The classification is done on a country-by-country basis. There is a speci~l card for measures taken or contemplated by the EEC~ in order to avoid repetitions for each of the members of the Community. 3. The compendium includes the six following points:. Utilisation of ail or part of the funds saved by the suspension of food sai under special conditions for humanitarian action (donations) in favour of the Polish people. As to joint ventures, staff recalled will not be replaced. The implementation of scientific and technical agreements with Poland are suspended. Similar agreements with the Soviet Union are currently implemented. ~o meeting of the Joint Cultural Commission is envisaged. Official and important cultural manifestations will be avoided. Normal exchanges will continue but a strict reciprocity will be applied. Visa applications for cultural manifestations organized in Belgium by Poland and the Soviet Uniol on a commercial basis will be denied. Polish de facto refugees staying in Belgium are estimated at around 0,000 enjoy a temporary visa. The government has already decided to extend the validity of their visas to 3st March, 982. Vp until now, about 00 Poish citizens have applied for a refugee status. The delivery of this status depends on the representative of the United Nations High Commission~ for Refugees. The Soviet Union has repeatedly proposed that another Soviet Consulate-Cenera: be set up in ~unich. The German Government _il not comply with their wish. Certain restrictions will be lmposed with regard to major bilateral public meetin~s and the like. Two German radio stations. Deutsche Welle and Oeutschelandfunk. have daily broadcasts to the Soviet Union and Poland in Russian and Pollsh lasting several hours. Both stations are inde pendent under German law and not subjeci to gcvernment instructions. Their broadcasts are designed to provlde info~ tien for the people in the Soviet Union and Poland. 80th now have extensive coverage of the events in Poland. On Solidarity Day. January 30th, Chancellor Schmidt issued a statement through the German media. The Trade Unions and politieal parties held ralliel Television and Radio stations gave coverage in their programmes to this express ion 0 f solidarity with the Polish people. Po land : The Italan Government has already proposed the postpor.ement of the rnecting of the Joint Commission for the renewal of the Protocol for cultural and scientific cooperation, or~lnally due to be held February next.
