Later in a series of resolutions, the Council expanded the mandate of MONUC to the supervision of the implementation of the Ceasefire Agreement and assigned multiple related additional tasks. On 1 July 2010, the Security Council, by its resolution 1925, renamed MONUC the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) to reflect the new phase reached in the country. The new mission was authorized to use all necessary means to carry out its mandate relating, among other things, to the protection of civilians, humanitarian personnel and human rights defenders under imminent threat of physical violence and to support the Government of the DRC in its stabilization and peace consolidation efforts. MONUSCO operates in the Democratic Republic of the Congo (DRC) with its headquarters located in Kinshasa, DRC. It has nine (9) Field Offices in Goma, Bunia, Bukavu, Uvira, Beni, Kisangani, Kalemie, Lubumbashi and Dungu. It has six (6) Sub-Offices in Gemena, Kamina, Manono, Butembo, Aru and Mahagi, six (6) Antenna Locations in Matadi, Mbandaka, Mbuji-mayi, Kananga, Kindu and Bandundu. MONUSCO Liaison Offices are located in Entebbe, Uganda and Kigali, Rwanda and three (3) Logistics Bases in Entebbe, Uganda, Goma, DRC and Kinshasa, DRC. In line with the United Nations Global Field Support Strategy (GFSS), the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) would like to gather information
regarding soliciting assistance in identifying potential consultancy firms and acquiring specific strategies for the design and implementation of a service delivery model focusing on supply chain, service center and integration of functions. The service delivery model aim to revamp how goods and services will be managed in support of MONUSCO s operations to better match supply requirements, reduce waste, improve environmental friendliness, drive efficiency and create value for money using shared services at the MONUSCO headquarters and regional offices, to standardize and streamline support to all MONUSCO offices and leverage economies of scale. The purpose of this Request for Information (RFI) is to identify potential consultancy firms that can provide strategies for the development, the design and implementation of a service delivery model focusing on three (3) areas namely, supply chain, service center and integration of functions. On the area of supply chain, MONUSCO will require strategies on the development of a central warehouse design and to build and activate a central warehouse capability that will serve as a single point of material entry, oversight and direction in MONUSCO to support all its activities. The central warehousing concept shall provide in-mission materials management, storage and security, timely re-distribution, movement tracking, collection and disposal coordination within the MONUSCO s area of operations. For service centers, the consultant shall assist the MONUSCO working group in developing viable, practical proposals in defining the organization, the functions and relationship of the central service center within the service delivery model. In addition, where efficiencies clearly warrant the change, the consultant shall develop and propose strategies for the re-alignment and/or integration of functions in MONUSCO into different units, sections and pillars. MONUSCO now invites the potential project management consultancy service provider in the market for gaining knowledge on their design, development and implementation offerings and approaches for large multicultural organizations. Additionally, MONUSCO invites the potential management consultancy service providers to pose potential questions and raise issues of concern at this critical point of time in the development stage of this requirement. The service providers are encouraged to provide as much information as possible while maintaining succinctness, including proposing more than one possible solution to this far reaching requirement. MONUSCO may arrange interview sessions, if necessary, with potential interested parties submitting the RFI to gain more knowledge and ideas. If an interview is arranged, the Companies that submitted the RFI shall be notified about the date, time and location in due course. The RFI is not a proposal, rather the information and knowledge from the market that MONUSCO would like to consider in the upcoming bidding process. The RFI will be followed by a Request for Expression of Interest (REOI) and a Request for Proposal (RFP) as a part of the main bidding process. Information provided through the RFI shall be kept confidential and will not be shared outside MONUSCO. MONSUCO shall not be responsible for any cost incurred due to preparation and submission of this RFI. Sur le domaine de la chaîne d'approvisionnement, la MONUSCO faudra des stratégies sur le développement d'une conception de l'entrepôt central et à construire et activer une capacité de stockage central qui servira de point unique de matériau entrée, la surveillance et la direction de la MONUSCO de soutenir l'ensemble de ses activités. Le concept d'entreposage central doit fournir à la mission la gestion du matériel, le stockage et la sécurité, la redistribution à temps, suivi de mouvement, la collecte et la coordination de l'élimination dans la zone de la MONUSCO d'opérations. Pour les centres de service, le consultant doit aider le groupe de travail de la MONUSCO dans le développement de propositions concrètes et viables dans la définition de l'organisation, les fonctions et les relations entre le centre de services central dans le modèle de prestation de services. De plus, où l'efficacité justifie clairement le changement, le consultant développera et proposera des stratégies pour le réalignement et-ou l'intégration de fonctions au sein de la MONUSCO dans des unités différentes, des sections et des piliers. MONUSCO invite maintenant la gestion de projet fournisseur potentiel de services de conseil sur le marché pour acquérir des connaissances sur leur conception, les offres de développement et de mise en œuvre et les approches pour les grandes organisations multiculturelles. En outre, la MONUSCO invite les fournisseurs potentiels de services de conseil en gestion de poser des questions et soulèvent des questions de préoccupation à ce point critique de temps dans la phase de développement de cette exigence.
