifying the number of times the parking lot is used, the reason for the usage, etc. He is of the opinion that the maintenance cost of the parking lot should also be considered. Counc. Belliveau suggests that the organizations submit their information in order for the municipality to study the situation and determine if a grant is warranted. Le conseiller Jean Gaudet fait référence aux stationnements de l Église St-Anselme et est de l opinion que la valeur de l octroi proposé pour cet organisme n est pas en bonne relation avec le nombre d espaces qui sont régulièrement utilisés pour différentes activités municipales. Jean Gaudet refers to the St-Anselme Church parking lots and is of the opinion that the amount of the grant proposed for this organization does not reflect the number of spaces which are regularly utilized for various municipal activities. Sur la question, la conseillère Jody Dallaire demande les détails du calcul utilisé pour arriver au montant de 2 500 $. La conseillère Dallaire informe qu étant donné que ces informations ne sont pas disponibles, elle ne peut pas appuyer l amendement. Le conseiller Jordan Nowlan est de l avis qu une portion du stationnement de l Église St-Anselme est utilisé par les parents des écoliers de l École Amirault (juridiction provinciale) et fait savoir que pour cette raison, il n appuie pas l amendement. Il est mentionné que cette portion du stationnement est aussi utilisée pour les activités connexes à la municipalité. On the question, Counc. Jody Dallaire requests the details of the calculation utilized to determine the amount of $2,500. Counc. Dallaire informs that given that these details are not available, she cannot support the amendment. Counc. Jordan Nowlan is of the opinion that a portion of the St-Anselme Church parking lot is utilized by the parents of the children attending Amirault School (provincial jurisdiction) and informs that for this reason, he does not support the amendment. It was also mentioned that this portion of the parking lot is also utilized for activities related to the municipality. Vote on the amendment: Councillors Jody Dallaire, Jordan Nowlan and Jean-Claude Cormier vote against the amendment. The Chief Administrative Officer informs that if Council adopts this motion, a meeting will be organized with the representatives of the other parishes in order to ensure that all possibilities have been considered when the issue was analyzed. Le conseiller Ernest Thibodeau est du même avis que la conseillère Dallaire. Le secrétaire municipal explique que la municipalité n émet aucun permis de construction avant de valider que les exigences provinciales sont rencontrées. La conseillère Jody Dallaire vote contre la motion. 10.6.2 Ratification - CDÉVD - demande de quittance - condition restrictive Proposée par: Ernest Thibodeau Appuyée par: Jordan Nowlan Que le conseil autorise une quittance sur la portion du terrain identifié sous le NID 01003656 appartenant à Triangle Kitchen Inc. et qui sera consolidé au terrain adjacent identifié sous le NID 01003649 afin d'accommoder un nouveau projet dans l'édifice de l'ancien emplacement de Atlantic Mini Fridge et que le convenant restrictif demeure actif sur le reste du terrain appartenant à Triangle Kitchen Inc. à condition que : Mapoma Ltée for the supply of sewerage, water and streets for a property located on Arsenault Road and identified under PID 00856187. On the question, Counc. Jody Dallaire expresses concern towards the fact that Council accepts that Entreprises Mapoma Ltée proceeds with the development project without knowing if the provincial requirements have been fulfilled. Counc. Ernest Thibodeau is of the same opinion as Counc. Dallaire. The Municipal Clerk explains that the municipality does not issue any building permits before validating that the provincial requirements have been met. Counc.
