2 The Committee met on April 4 at the PSAC Ottawa Regional Office. The Committee dealt with Resolutions BL-2, FIN-6, FIN-6a, FIN-8 and BL-10. Resolution FIN-9 was referred back to the submitting body for lack of clarity. The resolutions are presented in this report in the order of priority established by the Committee as follows: Resolution FIN-6a (which covers FIN-6) Amended Resolution FIN-8 Resolution BL-10 Resolution BL-2 The Committee Chair would like to acknowledge and thank each member of the Committee for their hard work and contribution during our deliberations. 3 Resolution FIN-6a (to cover Resolution FIN-6) The Committee recommends concurrence in Resolution FIN-6a (which covers Resolution FIN-6) which reads as follows: WHEREAS PSAC only has a single support network for men s issues, which is in the National Capital Regions (NCR); and WHEREAS the needs and concerns of men within the PSAC should be addressed; and WHEREAS we don t wish to be considered an equity seeking group; and WHEREAS we recognize that equity committees have a vital role which does not address men s issues; and WHEREAS we wholeheartedly believe in equity issues; and WHEREAS the PSAC recognizes those men s issues have substance and are of importance, such as single parenthood, spousal abuse, gender-specific health issues, mental health issues, amongst many others: Résolution FIN-6a (qui englobe la résolution FIN-6) Le Comité recommande l adoption de la résolution FIN-6a (qui englobe la résolution FIN-6), rédigée en ces termes : ATTENDU QUE l AFPC a un seul réseau de soutien pour les hommes, qui se trouve dans la région de la capitale nationale; et ATTENDU QUE les besoins et les préoccupations des hommes au sein de l AFPC doivent être pris en compte; et ATTENDU QUE nous ne voulons pas être considérés comme un groupe qui revendique l équité; et ATTENDU QUE les comités des groupes d équité jouent un rôle essentiel, mais ne se penchent pas sur les questions d intérêt pour les hommes; et ATTENDU QUE les questions liées à l équité nous tiennent à cœur; et ATTENDU QUE l AFPC reconnaît que les questions d intérêt pour les hommes, par exemple la monoparentalité, la violence conjugale, les questions de santé propres au sexe et la santé mentale, sont des enjeux importants : Report of the Finance and By-Laws and Regulations Committee Rapport du Comité des finances et statuts et règlements page 3

4 BE IT RESOLVED THAT the PSAC support the establishment of Men s Action Support Committees in all the PSAC regions within the next three years; and BE IT FURTHER RESOLVED THAT funding be made available to these committees. Rationale Only the NCR currently has a MASC committee. The needs and concerns of men should be addressed. These issues have substance and are important. These committees would be beneficial to other regions IL EST RÉSOLU QUE l AFPC favorise la création d un comité de soutien à l action des hommes dans toutes ses régions dans les trois prochaines années; et IL EST DE PLUS RÉSOLU QUE des fonds soient accordés à de tels comités. Motif Seule la RCN compte actuellement un Comité de soutien à l action des hommes. Les questions d intérêt pour les hommes doivent être prises en compte. Ces questions sont des enjeux importants. 5 Amended Resolution FIN-8 The Committee recommends concurrence in Amended Resolution FIN-8 which reads as follows: WHEREAS PSAC promotes the duty to accommodate among its membership and in the workplace: BE IT RESOLVED THAT PSAC put $100,000 towards funding a PSAC campaign in 2016 to create awareness across Canada on the duty to accommodate. Rationale PSAC should be promoting the duty to accommodate among its members and in the workplace. Résolution FIN-8 amendée Le Comité recommande l adoption de la résolution FIN-8 amendée, rédigée en ces termes : ATTENDU QUE l AFPC fait la promotion de l obligation d adaptation auprès de ses membres et dans les milieux de travail : IL EST RÉSOLU QUE l AFPC alloue $ à une campagne d information sur l obligation d adaptation dans l ensemble du Canada pour Motif L AFPC devrait promouvoir l'obligation d'accommodement entre ses membres et dans le lieu de travail. 6 Resolution BL-10 The Committee recommends nonconcurrence in Resolution BL-10, which reads as follows: WHEREAS the PSAC Human Rights Committee Equity representatives for Racially Visible (RV) members hold key positions committed to defending and promoting the interests of racially visible members of the PSAC; and WHEREAS their activities and accomplishments are of primary importance and interest for the Racially Visible Action Committees that are in place in every region in the country: BE IT RESOLVED THAT the PSAC create an elected National Vice President position for a Racially Visible member to lead and oversee the development, management and reporting of innovative approaches, programs, and strategies that address the needs and requirements raised by the community of RV PSAC members through their respective components, regional action committees conferences and conventions; and Résolution BL-10 The comité recommande le rejet de la résolution BL-10, rédigée en ces termes : ATTENDU QUE les représentants et représentantes des membres des groupes raciaux visibles au Comité des droits de la personne de l AFPC occupent des postes clés voués à la défense et à la promotion des intérêts des membres des groupes raciaux visibles de l AFPC; ATTENDU QUE leurs activités et leurs réalisations sont d une importance capitale et d un intérêt certain pour les comités d action des membres des groupes raciaux visibles dans chaque région du pays : IL EST RÉSOLU QUE l AFPC crée une charge de vice-présidence nationale membres des groupes raciaux visibles qui dirigera l élaboration et la mise en œuvre d approches innovatrices, de programmes et de stratégies visant à répondre aux exigences et aux besoins formulés par les membres des groupes raciaux visibles par l intermédiaire de leur Élément respectif, des comités d action régionaux, des conférences et des congrès, en plus d en faire rapport; et Report of the Finance and By-Laws and Regulations Committee Rapport du Comité des finances et statuts et règlements page 6

7 BE IT FURTHER RESOLVED THAT the Racially Visible National Vice President (RVNVP) position be a full time position and a full member of the Alliance Executive Committee. BE IT FURTHER RESOLVED that the RVNVP is a racially visible member. Rationale Would not be equitable because there are other equity seeking groups without national VPs. The AEC appoints a member of that body to carry this portfolio. Brother Carl Laguerre wishes to be recorded against the Committee s recommendation. IL EST DE PLUS RÉSOLU QUE la charge de vice-présidence, membres des groupes raciaux visibles, soit une charge à temps plein et à part entière au Comité exécutif de l Alliance; et IL EST DE PLUS RÉSOLU QUE cette charge soit occupée par une personne appartenant aux groupes raciaux visibles. Motif Ce ne serait pas équitable puisque d autres groupes d équité ne sont pas représentés par un viceprésident national. Le CEA confie déjà le dossier à un de ses membres. Le confrère Carl Laguerre demande que soit consignée sa dissience à l égard de la recommandation du comité. 8 Resolution BL-2 The Committee recommends nonconcurrence in Resolution BL-2, which reads as follows: WHEREAS the Education Committee is a permanent committee in good standing of the PSAC NCR Council; and WHEREAS the Education Committee contributes to and supports the activities of the PSAC NCR Council, its executive leadership and members; and WHEREAS the Education Committee is instrumental in determining the education and training needs of the region: BE IT RESOLVED that the PSAC-NCR Council immediately grant the Education Committee a seat on the Council Executive. Rationale This would not be equitable because there are other committees without a seat. This would increase the size of the executive. Résolution BL-2 Le comité recommande le rejet de la résolution BL-2, rédigée en ces termes : ATTENDU QUE le Comité d éducation est un comité permanent en règle du Conseil de l AFPC-RCN; et ATTENDU QUE le Comité d éducation contribue aux activités du Conseil de l AFPC-RCN, de ses dirigeants et de ses membres, et les soutient; et ATTENDU QUE le Comité d éducation contribue à déterminer les besoins en matière d éducation et de formation syndicales de la région : IL EST RÉSOLU QUE le Conseil de l AFPC- RCN accorde immédiatement un siège au Comité d éducation au sein de l équipe exécutive du Conseil. Motif Ce ne serait pas équitable puisque d autres comités ne sont pas représentés au Conseil exécutif. La résolution aurait pour effet d augmenter la taille du Conseil exécutif.
