Rivalité / non rivalité, A good is non rival or indivisible when a unit of the good can be consumed by one individual without detracting, in the slightest, from the consumption opportunities still available to others from the same unit. Sunsets are no rival or indivisible when views are unobstructed. Deterrence, as provided by a fleet of Trident submarines, does not diminish as more allies join an alliance and share in their threat based protection; thus strategic nuclear weapons provide no rival benefits. Non rivalry often characterizes the benefits derived from pollution-control devices, weather monitoring stations, disease eradication programs, crisis warning monitors, and information-dissemination networks [ ] Another commonly encountered distinguishing characteristic of goods is excludability of profits. Goods whose benefits can be withheld costlessly by the owner or provider generate excludable profits [ ] The in-between points along this spectrum are occupied by impure public goods, whose benefits are partially rival and/or partially excludable [ ] An important subclass of such goods comprises those whose benefits are excludable but partially non rival; these goods are club goods [ ] Source : (Cornes & Sandler 1996, p.9 10) Encadré 1. La tragédie des communs non gérés What I have realized from reading numerous criticisms of the theory of the commons is that [ ] I [was] analyzing a subset of commons those where help yourself or feel free attitudes prevail. This was the message European pioneers in North America thought they had been given by the land they chose to perceive as unpeopled. Even today, laws encouraging private access to public lands for mining, pasturing, and forestry perpetuate subsidies that support malfunctioning commons.[ ] To judge from the critical literature, the weightiest mistake in my synthesizing paper was the omission of the modifying adjective unmanaged. In correcting this omission, one can generalize the conclusion in this way: A managed commons describes either socialism or the privatism of free enterprise. Either one may work; either one may fail: The devil is in the details. But with an unmanaged commons, you can forget about the devil: as overuse of resources reduces carrying capacity ruins is inevitable. Source: Hardin (1998) Tableau 1. Effet externe ou externalité «Expressions utilisées pour désigner toute situation où les activités d un ou de plusieurs agents économiques ont des conséquences sur le bien-être (au sens large : utilité, profit, etc.) d autres agents, sans qu il y ait des échanges ou des transactions entre eux. La tragédie des communs Adding together the component partial utilities, the rational herdsman concludes that the only sensible course for him to pursue is to add another animal to his herd. And another; and another But this is the conclusion reached by each and every rational herdsman sharing a commons. Therein is the tragedy. Each man is locked into a system that compels him to increase his herd without limit in a world that is limited. Both care much more about their personal freedom than about the welfare of their accomplice. A clever prosecutor makes the following offer to each. You may choose to confess or remain silent. The dilemma faced by the prisoners here is that, whatever the other does, each is better off confessing than remaining silent. But the outcome obtained when both confess is worse for each than the outcome they would have obtained had both remained silent. A common view is that the puzzle illustrates a conflict between individual and group rationality. A group whose members pursue rational self-interest may all end up worse off than a group whose members act contrary to rational self-interest. More generally, if the payoffs are not assumed to represent self-interest, a group whose members rationally pursue any goals may all meet less success than if they had not rationally pursued their goals individually. Un passager clandestin «Expression utilisée pour désigner le comportement d une personne qui veut obtenir un avantage sans avoir à fournir de contrepartie tel celui qui voyage sans titre de transport. De tels comportements apparaissent notamment lorsqu il y a des biens collectifs, dont la consommation peut être faite simultanément par plusieurs individus, sans que le bénéfice qu en tire chacun (en utilité par exemple) puisse être évalué. SI tout le monde adopte un comportement de passager clandestin, personne ne voudra financer le bien collectif chacun attendant que les autres le fassent et celui-ci ne sera pas produit. Ce qui conduit généralement à une allocation - inefficiente au sens de Pareto -, puisque tout le monde gagnerait à ce que le bien existe, quitte à ce que chacun cotise en fonction de la satisfaction qu il lui procure. La logique de l action collective «On tient généralement pour acquis, du moins là où des objectifs économiques sont en jeu, que des groupes d individus ayant des intérêts communs tentent d ordinaire de les défendre. On s attend de la part de tels groupes qu ils agissent conformément à leurs communs intérêts plus souvent qu on ne semble attendre d individus isolés qu ils agissent conformément à leurs intérêts personnels. [ ] L idée que les groupes tendent à agir pour servir les intérêts collectifs paraît donc découler logiquement de ces prémisses largement acceptées d un comportement rationnel intéressé. En d autres termes, si les membres d un groupe ont un objectif commun et si la réalisation de cet objectif est profitable à tous, il devrait s ensuivre en bonne logique que, dans la mesure où ils sont raisonnables et attachés à leurs intérêts, ils agiront de manière à atteindre cet objectif. Mais en fait, il n est pas vrai que l idée que les groupes agissent dans leur intérêt découle logiquement d un comportement rationnel et intéressé. Que les membres d un groupe aient avantage à atteindre leur objectif commun ne veut pas dire qu ils agiront de manière à y parvenir, en admettant même qu ils soient tous raisonnables et intéressés. En réalité, le cas de très petits groupes mis à part, à moins de mesures coercitives ou de quelque autre disposition particulière les incitant à agir dans leur intérêt commun, des individus raisonnables et intéressés ne s emploieront pas volontairement à défendre les intérêts du groupe.» Source : (Olson 1978).
