4 SECTION 1 PREFACE SECTION 1 PRÉFACE INTRODUCTION Emergencies are defined as situations or impending situations caused by forces of nature, accident or an intentional act that constitutes a danger of major proportions to life and property. They affect public safety, meaning the health, welfare and property, as well as the environment and economic health of the Township of Champlain. The current population of the Township of Champlain is 8620 residents. In order to protect residents, businesses and visitors, the Township of Champlain requires a coordinated emergency response by a number of agencies under the direction of the Community Control Group. These are distinct arrangements and procedures from the normal, day-to-day operations, carried out by emergency services. The Township of Champlain s Emergency Management Committee developed this emergency response plan. Every official, municipal department and agency must be prepared to carry out assigned responsibilities in an emergency. The response plan has been prepared to provide key officials, agencies and departments of the Township of Champlain important emergency response information related to: - Arrangements, services and equipment; and - Roles and responsibilities during an emergency. In addition, it is important that residents, businesses and interested visitors be aware of its provisions. Cette situation compromet la sécurité publique, c est-à-dire la santé, le bien-être et les biens des citoyens, ainsi que la santé environnementale et économique du canton de Champlain. Présentement, le canton de Champlain compte 8620 résidents. Afin de protéger les habitants, les entreprises et les visiteurs, il est important, que le canton de Champlain, obtienne d un certain nombre d organismes l assurance d une intervention coordonnée en réponse à une urgence sous la direction du Groupe de contrôle communautaire. Les arrangements et les procédures d intervention sont distincts des opérations courantes accomplies de jour en jour par les services d urgence. Le Comité de gestion des situations d urgence du canton de Champlain a établi le présent plan d intervention d urgence. Chaque représentant, service municipal et organisme doit pouvoir remplir les responsabilités qui lui sont assignées lorsque survient une urgence. Le plan d intervention a été mis sur pied afin de fournir aux représentants des organismes et services clés du canton de Champlain de l information importante sur l intervention dans les situations d urgence, notamment ; - arrangements pour services et équipement; - rôles et responsabilités durant une urgence. 12 SECTION 3 AIM SECTION 3 BUT The aim of this plan is to make provision for the extraordinary arrangements and measures that may have to be taken to protect the health, safety, welfare, environment and economic health of the residents, businesses and visitors of the Township of Champlain when faced with an emergency. It enables a centralized controlled and coordinated response to emergencies in the Township of Champlain, and meets the legislated requirements of the Emergency Management and Civil Protection Act. While many emergencies can occur within the Township of Champlain, a thorough Hazard Identification and Risk Assessment (HIRA) has determined that those most likely to occur are: floods, tornadoes, blizzards, transportation accidents involving hazardous materials, air crashes, earthquake, toxic or flammable gas leaks, electrical power blackouts, building or structural collapse, uncontrollable fires, explosions, health emergencies, agricultural emergencies or any combination thereof. The Hazard Identification and Risk Assessment process takes into consideration the probability and consequences to the community of each possible event and forms the basis for establishing a community risk profile. L objet de ce plan est de définir les démarches et les mesures extraordinaires à entreprendre qui pourraient être nécessaires pour assurer la sécurité et protéger le bien-être et la santé, y compris la santé économique, des habitants, des entreprises et des visiteurs dans le canton de Champlain et la santé environnementale de celui-ci lorsque survient une situation d urgence. Le plan permet d assurer une intervention centralisée, contrôlée et coordonnée face aux urgences qui surviennent dans le canton de Champlain et de satisfaire aux exigences législatives contenues dans la Loi sur la protection civile et la gestion des situations d urgence. Puisque différents types d urgences peuvent survenir dans le canton de Champlain, une évaluation complète des dangers et risques associés à ces dangers a déterminé que certaines urgences sont plus probables que d autres tel les inondations, tornades, tempêtes hivernales, accidents impliquant le transport de matières dangereuses, écrasement d aéronefs, tremblement de terre, fuites de gaz toxiques ou inflammables, panne d électricité, écroulement de structures ou d édifices, feu, explosion, épidémies ou pandémies, urgence dans le domaine de l agriculture ou toute combinaison de celles-ci. Ce processus d identification des dangers et évaluation des risques prend en considération la probabilité ainsi que les conséquences pour la communauté pour chaque genre d événement ou de danger et permet au comité d élaborer un profile du risque communautaire. 14 SECTION 4 AUTHORITY SECTION 4 POUVOIR The Emergency Management and Civil Protection Act, (EMCPA) is the legal authority for this emergency response plan in Ontario. The EMCPA states: The head of council of a municipality may declare that an emergency exists in the municipality or in any part thereof and may take such action and make such orders as he or she considers necessary and are not contrary to law to implement the emergency plan of the municipality and to protect property and the health, safety and welfare of the inhabitants of the emergency area. R.S.O 1990, c. E. 9, s. 4(1) As enabled by the Emergency Management and Civil Protection Act, 1990, this emergency response plan and its elements have been: - Issued under the authority of Township of Champlain By-law NO and - Filed with Emergency Management Ontario, Ministry of Community Safety and Correctional Services. a) Definition of an Emergency The EMA defines an emergency as: An emergency means a situation or an impending situation caused by the forces of nature, an accident, an intentional act or otherwise that constitutes a danger of major proportions to life or property. R.S.O 1990, c. E. 9, s. 1 The Emergency Operations Centre (EOC) can be activated for any emergency for the purposes of managing an emergency, maintaining services to the community and supporting the emergency site. b) Action Prior to Declaration When an emergency exists but has not yet been declared to exist, township employees may take such action(s) under this emergency response plan as may be required to protect property and the health, safety and welfare of the residents of the Township of Champlain La Loi sur la protection civile et la gestion des situations d urgence LPCGSU) est l instrument législatif autorisant l établissement du présent plan d intervention d urgence en Ontario. La LPCGSU précise ce qui suit : «Le président du conseil municipal peut déclarer la situation d urgence pour l ensemble ou une partie de la municipalité. Il peut prendre toute mesure et donner tout ordre, non contraires à la loi et qu il juge nécessaires, pour mettre en œuvre le plan de mesures d urgence de la municipalité et pour protéger les biens, la santé, la sécurité et le bienêtre des habitants de la zone de crise.» R.S.O 1990 c. E. 9, s. 4(1) Comme l autorise la Loi sur la protection civile et la gestion des situations d urgence, 1990, le présent plan d intervention d urgence et ses éléments ont été : - émis en vertu du Règlement municipal n o du canton de Champlain ; - soumis à Gestion des urgences Ontario, ministère de la Sécurité communautaire et des Services correctionnels. a) Définition d une situation d urgence La LGSU définit une situation d urgence comme suit: «Situation ou situation imminente causée par un fléau naturel, un accident, un acte intentionnel ou d une autre façon, et qui constitue un grand danger pour la vie ou pour les biens.» R.S.O 1990 c. E. 9, s. 1 Le Centre des opérations d urgence (COU) peut être activé en réponse à toute situation d urgence dans le but de gérer celle-ci, de maintenir les services dans la collectivité et de fournir un soutien dans le cadre de l intervention sur le lieu de la situation d urgence. b) Mesures à prendre avant la déclaration d une situation d urgence Lorsqu une situation d urgence survient, mais qu elle n a pas encore été déclarée, les employés municipaux peuvent prendre toute mesure éventuellement nécessaire en vertu du présent plan d intervention d urgence pour protéger les biens et la santé, la sécurité et le bien-être des habitants du canton de Champlain. 15 THE CORPORATION OF THE TOWNSHIP OF CHAMPLAIN BY-LAW NUMBER BEING A BY-LAW FOR AN EMERGENCY MANAGEMENT PROGRAM FOR THE PROTECTION OF PUBLIC SAFETY, HEALTH, THE ENVIRONMENT, THE CRITICAL INFRASTRUCTURE AND PROPERTY WITHIN THE TOWNSHIP OF CHAMPLAIN REFERENCE: Section 3 of the Emergency Management Act, Chapter E.9, R.S.O WHEREAS the Province of Ontario has passed an Act, which requires the development and implementation of an emergency management program (short title --The Emergency Management Act) by the council of a municipality; AND WHEREAS Subsection 1 of Section 3 states, inter alia, that the council of a municipality may pass a by-law formulating or providing for the formulation of an emergency plan governing the provision of necessary services during an emergency and the procedures under and the manner in which employees of the municipality and other persons will respond to the emergency and the council of the municipality shall by by-law adopt the emergency plan; AND WHEREAS this Act requires the emergency management program to conform to standards promulgated by Emergency Management Ontario in accordance with international best practices, including the four (4) core components of emergency management, namely: mitigation/prevention, preparedness, response and recovery; and also makes provision for the municipality and council to develop and implement an emergency management program to protect public safety, public health, the environment, the critical infrastructure and property, and to promote economic stability and a disaster- resilient community; AND WHEREAS this Act makes provision for the Head of Council to declare that an emergency exists in the community or in any part thereof, and also provides the Head of Council with authority to take such action or make such orders as he/she considers necessary and not contrary to law, to implement the emergency response plan and respond to an emergency; AND WHEREAS the Act provides for the designation of one or more members of council who may exercise the powers and perform the duties of the Head of Council during his/her absence or his/her inability to act; AND WHEREAS the Act authorizes employees of a community to respond to an emergency in accordance with the emergency response plan where an emergency exists but has not yet been declared to exist; AND WHEREAS the Council of The Corporation of the Township of Champlain did, by its By- Law Number duly adopted on the 6 th day of March, 2001, adopt an Emergency Plan for the Township of Champlain; AND WHEREAS the Council of The Corporation of the Township of Champlain now deems it necessary and appropriate to adopt a new emergency plans due to the requirements of the Emergency Management Act including its regulations thereto; Section 4 Page 2

16 - 2 - THE CORPORATION OF THE TOWNSHIP OF CHAMPLAIN BY-LAW NUMBER NOW THEREFORE BE IT RESOLVED THAT the Council of The Corporation of the Township of Champlain hereby enacts as follows: I. That an Emergency Management Program be developed and implemented in accordance with the standards published by Emergency Management Ontario in accordance with international best practices. 2. That the Head of Council or designated alternate, as provided in the plan, be empowered to declare an emergency and implement the emergency response plan. 3. That certain appointed officials or their designated alternates, as provided in the approved community emergency response plan, are empowered to cause an emergency notification to be issued to members of the Community Control Group and to respond to an emergency in accordance with the emergency response plan where an emergency exists but has not yet been declared to exist. 4. That the Emergency Management Program Committee will cause the emergency management program to be reviewed annually and to recommend changes to the program as considered appropriate and refer recommendations to Council for further review and approval. 5. That the emergency response plan attached hereto as Schedule " A " of this By-law is hereby adopted. 6. THAT By-Law Number of the Township of Champlain be and is hereby repealed. 18 SECTION 5 EMERGENCY NOTIFICATION PROCEDURES This plan may be implemented, in whole or in part, as soon as an emergency which is considered to be of such a magnitude as to warrant its being implemented occurs or is expected. Only a member of the Community Control Group (CCG) may initiate the notification procedure. Any member of the CCG wishing to initiate the Emergency Notification System must first contact and obtain the concurrence of either the Clerk- Treasurer or the Community Emergency Management Coordinator (CEMC). Further, if either the Clerk-Treasurer or the CEMC wishes to initiate the activation of the notification procedures, he/she must obtain concurrence from the other. When a member of the CCG receives a warning of a real or potential emergency, and the above procedures have been followed, that member will immediately contact the Hawkesbury Fire Service Dispatch Office and direct them to initiate the notification of the CCG. The member initiating the call must provide pertinent details (e.g. - a time and place for the CCG to meet) as part of the notification procedure. If deemed appropriate, the individual CCG members may initiate their own internal notification procedures of their staff and volunteer organizations. The Hawkesbury Fire Service dispatcher must record the date and time each CCG member was contacted on the appropriate form. a) Requests for Assistance The Mayor may request assistance from the United Counties of Prescott-Russell at any time by contacting the Counties Warden. The request shall not be deemed to be a request that the Counties assume authority and control of the emergency. The Mayor may also request assistance from the Province of Ontario at any time without any loss of control or authority. A request for assistance should be made by contacting Emergency Management Ontario (EMO). SECTION 5 PROCÉDURES DE NOTIFICATION EN CAS D URGENCE Les dispositions dans ce plan peuvent-être amorcées en partie ou au complet aussitôt qu une urgence survient ou est imminente. Seul un membre du Groupe de contrôle communautaire (GCC) peut amorcer la procédure de notification. Un membre du GCC qui veut faire entamer les procédures de notification du CCG doit obtenir premièrement l approbation du Greffier-trésorier ou celui du Coordinateur communautaire de la gestion des situations d urgence (CCGSU). Advenant que le Greffier-trésorier ou le Coordinateur communautaire de la gestion des situations d urgence veut initier ces procédures, il doit obtenir l approbation de l autre. Lorsqu un membre du GCC reçoit un avertissement lui indiquant qu il y a une situation d urgence réelle ou potentielle, et qu il a suivi les étapes citées cidessus, il doit contacter le répartiteur du service des incendies de la ville de Hawkesbury et lui demander d entamer la procédure de notification du GCC. Le membre du CCG doit fournir au répartiteur les détails pertinents tels, l heure et l endroit où les membres du GCC doivent se réunir. S ils le jugent nécessaire, les membres individuels du GCC peuvent amorcer leurs propres procédures de notification internes pour alerter leurs employés et les organismes de bénévoles. Le répartiteur du service des incendies de la ville de Hawkesbury doit enregistrer la date et l heure auxquelles les membres du GCC ont été contactés sur le formulaire pertinent. a) Demandes d aide Le maire peut demander de l aide des Comtés unis de Prescott-Russell en tout temps en communiquant avec le président du conseil des Comtés unis. Cela ne veut pas dire pour autant que l on demande aux Comtés unis de gérer et de contenir la situation d urgence. Le maire peut également demander de l aide à la province de l Ontario en tout temps sans renoncer au contrôle ou à la gestion de la situation d urgence. Pour faire une telle demande, il faut communiquer avec Gestion des urgences Ontario. Section 5 Page 1

19 b) A Declared Community Emergency The Mayor of the Township of Champlain, or in his absence an alternate approved by council, as the Head of Council, is responsible for declaring an emergency. This decision is usually made in consultation with other members of the CCG. R.S.O 1990, c. E. 9, s. 4(1) Upon declaring an emergency, the Mayor will notify: - Emergency Management Ontario, Ministry of Community Safety and Correctional Services; - Township Council; - Counties Warden, as appropriate; - Public; - Via the Emergency Information Officer - Neighbouring community officials, as required; - Local Member of the Provincial Parliament (MPP); - Local Member of Parliament (MP). A community emergency may be terminated at any time by: - The Mayor; or - Township Council; or - The Premier of Ontario. When terminating an emergency, the Mayor will notify: - Emergency Management Ontario, Ministry of Community Safety and Correctional Services; - Township Council; - Counties Warden, as appropriate; - Public; - Via the Emergency Information Officer - Neighbouring community officials, as required; - Local Member of the Provincial Parliament (MPP); - Local Member of Parliament (MP). b) Situations d urgence déclarées dans la municipalité Le maire du canton de Champlain, ou en son absence, le maire par intérim, tel qu approuvé par le conseil, en sa qualité de président du conseil municipal, est responsable de la déclaration d une situation d urgence. Cette décision est généralement prise en consultation avec d autres membres du GCC. R.S.O 1990, c. E. 9, s. 4(1) Au moment où il déclare une situation d urgence, le maire doit prévenir : - Gestion des urgences Ontario, ministère de la Sécurité communautaire et des Services correctionnels; - le conseil municipal; - le président du conseil des Comtés unis, si nécessaire; - le public - via l Agent aux informations d urgence; - les représentants des municipalités avoisinantes, si nécessaire; - le député provincial local; - le député fédéral. Qui peut mettre fin en tout temps à la situation d urgence déclarée dans la municipalité : le maire ou le maire par intérim; le conseil de la municipalité; le Premier ministre de l Ontario. Lorsqu il met fin à une situation d urgence, le maire doit avertir : - Gestion des urgences Ontario, ministère de la Sécurité communautaire et des Services correctionnels; - le conseil municipal; - le président du conseil des Comtés unis, si nécessaire; - le public - via l Agent aux informations d urgence; - les représentants des municipalité avoisinantes, si nécessaire; - le député provincial local; - le député fédéral. 20 SECTION 6 EMERGENCY COMMUNITY CONTROL GROUP SECTION 6 GROUPE DE CONTRÔLE COMMUNAUTAIRE DE LA SITUATION D URGENCE a) Community Control Group (CCG) The emergency response will be directed and controlled by the Community Control Group (CCG), a group of officials who is responsible for coordinating the provision of the essential services necessary to minimize the effects of an emergency on the community. The CCG consists of the following officials: Mayor of the Township of Champlain, or alternate; Chief Administrative Officer (CAO), or alternate, who becomes the Operations Officer in the EOC; Community Emergency Management Coordinator (CEMC), or alternate; Emergency Information Officer or alternate; Ontario Provincial Police, Hawkesbury detachment commander or alternate; Fire Chief, or alternate; Public Works Director, or alternate; Medical Officer of Health, or alternate; Emergency Medical Services (EMS) Director from the United Counties of Prescott & Russell, or alternate; Social Services Director from the United Counties of Prescott & Russell, or alternate; Additional personnel called or added to the CCG may include: Emergency Management Ontario Representative; Liaison staff from provincial ministries; Telecommunications Coordinator; Local electrical utility representative, or alternate, if required or available; The Canadian Red Cross The sewer and water systems operator Any other officials, experts or representatives from the public or private sector as deemed necessary by the CCG. The Control Group may function with only a limited number of persons depending upon the emergency. While the CCG may not require the presence of all the people listed as members of the control group, all members of the CCG must be notified. a) Groupe de contrôle communautaire (GCC) L intervention d urgence sera dirigée et contrôlée par le Groupe de contrôle communautaire (GCC) un groupe de représentants chargés de coordonner la prestation des services essentiels requis pour réduire au minimum les effets d une situation d urgence sur la municipalité. Le GCC se compose des représentants suivants : le maire du canton de Champlain ou le maire par intérim; le Directeur-général (DG) ou son remplaçant qui agit à titre du chef des opérations du COU; le coordinateur communautaire de la gestion des situations d urgence ou son remplaçant; le coordonnateur de l information d urgence ou son remplaçant; le commandant du poste de Hawkesbury de la police provinciale de l Ontario ou son remplaçant; le chef du service des incendies ou son remplaçant; le directeur des travaux publics ou son remplaçant; le médecin-hygiéniste ou son remplaçant; le directeur des services médicaux d urgence (SMU) des Comtés unis de Prescott-Russell ou son remplaçant; le directeur des services sociaux des Comtés unis de Prescott-Russell, ou son remplaçant; Les autres personnes appelées ou ajoutées au GCC peuvent inclure : le représentant de Gestion des urgences Ontario; des représentants de ministères provinciaux concernés; le coordinateur des services de télécommunications; le représentant de la compagnie d électricité locale, ou son remplaçant, si nécessaire et si cette personne est disponible; un représentant de la Croix-rouge canadienne; un représentant de l Agence ontarienne des eaux si nécessaire et si cette personne est disponible; tous les autres représentants ou experts des secteurs public ou privé, qui selon le GCC, sont nécessaires. Le Groupe de contrôle communautaire peut fonctionner avec un nombre limité de personnes, selon la nature de l urgence.
