1 EUROPEAN NEIGHBOURHOOD TWINNING NEWS 28 European Neighbourhood Twinning Projects Pipeline for August, September and Twinning number ALGERIA Project title Renforcement des structures, pouvoirs et compétences de la Commission de régulation de l électricité et du gaz (CREG) en tant qu Autorité nationale de régulation (ANR) Objectif : appuyer la CREG en vue de l amélioration de la régulation de la qualité du service public de l énergie et à renforcer ses activités de matière de protection des consommateurs. (To be) circulated to MS Renforcement des structures et du fonctionnement du Centre de Recherche Juridique et Judiciaire (CRJJ) en vue d une mise en œuvre optimale de ses missions de recherche et d expertise pour mieux légiférer Objectif : apporter un appui pertinent au système juridique et judiciaire algérien dans les domaines de l élaboration et de l application au droit, du renforcement de l Etat de droit et de la sécurité juridique. 2 Objectif: améliorer la compétitivité des produits algériens et ainsi contribuer à la facilitation du commerce et à la diversification des échanges entre l Algérie et l Union Européenne (UE), à travers un appui aux structures de l infrastructure qualité algérienne. Appui à l administration de l Observatoire National de l Environnement et du Développement Durable (ONEDD) pour la mise en œuvre du Système d Information Environnementale National (SIE) par l amélioration des capacités de l Observatoire. TWINNING light Objectif : soutenir l effort engagé par l Algérie pour assurer la mise en œuvre de la politique environnementale dans le cadre de la Stratégie Nationale pour L environnement (SNE) et le Plan National d Action pour l Environnement et le développement durable. Renforcement du dispositif de reconnaissance de la qualité des produits agricoles par les signes distinctifs liés à l origine (Indication Géographique et Appellation d Origine) Objectif : apporter un appui pertinent à l élaboration et à la mise en œuvre de reconnaissance de la qualité des produits agricoles du terroir, par des signes distinctifs liés à l origine (appellation d origine et d indication géographique) en se rapprochant du cadre législatif et des lignes directrices de la réglementation européenne dans ce domaine. 3 EGYPT EG12/ENP-AP/SO18 Strengthening the Institutional Capacity of the Productivity and Vocational Training Department (PVTD) within the Vocational Training System in Egypt Objective: to contribute to the support of the Productivity and Vocational Training Department (PVTD) in enhancing its capacities related to the management and marketing of vocational and educational training (VET), in line with the pertinent Egypt s national priorities, and in line with the EU Acquis and international best practices. Support the Improvement of Agricultural Research in Egypt through the Modernisation of the Agricultural Research Centre Objective: the Agricultural Research Centre (ARC) is structured as a state-of-the-art organisation and competent agricultural services provider, with a clear legal basis and efficient managerial policies, which promotes knowledge for sustainable development in light of EU best practices. Objective: to contribute to the strengthening of the institutional and technical capacity of the National Institute for Standards as the primary holder of metrology in line with the relevant European best practices in standards, norms and processes in the field GEORGIA GE12/ENPPCA/FI/16 Capacity Building of the Academy of the Ministry of Finance of Georgia Objective: to strengthen the institutional capacity of the Academy of the Ministry of Finance, to design and deliver high quality training and professional career development services across all sectors. 4 Chamber of Control) Objective: to strengthen the management and technical capacity of the State Audit Office of Georgia to plan and carry out audits in line with European Union (EU) and international standards and methodologies. ISRAEL Support to the Israeli Central Bureau of Statistics Objective: to support the Central Bureau of Statistics (ICBS) in aligning National Accounts, Educations Statistics, Survey Methodology, Website and Coordination of Israeli National Statistical System to the international guidelines in order to increase international comparability. August/ Support to the Israeli Ministry of National Infrastructures in Restructuring the Ministry's Petroleum Unit and Updating of the Relevant Oil and Gas Regulation and Legislation Objective: to strengthen the provision for the structural, institutional, legal and administrative support necessary in order to efficiently manage Israel's natural resources in the area of fossil fuels and hydrocarbons August/ Support to the Israeli Ministry of Environmental Protection in the implementation of the Integrated Pollution Prevention and Control Directive and the Pollutant Release and Transfer Register Protocol Objective: To accompany Israel's decision to establish an Integrated Permitting System for major industrial plants, in line with the EU/Israel Action Plan and the EU acquis communautaire in the field of pollution prevention and control.
