The information required on the CTN/BSC is compulsory. The CTN/BSC number must be included on the manifest. Local representatives at the discharging ports will inspect each and every shipment on the presence of a corresponding CTN. Shipments without a CTN/BSC will result in delays and fines/seizures. THE THRESHOLD VALUE All goods, except those listed below are exempted from inspection, with a FOB value equal to or above FCFA 500,000 are subject to pre-shipment inspection. Full Container Load (FCL) containers are subject to inspection what ever the value of the goods is. RESTRICTED GOODS Imports of sugar are subject to quotas. Specific measures are described in Arrêté no. 03.08 dated November 5th, 2003. PAYMENT OF FEES You (the importer) have to fill-in a demande de Déclaration d Importation Commerciale (DIC) and to go to the CBCA Bank with the corresponding pro forma invoice in order to pay the import taxes. For the DICs subject to inspection, fees amount to 1 % (taxes excluded) of the FOB value of the goods, with a minimum of FCFA 140,000 FCFA (taxes excluded). To the above mentioned fees, 19 % (for added value taxes) must be added. Any amount already paid is not reimbursable. PROCEDURE OPERATIONAL CHART CENTRAL AFRICAN REPUBLIC 1. Import Document = Déclaration d Importation Commerciale (DIC) The importer completes a Demande de Déclaration d Importation Commerciale; then goes to the CBCA Bank with the corresponding pro forma invoice in order to pay import taxes (Import has to be registered at the Commercial Bank of the importer as well). The DIC duly completed by the CBCA Bank is then lodged at BIVAC Liaison Office, together with the original of the Bank receipt and one copy of the pro forma invoice. The DIC data are registered and electronically transmitted to the Bureau Veritas / BIVAC Regional Centre (Centre of Relations with Exporters) concerned. CENTRAL AFRICAN REPUBLIC EXPORTING COUNTRY 2. Contact with exporter DIC TRANSFER 1 CUSTOMS IMPORTER BIVAC LIAISON OFFICE 6 ELECTRONIC TRANSFER TO LIAISON OFFICE, BANGUI Bureau Veritas / BIVAC Regional Centre gets in touch with the exporter to request the details and technical characteristics of the goods, plus one copy of the exporter s pro forma invoice. The location is ascertained and a date is proposed for physical inspection. 3. Physical inspection Bureau Veritas / BIVAC inspector performs the physical inspection of the goods in order to make sure that they are in conformity with the details of the pro forma invoice and the DIC. The physical inspection is performed in the presence of the exporter s representative who countersigns the inspection report. When non conformities are detected, the supplier is informed accordingly. The supplier is required to take all necessary measures for corrective actions so that Bureau Veritas / BIVAC inspector can issue a satisfactory report. 2 EXPORTING COUNTRY EXPORTER REGIONAL CENTRE (Centre of Relations With Exporters) Physical Inspection Documentary Checking Price Verification Customs Classification 3 4 5 CERTIFICATE (AV) All FCL (Full Container Load) containers have to be sealed by Bureau Veritas / BIVAC inspector; the corresponding number of the seal will be registered and recorded on the Attestation de Vérification (AV). 4. Documentary Checking / Price Verification / Customs classification Bureau Veritas / BIVAC experts in the Regional Centre perform the final price analysis on the basis of the final invoice supplied by the exporter. Bureau Veritas / BIVAC experts in the Regional Centre assess the customs classification of the goods in accordance with the rules and regulations applicable in Central African Republic. 5. Attestation de Vérification (AV) When the inspection of the quality, the quantity, the classification and the price of the inspected goods are satisfactory, or after corrective actions in case of anomalies, the Regional Centre issues an Attestation de Vérification (AV). Delivery of the Attestation de Vérification (AV) The data of the AV are electronically transmitted by the Regional Centre to the Liaison Office in Bangui. The AV is given to the importer who needs it for the clearance of the goods. Nota: for a land shipment (transit through a CEMAC country), the importer has to supply the Liaison Office with the D15 document together with the Road Waybill before the AV can be issued.

SEUIL D INSPECTION Toutes les marchandises dont la valeur FOB est égale ou supérieure à 500 000 FCFA (Francs CFA), sauf celles exemptées, sont soumises à l inspection avant expédition. Les conteneurs complets (FCL) sont soumis à l inspection et scellés, quelle que soit la valeur des marchandises. MARCHANDISES SOUMISES À DES RESTRICTIONS Les importations de sucre sont soumises à des quotas. Les dispositions particulières sont décrites dans l Arrêté n 03.08 du 5 novembre 2003. FRAIS D INSPECTION Vous (l importateur) devez remplir complètement une demande de Déclaration d Importation Commerciale (DIC) et vous rendre à la Banque CBCA avec la facture pro forma correspondante afin de vous acquitter des taxes d importation. Les honoraires sont de : 1 % H.T. de la valeur FOB avec un minimum de 140 000 FCFA H.T. pour les DIC soumises à inspection. Aux honoraires sont aoutés 19 % de TVA. Les sommes perçues ne sont pas remboursables. Déclaration d Importation Commerciale (DIC) L importateur remplit complètement une demande de Déclaration d Importation Commerciale et se rend à la Banque CBCA avec la facture pro forma correspondante afin d acquitter les taxes d importation. (L importation doit également être enregistrée auprès de la Banque commerciale de l importateur). La demande de DIC dûment renseignée par la CBCA doit ensuite être déposée au Bureau de Liaison, accompagnée de l original + une copie du récépissé bancaire et d une copie de la facture pro forma. Inspection physique L inspecteur du Centre Régional vérifie physiquement les marchandises enfin de s assurer que celles-ci correspondent au détail noté sur la facture pro forma et la DIC. L inspection se déroule en présence du représentant de l exportateur, qui contresigne le rapport. Lorsque des anomalies sont détectées, le vendeur, qui en est avisé automatiquement, doit prendre des mesures correctives pour permettre à l inspecteur d émettre un rapport d inspection «satisfaisant». Dans le cas d un conteneur complet, l inspecteur appose un scellé et en relève le numéro, qui figurera sur l Attestation de Vérification (AV). 4. Vérification documentaire / Vérification de prix / Classement tarifaire Les experts du Centre Régional utilisent les rapports d inspection pour déterminer la classification tarifaire adéquate des marchandises inspectées. Les experts du Centre Régional effectuent une analyse de prix définitive sur la base de la facture finale présentée par l exportateur. Les experts du Centre Régional calculent la valeur en douane en conformité avec les règles en vigueur en République Centrafricaine. 5. Attestation de Vérification (AV) Lorsque la quantité, la qualité et le prix des marchandises sont conformes, ou lorsque celles-ci ont fait l objet de mesures correctives en cas d anomalies, le Centre Régional émet une Attestation de Vérification (AV). Fourniture de l Attestation de Vérification (AV) L AV est transmise électroniquement par le Centre Régional au Bureau de Liaison de Bangui, qui la fournit à l importateur. Nota : pour une expédition par voir terrestre (transit par un pays de la CEMAC), l importateur doit fournir le D15 + la feuille de route pour que l AV puisse être émise.

Inspection requirements/restrictions (Cont ed) LABELLING REQUIREMENTS: OTHER SPECIAL REQUIREMENTS: Whenever possible FCL (Full Container Load) containers will be sealed and corresponding seal number will be mentioned on the Attestation de Vérification (ADV) so that the goods can be cleared in a shorter time upon arrival; As regards colouring matters, paints, insecticides and chemical treatments, complex chemicals, following checking will be required: number of the batch, expiry dates and integrity of the packing if needed; For agro-food products quality analysis will have to be performed in a laboratory every time it is necessary; Expiry date and manufacturing date for agro-food have to be checked and stated in the ADV. 4. Price verification/seller's invoice requirements BUYING/CONFIRMING COMMISSIONS: Should be declared by the exporter. INSURANCE: FINANCIAL INTEREST: FINAL INVOICE TO SHOW: FOB value per item + freight + invoice and ancillary charges (where applicable). 5. Attestation de Verification is issued for the use of Customs Authorities and Importer for clearing the goods. Rapport d Anomalies is issued for inconsistencies including quantity value and/or quality. A certified final invoice is given to the exporter for L/C transactions or upon request. 6. Inspection fees Paid by the importer (to the Bank when opening the DIC). Nevertheless, Bureau Veritas/BIVAC may invoice the Seller in the event of supplementary inspection visits (in vain or unsatisfactory results). The costs incurred by the Seller in presenting the goods for inspection, such as unpacking, handling, testing, sampling, repacking... are for the account of the Seller.
