2 October 1 st, 2015 Contract N o NOTICE TO CONTRACTORS THE JACQUES CARTIER AND CHAMPLAIN BRIDGES INCORPORATED, a body corporate having its Head Office and its chief place of business at the City of Longueil, province of Quebec Canada, established by the St. Lawrence Seaway Authority Act and herein acting and exercising its powers as an agent of Her Majesty in right of Canada (hereafter referred to as "Owner"). The Special Sections of the Tender Documents (Section 0 Notice to Contractors and Section 3 Conditions Administratives et techniques ) for project are available directly from Private Tenders Merx at the following address, http// The Standard Sections of the Tender Documents (Section 1, 2 and 8 to 11) are reproduced on the website of The Jacques Cartier and Champlain Bridges Incorporated ( under the tab Call for Tenders. These documents are incorporated by reference in the Tender Documents, and form an integral part thereof as if they were formally reproduced therein. The submission of a tender constitutes an assertion that the Tenderer has read all Tender Documents and accepts the conditions set forth therein. SEALED TENDERS in an envelope on which the return label supplied with the Tender Form will be affixed and which are with respect to which is marked "TENDER FOR CONTRACT No 50028": HOUSEKEEPING SERVICES AT THE JACQUES-CARIER MAINTENANCE CENTER ( ) will be received until 3:00 p.m., Thursday October 15th, 2015 for the said work, at the Owner s premises at the following address which will be the one and only return address for tenders. 3 This contract generally consists to provide housekeeping services at the Plaza of the Jacques-Cartier Bridge maintenance center. Two (2) mandatory site visits accompanied by a representative of the Owner will be organized. Any taker of the Tender Documents may attend only one (1) mandatory site visit. In addition, a limit of two (2) representatives per taker of the Tender Documents is set for the mandatory visit accompanied by the representative of the Owner (Type A). The site visits will take place on the 9 th and the 12 th of October 2015 at 9:30 A.M. The meeting point will be the parking lot located behind the maintenance center on the Jacques-Cartier Bridge. The Tenderer shall confirm its presence to one (1) of the mandatory site visits by fax or , at least twenty-four (24) hours in advance by contacting the Procurement Agent of the Owner at offres@pjcci.ca The Owner reserves the right to return, unopened, the tender of any tenderer that has not attended one of the mandatory site visits. In order to receive an English version of the tender documents, bidders must first order the French version of the tender documents and then contact the Procurement Agent of the Owner at , extension 300. The English version of the tender documents will thereafter be forwarded to you at no extra costs. Bids must be completed and must be signed on the Tender Form provided and submitted in in an envelope on which the return label will be affixed. To be considered, the tender must be in accordance with the specifications and must be accompanied by the security specified therein. The unit price bid on each item of work or materials shall represent the actual cost of said work or materials. If, in the opinion of the Engineer, the prices do not represent the actual costs, the Owner may reject the bid. Only the Tender Form is to be signed by you; the other documents are enclosed for information only as to the terms of the Contract to be awarded. Les Sections particulières des Documents d appel d offres (Section 0 Avis aux Entrepreneurs, et Section 3 Conditions Administratives et techniques) pour le projet sont disponibles directement de Marchés privés «Merx» à l adresse Les Sections normalisées des Documents d appel d offres (Sections 1, 2 et 8 à 11) sont reproduites sur le site Internet de Les Ponts Jacques Cartier et Champlain Incorporée ( à l onglet Appels d offres / Documents d appel d offres Sections normalisées. Ces documents sont incorporés par renvoi aux documents d appel d offres, et en font partie intégrante comme s ils y étaient formellement reproduits. La présentation d une soumission constitue une affirmation que le soumissionnaire a lu tous les documents d appel d offres, et qu il accepte les conditions qui y sont énoncées. 5 Aucune soumission reçue après la date et l heure de clôture mentionnées ci-dessus ne sera acceptée. Le moment de la réception des offres sera réputé être la date et l heure indiquées par le timbre apposé par le Propriétaire sur l enveloppe de soumission. Le présent Contrat consiste, d une façon générale, à fournir des services d entretien ménager (ci-après les «travaux») au Centre d entretien du pont Jacques-Cartier situé à Longueuil (ancien poste de péage). Deux (2) visites obligatoires des lieux en compagnie d un représentant du Propriétaire seront organisées. Tout preneur du document d appel d offres ne pourra assister qu à une (1) seule des visites obligatoires. Les visites auront lieu le 9 et le 12 octobre à 9 :30. Le point de rassemblement sera le stationnement situé derrière le Centre d entretien du pont Jacques- Cartier du coté de Longueuil. De plus, une limite de deux (2) représentants par preneur du document d appel d offres est fixée pour la visite obligatoire en compagnie du représentant du Propriétaire. Le soumissionnaire doit confirmer par télécopieur ou par courriel sa présence à l une des visites obligatoires des lieux, au moins vingt-quatre (24) heures à l avance en contactant l Agent d approvisionnement du Propriétaire au courriel offres@pjcci.ca. Le Propriétaire se réserve le droit de retourner non ouverte, la soumission de tout soumissionnaire qui n a pas assisté à l une des visites obligatoires. (Type A). Les soumissions doivent obligatoirement être rédigées sur le Cahier de soumission fourni et doivent être signées. De plus, les soumissions doivent être retournées dans une enveloppe sur laquelle sera apposée l étiquette fournie avec le Cahier de soumission. Pour être admissible, la soumission doit être conforme aux documents d appel d offres et être accompagnée de la garantie prescrite. Le prix unitaire soumis à chaque désignation de travaux ou de matériaux doit correspondre au coût réel de ces dits travaux ou matériaux. Si, selon l'opinion de l'ingénieur, ces prix ne représentent pas les coûts réels, le Propriétaire pourra rejeter la soumission. Vous êtes tenus de souscrire uniquement le Cahier de soumission; les autres documents sont fournis seulement à titre documentaire et afin d'indiquer les conditions contractuelles à l'adjudicataire.
