2 GUINEA >> Regulation Overview Waiver Control Please be advised that ECTN / BSC is no longer compulsory in Guinea. Official document dated 16/12/14 is highlighted below: However an International Cargo Tracking Number [ICTN] is required. The ICTN should be provided by the Port of Load [POL] through the TPMS Agency. Procedures appear as an Appendix at the end of this document. According to decree # 030/MDT/CAB/2013 [available as an Appendix] issued by the Ministry of Transport of Republic of Guinea concerning the International Cargo Tracking Note [ICTN]: ICTN number on BL and manifests is temporarily suspended until further notice. ICTN fee 65 per container is a compulsory charge [correct to time of publishing]. Pre-Shipment Inspection Guinea requires that Pre-Shipment Inspection [PSI] - Fiche de Demande d Inspection (FDI) - is carried out for all imports into the country. 16 SEUIL D INSPECTION Une Fiche de Demande d Inspection (FDI) doit être ouverte pour toute marchandise devant être importée, quelle que soit sa valeur. Toutes les importations dont la valeur FOB est supérieure ou égale à USD font l objet d une inspection systématique. Certaines marchandises sont néanmoins exemptées de plein droit d inspection avant expédition : voir liste ci-dessous. FRAIS D INSPECTION Avant d ouvrir la FDI, l importateur s informe auprès de BIVAC du montant à payer à la Banque Centrale : pour les expéditions des marchandises soumises au Programme Valeur couvertes par une FDI dont la valeur FOB est supérieure à USD, 0,60 % de la valeur FOB attestée, avec un montant minimum de 250 USD par inspection ; pour les expéditions des marchandises soumises à la fois au Programme Valeur et Vérification de Conformité dont la valeur FOB est supérieure à USD, 0,63 % de la valeur FOB attestée, avec un montant minimum de 250 USD par inspection. pour les expéditions des marchandises soumises au Programme de Vérification de Conformité dont la valeur FOB est supérieure à USD, 0,60% de la valeur FOB attestée avec un montant minimum de 250 USD par inspection. En cas exceptionnel d inspection documentaire avec l accord de la Direction Générale des Douanes, les honoraires sont modifiés. Le numéro de FDI est remis à l importateur contre présentation de la quittance de la Banque Centrale. A noter que dans les cas ou un redressement de valeur est opéré par BIVAC, un complément de paiement pourra être demandé avant le retrait de l AV. Fiche de Demande d Inspection (FDI) Avant d importer, l importateur se rend au bureau BIVAC de Conakry et il règle les honoraires et y dépose sa Fiche de Demande d Inspection (FDI) complétée, accompagnée d une copie de sa facture pro forma, de l ordre d achat, ou, le cas échéant, du contrat. Le Bureau de Liaison BIVAC de Conakry transfère électroniquement les données de la FDI au Centre Régional (Centre de Relations avec les Exportateurs) en charge. PAYS D EXPORTATION 2. Contact avec l exportateur Grâce aux coordonnées fournies par l importateur sur sa FDI, le Centre Régional Bureau Veritas / BIVAC prend contact avec l exportateur pour l informer des démarches à suivre en vue de l inspection et lui réclame des informations et documents nécessaires à la réalisation de l inspection physique. 3. Inspection physique L inspecteur du Centre Régional vérifie physiquement les marchandises afin de s assurer que celles-ci correspondent aux détails notés sur la facture pro forma et la FDI. L inspection se déroule en présence du représentant de l exportateur, qui contresigne le rapport. Lorsque des anomalies sont détectées, le vendeur, qui en est avisé automatiquement, doit prendre des mesures correctives pour permettre à l inspecteur d émettre un rapport d inspection satisfaisant. Dans le cas d un conteneur complet, l inspecteur appose un scellé et en relève le numéro qui figurera sur l Attestation de Vérification (AV). 4. Vérification documentaire / Vérification de prix / Classement tarifaire Les experts du Centre Régional utilisent les documents pour déterminer la classification tarifaire adéquate des marchandises inspectées. Les experts du Centre Régional effectuent une analyse de prix sur la base de la facture finale fournie par l exportateur. Les experts du Centre Régional calculent la valeur en douane en conformité avec les règles en vigueur en Guinée. 5. Attestation de vérification (AV) Lorsque les documents finaux nécessaires ont été fournis par l exportateur et que la quantité et la qualité sont conformes, le Centre Régional émet une Attestation de Vérification (AV). Dans le cas contraire, un Avis de refus d Attestation (ARA) est émis. GUINÉE 6. Fourniture de l AV L AV est transmise électroniquement par le Centre Régional au Bureau de Liaison de Conakry, qui la remet à l importateur contre le reçu de l éventuel paiement des frais d inspection complémentaire en cas de redressement, à la Banque Centrale. L AV, l ARA ou la FDI originale validée par BIVAC comme «exemptée d inspection» sont indispensables lors du dédouanement.

21 Conformity programme of GUINEA NEW REGULATION Bureau Veritas BIVAC has been appointed by the Government of the Republic of Guinea as the exclusive provider for the verification of conformity programme. The conformity programme applies in addition to the PSI programme for optimization of Customs Revenue Collection. OBJECTIVES OF THE PROGRAMME Improve quality of products through compliance with standards and regulations Protect Consumers and Environment Secure development by improving quality of investments Promote fair trade PROCESS Requests for certificate (FDI) are opened at BIVAC Liaison office in Conakry. Then assessment is carried out by Bureau Veritas with the exporter who is expected to provide evidences of compliance. Bureau Veritas carries out the conformity assessment of the goods of the consignment prior its export to Guinea. The assessment is based on documentary review (including review of existing conformity evidences), testing, verification of markings and/or inspection. At the end of the process, a Clean Report of Findings (AV) is issued when the final conclusion of the assessment is satisfactory. The AV is provided to the Importer in Guinea for Customs clearance. When the goods are also subject to the PSI program of Guinea, the AV will also include the results of both programs. In case of non compliance, a Non conformity Report (ARA) is issued in place of the AV. 23 Indications clés pour une procédure simple 1 - Où retirer ma Fiche de Demande d'inspection (FDI)? La FDI est un fichier informatique de type Excel (.xls). Pour vous le procurer, plusieurs possibilités. Vous pouvez passer au Liaison Office BIVAC situé au premier étage de l'immeuble Boké, à la cité des chemins de fer, Conakry où dans les principaux Bureaux de Douanes muni d'une clé USB. Le fichier sera alors copié sur votre clé. Vous pouvez également nous donner votre adresse . Ce document vous sera envoyé dans les plus brefs délais en fichier attaché. Enfin, vous pouvez le télécharger directement depuis votre bureau sur notre site internet : onglet list of contracts, LO, data sheet... en milieu de page sur la droite, puis cliquez sur Guinée. Vous trouverez également des copies imprimées de FDI auprès du Liaison Office de BIVAC ou auprès des principaux Bureaux de Douane. 2 - A qui remettre ma FDI une fois remplie? Lorsque vous avez rempli votre FDI électroniquement, en ayant suivi les conseils qui figurent à l'intérieur de ce document, imprimez-la et authentifiez-la de votre signature et de votre cachet. Vérifiez une dernière fois les données y figurant et portez ce document au niveau du Guichet FDI BIVAC. Ce document sera conservé et enregistré par nos soins. Pensez à récupérer votre numéro séquentiel BIVAC, il vous sera demandé lors de chaque contact que vous aurez avec nous. FICHE DE DEMANDE D'INSPECTION MODE D'EMPLOI 3 - Comment suivre mon dossier?
