1 The Landscape of Grand Pré Society Request for Proposals: Audit For French please see pages 4-6 Purpose The Landscape of Grand Pré Society / Société du Paysage de Grand-Pré is seeking proposals from interested and qualified accounting firms for the provision of external audit services of the Society s annual financial statements in accordance with generally accepted auditing standards for the fiscal year Background The Landscape of Grand Pré Society / Société du Paysage de Grand-Pré was incorporated in May It is a not-for-profit Socity incorporated under the Socities Act of Nova Scotia, with the mandate of the management of the UNESCO-designated Landscape of Grand Pré World Heritage Site. Society documents can be found at the Landscape of Grand Pré Society s website: Financial Structure The Landscape of Grand Pré Society / Société du Paysage de Grand-Pré is funded by a Trust established by the Province of Nova Scotia, and by grants from the Municipality of the County of Kings. Services Required The responsibility of the external auditors will be to examine the financial statements prepared by The Landscape of Grand Pré Society / Société du Paysage de Grand-Pré Financial Contractor and to express an audit opinion on these statements. The audit report will be addressed to the Landscape of Grand Pré Society and must disclose the scope of the examination and state that the audit was performed in accordance with generally accepted Canadian auditing standards. The report must also include an opinion as to whether the financial statements conform to Canadian accounting standards for private sector not-for- profit organizations. The firm will also be required to attend meetings upon request and to make presentations regarding the audit and related financial issues. 1

2 The audit must be completed by June 30, The Landscape of Grand Pré Society / Société du Paysage de Grand-Pré Financial Contractor will be available to assist the auditors by providing information, working papers, and funding agreements. The Financial Contractor is responsible for the yearend close and will prepare the financial statements. Supporting documents will be provided to the auditors on a timely basis.. Audit to Contain The audit is to contain statements regarding the following: Whether the financial reports and the cash/bank/financial position present fairly, in all material respects, the income and expenditures of the Society in accordance with an acceptable financial reporting framework Whether the audit has uncovered any material weaknesses in relevant internal control(s). Whether the audit has uncovered any illegal or corrupt practices Whether receipts/income and expenditures are properly accounted for Quote must contain A description of work plan and methodology audit firm will use Resumes and relevant experience of the principal members of staff who will be carrying out the audit Names, addresses and telephone numbers of at least two references where an audit of similar scope was completed within the past three (3) years. 3 Selection The selection of an auditor will be based on an assessment of the proposed fee for services, ability and qualifications to conduct the audit, quality of the proposal submitted and client references. The Landscape of Grand Pré Society / Société du Paysage de Grand-Pré does not bind itself to the lowest or any bidder. There is no additional documentation for this RFP. 3

Contexte La Société du Paysage de Grand-Pré a été constituée en personne morale en mai Elle a, à titre de société sans but lucratif constituée en vertu de la loi sur les sociétés (Societies Act) de la Nouvelle-Écosse, le mandat de gérer le paysage de Grand-Pré, désigné site du patrimoine mondial de l UNESCO. Les documents de la Société du Paysage de Grand-Pré sont accessibles sur son site Web, au Structure financière La Société du Paysage de Grand-Pré est financée par un compte en fiducie établi par le gouvernement provincial de la Nouvelle-Écosse ainsi que par des subventions de la Municipalité du comté de Kings. Services nécessaires Les auditeurs externes auront la responsabilité d examiner les états financiers préparés par l entrepreneure financière de la Société du Paysage de Grand-Pré et de formuler une opinion de l auditeur sur les états financiers en question. Le rapport d audit sera adressé à la Société du Paysage de Grand-Pré, il devra décrire la portée de l examen réalisé et il devra signaler que l audit a été effectué conformément aux normes d audit généralement admises au Canada. Le rapport doit également comporter une opinion qui précisera si les états financiers sont conformes aux normes comptables canadiennes visant les organisations sans but lucratif du secteur privé. Le cabinet devra de plus assister à des réunions à la demande de la Société et présenter des exposés au sujet de l audit et de questions financières connexes.. L audit devra être terminé avant le 30 juin

5 L entrepreneure financière de la Société du Paysage de Grand-Pré demeurera à la disposition des auditeurs pour les aider en leur fournissant les renseignements, les documents de travail et les accords de financement pertinents. L entrepreneure financière assume la responsabilité de la clôture de l exercice et de la préparation des états financiers. Des documents à l appui seront fournis aux auditeurs en temps utile. Teneur de l audit L audit devra renfermer des déclarations sur ce qui suit : si les rapports financiers et la situation de trésorerie ou situation bancaire/financière font état de façon juste, à tous égards importants, du revenu et des dépenses de la Société conformément à un cadre théorique de présentation de l information financière acceptable; si l audit a découvert des faiblesses matérielles dans les systèmes de contrôle internes pertinents; si l audit a découvert des pratiques illégales ou malhonnêtes; si les reçus/revenus et dépenses sont correctement comptabilisés. La proposition devra renfermer une description du plan de travail et de la méthodologie que le cabinet d audit utilisera; des curriculum vitae faisant état de l expérience pertinente des principaux membres du personnel qui réaliseront l audit; les noms, adresses et numéros de téléphone d au moins deux répondants auprès desquels un audit d une portée similaire a été réalisé au cours des trois (3) dernières années. Titres et qualités requis minimums Être membre en règle du Chartered Accountants Institute of Nova Scotia. 6 Sélection La sélection de l auditeur sera basée sur une évaluation des honoraires proposés pour les services ainsi que des capacités et des titres et qualités requis pour l exécution de l audit, sur la qualité de la proposition soumise et sur les références de clients. La Société du Paysage de Grand-Pré ne s engage à accepter ni la plus base ni aucune des soumissions. Aucune documentation supplémentaire n est rattachée à la présente DP. 6
