Elles seront communiquées à la Société des Nations aussitôt qu ils les auront reçues. En attendant on peut présenter les observations suivantes : Les Colonies et Protectorats dont les noms suivent ont adhéré à l Accord de 1904 : Barbade. Protectorat britannique de l Afrique Centrale (Nyassaland). Guinée britannique. Ceylan. Gambie. Côte de l Or. Iles du Vent. Nigéria du Nord. Sainte-Hélène. Seychelles. Sierra-Leone. Somaliland. Uganda. Wei-hai-wei. Iles sous le Vent. Les Colonies et Protectorats dont les noms suivent ont exprimé le désir d adhérer à la Convention de 1910 : Bahama. Chypre. Protectorat de l Afrique Orientale. Fidji. Gibraltar. Hong-Kong. Jamaïque. Malte. Nyassaland. Rhodésia du Sud. Etablissements des Détroits. Trinité. La guerre a, jusqu ici, empêché de notifier au Gouvernement français ces adhésions à la Convention de 1910, mais il est en train de prendre les mesures nécessaires. Les seules colonies et protectorats qui, pour des raisons spéciales, n ont pas adhéré à l Accord ou à la Convention sont : Bermudes. Honduras britannique. Iles Falkland. Maurice. Zanzibar. Basutoland. Protectorat du Béchuanaland. Swaziland. Rhodésia du Nord.

( 12/13042/ 11622) LEAGUE OF NATIONS TRAFFIC IN WOMEN AND CHILDREN ANSWER OF THE BRITISH GOVERNMENT TO QUESTIONNAIRE AS REGARDS COLONIES AND DEPENDENCIES NOT POSSESSING SELF-GOVERNMENT. The Governments of British Colonies and Protectorates have been asked for replies in detail to the Questionnaire issued bv the League of Nations, but, owing to the shortness of time available, it has not been possible to obtain them yet. They will be forwarded to the League of Nations as soon as they are received. In the meantime, the following general observations may be offered : 1. The following Colonies and Protectorates have adhered to the Agreement of 1904 : Barbados. British Central Africa Protectorate (now Nyasaland). British Guiana. Ceylon. Gambia. Gold Coast. Leeward Islands. Northern Nigeria. St. Helena. Seychelles. Sierra Leone. Somaliland. Uganda. W ei-hai-wei. W indwards Islands. The following: Colonies and Protectorates have signified their wish to adhere to the Convention of 1910 :- Bahama. Cyprus. East Africa Protectorate. Fiji. Gibraltar. Hong-Kong. Jamaica. Malta. Nyasaland. Southern Rhodesia. Straits Settlements. Trinidad. Owing to the war, notice of accession to the 1910 Convention has not hitherto been given to the French Government, but steps are now being taken to that end. The only Colonies and Protectorates which for special reasons have not adhered to either the Agreement or the Convention are : Bermuda. British Honduras. Falkland Islands. Mauritius. Zanzibar. 3 Mais dans ces colonies et protectorats, les autorités locales ont été nommées conformément à l article 1 de l Accord de 1904, pour prendre toutes mesures qui leur paraîtraient de nature à permettre d'atteindre l objet qu on se propose. 2. On suppose que la Société des Nations ne désire pas recevoir les exemplaires des mesures législatives adoptées sur cette question dans chaque colonie et protectorat, mais les décrets suivants sont communiqués ci-joints à titre de spécimen : Protectorat de l Afrique Orientale : nos7 de 1918 et 18 de 1914. Hong-Kong : nos 4 de 1897, 9 de 1914, 3 de 1916, 12 de 1917 et 12 de 1920. Malte : nos i3 et 19 de 1918. Trinité : nos 14 et 7 de 1914. 3. En ce qui concerne l assertion d après laquelle on a reçu des rapports établissant que, dans certaines colonies il est d usage de procurer aux blancs des femmes et des filles pour des buts immoraux, et que ces femmes et ces filles leur sont procurées par des chefs ou des entremetteurs, le Gouvernement de Sa Majesté déclare qu il n a pas connaissance de faits à l appui de ces assertions. Cette pratique, si elle existait, serait punie conformément à l article 1 de la Convention de 1910. 4. En ce qui concerne l'assertion d après laquelle il serait d usage d adopter, de mettre en gage ou de troquer des enfants, le Gouvernement déclare que ces pratiques ne sont pas connues dans les colonies, quoique des cas isolés aient pu se produire dans certaines tribus primitives. Il n est pas douteux que dans toutes les colonies, comme dans tous les pays européens, l adoption d enfants ne soit occasionnellement pratiquée. Dans les colonies peuplées de Chinois, comme dans tous les pays européens, l'adoption d un enfant s accompagne souvent du versement d une somme d argent à ses parents naturels. Rien n indique, cependant, que cette adoption ait Un objet immoral.

3 But in these Colonies and Protectorates local authorities have been appointed under Article l of the 1904 Agreement with a view to taking such action as may be practicable to assist in the desired object. 2. It is apprehended that the League of Nations do not desire to be supplied with copies of the legislation on the subject passed in each Colony and Protectorate, but the following specimen Ordinances are enclosed : East Africa Protectorate : Nos 7 of 1918 and 18 of 1914 ; Hong-Kong: Nos 4 of 1897, 9 of 1914, 3 of 1916, 12 of 1917 and 12 of 1920. Malta : Nos i 3 and 19 of 1918 ; Trinidad: Nos14 and 7 of 1914. 3. As regards the statement that reports have been received that in certain Colonies it is the practice for white men to have native women and girls procured for them for immoral purposes, and that these women and girls are provided by chiefs or procurers, His Majesty s Government are not aware of any facts to justify these reports. Such procuration, if it existed, would be punishable in accordance with Article 1 of the 1910 Convention. 4. As regards the statement that reports have been received that in certain Colonies it is the practice for children to be adopted, pawned or bartered, the practice of pawning or bartering of children is not known in the Colonies, though in certain primitive communities isolated cases may occur. No doubt in all Colonies, as in all European Countries, the adoption of children occasionally takes places. In Colonies with a Chinese population, as indeed in all European countries, the adoption of a child is often accompanied by a money payment to its natural parents. There is, however, nothing to show that such adoption is employed for immoral purposes.
