1 Biographical Notes / Notes biographiques Mely Caballero-Anthony Mely Caballero-Anthony is Associate Professor and Head of the Centre for Non- Traditional Security Studies at the S. Rajaratnam School of International Studies, Nanyang Technological University, Singapore. Until May 2012, she served as Director of External Relations at the ASEAN Secretariat. She also currently serves on the UN Secretary-General s Advisory Board on Disarmament Matters and Security and is a member of the World Economic Forum (WEF) Global Agenda Council on Conflict Prevention. Her research interests include regionalism and regional security in the Asia- Pacific, multilateral security cooperation, politics and international relations in ASEAN, conflict prevention and management, as well as human security. She was the principal investigator of the MacArthur Asia Security Initiative project on Internal Security Challenges in Asia and Cross-Border Implications. She has published extensively in peer-reviewed journals on a broad range of security issues in the Asia-Pacific. Peter Hall Prior to joining Export Development Canada (EDC) in November 2004, Peter Hall directed the economic forecasting activities of the Conference Board of Canada. With over twenty-five years of experience in economic analysis and forecasting, Mr. Hall is responsible for overseeing EDC s economic and political risk analysis, special research and the corporate library. He serves on the boards of the Canadian Association for Business Economics and its local Ottawa chapter. He is the immediate past president of the Canadian Association for Business Economics, a 600-member national association of professional economists, and actively participates in its Ottawa chapter. In addition to advising senior management at EDC, Mr. Hall is a featured speaker at conferences, international roundtables and policy fora, and regularly appears in television, radio and print media commenting on the international economy. He produces a widely circulated

2 print and video weekly commentary covering an eclectic range of international economic issues. Mr. Hall has degrees in economics from Carleton University and the University of Toronto. He currently serves as senior fellow and deputy director of the Sumitro Chair for Southeast Asia Studies at the Center for Strategic and International Studies (CSIS) in Washington, D.C. Prior to joining CSIS, he was senior director for Southeast Asia at the U.S. Chamber of Commerce. Mr. Hiebert joined the U.S. Chamber in 2006 from the Wall Street Journal's China bureau, where he covered trade, intellectual property rights, and China s accession to the World Trade Organization. Prior to his posting to Beijing, he worked for the Wall Street Journal Asia and the Far Eastern Economic Review in Washington, reporting on U.S.-Asia relations. From 1995 to 1999, he was based in Kuala Lumpur for the Far Eastern Economic Review. He covered the Asian financial crisis and also reported on developments in Singapore. In the early 1990s, he was based in Hanoi for the Review, reporting on Vietnam s economic reforms. He joined the Review's Bangkok bureau in 1986, covering political and economic developments in Vietnam, Cambodia, and Laos. Mr. Hiebert is the author of two books on Vietnam, Chasing the Tigers (Kodansha, 1996) and Vietnam Notebook (Review Publishing, 1993). Murray Hiebert a grandi au Manitoba. Ron Hoffmann Alberta Premier Jim Prentice appointed Ron Hoffmann as Alberta Senior Representative for the Asian Pacific Basin in September of Western Canadian Ron Hoffmann has dedicated most of his adult life to advancing Canada s interests on the world. After working in minerals exploration in northern Manitoba and as an economic and environmental advisor to the Ontario government, he joined Canada s diplomatic service as a Trade Commissioner. He has spent much of his diplomatic career in Asia. He served in the Canadian Embassy in Beijing as Commercial and Economic Counsellor from 1997 to 2001, was Ambassador to Afghanistan during the height of Canada s military, diplomatic and development deployment, and was then Ambassador to Thailand, with cross-accreditation to Burma, Cambodia and Laos. He headed Canada s Trade Office in Johannesburg, South Africa, was Trade Commissioner in the Netherlands, and was the Canadian High Commission s Minister for Political Affairs and Public Diplomacy in London. In Ottawa, Mr. Hoffmann was most recently Director General for Strategic Policy in the Department of Foreign Affairs, Trade and Development. From 2012 to 2013 he was Senior Advisor on Asia Strategy and Policy, reporting to Canada's Chief Trade Commissioner. Ron has served on advisory boards and leadership councils and lectures frequently on foreign policy and international affairs. Nong Hong Dr. Nong Hong heads the Institute for China-America Studies established in October 2014 in Washington D.C. She also holds a joint position of research fellow with the China Institute, University of Alberta and the National Institute for South China Sea Studies. Dr. Hong received her PhD in the interdisciplinary study of international law and international relations from the University of Alberta and held a Postdoctoral Fellowship in the University s China Institute. She was ITLOS-Nippon Fellow for International Dispute Settlement ( ), a Visiting Fellow at the Center of Oceans Law and Policy, University of Virginia (2009) and again at the Max Planck Institute for Comparative Public Law and International Law (2007). Her research takes an interdisciplinary approach to examining international relations and international law, focusing on ocean governance in East Asia; law of the sea; international security, particularly non-traditional security; and international dispute settlement and conflict resolution. Her most recent publications are on legal and political issues related to the South China Sea and include Maritime Security Issues in the South China Sea and the Arctic: Sharpened Competition or Collaboration? co-edited with Gordon Houlden (Beijing: China Democracy and Legal System Publishing House, 2012). 5 Ken Jimbo Dr. Ken Jimbo is an Associate Professor at the Faculty of Policy Management, Keio University, Japan. He is concurrently a Senior Research Fellow at the Tokyo Foundation and the Canon Institute for Global Studies. He also serves as a Director on the Board of Civic Force, a Visiting Fellow at the Genron NPO (an organization dedicated to creating forums for responsible, productive debate about Japan's future) and a member of the International Institute for Strategic Studies. He has been a member of various governmental commissions and research groups as a policy advisor including at the Council on Economic and Fiscal Policy, the Cabinet Secretariat, the Ministry of Defense and the Ministry of Foreign Affairs. His main research fields include Japan-US Security Relations, Japanese Foreign and Defense Policy, Multilateral Security in the Asia-Pacific, and Regionalism in East Asia and he has published widely in these fields. Erik Kuhonta Professor Erik Kuhonta is an Associate Professor of Political Science at McGill University and a member of the Institute for the Study of International Development. He studied at the University of Pennsylvania, Cornell University and Princeton University, from which he received his Ph.D. in His fields of interest include comparative politics and Southeast Asian politics, the political economy of development and inequality and political institutions, especially states and political parties, and he has published a number of articles and book chapters in these fields. He was the co-editor (with Dan Slater and Tuong Vu) of Southeast Asia in Political Science: Theory, Region and Qualitative Analysis (Stanford: Stanford University Press, 2008). More recently he published The Institutional Imperative: The Politics of Equitable Development in Southeast Asia (Stanford: Stanford University Press, 2011). He has carried out research and lived in several parts of Southeast Asia. 5

Previously he served as the deputy assistant secretary of defense for South and Southeast Asia at the Pentagon, where he advised senior leadership on all policy matters pertaining to development and implementation of 6

7 defense strategies and plans for the region. Until November 2011, he was the deputy special representative for Afghanistan and Pakistan at the U.S. Department of State. He has also served in the U.S. Department of Defense as a senior advisor on Afghanistan and Pakistan, representing the department in National Security Council policy reviews of the region and the war in Afghanistan, and as a senior advisor responsible for the department s post-2014 strategic approach to South and Central Asia. He was a fellow at the Center for a New American Security (CNAS) from 2007 to 2009, is the author or co-author of numerous CNAS reports and articles published in a range of professional journals and national newspapers and has been a regular commentator on radio and television. He has lived and worked in Sri Lanka, where he ran a Ford Foundation program on minority rights and conflict in Bangladesh, India, Nepal, Pakistan, and Sri Lanka, and reported on the Sri Lankan civil war for the Voice of America. He is a recipient of public service awards, including the Department of Defense Medal for Distinguished Civilian Service and the Department of State s Superior Honor Award. He holds degrees from the University of California at Berkeley and Columbia University. Vikram J. Craig Steffensen Craig Steffensen is the Representative to the Asian Development Bank s (ADB) North American Representative Office (NARO) in Washington, DC since May Mr. Steffensen leads NARO s efforts to raise public awareness of ADB in Canada and the 7

8 United States, and strengthens collaboration between ADB and North American policymakers, businesspeople, academics, multilateral and bilateral development partners, and non-governmental organizations. Mr. Steffensen was assigned as Country Director to ADB s Thailand Resident Mission from 2010 to During this time, he helped engineer ADB's re-engagement with Myanmar in Prior to this, he was ADB s Team Leader and Country Director for Afghanistan (from 2001 to 2004 and again from 2008 to 2010). He also served as ADB s head of the Central Asia Regional Economic Cooperation Unit based in Almaty, Kazakhstan from 2005 to He has worked for various development agencies including the World Bank in Lao PDR and Washington DC; the Asia Foundation in Thailand and Cambodia; USAID in Thailand and Washington DC; and US Peace Corps in the rural Philippines. An American national, Mr. Steffensen holds a Master s degree in Development Economics from the University of Wisconsin-Madison, and a Bachelor s degree in Economics from Purdue University. He successfully completed the AID International Development Intern Program in Washington, DC, and a six-month intensive Thai language and Southeast Asia area studies program at the US State Department/Foreign Service Institute. Manfred von Nostitz Manfred von Nostitz is a Canadian business consultant based in Malaysia. Prior to going into business he pursued a career in diplomacy largely focused on Asia. He was High Commissioner to Malaysia and Brunei from 1984 to 1988, Ambassador to Pakistan and Afghanistan from 1988 to 1991 and Ambassador to Thailand, Laos and Myanmar from 1994 to He held several senior positions in the Department of Foreign Affairs in 8

9 Ottawa, including that of Director-General for Security and Intelligence and that of Director-General for International Organizations. He had earlier postings in Washington, D.C., Bangkok, and with the International Commission for Supervision and Control in Vietnam. Yuen Pau Woo Yuen Pau Woo has over twenty-five years experience in strategy and policy for business, government and not-for-profits. Born in Malaysia and brought up in Singapore, he currently lives in Vancouver, where he has a small consulting practice to complement his research, teaching, and business/cultural promotion activities. He started his career as a Research Associate at the Institute of Southeast Asian Studies and went on to the Economics Department of the Monetary Authority of Singapore and the Government of Singapore Investment Corporation. He has served as an advisor/consultant to private corporations, the World Bank, the OECD, the Asian Development Bank, APEC, and various government agencies in Northeast and Southeast Asia. As President and CEO of the Asia Pacific Foundation of Canada from 2005 to 2014, he led a three-fold expansion of the organization. For ten years, he served on the Standing Committee of the Pacific Economic Cooperation Council (PECC) and was the founding chair of PECC's annual flagship State of the Region Report. He is on the board of directors of the Public Policy Forum, the Ontario Brain Institute, and the Vancouver Academy of Music. He is also on the Global Council of the Asia Society and the Advisory Board of the Canadian Ditchley Foundation. In 2012, he was honoured with the Queen's Diamond Jubilee Medal for his contributions to Canada- Asia relations. Il a agi à titre de conseiller et consultant auprès de sociétés privées, la Banque mondiale, l OCDE, la Banque asiatique de développement, l APEC, ainsi qu auprès de divers organismes gouvernementaux en Asie du Nord-Est et du Sud-Est. La Fondation Asie-Pacifique a triplé sa représentation durant la période durant laquelle Yuen Pau était président-directeur général de l organisation de 2005 à Durant dix années, il a été membre du comité permanent du Conseil de coopération économique avec les pays du Pacifique (PECC) et président fondateur du rapport annuel phare du PECC sur l état de la région.
