5 Report of the Supervisor Rapport du contrôleur Authority Pursuant to section 13 of the Political Process Financing Act, chapter P-9.3 of the Acts of New Brunswick, 1978, the Supervisor of Political Financing shall prepare a report annually to the Legislative Assembly on the exercise of his functions under this Act. The Political Process Financing Act: Provides for payment of an annual allowance to qualifying political parties; Defines who may contribute to political parties and places limits on such contributions; Requires public disclosure of the identity of contributors (except for contributions totalling $100 or less from individuals); Limits the amount of election expenses; Provides a reimbursement of a portion of the election expenses incurred by qualifying candidates; Requires each registered political party to file semiannually a financial return disclosing the sources of contributions, other sources of funds, and details as to how those funds were used; Requires each registered district association to file an annual financial return; and Requires each registered political party and each candidate to file an election period return for each general election or provincial by-election. The Supervisor of Political Financing is responsible for administration of the Act and for monitoring compliance with its provisions. 6 Changes during the year Supervisor of Political Financing Pursuant to An Act Respecting s New Brunswick, chapter 55 of the Acts of New Brunswick, 2007, on January 17, 2008, the office of the Chief Electoral Officer became known as s New Brunswick. Furthermore, on April 1, 2008, the Chief Electoral Officer became the Supervisor of Political Financing. The term of the former Supervisor of Political Financing, Paul L. Bourque, expired on March 13, In April 2008, his last act as Supervisor was to publish the 2004 and 2005 Annual Reports of the Supervisor of Political Financing. As a result of these changes, this Annual Report is published by s New Brunswick and reflects the examination work initiated by the former Supervisor and completed under this administration. Registered District Associations On August 18, 2006, changes in the provincial electoral district boundaries, as provided in the Amended Final Report of the Electoral Boundaries and Representation Commission, March 2006, became effective. With these changes, some district associations ceased to exist, some new district associations were created, and the boundaries of others were changed. The changes were recorded in the Registry of District Associations maintained by the Chief Electoral Officer. The financial activity of both the former and current registered district associations is reflected in the Schedules. 7 Related organizations In the Schedules, the use of the term related organizations has been restricted to include only a registered political party, its registered district associations, and its official candidates. Subsection 2(2) of the Political Process Financing Act permits funds to be transferred between these related organizations. The names used in this Report for the registered political parties are those recorded in the Registry of Political Parties maintained by the Chief Electoral Officer. The names are: Progressive Conservative Party of New Brunswick; Liberal Party; and New Democratic Party. The political parties are presented in this Report in the order the political parties were listed on the ballot for the 2006 general election. Collectively, the terms used to describe the related organizations of each political affiliation are: Progressive Conservative, Liberal, and New Democratic. Presentation of the Schedules The Schedules provide information extracted from the financial returns and election period returns. The Schedules have been updated to include election expenses, and the reimbursement thereof, in the schedules of financial activity and to better present revenues, expenses, and other items affecting cash.
