ANNE PAUGAM Présidente de PROPARCO Directrice générale de l AFD Première femme à diriger l opérateur pivot de l aide publique française au développement, Anne Paugam, a effectué l essentiel de sa carrière professionnelle au service du développement. Elle devient le dixième directeur général de l Agence Française de Développement, créée en 1941. Née en octobre 1966, diplômée de l Institut d études politiques de Paris, Mme Paugam a rejoint l Inspection Générale des Finances en 1993 à sa sortie de l ENA (promotion Léon Gambetta). Vingt ans de carrière dans le développement Elle intègre la Banque mondiale à Washington via le Young Professionnals Program en 1997. Elle y exerce des fonctions liées au pilotage stratégique puis des fonctions opérationnelles. Elle sera notamment en charge des projets de réforme du secteur public au bureau de la Banque mondiale à Rabat. De septembre 2001 à mai 2002, en tant que conseillère technique puis directrice adjointe au cabinet du ministre délégué à la Coopération et à la Francophonie, Charles Josselin, elle suit notamment les questions relatives au financement du développement (Comité Interministériel de la Coopération Internationale et du Développement, Conférence de Monterrey). A l'afd de 2002 à 2010 Mme Paugam rejoint l AFD en 2002 pour y exercer successivement des responsabilités en matière de pilotage stratégique (création et direction du service chargé de la programmation et du pilotage stratégique), en matière opérationnelle (directrice du département finançant les projets dans les secteurs éducation, formation professionnelle et santé) puis comme secrétaire générale et membre du comité exécutif, en charge du budget, des moyens, des finances et des risques. Entre 2010 et 2013, elle est l inspectrice générale référente pour le développement à l Inspection générale des finances, elle conduit un dialogue régulier avec les administrations chargées de la politique bi et multilatérale de l aide publique au développement. Elle a piloté des missions sur des sujets internationaux, notamment sur les enjeux de l'aide, et participé au rapport réalisé à la demande du parlement sous la présidence de la conseillère d Etat, Christine Maugüé, sur les opérateurs français d expertise publique à l international. Elle a pris la tête de l AFD, établissement public industriel et commercial (EPIC) en charge du développement des pays du sud et des Outre-mer, le 3 juin 2013.

PROPARCO s President CEO of AFD Anne Paugam is the first woman to head the main operator for France s Official Development Assistance and has devoted most of her professional career to development. She becomes the 10th Chief Executive Officer of Agence Française de Développement, which was founded in 1941. Mrs. Paugam was born in October 1966 and graduated from the Paris Institute of Political Studies. She joined the Inspectorate General of Finance in 1993, after graduating from ENA (French National School of Administration Léon Gambetta class). In 1997, she joined the World Bank in Washington via the Young Professionals Program, where she held positions related to strategic management, then operational functions. She was notably in charge of public sector reform projects at the World Bank s office in Rabat. From September 2001 to May 2002, she was technical adviser and subsequently Deputy Director at the Cabinet of the Minister for Cooperation and Francophonie, Charles Josselin, where she worked on development finance issues (Inter-ministerial Committee on International Cooperation and Development, Monterrey Conference). Mrs. Paugam joined AFD in 2002, where she held responsibilities in strategic management (creation and management of the Strategic Steering and Foresight Department) and operations (Director of the Department that finances projects in the education, vocational training and health sectors). She was subsequently appointed Secretary General and member of the Executive Committee responsible for the budget, resources, finance and risks. Since 2010, she has been Inspector General specialized in development at the Inspectorate General of Finance, where she regularly consults with the administrations responsible for the bilateral and multilateral Official Development Assistance policy. She has managed missions on international topics, such as the challenges for aid, and participated in the report on French public expertise operators at international level, prepared at the request of the Parliament under the chairmanship of the State Councilor, Mrs. Christine Maugüé, She took office as executive director of AFD, a public industrial and commercial institution responsible for the development of Southern countries and French Overseas Provinces, on June 2013.

LAURENT KLEIN Responsable de la division Fonds Propres et Participations PROPARCO Laurent Klein a rejoint PROPARCO en 1997 après plusieurs années d'expérience au sein du groupe AFD. Laurent a été responsable du bureau régional de PROPARCO à Johannesburg. Plus récemment, il a assuré le développement des activités d intermédiation bancaire et de financement de projet du groupe AFD en Turquie. Avant de rejoindre le groupe AFD, Laurent a travaillé au Crédit d équipement des PME (devenu OSEO) où il était en charge de la structuration de financement d entreprises. Il est ingénieur diplômé de l Institut national des sciences appliquées (INSA) et titulaire d un master en ingénierie d affaires industrielles. Head of the Private Equity Division Laurent Klein joined the AFD group in 1997 where he held several positions in Paris and abroad. He has been regional representative of PROPARCO in Johannesburg heading both debt and private equity lines of business development in Southern Africa. More recently, he took responsibility from Istanbul of AFD group financial institutions and private sector activities in Turkey to develop programs addressing climate change and promoting corporate social responsibility. Before joining the AFD Group, Laurent worked for the French bank Crédit d équipement des PME (now named Oséo) in Paris where he was stucturing corporate finance transactions. He holds an Engineering degree from the Institut national des sciences appliquées (INSA) and a Master s degree in project management and international finance.

AZIZ MEBAREK Co-fondateur AFRICINVEST Aziz Mebarek est l un des associés fondateurs de la société de capital investissement AFRICINVEST (ex TUNINVEST) fondée en 1994. AFRICINVEST est une société de capital investissement de premier plan en Afrique du Nord et Subsaharienne, qui gère plus d un milliard de dollars d actifs à travers 14 fonds de capital-investissement soutenus par plusieurs institutions de financement du développement dont BPI France, PROPARCO, BEI et SFI (groupe de la BANQUE MONDIALE) ainsi que des investisseurs privés et institutionnels. Avant de fonder le groupe AFRICINVEST il a été directeur général de deux entreprises industrielles (ILVA Maghreb et TUNISACIER International). Aziz Mebarek est diplômé de l Ecole nationale des Ponts et Chaussées de Paris. Il est également le co-fondateur et ex Vice-Président exécutif de l Africa Venture Capital Association (AVCA) et co-fondateur et ancien Président de l Association tunisienne des Grandes Ecoles. Founding Partner Aziz Mebarek is one of the founding partners of the financial group AFRINCINVEST TUNINVEST, specialized on private equity and financial advisory services. In 1994, he took part to M&A transactions, IPO s, and played a leading role in the launching of altogether 14 private equity funds covering Tunisia, Maghreb and several countries of Sub-Saharan Africa, and mobilising investments from local financial institutions, from bilateral and multilateral development institutions (including PROPARCO, BPI France, IFC, FMO and EIB) and from private investors from Europe, North America and the Gulf. The total funds raised amounts to about USD one billion. Between 1991 and 1994, he was General Manager and Board Member of two industrial companies (ILVA Maghreb and TUNISACIER International). Aziz Mebarek is an engineer graduated from Ecole Nationale des Ponts et Chaussées (Paris). He started his career as principal engineer in El Borma (Tunisian Sahara) for SITEP (JV between the Tunisian government and AGIP). Aziz Mebarek is co-founder and former Vice-Chairman of the African Venture Capital Association (AVCA). He is co-founder and former President of the Tunisian French High school Alumni (ATUGE Tunisia).

SLIM OTHMANI Président Directeur Général NCA ROUBIA Slim Othmani est Président du Conseil d Administration de NCA ROUIBA, entreprise fondée par son père et son grand-père, leader algérien de la production de boissons à base de fruits. Il est fondateur et Président du Think-Tank CARE (Club d Action et de Réflexion autour de l entreprise), fondateur et Président d honneur de l APAB (Association des producteurs Algériens de Boissons), fondateur et membre du MEF (Maghreb Economic Forum), membre du PNB-NAPEO (North Africa Partnership for Economic Opportunity), membre de l IFU (International Fruit Juice Association). Il est Président de la Task-Force qui a rédigé le premier code Algérien de bonne gouvernance d entreprise. Slim Othmani siège également dans plusieurs Conseils d Administration d entreprises en Algérie. Avant de rentrer s installer en Algérie en 1991, il a investi dans une start-up canadienne, ALIS TECHNOLOGIES, basée à Montréal où il a occupé les fonctions de directeur régional des ventes pour l Afrique du Nord. De 1991 à 1999, il a occupé les fonctions de directeur des opérations dans l entreprise FRUITAL-COCA-COLA, entreprise cofondée avec les membres de sa famille et qui est à présent en copropriété avec le groupe EQUATORIAL BOTTLING COMPANY. Slim Othmani est ingénieur d état en informatique diplômé de la faculté des sciences de Tunis et titulaire d un executive MBA de la Mediterranean School of Business de Tunis. Chairman Slim Othmani is the Chairman of NCA ROUIBA Juice, a business owned by him and his family. He is founder and President of the First Algerian Think Take CARE, co-founder and vice president of the APAB (Algerian drink producers association), co-founder and member of MEF (Maghreb Economic Forum), member of PNB-NAPEO the US North Africa Partnership for Economic Opportunity, member of the IFU (International Fruit Juice Association). He is Head of the Algerian Task Force that wrote the first Algerian Code of corporate governance. He is also member of the Board of several Algerian companies. Prior to return to Algeria in 1991, he invested in a Canadian technology venture, ALIS TECHNOLOGIEs, based in Montreal and acting as regional sales manager for North Africa. From 1991 to 1999, he acts as operation manager in FTRUITAL- COCA-COLA, a business also owned by him and his family and shared today with EQUATORIAL BOTTLING COMPANY. Slim Othmani holds a degree in computer engineering from the University of Mathematics and computer science in Tunis, and he also holds an executive MBA from the Mediterranean School of Business in Tunis.

MARTIN STEINDL Chargé d affaires Senior Gouvernance d entreprise FMO Martin Steindl est Chargé d Affaires Senior en Gouvernance d Entreprise en sein du FMO. A ce titre, il a pour mission d identifier et de proposer des actions d atténuation des risques de gouvernance dans les investissements du FMO en conseillant directement les entreprises soutenues. De 2005 à 2012, Martin a été Chargé d affaires Senior en Gouvernance d Entreprise pour la SFI (Société Financière Internationale) au Caire et à Bombay. Martin a aussi soutenu la création de trois institutions de formation d administrateurs et la conception de 17 codes de gouvernance d entreprise au Moyen-Orient et au Pakistan. Senior Corporate Governance Officer FMO Martin Steindl is FMO s Senior Corporate Governance Officer. As such, he identifies and mitigates governance risks in FMO s investments by providing direct advice to future investee companies. From 2005 to 2012, Martin was a Senior Corporate Governance Officer for the International Finance Corporation (IFC), based in Cairo and Mumbai. During that time, Martin also supported the foundation of three institutes of directors and the crafting of 17 corporate governance codes in the Middle East and Pakistan. Martin, an Austrian national, who received his Ph.D. on a corporate governance topic from the Georgia State University and the University of Vienna, practiced as an attorney at law for seven years in Vienna. CLAUDE PERIOU Directeur Général de PROPARCO Claude Périou a débuté sa carrière en Polynésie française au sein de la banque SOCREDO, dont il devient le directeur général adjoint en 1987. Il rejoint le groupe AFD en 1997 en tant que directeur général de la Sofider Océan Indien. De retour au siège en 2002, il exerce ensuite les fonctions de directeur général de PROPARCO et membre du comité exécutif de l AFD jusqu en 2006. Après quatre ans à la SOCREDO comme président du Conseil d administration, Claude Périou réintègre le groupe AFD en 2010 en tant que directeur exécutif des risques. En juillet 2012, il succède à Etienne Viard à la direction générale de PROPARCO. Il est par ailleurs Directeur exécutif de l AFD, notamment en charge de la mise en œuvre d une initiative sur le social business. Economiste de formation, Claude Périou est également diplômé du Centre d études supérieures de banque (CESB). JULIEN LEFILLEUR Responsable de la Division des secteurs Manufacturier, Agro-industriel et des Services (MAS) PROPARCO Julien Lefilleur a rejoint PROPARCO en 2004. Après avoir occupé différents postes au siège, il a ouvert en 2010 le bureau régional de PROPARCO pour l Afrique de l Ouest à Abidjan. Il a pris la responsabilité de la division MAS en septembre 2014. Julien est par ailleurs fondateur et rédacteur en chef de la revue Secteur privé & Développement. Il est diplômé de l École centrale de Paris et docteur en économie de l université Paris 1 (Panthéon-Sorbonne) Head of Manufacturing, Agribusiness and Services Division Julien Lefilleur joined PROPARCO in 2004. JEAN-LOUIS BILLON Ministre du Commerce, de l'artisanat et de la Promotion des PME de Côte d Ivoire Né en 1964 à Bouaké. Il a fait ses études primaires et secondaires à Abidjan, puis, en France, où il a passé un Master en Droit. Il a ensuite obtenu une Maîtrise des Affaires Internationales, à l'université de Floride à Miami, aux Etats-Unis. La carrière professionnelle de Jean-Louis Billon a commencé à Grace Cocoa à Milwaukee, dans le Wisconsin (USA). En 1995, il est revenu en Côte d Ivoire, d abord à SIFCA, comme Secrétaire Général, pour finalement devenir Directeur Général du groupe en 2000. Après la mort de son père, Jean-Louis Billon lui a succédé comme Président du Conseil d'administration en décembre 2001. Toutes ses expériences et qualifications professionnelles ou citoyennes, ainsi que le contexte socio-politique ivoirien, lui ont permis de s exprimer diversement au travers d une plateforme dont celle des Conseillers au sein du Commerce Extérieur, de la Mairie de Dabakala, de la Chambre de Commerce et d'industrie de Côte d'ivoire, de la Chambre Régionale de l UEMOA, de la Conférence Permanente des Chambres Consulaires Africaines et Francophones, du Conseil Economique et Social de Côte d Ivoire et social, et aussi, de la Convention de la Société Civile Ivoirienne (CSCI). En novembre 2012 il a été nommé Ministre du Commerce, de l Artisanat et de la Promotion des PME. After the Cote d Ivoire contested elections of 1999, Jean-Louis Billon s involvement in bringing stability back to the Cote d Ivoire led him to take a more public role in Cote d Ivoire. Since November 2012, he has been appointed Minister of Trade, Craft and Promotion of SME S.

Michel BOTZUNG Responsable de l initiative CASA (Conflict Affected States in Africa) SOCIETE FINANCIERE INTERNATIONALE Michel BOTZUNG est le Manager pour les Pays Fragiles et Post-Conflits d Afrique de la Société Financière Internationale (SFI). Sa mission est de faciliter la croissance du portefeuille de la SFI dans les marchés les plus difficiles d Afrique. Michel a occupé différentes fonctions de terrain en Afrique, en Asie du Sud et au Moyen-Orient depuis qu il a rejoint la SFI en 2002. Il est actuellement en poste à Nairobi (Kenya). Il a plus de 20 ans d expériences d appui au secteur privé. JOHANNES GUNNEL Associé MARIS CAPITAL Johannes GUNNEL a travaillé sept ans à la Banque d investissement UBS au département des actions globales internationales. Pendant ses deux dernières années chez UBS, avant de rejoindre MARIS CAPITAL, il s est concentré sur l énergie alternative et sur les investissements durables. Chez UBS, il a été impliqué dans les introductions en bourse et la levée de capitaux de plusieurs entreprises tournées vers le domaine du solaire, y compris la plus grande introduction en bourse en Europe en 2008, EDP RENOVAVEIS. Il est maintenant associé chez Maris Capital, une société de capital-risque qui investit dans de jeunes sociétés à travers 6 pays d Afrique Orientale et du Sud. Partner Johannes GUNNEL spent seven years at UBS Investment Bank working in global equities.
