1 NOTICE OF PASSING OF ZONING BY-LAWS BY THE CITY OF OTTAWA TAKE NOTICE that the Council of the City of Ottawa passed By-law Numbers , , , , , and on February 25, 2015 under Section 34 of The PLANNING ACT. AND TAKE NOTICE that any person or public body, who, before the by-laws were passed, made oral submissions at a public meeting or written submissions to City Council, may appeal to the Ontario Municipal Board with respect to either of the seven by-laws, by filing with the Clerk of the City of Ottawa, a notice of appeal setting out the objection to the By-law and the reasons in support of the objection. An appeal must be accompanied by the Ontario Municipal Board s prescribed fee of $125.00, which may be made in the form of a cheque payable to the Minister of Finance. A notice of appeal can be mailed to the City Clerk at 110 Laurier Avenue West, Ottawa, Ontario, K1P 1J1, or by delivering the notice in person, to Ottawa City Hall, at the Information Desk in the Rotunda on the 1st floor, 110 Laurier Avenue West. A notice of appeal must be received no later than 4:30 p.m. on April 1, Only individuals, corporations and public bodies may appeal a zoning by-law to the Ontario Municipal Board. A notice of appeal may not be filed by an unincorporated association or group. However, a notice of appeal may be filed in the name of an individual who is a member of the association or the group on its behalf. No person or public body shall be added as a party to the hearing of an appeal unless, before the by-law was passed, the person or public body made oral submissions at a public meeting or written submissions to the council or, in the opinion of the Ontario Municipal Board, there are reasonable grounds to add the person or public body as a party. Should the by-laws be appealed, persons or public bodies who wish to receive notice of the Ontario Municipal Board hearing can receive such notice by submitting a written request to the planner identified in the explanatory notes that accompany this Notice. An explanation of the purpose and effect of the seven by-laws and a description of the lands to which each by-laws apply are included in the Explanatory Notes below. 2 The below by-laws implement the directions of the 2014 Zoning Review project which implements the policies of the Official Plan. Each by-law amends the City of Ottawa Zoning By-law EXPLANATORY NOTE TO BY-LAW No The amendments affect the properties at 325 Clemow Avenue, 138 and 142 Renfrew Avenue, and 273, 275, 276, 277 and 278 Powell Avenue. The amendments will rezone the subject lands to implement the Traditional Mainstreet policies of the Official Plan, with additional restrictions on height and use in order to ensure compatibility with the adjacent residential neighbourhood. EXPLANATORY NOTE TO BY-LAW No The amendments affect various properties to implement the Traditional Mainstreet policies of the Official Plan. The amendments broaden the permitted uses and in most cases allow a maximum height of 6 storeys or 20 meters. EXPLANATORY NOTE TO BY-LAW No The amendments will change the zoning of lands along Gladstone Avenue and Somerset Street to implement the Secondary Traditional Mainstreet policies of the Centretown Secondary Plan (CSP). The amendments will not come into effect unless and until the policies introduced by CSP also come into effect. EXPLANATORY NOTE TO BY-LAW No The amendments change the zoning of various properties to implement the Arterial Mainstreet policies of the Official Plan. The amendments broaden the permitted uses and allow a maximum height of 9 storeys or 30 meters. EXPLANATORY NOTE TO BY-LAW No The amendments implement the transition provisions for those lands affected by the 2014 Zoning Review. The transition provisions allow a development application submitted between February 25, 2013 and February 24, 2015 to make use of the zone provisions in effect prior to the 2014 Zoning Review amendments. Applications submitted on or after February 25, 2015 would be considered under the new zone provisions approved through the 2014 Zoning Review. EXPLANATORY NOTE TO BY-LAW No The amendments implement specific policies from Official Plan Amendment 150 (OPA 150) and will not come into effect unless and until the policies introduced by OPA 150 also come into effect.

The amendments broaden the permitted uses and allow a maximum height of 12 storey s or 40 meters. 4 AVIS D ADOPTION DE RÈGLEMENTS DE ZONAGE DE LA VILLE D OTTAWA VEUILLEZ PRENDRE NOTE que, le Conseil municipal de la Ville d Ottawa a adopté les Règlements municipaux n o , , , , , et , le 25 février 2015, en vertu de l article 34 de la LOI SUR L AMÉNAGEMENT DU TERRITOIRE. VEUILLEZ ÉGALEMENT PRENDRE NOTE que toute personne ou tout organisme public qui, avant l adoption des règlements, a présenté des observations orales lors d une réunion publique ou présenté des observations écrites au Conseil, peut en appeler de l un ou l autre de ces sept règlements municipaux devant la Commission des affaires municipales de l Ontario (CAMO) en transmettant au greffier de la Ville d Ottawa, un avis d appel exposant l opposition au règlement municipal et les motifs de cette opposition. Tout appel doit être accompagné des droits prescrits par la CAMO de 125 $, payables par chèque libellé à l ordre du ministre des Finances. L avis d appel peut être transmis par la poste au greffier de la Ville, au 110, avenue Laurier Ouest, Ottawa (Ontario) K1P 1J1, ou en personne à l hôtel de ville, au comptoir d information de la rotonde au rez-de-chaussée du 110, avenue Laurier Ouest. L avis d appel doit être reçu au plus tard à 16 h 30 le 1 er avril Seuls les particuliers, les sociétés et les organismes publics peuvent interjeter appel d un règlement de zonage auprès de la Commission des affaires municipales de l Ontario. Un avis d appel ne peut pas être déposé par une association ou un groupe non constitué en société. Toutefois, un avis d appel peut être déposé par un particulier membre d une association ou d un groupe, au nom de cette association ou de ce groupe. Aucune personne ni aucun organisme public ne doit être joint en tant que partie à l audition de l appel, sauf si, avant l adoption du règlement, la personne ou l organisme public a présenté des observations orales lors d une réunion publique ou présenté des observations écrites au Conseil ou qu il existe, de l avis de la Commission des affaires municipales de l Ontario, des motifs raisonnables de le faire. Si ces règlements municipaux devraient faire l objet d un appel, les personnes ou organismes publics souhaitant être avisés de la tenue de l audience de la Commission des affaires municipales de l Ontario doivent en faire la demande par écrit auprès de l urbaniste dont le nom figure dans la note explicative accompagnant le présent avis. Une explication de l objectif et de l effet des sept règlements municipaux, ainsi que la description des terrains visés sont inclus dans les notes explicatives ci-dessous. 5 Les règlements municipaux suivants mettent en œuvre les orientations du projet de révision du zonage de 2014, qui applique les politiques du Plan officiel. Chaque règlement vise à modifier le Règlement de zonage n o de la Ville d Ottawa. NOTE EXPLICATIVE AU SUJET DU RÈGLEMENT N O Les modifications concernent les propriétés situées au 325, avenue Clemow, aux 138 et 142, avenue Renfrew, et aux 273, 275, 276, 277 et 278, avenue Powell. Elles modifient le zonage des terrains visés de manière à appliquer les politiques du Plan officiel relatives aux rues principales traditionnelles, et imposent des restrictions supplémentaires en matière de hauteur et d utilisation afin d assurer la compatibilité avec le quartier résidentiel adjacent. NOTE EXPLICATIVE AU SUJET DU RÈGLEMENT N O Les modifications concernent diverses propriétés de manière à appliquer les politiques du Plan officiel relatives aux rues principales traditionnelles. Elles élargissent la gamme d utilisations autorisées et, dans la plupart des cas, permettent une hauteur maximale de six étages ou 20 mètres. NOTE EXPLICATIVE AU SUJET DU RÈGLEMENT N O Les modifications, qui concernent les terrains situés le long de l avenue Gladstone et de la rue Somerset, visent à appliquer les politiques du Plan secondaire du centre-ville relatives aux rues principales traditionnelles. Ces modifications n entreront en vigueur qu avec l application des politiques découlant du Plan secondaire du centre-ville. NOTE EXPLICATIVE AU SUJET DU RÈGLEMENT N O Les modifications concernent le zonage de diverses propriétés de manière à appliquer les politiques du Plan officiel relatives aux artères principales. Elles élargissent la gamme d utilisations autorisées et permettent une hauteur maximale de neuf étages ou 30 mètres. NOTE EXPLICATIVE AU SUJET DU RÈGLEMENT N O Les modifications visent à mettre en œuvre les dispositions de transition s appliquant aux terrains visés par la révision du zonage de Ces dispositions de transition permettent d appliquer aux demandes d aménagement présentées entre le 25 février 2013 et le 24 février 2015 les dispositions de zonage en vigueur avant les modifications apportées dans le cadre de la révision du zonage de Les demandes présentées à partir du 25 février 2015 seraient prises en compte en vertu des nouvelles dispositions de zonage approuvées lors de la révision du zonage de NOTE EXPLICATIVE AU SUJET DU RÈGLEMENT N O Les modifications visent à mettre en œuvre des politiques spécifiques de la Modification 150 au Plan officiel (MPO 150) et n entreront en vigueur qu avec l application des politiques découlant de la MPO 150.
