2 Voorwoord van de Iterbelgium coördinator Het ITER-project is als Apollo destijds. Een waanzinnig idee, dat bewees dat een gecoördineerde samenwerking van de meest uiteenlopende disciplines kon leiden tot de realisatie van een onmogelijk geachte ambitie: een mens op de maan. Niet alleen is dit gelukt, maar de ruimtevaart heeft er ook rechtstreeks toe geleid dat wij vandaag met een GPS feilloos naar elk adres kunnen worden geleid Het belang van Apollo schuilt niet in de waarde van maanmonsters op de veiling van Sotheby s, maar in de gigantische boost die aan diverse technologiesectoren werd gegeven. Zo ook met ITER, een project dat zich tot doel stelt aan te tonen dat kernfusie, de energiemotor van de zon, ook op aarde kan worden nagebootst. Het wordt dan mogelijk om in een kernfusiecentrale van 1000 MW met amper 300 kilogram fusiebrandstof per jaar in plasmavorm en op een bedrijfstemperatuur van 150 miljoen graden- evenveel energie op te wekken als in een kolencentrale van 1000 MW, die echter datzelfde jaar een trein met kolen verbrandt die even lang is als drie keer de afstand Brussel-Rome. De energieuitdaging in de komende decennia is alternatieven te zoeken voor de eindige voorraden fossiele brandstoffen, en vooral om ook voor komende generaties energie te kunnen maken aan een betaalbare prijs. En dit moet kunnen voor een veel grotere bevolking dan vandaag en met een gemiddelde levensstandaard die een stuk hoger moet liggen dan vandaag. Omgezet naar energiebehoeften gaat het om een explosieve toename. Geen omelet zonder eieren te breken, geen hogere levensstandaard zonder energie te verbruiken, hoezeer sommigen dit verband miskennen. De echte wereldmachten deze eeuw zullen deze zijn die aan de bron zitten van grondstofvoorraden, water en energie. De ambitie van ITER en de enorme boost die dit project biedt voor onze bedrijven op het vlak van technologie en netwerking is te belangrijk om dat doel alleen maar te laten afhangen van ROI-overwegingen op korte termijn. Hopelijk kunnen ook Belgische bedrijven motivatie vinden om deelachtig te worden aan het meest fascinerende energieproject op aarde vandaag. Iterbelgium wil hen hierin zoveel mogelijk ondersteunen. 3 Préface du coordinateur d Iterbelgium Le projet ITER est comme celui de Apollo à l époque. Une idée folle, qui a prouvé que la coopération coordonnée des disciplines les plus diverses pouvait conduire à la réalisation d un objectif apparemment impossible: un homme sur la lune. Ce fut non seulement un succès, mais l astronautique a également conduit directement à ce que nous puissions aujourd hui grâce à un GPS être amenés sans faille vers n importe quelle adresse... L importance d Apollo ne réside pas dans la valeur des échantillons lunaires à la vente aux enchères de Sotheby, mais dans le gigantesque élan qui fut donné aux divers secteurs technologiques. Il devient alors possible dans une centrale de fusion nucléaire de 1000 MW avec à peine 300 kilogrammes de combustible de fusion par an - sous forme de plasma et à une température de fonctionnement de 150 millions de degrés - de générer autant d énergiequedansuneusinedecharbonde1000mw,cequi représente toutefois la consommation la même année d un train au charbon d une longueur équivalent à trois fois la distance Bruxelles-Rome. Le défi énergétique dans les décennies à venir est de chercher des alternatives aux réserves épuisables de combustibles fossiles, et surtout de produire pour les générations futures de l énergie à un prix abordable. Cela se doit pour une population beaucoup plus importante qu aujourd hui, et avec un niveau de vie moyen lequel doit être beaucoup plus élevé qu aujourd hui. Converti en besoins énergétiques, cela implique une croissance explosive. Pas d omelette sans casser des œufs, pas de niveau de vie supérieur sans consommation d énergie, même si certains ignorent cet égard. Les réelles puissances mondiales de ce siècle appartiendront à ceux qui sont à la source de fournir des matières premières, de l eau et de l énergie. L ambition du projet ITER et l énorme boost que ce projet offre à nos entreprises en termes de technologie et de réseautage est trop important pour laisser ces fins uniquement dépendre de considérations ROI à court terme. Espérons que les entreprises belges puissent également trouver la motivation nécessaire pour participer au projet énergétique le plus fascinant sur terre à ce jour. Ondanks het feit dat de Belgische investering in de ondersteuning van een industriedeelname in het ITER-project uitermate klein is in vergelijking met andere landen die actief deelnemen in het ITER-project, is het resultaat toch meetbaar positief. 3

Malgré le fait que l investissement belge dans les actions de soutien à une participation de l industrie dans le projet ITER soit extrêmement faible par rapport à d autres pays qui participent activement au projet ITER, le résultat est positivement mesurable. 4

6 2007 Beslissing tot een Belgisch ITER informatieplatform Met het oog op een Belgische ITER-cel werd begin 2007 een Mission Statement opgesteld en werden werkingsmiddelen vrijgemaakt door de FOD Economie om deze cel toe te laten de Belgische industrie te sensibiliseren, te informeren en te ondersteunen bij de deelname in het ITER-project. De opdrachten en financiering voor de cel zijn geregeld per Koninklijk Besluit, meeondertekend door de Minister van Energie, Marc Verwilghen, op 12 september De taken van de cel vindt men op de ITERBELGIUM website. De coördinatie van ITERBELGIUM gebeurt vanuit Agoria, de Federatie van de Technologische Industrie, maar de dienstverlening staat open voor alle Belgische bedrijven die in ITER geïnteresseerd zijn. 5

7 ACTIE 1 Opzet van een informatiewebsite Van bij de aanvang werd ervoor gekozen om het Belgische ITER-informatieplatform zichtbaar te maken via een website met de toepasselijke naam De architectuur en inhoud van de website werd volledig door ITERBELGIUM opgesteld en aangeleverd. Na screening van verschillende webbouwers werd gekozen voor de firma voor de implementatie van de website. De web hosting gebeurt via een firma in Zwitserland, gekozen omwille van de interessante verhouding van de jaarlijkse hosting kosten tot de aangeboden services en webcapaciteiten. Gedurende de voorbije 5 jaar (van 2007 tot januari 2012) werd de ITERBELGIUM website keer geraadpleegd door (nieuwe) bezoekers uit 142 landen. Daarvan waren bezoeken uit België, 3388 uit Frankrijk, 1419 uit Duitsland, 1389 uit Nederland, 1220 uit de VS, 699 uit Spanje etc. Het gemiddelde bezoek duurde 2 minuten 18 seconden en er werden 3,2 pagina s bezocht per bezoek. ACTIE2 Opzet van een internationaal ILO-contactennetwerk Vanuit de industrie in de verschillende Europese landen die aan ITER deelnemen, werd vanaf het jaar 2007 een netwerk van ITER Industry Liaison Officers (ILO s) opgezet en ontwikkeld. Naast de contacten met de Europese ITER organisaties moeten deze ILO s helpen bij netwerking van bedrijven in verschillende landen die met elkaar wensen samen te werken, vb. voor de vorming van clusters voor ITER-offertes of om specifieke researchbehoeften van F4E in te vullen. De Belgische ILO en ITERBELGIUM-coördinator werd sinds de oprichting van dit ILO- netwerk in 2007 intussen viermaal herkozen als ILO-chairman en het netwerk telt intussen (anno 2012) 18 actieve nationale industrievertegenwoordigers. ACTIE 3 Promotieacties: visuals, registraties, bedrijfsfiches ACTIE 3.1. ITER visuals en ENC 2007 in Brussel Het ITERBELGIUM platform werd na de zomer van 2007 aangekondigd op een industriestand (5a) op ENC 2007 (European Nuclear Conference) in Brussel. Hiertoe heeft ITERBELGIUM een aantal visuals ontwikkeld, die vanaf dan ook op andere gelegenheden kunnen worden ingezet

8 ACTIE 3.2. Registraties: van EFDA-database tot F4E Portaal Een manier om Belgische bedrijven te promoten die kandideren voor deelname in het ITERproject, is hun registratie op de (voormalige) EFDA database. Deze database, vroeger EIDI-database genoemd, is intussen de referentiedatabank voor Fusion for Energy (F4E), het Europese Domestic Agency voor ITER, en wordt gebruikt voor de registratie en prekwalificatie van potentiële Europese toeleveranciers. ITERBELGIUM verwijst bedrijven vandaag rechtstreeks door naar het F4E Portaal voor hun F4E-registratie: De databank van Europese toeleveringsbedrijven vormt intussen een essentieel onderdeel van het industrieportaal van F4E voor de communicatie naar de Europese industrie, voor aankondiging van offertevragen, informatie over aanbestedingen, voor organisatie van informatiedagen en workshops etc. De portaalsite van F4E heeft mede vorm gekregen door de vele opmerkingen vanuit TERBELGIUM en de andere leden van het ILO-netwerk. ACTIE 3.3. Opmaak ITERBELGIUM bedrijfsfiches Samen met de promotie voor een registratie van geïnteresseerde bedrijven op de databank van het F4E-industrieportaal, ontwikkelt ITERBELGIUM ook bijkomende informatiefiches voor alle Belgische bedrijven die dat wensen, en zet deze online op de site van ITERBELGIUM. Deze fiches zijn, in tegenstelling tot de bedrijfsinformatie van de geregistreerde bedrijven op het F4E Portaal, voor iedereen consulteerbaar en toegankelijk. ACTIE 4 Bezoek aan de JET-installaties in Culham (UK) Op 27 juni 2007 organiseerde ITERBELGIUM een werkbezoek voor Belgische industriëlen aan JET, de belangrijkste onderzoeksreactor voor kernfusie ter wereld en de laatste en belangrijkste voorloper van ITER. Ze kregen er uiteenzettingen over alle belangrijke componenten van de reactor en de uitgebreide randinfrastructuur. Eén van de blikvangers bij het bezoek aan JET waren de nieuwe zogenaamde ITER-like ICRH antennes die onder leiding van het team van het Laboratorium voor Plasmafysica van de Belgische KMS (LPP-ERM/KMS) werd ontwikkeld. Het ITERBELGIUM-bezoek aan JET vond plaats net vóór de inbouw van deze antennes in de JET-reactor. Deze microgolfantennes om het plasma in de reactor te helpen opwarmen tot fusiecondities, vormen één van de speerpunten van het Belgische onderzoek betreffende kernfusie en de ontwikkeling ervan gebeurt in een samenwerking tussen het Belgische LPP-ERM/KMS, het CCFE (UK), het Oak Ridge National Laboratory (US) en het CEA (F). Dergelijke antennes zullen overigens later ook bij ITER worden ingebouwd. 7

9 ACTIE 5 Positionering Belgische ITER-relevante expertise ACTION 5 - ICRH ANTENNA - JET VISIT CULHAM 2007 ACTIE 5.1. R&D EXPERTISE VAN LPP-ERM/ KMS, SCK/CEN en ULB (zie elders) ACTIE 5.2. ENGINEERING en GENERAL CON- TRACTING De Belgische industrie heeft expertise in huis waarop men al in de vroege ontwerpfase voor ITER een beroep deed, binnen het EFDA framework: het gaat om veiligheidsanalyses, ontwerpstudies voor warmteoverdrachtssystemen voor koeling en verwarming, etc. De maatschappij Tractebel maakt in dit verband al jaren deel uit van de European Fusion Engineering and Technology (EFET) industriegroep voor ITER. ACTIE 5.3. DATA-ACQUISITIE en VERWER- KING Ook de decennialange Belgische ervaring van Trasys Group in het domein van gegevensverwerking en controlesystemen op de JET reactor van Culham vormen een zeer belangrijke troef bij verdere Belgische deelname in het ITER-project. ACTIE 5.4. VACUUM VESSEL (VV) Vanaf 2007 ijverde ITERBELGIUM actief voor een Belgische kandidatuur voor de fabricage en assemblage van de 400 ton zware segmenten voor het Vacuüm Vessel (VV), het hart van de hele ITER-reactorinfrastructuur. DeBelgischefirmaG&G International uit Willebroek kandideerde actief voor de bouw van het Europese deel (7 van de 9 reactorsegmenten) van dit enorme reactorvat en werd als één van de 7 Europese bedrijven door F4E geprekwalificeerd voor verdere onderhandeling. Uiteindelijk werd het contract toegewezen aan een Italiaans consortium met firma s Ansaldo Nucleare, Walter Tosto en Mangiarotti. 10 ACTIE 6 Opstart industrielobby rond relevante thema s Via het ILO-netwerk wordt gelobbyd rond onderwerpen met generiek belang voor de industrie bij het Europese Domestic Agency voor ITER, nl. F4E: Onderwerpen die hierbij in 2008 aan bod kwamen, hadden te maken met ondermeer: algemene contractvoorwaarden met daarin onaanvaardbare liability clausules voor de industrie (belangrijk probleem, nog zonder oplossing in de loop van 2008) specifieke maatregelen ten gunste van KMO s die F4E in het project wil betrekken aanpassingen op de F4E website met het oog op informatietransparantie concepten voor beter overleg en informatieverstrekking vb. het invoeren van het concept van voorafgaande informatieworkshops voor specifieke toeleveringen vb. de CODAC workshop van oktober 2008, een REMOTE HANDLING workshop, het opzetten van ITER Business Forums (IBF), het opzetten van zgn. competence mappings etc. meer transparantie over de criteria voor preselectie van bedrijven Intellectual property rights (background en foreground IPR) bij de ontwikkeling van projecten met de industrie en EU-financiering etc. Onder het ITERBELGIUM ILO-voorzitterschap werd ook de transparantie vanwege F4E rond voorbije, lopende of toekomstige aanbestedingen sterk verhoogd, wat uiteindelijk heeft geleid tot de huidige structuur van het F4E Industrieportaal. 9

13 2007 Décision visant la création d une plateforme d information ITER belge Une «Déclaration de mission» a été élaborée en vue de créer une cellule belge ITER début Des moyens de fonctionnement ont été mis à disposition par le SPF Économie afin de permettre à cette cellule de sensibiliser, d informer et de soutenir l industrie belge en vue de, et dans sa participation au projet ITER Les missions et le financement de la cellule ont été fixés par Arrêté royal, contresigné par le ministre de l Énergie, Marc Verwilghen le 12 septembre Les tâches de la cellule peuvent être consultées sur le site web d ITERBELGIUM. La coordination d ITERBELGIUM est assurée par Agoria, la Fédération belge de l industrie technologique, mais le service est ouvert à toutes les entreprises belges qui sont intéressées par le projet ITER. 12

14 ACTION 1 But d un site web d information Dès le début, l on a choisi de favoriser la visibilité de la plate-forme belge d information ITER par le biais d un site web appelé L architecture et le contenu du site a été entièrement préparés et mis en place par ITERBELGIUM. Après avoir effectué une étude des concepteurs de site web, le choix s est porté sur la firme pour la mise en œuvre du site web. L hébergement du site se fait au travers de une entreprise Suisse, choisie en raison du rapport intéressant des frais annuels d hébergement vis-à-vis des services et capacités web offerts. Au cours des 5 dernières années (de 2007 à janvier 2012), le site web d ITERBELGIUM aété consulté fois par (nouveaux) visiteurs de 142 pays. Parmi ces visites, il y avait visites en provenance de Belgique, en provenance de France, en provenance d Allemagne, 1389 en provenance des Pays-Bas, 1220 en provenance des États-Unis, 699 en provenance d Espagne, etc. Une visite durait en moyenne 2 minutes 18 secondes, et 3,2 pages étaient consultées par visite. ACTION 2 Création du réseau international de contacts des ILO À partir des industries dans les différents pays européens qui participent au projet ITER, un réseau d ILO (Industry Liaison Officer) a été mis en place et développé à partir de l année Outre les contacts avec les organisations ITER européennes, ces ILO doivent aider au réseautage d entreprises dans les différents pays qui souhaitent coopérer entre eux, par exemple en vue de la formation de pôles de compétences dans le cadre d offres ITER ou pour répondre aux besoins spécifiques de F4E en matière de recherche. L ILO et coordinateur belge d ITERBELGIUM a été réélu quatre fois depuis la création de ce réseau ILO en 2007 comme président ILO, et le réseau compte à présent (en l an 2012) 18 représentants nationaux de l industrie. ACTION 3 Actions de promotion: supports visuels, enregistrements, fiches d entreprises ACTION 3.1. Supports visuels ITER et ENC 2007 à Bruxelles La plate-forme ITERBELGIUM a été annoncée après l été de 2007 sur un stand industriel (5a) lors de l ENC 2007 (European Nuclear Conference) à Bruxelles. À cette fin, ITERBELGIUM a développé un certain nombre de supports visuels, qui peuvent dès lors être utilisés à différentes autres occasions. 13

15 ACTION 3.2. Enregistrements: de la base de données EFDA au portail F4E Une manière de promouvoir les entreprises belges candidates à une participation au projet ITER, est de les enregistrer dans la base de données (ancienne) EFDA. Cette base de données, anciennement «base de données EIDI», est à présent la base de données de référence de Fusion for Energy (F4E), l Agence Domestique européenne pour ITER, et est utilisée pour l enregistrement et la «préqualification» de fournisseurs potentiels européens. ITERBELGIUM renvoie actuellement les entreprises directement au portail F4E pour leur enregistrement F4E La base de données des entreprises fournisseurs européennes constitue entre-temps un élément essentiel de portail industriel F4E pour la communication destinée à l industrie européenne concernant des appels d offres, des informations sur les adjudications, l organisation de journées d information et de workshops, etc. Le site portail de F4E a également pris forme grâce à de nombreuses remarques d ITERBELGIUM et d autres membres du réseau ILO. ACTION 3.3. Élaboration de fiches d entreprises ITERBELGIUM Outre la promotion pour l enregistrement d entreprises intéressées dans la base de données du portail industriel F4E, ITERBELGIUM développe également des fiches d information supplémentaires pour toutes les entreprises belges qui le souhaitent et les met en ligne sur le site d ITERBELGIUM. Ces fiches sont, contrairement aux informations d entreprises des entreprises enregistrées sur le portail F4E, accessibles à la consultation pour tout le monde. ACTION 4 Visite aux installations de JET à Culham (UK) Le 27 juin 2007, ITERBELGIUM a organisé une visite de travail pour des industriels belges au JET, le plus gros réacteur de recherche pour la fusion nucléaire dans le monde et le dernier et le plus important précurseur d ITER. n leur a présenté des exposés sur tous les principaux composants du réacteur et les vastes infrastructures périphériques. Un des faits saillants de la visite au JET était les nouvelles «ITER-like antennes», des antennes ICRH (Ion Cyclotron Resonance Heating) développées sous la direction de l équipe du Laboratoire de Physique des Plasmas (LPP-ERM/KMS). La visite d ITERBELGIUM au JET a eu lieu juste avant l installation de ces antennes dans le réacteur JET. Ces antennes à micro-ondes permettant de chauffer le plasma dans le réacteur pour qu il atteigne les conditions de fusion constituent l un des fers de lance de la recherche belge sur la fusion nucléaire; son développement se fait grâce à une collaboration entre le LPP-ERM/KMS belge, le CCFE (Royaume-Uni), Oak Ridge National Laboratory (États-Unis) et le CEA (F). De telles antennes seront d ailleurs installées plus tard dans le réacteur de ITER. 14

16 ACTION 5 Positionnement de l expertise pertinente ITER de la Belgique ACTION 5 - ICRH ANTENNA - JET VISIT CULHAM 2007 ACTION 5.1. Expertise en R&D de LPP-ERM/ KMS, le CEN/SCK et l ULB (Voir ailleurs) ACTION 5.2. ENGINEERING et GENERAL CON- TRACTING L industrie belge possède une expertise à laquelle on adéjàfaitappelaudébutdelaphasedeconception d ITER dans le cadre EFDA: il s agit d analyses de la sécurité, d études de conception concernant les systèmes de transfert de chaleur pour le refroidissement et le chauffage, etc. La société Tractebel fait à cet égard partie depuis de nombreuses années du groupe industriel EFET (European Fusion Engineering and Technology) pour ITER. ACTION 5.3. ACQUISITION et TRAITEMENT DES DONNÉES L expérience de plusieurs décennies, acquise au niveau belge par le Groupe Trasys dans le domaine du traitement des données et des systèmes de contrôle du réacteur JET de Culham sont un atout très important pour la suite de la participation belge au projet ITER. ACTION 5.4. Chambre à vide (Vacuum Vessel VV) À partir de 2007, ITERBELGIUM a mené activement campagne en faveur d une candidature belge pour la fabrication et l assemblage des segments de 400 tonnes de la chambre à vide (Vacuum Vessel - VV), le cœur de toute l infrastructure du réacteur ITER. La firme belge G & G International de Willebroek s est portée activement candidate pour la construction de la partie européenne (7 des 9 segments du réacteur) de cette énorme cuve de réacteur et a été préqualifiée par F4E comme l une des 7 entreprises européennes pour la poursuite des négociations. Finalement, le contrat a été attribué à un consortium italien comportant les entreprises Ansaldo Nucleare, Walter Tosto et Mangiarotti. 17 ACTION 6 Mise en place d un lobby industriel autour de thèmes pertinents Grâce au réseau d ILO, un lobbying s organise sur des questions d importance générique pour l industrie auprès de la «Domestic agency» européenne pour ITER, c.-à-d. F4E: Les sujets discutés en l occurrence en 2008 avaient trait entre autres: aux conditions contractuelles générales contenant des clauses inacceptables en responsabilité civile pour l industrie (problème majeur, toujours sans solution au cours de l année 2008) aux mesures spécifiques en faveur des PME que F4E souhaite impliquer dans le projet aux adaptations du site F4E en vue d assurer la transparence d informations aux concepts favorisant une meilleure concertation et communication d informations, par exemple l introduction du concept de workshops d information préalables pour des missions de sous-traitance spécifiques, par exemple. le workshop «CODAC» des octobre 2008, un workshop «REMOTE HANDLING», la mise en place de forums d affaires ITER (Iter Business Forum - IBF), la création de «competence mappings», etc. à plus de transparence concernant les critères de présélection des entreprises aux droits de propriété intellectuelle (background et foreground IPR ) lors du développement de projets avec l industrie avec un financement de l UE, etc. Sous la présidence de l ILO d ITERBELGIUM, la transparence dans le chef de F4E relative à des contrats passés, présents ou futurs a également été sensiblement améliorée, ce qui a finalement conduit à la structure actuelle du portail industriel F4E. 16

18 2008 ACTIE 7 Officiële lancering ITERBELGIUM In februari 2008 werd het platform ITERBELGIUM officieel op gang getrokken met een launch-event in de Waerboom in Groot-Bijgaarden, waarop een 90-tal vertegenwoordigers uit de onderzoekswereld en de industrie aanwezig waren. Aan de hand van diverse presentaties door leden van de stuurgroep van ITERBELGIUM (waaronder het SCK, KMS, Agoria en Tractebel) werd een overzicht gegeven van de grote uitdagingen in het fusieonderzoek in het algemeen, en van de directe betrokkenheid van de EU industrie in het ITER-project in het bijzonder. 17

19 ACTIE 8 ILO-netwerk als officiële industrievertegenwoordiger Onder ITERBELGIUM ILO-voorzitterschap werd in de loop van 2008 bekomen dat het ILO-netwerk van nationale industrievertegenwoordigers voor ITER door de Fusie-Associaties in diverse landen werd gevalideerd en erkend als officiële gesprekspartner van de industrie naar F4E toe (de Europese Domestic Agency voor ITER). Het ILO-netwerk wordt sinds 2008 dan ook door F4E erkend als officieel gemandateerde gesprekspartner om de belangen voor de Europese industrie binnen het ITER project te behartigen. ACTIE 9 Transparantie EIDI bedrijvendatabank In2007werdenopdeITERBELGIUM website diverse nuttige inforubrieken uitgewerkt voor de bedrijven. Eén ervan werd echter in de loop van 2008 door F4E voor het publiek (ook voor de relevante ITER industriële stakeholders!) ontoegankelijk gemaakt, namelijk de databank van zogenaamde EIDI-geregistreerde bedrijven. (EIDI staat voor EFDA Industry Database for ITER) Het betreft de lijst van bedrijven die via individuele gegevensfiches hun interesse, competenties en contactgegevens opgeven bij F4E als kandidaat voor deelname aan het ITER-project. Competenties worden door elk bedrijf aangeduid met specifieke activiteitencodes. Pas sinds 2012 hebben de ILO s na langdurig verzoek bij F4E opnieuw toegang tot de F4E database van bedrijven zodat de netwerking voor aanbestedingen opnieuw vlotter kan verlopen. ACTIE 10 Afspraak tussen Iterbelgium en Nuclear Market Een kostenloze informatieservice werd voor de Belgische bedrijven in 2008 toegevoegd aan de ITERBELGIUM website. Hiermee kunnen Iterbelgium-leden en andere bedrijven zich aanmelden voor berichtgeving (per ) over offertevragen en aanbestedingen voor àlle fusie-gerelateerde uitrusting en diensten ter wereld, zoals JET, ITER, JT60, Tore Supra etc. 18

20 ACTIE 11 Bezoek aan Tore Supra in Cadarache In 2008 ging ITERBELGIUM op bezoek in Cadarache bij het Franse CEA. De Belgische bezoekers werden eerst rondgeleid bij de TORE SUPRA Tokamak, een supergeleidende Tokamak waarmee lange plasmapulsen kunnen worden opgewekt. Naast een bezoek aan TORE SUPRA werd ook de bouwplaats voor de ITER reactor bezocht. In de marge van dit bezoek had ITERBELGIUM ook sprekers uitgenodigd om enkele fusiegerelateerde thema s toe te lichten, zoals het internationaal Erasmus Mundus programma voor Masteropleidingen in Fusie, de lokale inspanningen van de regionale overheid PACA om buitenlandse bedrijven aan te trekken in de regio etc. ACTION 11 - TORE SUPRA VISIT

21 2008 ACTION 7 Lancement officiel d ITERBELGIUM En février 2008, la plate-forme ITERBELGIUM a été officiellement lancée à l occasion d un événement de lancement au Waerboom à Grand-Bigard, auquel ont participé quelque 90 représentants du monde de la recherche et de l industrie. A l aide de différentes présentations effectuées par les membres du comité directeur d ITERBELGIUM (y compris le CEN, KMS, Agoria et Tractebel), un aperçu a été donné des défis majeurs dans le domaine de la recherche sur la fusion en général, et sur l implication directe de l industrie de l UE dans le projet ITER en particulier. 20

22 ACTION 8 Le réseau ILO en tant que représentant officiel de l industrie Sous la présidence de l ILO d ITERBELGIUM au cours de l année 2008, l on a pu obtenir que le réseau ILO des représentants nationaux de l industrie pour ITER soit validé par les Associations pour la Fusion dans les différents pays et reconnu comme interlocuteur officiel de l industrie face à F4E (La «Domestic Agency» européenne pour ITER). Le réseau ILO est donc reconnu depuis 2008 par F4E comme interlocuteur officiellement mandaté afin de protéger les intérêts de l industrie européenne dans le cadre du projet ITER: ACTION 9 Transparence de la banque de données d entreprises EIDI En 2007, diverses rubriques d information utiles pour les entreprises ont été développées sur le site ITERBELGIUM. Une de celles-ci a cependant été rendue inaccessible au public au cours de l année 2008 par F4E (également pour les intervenants industriels ITER concernés!), à savoir la base de données d entreprises enregistrées sous EIDI (EIDI est l abréviation de EFDA Industry Database for ITER). Il s agit de la liste des entreprises qui communiquent, via des fiches de données individuelles, leur intérêt, compétences et données de contact auprès de F4E en tant que candidates pour la participation au projet ITER. Les compétences sont indiquées par chaque entreprise en utilisant des codes d activité spécifiques. Ce n est que depuis 2012, que les ILO, après des demandes insistantes auprès de F4E, ont pu à nouveau accéder à la base de données F4E des entreprises afin que le réseautage pour les adjudications se déroule à nouveau plus facilement. ACTION 10 Conventions ITERBELGIUM et «Nuclear Market» Un service d information gratuit a été ajouté pour les entreprises belges en 2008 au site web d ITERBELGIUM. l permet aux membres d ITERBELGIUM et à d autres entreprises de s inscrire pour des avis (par ) concernant des appels d offres et adjudications pour tous les équipements liés à la fusion et les services y afférents dans le monde entier, tels que JET, ITER, JT60, Tore Supra, etc. 21

23 ACTION 11 Visite au Tore Supra à Cadarache En 2008, ITERBELGIUM a visité le CEA à Cadarache. Les visiteurs belges ont d abord visité le tokamak TORE SUPRA, un tokamak supraconducteur permettant de générer des pulsions de plasma de longue durée. Outre la visite de TORE SUPRA, une visite a également été organisée au chantier du réacteur ITER. En marge de cette visite, ITERBELGIUM avait également invité des orateurs pour commenter quelques thèmes liés à la fusion, comme le programme international Erasmus Mundus de formation de Masters en Fusion, les efforts des autorités locales de la région, PACA, pour attirer et aider des entreprises étrangères dans la région, etc. ACTION 11 - TORE SUPRA VISIT

24 2009 ACTIE 12 Iterbelgium/ILO-lobby rond contractvoorwaarden Een belangrijk aandachtspunt voor de industrie in 2009 bleef de grote risico s op unfaire en scheefgetrokken competitie als gevolg van juridische clausules over bijvoorbeeld illimited liabilities in de algemene contractvoorwaarden van F4E naar leveranciers toe. De eerste pogingen om dit aan te kaarten bleven zonder resultaat. Het Europese ILO-netwerk zette daarom in 2009 de bezwaren van de industrie over de contractuele voorwaarden van F4E opnieuw op een rijtje, zowel tijdens een ILO-F4E-vergadering door ITERBELGIUM georganiseerd in Brussel, anderzijds via een open brief, eveneens opgesteld door ITERBELGIUM in naam van alle ILO s, en gericht aan de F4E Governing Board Members. 23

25 Het gevolg van deze acties was een geleidelijke verbetering door F4E van de contractuele voorwaarden in de loop van 2009 door ondermeer: invoering van een liability cap, waardoor bedrijven enkel nog met een begrensde schadeclaim zouden kunnen worden geconfronteerd (typisch eenmaal de contractwaarde) een verschuiving van de referentiepraktijk voor complexe aanbestedingen naar een negotiated procedure, (waarbij bijvoorbeeld ook liability clauses het voorwerp van onderhandeling kunnen worden) ACTIE 13 Iterbelgium-FIT missie naar Cadarache (F) In november 2009 hebben 18 Belgische bedrijven, die vaak voor het eerst met het Iter-project te maken hadden, deelgenomen aan een match-making missie naar Cadarache in Frankrijk. Bedoeling van de missie, georganiseerd in een samenwerking tussen FIT (Flanders Investment & Trade) en ITERBELGIUM, was om deze bedrijven in contact te laten komen met ITER en met geïnteresseerde Franse bedrijven. Op 5 november namen de bedrijven in dit kader ook deel aan een conferentie in Marseille: ITER et les partenariats internationaux: se grouper pour accéder aux marchés d ITER, D9/$file/informatie_programma_def.pdf ACTIE 14 Support in aanbestedingsdossiers In de loop van 2009 lanceerde F4E diverse offertevragen en aanbestedingen waarvoor Belgische bedrijven hun kandidatuur stelden. Het ging hierbij ondermeer om Belgische kandidaturen van BESIX voor de bouw van het PFC-gebouw, een zeer grote constructiehall waar de zogenaamde Poloidal Field Coils on-site zullen worden geassembleerd, het consortium TPF Engineering (+ Beterem Ingenierie) DHV Royal Haskoning voor een contract van Support to the Owner, een strategisch contract als adviseur van de bouwheer (DHV en Haskoning zijn intussen gefusioneerd als bedrijf) ingenieursbureau GREISCH voor onderaanneming aan de Architect Ingenieur, G&G International voor de fabricage van 7 Europese reactorsegmenten het Belgische filiaal van OUTOKUMPU voor de levering van roestvast staal voor diverse mogelijke partners in het project (zowel Europese (Italiaanse en Spaanse), maar ook voor mogelijke Koreaanse en Russische ITER-klanten) In deze dossiers konden de bedrijven rekenen op de actieve ondersteuning en promotie-inspanningen van ITERBELGIUM voor proactieve informatie, logistieke hulp voor de deelname aan infovergaderingen etc. 24

26 ACTIE 15 Start voorbereidingen FUSION EXPO 2010 In de tweede helft van 2009 startte ITERBELGIUM in samenwerking met de Belgische Euratom-Fusie-Associatie (KMS-ERM, SCK-CEN en ULB) en de EC met de voorbereidingen van een academische zitting (op 24 september 2010) en een publieke, interactieve expo (van 22 oktober tot 15 november 2010) rond fusie, het fusieonderzoek en de Belgische betrokkenheid in dit onderzoek. Na een selectieproces voor de optimale locatie werden beide evenementen ingepland in het Paleis der Academiën te Brussel en het tijdstip werd strategisch gekozen aan het begin van het Belgische EU-voorzitterschap. Bedoeling was om tijdens dit EU-voorzitterschap een sensibilisatie te doen naar de politiek voor het behoud van de Belgische federale steun aan het fusieonderzoek naar de Belgische industrie voor deelname aan de bouw van ITER naar de bevolking (in het bijzonder de hogere graad van de secundaire scholen) voor een grotere interesse voor (energie)technologie en het wetenschappelijke onderzoek met zijn opportuniteiten, spin-offs en maatschappelijke voordelen. ACTIE 16 Belgische kandidatuur voor SOFT 2010 (en 2012) DeSOFT-conferentie(Symposium On Fusion Technology) is een internationale conferentie die tweejaarlijks in Europa wordt georganiseerd en die de meeste laboratoria in Europa en wereldwijd, actief in de ontwikkeling van fusie, verenigt. Aan deze conferentie nemen gemiddeld tussen de 600 en 700 personen deel. Ze loopt sinds enkele edities samen met een industriële tentoonstelling van technologieën ontwikkeld in het kader van ITER en kernfusie. Een Belgische kandidatuur voor SOFT 2010 werd uitgewerkt via het SCK, die de editie SOFT 2010 echter zag toewijzen aan Portugal. Sinds de toewijzing (in 2010) van SOFT 2012 aan België is ITERBELGIUM echter actief betrokken in het lokale organisatiecomité voor SOFT om het industriegedeelte van SOFT 2012 (industrie-expo) uit te werken / 25

28 2009 ACTION 12 Lobby ITERBELGIUM /ILO autour des conditions contractuelles En 2009, une question clé pour l industrie a encore été le risque important de concurrence biaisée et injuste en raison de clauses juridiques telles que «illimited liabilities» dans les conditions contractuelles générales de F4E s adressant à des fournisseurs. Les premières tentatives de soumettre cette question sont restées sans résultat. Le réseau ILO européen a dès lors une nouvelle fois fait état en 2009 des objections de l industrie concernant ces conditions contractuelles de F4E, à la fois lors d une réunion ILO/ F4E organisée par ITERBELGIUM à Bruxelles, et également via une lettre ouverte rédigée par ITERBELGIUM au nom de tous les ILO, et adressée aux membres du Governing Board de F4E. 27

29 Le résultat de ces actions a été une amélioration progressive apportée par F4E aux conditions contractuelles au cours de l année 2009, grâce entre autres: à l introduction d une «liability cap», permettant aux entreprises de ne plus être confrontées qu à des claims pour sinistres limités (en général: une fois la valeur contractuelle) à un glissement dans la pratique de référence pour des adjudications complexes vers une «negotiated procedure» (dans le cadre de laquelle, par exemple, des clauses de responsabilité peuvent également faire l objet de négociations) ACTION 13 Mission ITERBELGIUM-FIT à Cadarache (F) En novembre 2009, 18 entreprises belges qui, souvent, avaient affaire au projet ITER pour la première fois, ont participé à une mission de «match-making» à Cadarache en France. L objectif de la mission, organisée en coopération avec FIT (Flanders Investment & Trade) et ITERBELGIUM, était d amener ces entreprises à entrer en contact avec ITER et avec des entreprises françaises intéressées. Le 5 novembre, ces entreprises ont aussi participé dans ce contexte à une conférence à Marseille: «ITER et les partenariats internationaux: se grouper pour accéder aux marchés d ITER / D9/$file/informatie_programma_def.pdf ACTION 14 Actions de soutien relatives à des dossiers d adjudication Au cours de l année 2009, F4E a lancé plusieurs appels d offres et adjudications pour lesquels des entreprises belges se sont portées candidates. Il s agit notamment des candidatures belges de: BESIX pour la construction du bâtiment PFC, un hall immense destiné aux «Polioidal Field Coils» à assembler sur site. Le consortium TPF Engineering (+ Beterem Ingénierie)-DHV-Royal Haskoning pour un contrat «Support to the Owner», un contrat stratégique en tant que conseiller du maître de l ouvrage (Haskoning et DHV ont entre-temps fusionné en tant qu entreprise) Le bureau d ingénieurs GREISCH pour la sous-traitance à l «architecte ingénieur», G&GInternational pour la fabrication des 7 segments européens du VV La filiale belge d OUTOKUMPU pour la livraison d acier inoxydable destiné à différents partenaires potentiels du projet (à la fois européens - italiens et espagnols), mais aussi pour d éventuels clients ITER coréens et russes). Pour ces dossiers, les entreprises ont pu compter sur le soutien actif et les efforts de promotion d ITERBELGIUM en matière d information proactive, sur le soutien logistique à la participation à des réunions d information, etc. 28

30 ACTION 15 Lancement des préparatifs de FUSION EXPO 2010 Durant la seconde moitié de l année 2009, ITERBELGIUM a commencé, en coopération avec l Association belge d Euratom Fusion (KMS-ERM, SCK-CEN et l ULB) et la CE, les préparatifs d une séance académique (qui s est déroulée le 24 septembre 2010) et d une exposition interactive (du 22 octobre au15 novembre 2010) concernant la fusion, la recherche sur la fusion et la participation belge à cette recherche. Au terme d un processus de sélection de l emplacement optimal pour un tel événement, il a été prévu que les deux manifestations auraient lieu au Palais des Académies à Bruxelles; la date a été stratégiquement choisie, à savoir au début de la présidence belge de l UE. L intention était de mener une campagne de sensibilisation au cours de cette présidence de l UE; elle était destinée: au monde politique en vue de préserver le soutien fédéral belge à la recherche sur la fusion à l industrie belge en vue de sa participation à la construction d ITER à la population (en particulier à destination du grade supérieur de l enseignement secondaire) en vue d accroître l intérêt des jeunes pour la technologie d énergie et pour la recherche scientifique, avec ses possibilités, ses retombées et ses avantages sociaux. ACTION 16 Candidature belge pour SOFT 2010 (et 2012) La conférence SOFT (Symposium On Fusion Technology) est une conférence internationale qui se tient tous les deux ans en Europe et qui réunit la plupart des laboratoires actifs dans le développement de la fusion en Europe et dans le monde. Entre 600 et 700 personnes en moyenne participent à cette conférence. Depuis quelques années, elle s accompagne d une exposition industrielle des technologies développées dans le cadre d ITER et de la fusion nucléaire. La candidature belge pour l année 2010 SOFT a été préparée par le CEN, qui a dû se résigner à voir confier l organisation de cet événement SOFT 2010 au Portugal. Depuis l attribution (en 2010) de SOFT 2012 à la Belgique, ITERBELGIUM s implique activement dans le comité local d organisation en vue de préparer la partie industrielle de SOFT 2012 (exposition industrielle) / 29

32 ACTIE 17 Opvolging, info en support bij aanbestedingen In de loop van 2010 werd er voor een recordbedrag aan aanbestedingen uitgeschreven door F4E. Het betreft vooral een aantal grote contracten, voornamelijk met grote internationale consortia en/of voor werken met een sterk lokale inslag en betrokkenheid. Bijna 1 miljard Euro aan contracten werd dit jaar aanbesteed. Deze aanbestedingen behelsden hoofdzakelijk de volgende loten: GEBOUWEN Architect-Ingenieur: toegewezen aan het CONSORTIUM ENGAGE (ASSYSTEM (F), EGIS (F), ATKINS (UK), en EMPRESARIOS AGRUPADOS (SP) Health and Safety: toegewezen aan APAVE (F) de Antiseismische funderingsput: toegewezen aan GTM Sud =VINCI (F) de Antiseismische lagering: toegewezen aan NUVIA TRAVEAUX SPECIAUX (F) Support to Owner: toegewezen aan ENERGHIA CONSORTIUM (UK) Belgische kandidatuur Voor het contract van Support to Owner was ook een B-NL consortium kandidaat. Het consortium werd gevormd door TPF-Engineering (B), Haskoning (B/NL) en DHV (NL). Het consortium werd in de finale gerangschikt maar heeft het in extremis als tweede moeten afleggen tegen het consortium Energhia. Dit contract had een waarde van 27 Mio Euro. De Antiseismische funderingsput en de anti-seismische lageringen zijn intussen, anno 2012, zo goed als afgewerkt. HEATING & CURRENT DRIVE Supply of ion source and extraction power supplies MAGNETS Toroidal field coil winding packs (toegewezen aan een Spaans CONSORTIUM met IBERDROLA, ASG Superconductors SpA, en ELYTT ENERGY (SL) Cabling and jacketing VACUUM VESSEL (VV) Het reactorvat: 7 van de 9 segmenten door de Europese industrie te leveren: toegewezen aan een Italiaans CONSORTIUM met ANSALDO NUCLEARE (I), MANGIAROTTI (I) en WALTER TOSTO (I). Belgische kandidatuur Het bedrijf G&G uit Willebroek was een tijd in de running (en was ondermeer geprekwalificeerd voor verdere onderhandelingen), maar heeft uiteindelijk afgezien van verdere deelname. Het VV contract had een waarde van 294 Mio Euro en is het grootste contract tot heden afgesloten in het kader van het ITER-project. 31

33 ACTIE 18 ITER promotie tijdens Belgisch EU voorzitterschap Met het oog op het Belgische EU voorzitterschap van juli tot december 2010, beslisten de Belgische Fusie-Associatie en ITERBELGIUM in 2009 om een Expo over kernfusie van de EC in 2010 in Brussel te laten neerstrijken. Het Belgische voorzitterschap van de EU in 2010 was immers een perfecte gelegenheid om het thema Fusie dichter bij politici, pers, scholen en het grote publiek te brengen. Deze actie, in 2009 opgestart, werd verder uitgewerkt in Enkele weken vóór de Fusie-Expo werd op 24 september in de prestigieuze en prachtig gerenoveerde conferentiezaal van het Paleis der Academiën van de Belgische Koninklijke Academie van Wetenschappen en Kunsten in Brussel een academische zitting georganiseerd onder de titel Fusion, a compelling energy source & ITER, the crucial step towards creating a sun on earth. De academische zitting, waarop een 170-tal gasten aanwezig waren, genoot veel interesse, niet in het minst vanwege Prins Philippe, die eregast was op dit event. Na een inhuldiging van de Expo door astronaut Dirk Frimout bezochten ongeveer 3000 leerlingen van de tweede en derde graad deze expo. ACTIE 19 Topical day: 35 jaar fusieonderzoek in België Op 7 november 2010 vierde het SCK CEN deze verjaardag door een topical day te organiseren gewijd aan het verleden, heden en de toekomst van het fusieonderzoek in Mol. Dankzij de aanwezigheid van alle vier de Heads of Research Unit (zgn. HoRUs ), die het hele programma rond fusie coördineerden binnen het SCK CEN sinds het begin van zijn deelname in de Associatie, werd een vrij compleet overzicht gegeven van de belangrijkste technologische bijdragen van het SCK-CEN in het fusieonderzoek sinds ITERBELGIUM gaf ter gelegenheid van deze verjaardag een presentatie over de industriële mogelijkheden voor Belgische bedrijven: de globale energiecontext, ITER als een mijlpaal in het fusieonderzoek, de internationale opdeling en organisatie van de aanbestedingsloten, de beschikbare toegangskanalen en support voor de bedrijven, etc. 32

37 ACTION 17 Suivi, information et soutien des adjudications Au cours de l année 2010, un montant record a été enregistré en adjudications lancées par F4E. Il s agit surtout de gros contrats, principalement avec de grands consortiums internationaux et/ou pour des travaux à forte composante et implications locales. Près d un milliard d euros ont fait l objet d adjudications cette année. Ces contrats englobent principalement les lots suivants: BÂTIMENTS - Architecte-ingénieur: attribué au CONSORTIUM ENGAGE (Assystem (F), EGIS (F), ATKINS (UK), et EMPRESARIOS AGRUPADOS (SP) - Santé et sécurité: attribué à APAVE (F) - Puits de fondation antisismique: attribué à GTM Sud = VINCI (F) - Palier antisismique: attribué à NUVIA TRAVAUX SPÉCIAUX (F) - Support to Owner: attribué à ENERGHIA CONSORTIUM (Royaume-Uni) Candidature belge Pour le contrat de «Support to Owner, un consortium B-NL s était également porté candidat. Le consortium était formé par TPF Engineering (B), Haskoning (B / NL) et DHV (NL). Le consortium a été classé en finale, mais a dû s incliner in extremis en deuxième place après le consortium Energhia Ce contrat avait une valeur de 27 millions d euros. Le puits de fondation antisismique et les paliers antisismiques sont à présent (anno 2012) pour ainsi dire terminés. HEATING & CURENT DRIVE - Supply of ion source and extraction power supplies MAGNETS - Toroidal Field Coil winding packs (Attribué à un CONSORTIUM espagnol avec IBERDROLA, ASG Superconductors SpA et ELYTT ENERGY (SL) - Cabling and jacketing Chambre à vide (VACUÜM VESSEL - VV) - La cuve du réacteur: 7 des 9 segments à livrer par l industrie européenne: attribués à un consortium italien comportant ANSALDO NUCLEARE (I), Mangiarotti (I) et Tosto WALTER (I). Candidature belge La firme G & G de Willebroek fut un temps dans la course (elle a été parmi les entreprises préqualifiées pour la poursuite des négociations), mais a finalement renoncé à sa participation. Le contrat VV avait une valeur de 294 millions d euros; c est le plus gros contrat à ce jour conclu dans le cadre du projet ITER. 36

38 ACTION 18 Promotion ITER au cours de la présidence belge de l UE En vue de la présidence belge de l UE de juillet à décembre 2010, l Association belge de la Fusion et ITERBELGIUM ont décidé en 2009 d organiser à Bruxelles en 2010 une exposition de la CE sur la fusion nucléaire. La présidence belge de l UE en 2010 a été une excellente occasion de rapprocher le thème de la «fusion» du monde politique, de la presse, des écoles et du grand public. Cette action, lancée en 2009, a été développée en Quelques semaines avant l exposition sur la fusion, une séance académique a été organisée le 24 septembre dans la salle de conférence prestigieuse et magnifiquement rénovée du Palais des Académies de l Académie Royale des Sciences et des Arts à Bruxelles sous le titre: «Fusion, a compelling energy source & ITER, the crucial step towards creating a sun on earth». La séance académique, à laquelle ont assisté quelque 170 invités a grandement intéressé le public, y compris le Prince Philippe qui était l invité d honneur de cet événement: L exposition sur la fusion elle-même a eu lieu ensuite du 25 octobre au 15 novembre dans l Atrium du Palais des Académies. Après l inauguration de l exposition par l astronaute Dirk Frimout, environ élèves du second et troisième degré ont visité cette exposition. ACTION 19 Topical Day: 35 ans de recherche sur la fusion en Belgique Le 7 novembre 2010 le CEN-SCK a célébré cet anniversaire en organisant un Topical Day consacré au passé, au présent et à l avenir de la recherche sur la fusion à Mol Grâce à la présence des quatre «Heads of Research Unit» (que l on appelle les «HoRUs»), qui ont coordonné l ensemble du programme autour de la fusion au sein du CEN-SCK depuis le début de sa participation à l Association, un aperçu très complet a pu être donné des contributions technologiques les plus importantes du CEN-SCK à la recherche sur la fusion depuis ITERBELGIUM a donné à l occasion de cet anniversaire, une présentation concernant les opportunités industrielles pour les entreprises belges: le contexte énergétique global, ITER comme jalon dans la recherche sur la fusion, la répartition internationale et l organisation des lots d adjudication, les canaux d accès disponibles et le soutien aux entreprises, etc. 37

39 2011 ACTIE 20 Inbreng Industrie Policy voor fusie-industrie Aangezien het de wil is van de EU om niet alleen een leidende rol te blijven spelen in het fusieonderzoek maar ook een fusie-industrie te ontwikkelen, is het nodig een aangepaste policy op te zetten voor de stimulering en ontwikkeling van zulke Europese fusie-industrie. Daartoe werd ook de medewerking gevraagd van alle Europese ILO s voor een input vanuit de industrie. Dit proces van overleg nam een aanvang eind Het ILO-netwerk heeft diverse voorstellen gedaan voor aanpassing van bestaande procedures en -voor de industrie relevante- aandachtspunten op de tafel gelegd. Al die opmerkingen werden dan door ITERBELGIUM gebundeld en aan F4E overgemaakt. 40 ACTIE 21 ITER-KMO-leveranciersdag en KMO mappings Op 1 juni stond in Berchem bij Antwerpen een KMO-leveranciersdag van Agoria op het programma, waarbij ITERBELGIUM in een key note het project ITER en het Europese ITER Domestic Agency F4E voorstelde als een opdrachtgever voor toelevering van de meest uiteenlopende technische uitrusting en diensten. 5&eventId=34&languageId=3&pageId=452&PHPSESSID=a31929eb b4604ea90a9b28 4e5 Bedoeling is de drempel te verlagen voor deelname door KMO s in het project, aangezien die worden afgeschrikt door een perceptie van het project als ontoegankelijk voor lokale KMO s. F4E heeft nochtans de wil om Europese KMO s actief in het project te betrekken en denkt hierbij zelfs aan het invoeren van quota van KMO betrokkenheid voor de hoofdcontractanten, maar die kwestie is vanuit juridisch standpunt niet gemakkelijk te regelen in de policy van open competitie in het ITER-project: aspx?content=241 Via het ILO netwerk werd daarom ondermeer het principe van publieke competence mappings bepleit voor de (vrijwillige) inventarisatie van kandidaat (sub)contractanten in grote aanbestedingen van F4E. KMO s hebben immers vaak een rol te spelen op het tweede niveau, nl. dat van onderaanneming voor de grote contractanten. Netwerking via competence mappings kan daartoe bijdragen, zie vb. de mapping voor de aanbesteding van ITER-gebouwinfrastructuur, waar men Belgische firma s terugvindt als Femont, Sarens, Timmers Cranes, Isocab, Vanderplanck Metal Works, Victor Buyck Steel Construction, Somati Group, Besix, Iemants etc. F%2Findustryportal%2Ef4e%2Eeuropa%2Eeu%2FLists%2FNews%2FAllItems%2Easpx ACTIE 22 Fusion days in Antwerpen In het najaar ondernam ITERBELGIUM een sponsoring met (passieve) deelname in een didactisch initiatief over fusie-energie, in Antwerpen. Het gaat over een tweejarig initiatief opgezet door Universiteit Antwerpen, waarbij de laatste graad van het secundair onderwijs in Vlaanderen een lessenpakket krijgt over fusie, gevolgd door een fusieshow in een grote aula van de UA (een standaard show die op punt werd gesteld met fondsen van de EU), met 600 leerlingen per voorstelling en waarmee op enkele dagen een paar duizend leerlingen in contact komen met de fusiewereld gallery&catid=2:gallery&Itemid=4 39

41 De bedoeling van ITERBELGIUM in dit verband was tweeledig: 1. Nagaan of dit initiatief verdere steun verdient vanuit ITERBELGIUM: aangezien de logistieke organisatie wordt afgedekt door Universiteit Antwerpen, aangezien dit het enige structurele fusie-initiatief naar de Vlaamse secundaire scholen is, en aangezien dit een stimulans en link kan zijn op vlak van studies naar bestaande Master en Doctoraatsopleidingen in Fusietechnologie, lijkt het steunen van dit initiatief zeker de moeite waard. Het is niet mogelijk een fusie-industrie op te bouwen in Europa, als niet een kleine kiem van interesse in deze materie wordt gelegd in de opleiding van laatstejaars humaniorastudenten. 2. Een inhoudelijke inbreng te geven vanuit ITERBELGIUM naar dit initiatief, enerzijds via een geactualiseerde status van het ITER project en de betrokkenheid van de Belgische industrie daarin, anderzijds om het ITER project te kaderen in een breder perspectief van energiebevoorrading en de maatschappelijke uitdagingen die hiermee gepaard gaan. ACTIE 23 diverse gerichte initiatieven met Belgische kandidaten In de loop van het jaar 2011 werd verder gewerkt aan een aantal specifieke aanbestedingsloten die voor Belgische bedrijven en instituten interessant kunnen zijn. De belangrijkste acties hadden hier betrekking op de aanbestedingen rond Blanket testing, Remote Handling en Electrolysers. BLANKET TESTING In het kader van de noden van F4E voor het uittesten van maquettes en componenten op ware grootte voor de ITER wandsegmenten, heeft ITERBELGIUM contacten opgezet met het oog op een Belgische competentiecluster met daarin het Von Karman Instituut (VKI) in Sint-Genesius-Rode, het SCK/CEN inmoleneenkmo,udy, actief in het domein van thermomechanische modelisatie. Bedoeling was na te gaan of België de HHF of High Heat Flux facility zou kunnen bouwen voor het testen van de ITER wandpanelen. for%20the%20publication%20of%20the%20f4e%20call%20hhf%20test%20facility.docx.pdf Het Belgische Von Karman Instituut heeft een hoge temperatuur plasmatron (voor temperatuur tot K) en veel ervaring met High Heat Flux testen in het bijzonder voor hitteschilden voor Space Shuttles etc. Het Instituut toonde grote interesse voor deelname aan deze aanbesteding en de bouw van nieuwe infrastructuur op recent verworven bedrijfsterrein, maar er is terughoudendheid voor het testen van Beryllium materiaal, aangezien dit toxisch is en speciale geventileerde handschoenkasten en ruimtes vergt, wat het gebruik van de bestaande infrastructuur moeilijk maakt. 40

42 REMOTE HANDLING Betreffende Remote Handling heeft ITERBELGIUM op 9 juni 2011 een workshop georganiseerd in Brussel met deelname van zowel vertegenwoordigers van F4E, diverse kandidaathoofdcontractanten (First tier contractors) en diverse Belgische bedrijven met expertise betreffende Remote Handling. Bij de Belgische deelnemers waren ondermeer Verhaert Qinnetic, MPE-Butting, Udy, n- Silition, SCK-CEN, het Centre Spatial de Liège, ESAT en de Koninklijke Hogeschool Kempen. Van de belangrijke potentiële First tier bedrijven waren er ondermeer Tecnomare, Areva, Nukem Technologies, Astrium en EADS. Diverse van deze contacten lopen nog verder in het kader van de lopende aanbestedingen voor 4 verschillende loten van Remote Handling. ELECTROLYSERS In het kader van de toekomstige bouw van een detitriatieplant als onderdeel van de ITER-reactorinfrastructuur, zijn zeer hoogtechnologische electrolysers nodig. De Belgische vestiging van Hydrogenics is een wereldleider (van Belgische oorsprong) op dit vlak. ITERBELGIUM heeft in dit verband een gerichte missie georganiseerd voor een delegatie van betrokken F4E-experten, die bij het Belgische Hydrogenics op bezoek zijn gekomen. Er lopen nu gesprekken over mogelijke verdere voorbereidende stappen en testactiviteiten voor de bouw van de meest geavanceerde electrolysers ter wereld. WDS%20electrolyser.pdf ACTIE 24 Deelname aan industrie netwerking event IBF 2011 ITERBELGIUM nam met een 15-koppige Belgische delegatie van bedrijven deel aan het ITER business Forum (IBF2011) in Manosque (F) in december 2011, voor netwerking tussen first en second tier contractors voor de verschillende grote lopende en toekomstige aanbestedingen. Belgische deelnemers kwamen van CMI, UGent, Besix, HTMS, n-silition, Resarm Engineering Plastics, Space Applications Services en het Von Karman Instituut ACTIE 25 Voorbereiding Industriestand op SOFT 2012 In de loop van 2011 zijn de voorbereidingen gestart voor de wereldconferentie SOFT (Symposium On Fusion Technology) voor wetenschap en technologie in het domein van kernfusie. België was kandidaat voor de editie 2010 (zie actie 16) maar is uiteindelijk gastland geworden voor de editie

43 De organisatie is hoofdzakelijk in handen van een lokaal organisatiecomité waarvan ITERBEL- GIUM deel uitmaakt. Het voornaamste onderdeel waarop ITERBELGIUM focust is het industrieluik met een industriebeurs. Voor de Belgische bedrijven die hun competenties willen ten toon spreiden tijdens deze week van conferenties, heeft ITERBELGIUM een ruime expostand voorzien, waarvan de Belgische bedrijven gratis gebruik kunnen maken (booth B11). ZKH Prins Filip is ook dit keer opnieuw van de parti, in het bijzonder voor de officiële opening van de conferentie, en nadien als centrale gast op de stand van Iterbelgium op de industrietentoonstelling. 45 2011 ACTION 20 Apport d une politique industrielle à l industrie de la fusion Puisque c est la volonté de l UE, non seulement de continuer à jouer un rôle de leader dans la recherche de fusion, mais également de développer une industrie pour la fusion, il faudra élaborer une politique appropriée pour la promotion et le développement d une telle industrie en Europe. À cette fin, l on a également sollicité la coopération de tous les ILO européens pour les apports en provenance de l industrie. Ce processus de concertation a commencé fin Le réseau ILO a présenté plusieurs propositions d adaptation de procédures existantes et mis les priorités sur la table qui paraissaient pertinentes du point de vue de l industrie. Toutes ces observations ont ensuite été réunies par ITERBELGIUM et transmises à F4E. 46 L objectif est d abaisser le seuil de participation des PME au projet, étant donné qu elles sont assez rebutées par une perception du projet qu elles jugent «inaccessible aux PME locales» F4E a cependant la volonté d impliquer activement les PME européennes dans le projet et songe à cet égard à l introduction de quotas d «implications PME» pour les principaux contractants, mais cette question n est pas facile à régler d un point de vue juridique dans le cadre d une politique de concurrence ouverte dans le projet ITER. L on a donc plaidé, via le réseau ILO, en faveur du principe de «competence mappings» publics visant un inventaire (volontaire) des candidats (sous-)contractants pour les grandes adjudications de F4E Les PME ont à cet égard souvent un rôle à jouer au deuxième niveau, à savoir à celui de la sous-traitance pour les gros contractants. Le réseautage via des «competence mappings peut y contribuer; voir par exemple le mapping pour l adjudication des infrastructures immobilières d ITER, où l on retrouve des entreprises belges telle que Femont, Sarens, Timmers Cranes, Isocab, Vander Planck Metal Works, Somati Group, Besix, Iemants etc. F%2Findustryportal%2Ef4e%2Eeuropa%2Eeu%2FLists%2FNews%2FAllItems%2Easpx ACTION 22 Fusion days à Anvers Durant l automne, ITERBELGIUM a entrepris un parrainage basé sur une participation (passive) à une initiative didactique concernant l énergie de fusion à Anvers. Il s agit d une initiative biennale lancée par l Université d Anvers, impliquant que le dernier degré de l enseignement secondaire en Flandre reçoit un programme de cours sur la fusion, suivi d un spectacle sur la fusion, au grand auditorium de l Université d Anvers (un spectacle standard mis au point avec des fonds provenant l UE), avec 600 élèves par présentation et permettant à quelques milliers d étudiants en quelques jours d entrer en contact avec le monde de la fusion gallery&catid=2:gallery&Itemid=4 Le but de ITERBELGIUM à cet égard était double: 1. Déterminer si cette initiative continue à mériter un financement d ITERBELGIUM: vu que l organisation logistique est couverte par l Université d Anvers, vu que c est la seule initiative structurelle sur la fusion pour les écoles secondaires flamandes, vu que cela peut être un stimulant et un lien en termes d études de Master et Doctorat en technologie de la fusion, il semble que le soutien à cette initiative en vaille la peine. Il n est pas envisageable de mettre en place une industrie de la fusion en Europe si l on ne suscite pas un début d intérêt pour cette matière durant la formation des étudiants de dernière année du secondaire. 2. Procurer une contribution de fond à cette initiative partant d ITERBELGIUM, d une part, via un état de la situation du projet ITER et l implication de l industrie belge dans le projet, d autre part, en cadrant le projet ITER dans une perspective plus large de l approvisionnement énergétique et des défis sociaux qui y sont associés. 45

47 ACTION 23 Diverses initiatives ciblées avec des candidats belges Au cours de l année 2011, les travaux se sont poursuivis sur un certain nombre de lots d adjudication spécifiques qui peuvent se révéler intéressants pour les entreprises et instituts belges. Les principales actions se rapportent en l occurrence au Blanket testing, au Remote Handling et aux Electrolyseurs. BLANKET TESTING Dans le contexte des besoins de F4E en vue des essais de maquettes et composants à taille réelle pour les segments de paroi d ITER, ITERBELGIUM a établi des contacts en vue de la création d un pôle de compétences belge comportant l Institut Von Karman (VKI) à Rhode- Saint-Genèse, le CEN-SCK demoletunepme,udy, active dans le domaine de la modélisation thermomécanique. L objectif était de déterminer si la Belgique pouvait construire la «HHF- High heat Flux Facility» pour l essai des panneaux de la paroi intérieure d ITER. for%20the%20publication%20of%20the%20f4e%20call%20hhf%20test%20facility.docx.pdf L institut belge Von Karman dispose d un plasmatron a haute température (pour des températures allant jusqu à K) et a beaucoup d expérience avec des tests High Heat flux, en particulier pour des boucliers thermiques destinés à des navettes spatiales, etc L Institut s est montré très intéressé de participer à cette adjudication et à la construction de nouvelles infrastructures sur un terrain industriel nouvellement acquis, mais il existe des réticences pour tester le béryllium, qui est toxique et nécessite l utilisation de boîtes à gants spéciales et d espaces ventilées, ce qui rend difficile l utilisation des infrastructures existantes. REMOTE HANDLING En ce qui concerne le «Remote Handling», ITERBELGIUM a organisé un workshop le 9 juin 2011 à Bruxelles avec la participation de représentants à la fois de F4E, de différents contractants principaux potentiels (First tier contractors) et de plusieurs entreprises belges possédant une expertise dans le Remote Handling. Parmi les participants belges, il y avait entre autres: Verhaert Qinnetic, MPE-Butting, Udy, n-silition, CEN- SCK, le Centre Spatial de Liège, ESAT et la Koninklijke Hogeschool Kempen. Parmi les principales entreprises de niveau «First tier,» il y avait entre autres Tecnomare, Areva, Nukem Technologies, Astrium et EADS. Plusieurs de ces contacts se poursuivent dans le contexte des adjudications des 4 lots différents de «Remote Handling». ELECTROLYSEURS Dans le contexte de la future construction d un site de détritiation dans le cadre de l infrastructure du réacteur ITER, des électrolyseurs de haute technologie interviennent nécessairement. L usine belge d Hydrogenics est un leader mondial (d origine belge) dans ce domaine. 46

48 ITERBELGIUM a organisé dans ce contexte une mission ciblée pour une délégation d experts concernés de F4E, qui sont venus visiter l Hydrogenics belge. Il y a actuellement des discussions au sujet d éventuelles nouvelles mesures préparatoires et activités d essai pour la construction d électrolyseurs les plus avancés du monde. WDS%20electrolyser.pdf ACTION 24 Participation à l événement de réseautage industriel IBF2011 ITERBELGIUM a participé avec une délégation de 15 entreprises belges au Forum professionnel ITER (IBF2011) à Manosque (F) en décembre 2011 en vue du réseautage entre les entrepreneurs de premier et deuxième niveau pour plusieurs grandes adjudications actuelles et futures. Les participants belges venaient de CMI, UGent, Besix HTMS, n-silition, Resarm Engineering Plastics, Space Applications Services et l Institut Von Karman ACTION 25 Préparation du stand industriel lors de SOFT2012 Au cours de l année 2011, les préparatifs ont commencé en vue de la Conférence mondiale SOFT (Symposium on Fusion Technology) pour les sciences et la technologie dans le domaine de la fusion nucléaire. La Belgique avait été candidate pour la conférence de 2010 (voir l action 16), mais est finalement devenue le pays hôte pour L organisation repose en grande partie sur un comité local d organisation dont fait partie ITER- BELGIUM. L élément principal sur lequel se concentre ITERBELGIUM est le volet industriel avec une exposition industrielle. Pour les entreprises belges qui veulent montrer leurs compétences au cours de cette semaine de conférences, ITERBELGIUM a prévu un grand stand d exposition, dont les entreprises belges peuvent faire usage gratuitement (stand B11). SAR le prince Philippe participe également à cette manifestation, en particulier pour l ouverture de la conférence et après, comme invité spécial sur le stand Iterbelgium. La conférence de SOFT 2012 se déroule au Palais de Congres à Liege du 24 au 28 Septembre

50 Ook dient er werk te worden gemaakt van een actualisatie van de website informatie, een actie die al in 2011 was gepland maar die door de beperkte mankracht van ITERBELGIUM en de vele activiteiten in de loop van 2011 nog niet kon worden ten uitvoer gebracht. Tevens wordt er stilgestaan bij de vraag of ITERBELGIUM goed werk heeft geleverd met de (beperkte) middelen in de periode en of deze inspanningen ook naar de toekomst kunnen worden verder gezet. 52 Il convient également de s atteler à la mise à jour de l information du site web, une initiative qui était déjà planifiée dès 2011, mais qui n a pu être réalisée en 2011 en raison de la maind œuvre limitée dont dispose ITERBELGIUM et les nombreuses activités dont celui-ci est chargé. En outre, nous devons nous interroger si ITERBELGIUM s est bien acquitté de ses tâches avec les ressources (limitées) dont il dispose durant la période , et si ces efforts peuvent se poursuivre à l avenir. Il faudra, en particulier, prêter attention aux modifications dans le mécanisme de financement. Le projet ITER en tant que tel se poursuivra en effet encore certainement pendant 8 ans, et une motivation accrue pour la poursuite de cette plate-forme et son financement sont surtout les énormes possibilités de réseautage industriel international offertes à nos entreprises technologiques dans le cadre de ce projet.
