Work Experience : : 02 : A minimum of 15 years of progressive and active policing service/experience both at the field and national police headquarters level-required; 10 years of active police experience at senior policy making level with extensive strategic planning and management experience in one or few of the following areas : police operations, human and financial resources management, crime management, police administration, police training and development, change management, reform and restructuring or related field-required; practical direct experience in commanding a regional or a state level police units, or heading a department at national police HQ level-required. Previous UN or International experience is an advantage. Language : English and French are the working language of the UN. Sous la direction et la supervision du Representant Special du Secretaire General (RSSG), le titulaire du poste sera responsable de la direction strategique de la composante police de la mission ; conseillant *le RSSG sur toutes les questions relatives a la police ; et fournissant un soutien et des services consultatifs aux autorites nationales pour developper des institutions de la police et de la gendarmerie locales fonctionnant, confonnement aux normes intemationalement acceptables d'une police democratique. En soutien et en partenariat avec les acteurs nationaux, agences des Nations Unies, les fonds et programmes et autres parties prenantes, entreprendre une evaluation complete des besoins des service's de police et de gendarmerie de la Centrafrique et d'elaborer des propositions pour le soutien des bailleurs de fonds bilateraux et multilateraux; Fournir des conseils et des orientations aux autorites nationales en ce qui concerne la prise de decision sur la refonne globale et le developpement de leur systerne de police et de gendarmerie qui comprendra, mais sans s'y limiter, a la revision de la legislation, instituant des procedures administratives et de gestion efficaces et efficientes, a la redaction et la mise en oeuvre des politiques operationnelles et des lignes directrices et d'aider a la rehabilitation des infrastructures et des equipements ainsi qu'au ddveloppement des ressources humaines par la formation et l'encadrement. Conseiller et assister a la transition de Ia Centrafrique dans le developpement d'un plan strategique global pour le developpement des services de police et de gendarmerie de la Republique centrafricaine et alder a mettre en oeuvre ces plans par tin large eventail de processus de consultation en coordination avec les partenaires internationaux et nationaux Assurer tine approche globale des initiatives.de reforme de l'application de Ia loi et de developpement grace a une &mite coordination et collaboration avec les differentes composantes de l'etat de droit; Developper des mocanismes pour la collecte et l'institutionnalisation des meilleures pratiques et des enseignements tires par la composante police; Representer la mission de tout mecanisme etabli pour coordonner le soutien international / bilaterale au developpement de la police et de la gendarmerie ou d'autres organismes d'application de la loi de la RCA; Effectuer toutes autres fonctions qui sont compatibles avec le mandat demi par la resolution du Conseil de Securite et qui peuvent 6tre requires par le RSSG, relative a la gestion de la composante police des Nations Unies.
