Les infrastructures de recherche Définitions Budget Forum ESFRI H2020 WP 2014-2015
Définition européenne des IRs Les infrastructures de recherche sont des installations, des ressources et des services qui sont utilisés par les communautés scientifiques pour mener leurs recherches et favoriser l'innovation dans leurs domaines. Elles peuvent être utilisées pour d autres objectifs comme l éducation ou le service public. Elles comprennent les grands instruments scientifiques (ou les ensembles d instruments), les ressources cognitives (comme les collections, les archives et les données scientifiques), les infrastructures électroniques et informatiques (comme les systèmes d ordinateurs ou de données et les réseaux informatiques de communication); ou tout autre infrastructure unique en son genre dont la nature essentielle viserait l excellence dans la recherche et l innovation. Elles peuvent être mono-sites, virtuelles ou distribuées.
Trois (+1) catégories d infrastructures 1/ Organisations internationales (OI): participations françaises dans de infrastructures de R&D pan-européennes voire internationales; budget identifié dans le budget de l Etat. EMBL, CERN, ESO 2/ Très Grandes Infrastructures de Recherche (TGIR) : infrastructures nationales majeures ou participations françaises dans des IR Européennes à haut niveau d engagement national sur le plan stratégique ou financier (ESFRI, ERIC, etc); budget identifié dans le budget de l Etat. SOLEIL, GANIL, ESS, GENCI, IRAM, RENATER, Flotte océanographique, PROGEDO, HUMANUM, (20) 3/ Infrastructures de Recherche (IR): Infrastructures nationales ou participations françaises dans des projets Européens ; budget des organismes de tutelle. ANTARES, RENATECH, Ecoscope, FRISBI, RMSH, (entre 50 et 80) Infrastructures de recherche et d essais ne relevant pas directement du MENESR: nucléaire (CEA, IRSN), aéronautique (ONERA), génie civil (IFSTTAR), défense (DGA), INERIS, + démos échelle 1: ITER, IFMIF, RJH, MégaJoule, (~60)

Quelques ordres de grandeur budgétaires 1/ Organisations internationales (OI): ~170M /an 2/ Très Grandes Infrastructures de Recherche (TGIR) : ~300M /an 3/ Infrastructures de Recherche (IR): ~250M /an (dont la majorité sur projets PIA de type Equipex et INBS) 4/ Infrastructures de Recherche ne relevant pas directement du MESR: entre 250 et 450M /an (selon les programmes en cours) Ressources additionnelles (~90M /an): - Ventes de services, recettes PCRD, subventions des régions (CPER) => La France consacre entre 1,1 et 1,3Md /an à ses infrastructures de recherche et de développement, toutes catégories confondues (hors ESA) => Elle est au second rang en Europe en terme de financement d IRs, derrière l Allemagne et devant le Royaume-Uni, l Italie, les Pays-Bas, l Espagne, la Suisse, la Suède.
Une crise de ressources qui s annonce quand de nouvelles dépenses se profilent à l horizon 1/ la stagnation à moyen terme de la ressource publique institutionnelle (LOLF, FEDER/FSE, Régions, Horizon 2020) 2/ la fin de la phase fonctionnement des EQUIPEX (2018-2019) 3/ point critique du cycle d installations coûteuses (flotte océanographique, nucléaire, ILL, ESRF, CERN ) 4/ la croissance des engagements européens (liste ESFRI ~ 30 b!) -=> les variables d ajustement sont contraignantes Augmenter les recettes sur prestation Optimiser les régimes d exploitation des installations (2x8?) Diminuer les coûts de fonctionnement Renoncer à entrer dans des projets (Européens ou autres) Fermer ou réduire certaines installations
Pour résumer : des IRs en mutation Une dimension géostratégique qui impose des prises de positions : en écho aux grandes compétitions internationales (ITER, LHC, SKA) en résonance avec nos intérêts économiques (Arctique, Océan Indien, Méditerranée) L émergence de nouvelles communautés : plus aptes à travailler en réseaux d accueil décentralisés (environnement, climat, santé, sciences humaines et sociales) en résonnance avec la volonté actuelle de finalisation de la R&D Un cadre national d investissement confronté : à des engagements à long terme (30-40 ans, au delà du PIA) à des co-investisseurs aux motivations et temporalités parfois divergentes (ministères, collectivités locales, régions, CCI, organismes R&D, pôles)

Règles de participation des ERIC Proposals submitted by a single ERIC will be considered as mono-beneficiary actions under the INFRADEV 2, or 3. The ERIC members contributing to the action will be identified in the grant agreement as linked third parties. The beneficiary (i.e.; ERIC) will be responsible for the third party obligations. Third parties can accept joint and several liability with the beneficiary. However, in the case of the ERIC, liability has already been defined in the Statutes underarticle 19 of the Rules for Participation, the ERIC will be considered as the participant and the contributing ERIC members as third parties.
