2 Introduction : The fifth Global forum on internet governance was held in Vilnius, Lithuania. This beign the last year of its five year mandate, it attracted the largest group ever in its five year, new issues arising that had never been discussed in the previous years. Under the auspices of the WA-IGF project funded by Open Society Initiative for West Africa (OSIWA), in its continuation to ensure that West Africa is actively involved in the global forums, focusing on shaping, the internet, through policy creation and open discussions represented in the Global forums and consortium RAPPORT DE PARTICIPATION AU FORUM MONDIAL SUR LA GOUVERNANCE DE L INTERNET SEPTEMBER 2010 Par Aminata SY ISOC Sénégal Dans le cadre de la tenue du 5 ème forum sur la gouvernance de l internet qui s est tenu a Vilnius en Lituanie, il m a été donné d y représenter ISOC Sénégal. Le Forum a été un lieu où les gouvernements, la société civile, le secteur privé et les organisations internationales ont débattu de questions importantes concernant le développement socio-économique. Ils ont échangé leurs observations et mis en commun leurs réalisations. Surtout, ils ont discuté sur une vision commune du formidable potentiel que présente Internet tout en faisant face aux nombreux risques et défis que pose sa gouvernance. Arrivé à Vilnius le 15 septembre, je me suis rendu au centre de conférence (LITEXPO) des le lendemain. Du fait d un retard du a l obtention du visa, j ai raté les deux premières journées mais ai pu suivre plusieurs sessions majoritairement en plénière. Plusieurs thématiques ont été développée, j ai retenu particulièrement et suivi avec intérêt les sessions qui ont abordé les thèmes: Sécurité, ouverture et vie privée La gouvernance de l Internet pour le développement (IG4D) Nouveaux enjeux : cloud computing Coalition dynamique sur les valeurs fondamentales de l Internet Bilan de la gouvernance de l'internet et la voie à suivre

3 De ces thématiques, deux ont particulièrement retenu mon attention : la Gouvernance de l Internet pour le développement (IG4D) et le Cloud computing de par leur pertinence par rapport aux contextes africains de développement de l Internet. Gouvernance de l Internet pour le développement (IG4D) L'Internet est devenu une ressource publique mondiale et sa gouvernance est un point essentiel de l'ordre du jour de la société de l'information. Cependant, cette question est d autant plus vaste et complexe qu elle doit tenir compte des préoccupations économiques, culturelles, juridiques, politiques et de développement de nos différents Etats. Le débat sur la gouvernance de l Internet doit permettre à nos pays en voie de développement de bien définir leur stratégie de politique économique et sociale. Cloud computing L émergence du «cloud computing» pose plusieurs problématiques notamment la stabilité, la sécurité et la confidentialité des données. La mise en œuvre du «cloud computing» nécessite une forte bande passante. Suggestions pour le prochain WAIGF - Thématiques Le développement de ces deux thèmes lors du prochain WAIGF serait selon moi d un grand apport. - Organisation Sur la base de l'expérience de Vilnus, il serait intéressant d intégrer le découpage en ateliers lors de l organisation du prochain WAIGF. Ce type d organisation en sessions permettra de discuter en profondeur sur les thématiques du fait du nombre restreint d intervenants. Une session plénière pourra alors faire la synthèse des différents travaux tenus en ateliers. De plus, cette organisation permettra d avoir un large éventail de sujets à débattre et aussi d avoir plus de temps pour les discussions. Conclusion Je remercie OSIWA de m avoir donné l opportunité de participer à ce forum mondial sur la gouvernance de l Internet. En effet, cette mission m a permis : de prendre mieux conscience des différentes problématiques liées à la gouvernance de l Internet surtout dans nos pays en voie de développement ; de lier des contacts avec des professionnels dont les préoccupations majeures restent une bonne gouvernance de l Internet à travers le monde. Je me permets aussi de féliciter OSIWA d avoir pris l initiative d impliquer davantage les jeunes dans les instances de discussion sur les problématiques liés de prés ou loin à la gouvernance de l internet.

4 English translation REPORT OF PARTICIPATION IN THE WORLD FORUM ON THE INTERNET GOVERNANCE SEPTEMBER 2010 By Aminata SY ISOC Sénégal Under the holding of the 5th Forum on Internet Governance held in Vilnius in Lithuania, I was given to represent ISOC Senegal. The Forum was a place where governments, civil society, private sector and international organizations discussed issues regarding the socio-economic development. They exchanged their views and shared their achievements. Above all, they discussed a common vision of the tremendous potential that the Internet while facing many risks and challenges posed by its governance. Arrived in Vilnius on September 15, I went to the conference center (LITEXPO) of the next day. Because of a delay of the visa delivery, I missed the first two days but I have followed several sessions mainly in plenary. Several themes were developed, I have attracted particular interest and follow up with sessions that addressed the topics: Security, privacy and openness The Internet Governance for Development (IG4D) New challenges: cloud computing Dynamic Coalition on the core values of the Internet Assessment of the Internet governance and the way forward These themes, two in particular caught my attention: Internet Governance for Development (IG4D) and Cloud Computing because of their relevance to the African context of development of the Internet. Internet Governance for Development (IG4D) The Internet has become a global public resource and its governance is an essential point of the agenda of the Information Society. However, this issue is even more vast and complex that it must consider its economic, cultural, legal, political and development of our various states. The debate on Internet governance must allow our countries to define their development strategy, economic and social policy. Cloud computing The emergence of cloud computing raises several issues including stability, security and confidentiality of data. The implementation of cloud computing requires high bandwidth.

5 Suggestions for the next WAIGF - Themes The development of these two themes in the next WAIGF would in my opinion a great contribution. - Organization Based on the experience of Vilnius, it would be interesting to integrate the division into workshops at the organization's next WAIGF. This type of organization in sessions will discuss in depth the topics due to the limited number of stakeholders. A plenary session will then be able to synthesize the work required in different workshops. In addition, the organization will have a wide range of topics for discussion and also to have more time for discussions. Conclusion OSIWA Thank you for giving me the opportunity to participate in this global forum on Internet governance. Indeed, this mission gave me: to become more aware of different issues related to Internet governance in our country especially in developing countries; to make contacts with professionals whose main concerns are good governance of the Internet worldwide. Let me also congratulate OSIWA for taking the initiative to involve young people in the forums for discussing issues related to near or far to Internet governance. Participant: Lillian O. My primary purpose for attending the forum was because I was the organizer of two workshops for the African Region, one of which was on behalf of OSIWA (Workshop Number: 146, Title: The Impact of Good Governance of Internet for Human and Sustainable Development). In my opinion, Workshop #146 was well attended by WAIGF participants, the African community, as well as individuals from other regions; about 52 participants in total. A list of participant names and addresses is attached (excluding the panelists names). The panelists and moderators were very enthusiastic and gave valuable insights into the issues being discussed. 6 therefore do not have much of a basis for comparison for the forum itself, however, I will like to to say that we can benefit from earlier planning and preparation overall.
