1.7 Application du cadre réglementaire Pour s assurer de l application uniforme des IR par les autorités et les opérateurs européens l EASA (et non plus la CE) a publié des textes additionnels (ED Decisions) : Acceptable Means of Compliance (AMC) Guidance Material (GM) et parfois des Certification Specifications (CS) A lire systématiquement avec les IR associés 20
1.7 Application du cadre réglementaire Acceptable Means of Compliance (AMC) are «non-binding standards adopted by the Agency to illustrate means to establish compliance with the BR and its IRs». Guidance Material (GM) means «non-binding material developed by the Agency that helps to illustrate the meaning of a requirement or specifications and is used to support the interpretation of the BR, its IR and AMC». Les AMC et GM sont écrits au conditionnel («should»). Cela ne signifie pas que l on peut en dévier sans autorisation : en pratique, leur conformité est donc obligatoire, à moins de proposer un «alternative means of compliance». (ORO.GEN.120) Certification specifications (CS) are «technical standards adopted by the Agency indicating means to show compliance with the Basic ulation and its Implementing Rules and which can be used by organisation for the purpose of certification». 21
