3 In this manual, you will find basic guidance on the core elements that make up the Indian Ocean Commission (IOC) visual identity. The guidelines give a simple set of rules to ensure consistency across a broad spectrum of applications. The guidelines should be used systematically to communicate the brand identity and values powerfully to employees and all stakeholders.

5 CORE ELEMENTS The core elements that make up the identity of the Indian Ocean Commission brand are the logo, typography, corporate colours and the graphic style. Appropriate use of these elements are vital to give to the brand a consistent, identifiable and powerful image overtime. 1.0

6 1.1 CORPORATE LOGO The Indian Ocean Commission (IOC) logo consists of two elements the IOC symbol and the IOC wordmark. In the preferred version, the logo appears in landscape. In alternate versions, the logo is in portrait. The IOC logo is a unique piece of artwork. The proportion and arrangement of the symbol and wordmark have been specifically determined. The logo should never be typeset, recreated or altered, which could cause inconsistencies that will dilute the impact of the brand s power. In some instances when physically branding products (smartphones, software, accessories), where you are not able to optimally show the full IOC logo due to space or process limitations, an exception may be made to allow use of the IOC wordmark and/or IOC symbol on its own. The master artworks for the corporate logo are supplied as digital artwork on the attached DVD-ROM. 6

8 1.2 PROPORTION AND BUFFER ZONE A minimum buffer zone has been established around the IOC logo to protect its integrity. The buffer zone also ensures that it is never visually over powered by other elements. The space that has been defined should be kept clear of all type, graphic elements, lines and illustrations. The buffer zone is in direct proportion to the size of the IOC logo. The minimum buffer zone (illustrated by the grey area) is same as the height of the logotype (x). However, it is important to note that the IOC look and feel is based on heavy usage of white space: so it recommended to allocate a maximum of clear space, whenever possible. Please go through the Corporate System section to see examples of the different applications. 8

10 1.3 SCALING GRID The logo can be scaled accurately using the proportional guide. Digital version of the logo must be used wherever possible. However, when this is not appropriate, e.g. for large scale media, use the proportional grid as a guide to ensure the logo is reproduced accurately. 11 1.4 MINIMUM SIZE To protect the integrity, legibility and impact of the IOC logo, it must never be reproduced in sizes smaller than those shown on this page. A minimum size of 35mm in width has been determined for the preferred logo and 25mm in width for the alternate logo. 12 1.5 LOGO COLOUR VARIATIONS Consistent use of the IOC logo is a vital part in building visual awareness. Therefore, it is essential to adhere to all specifications when applying the corporate signature. The IOC logo should always be clear and legibility should never be compromised. The preferred colour usage of the IOC s blue, orange and grey is on white or light colour background. In one colour, the preferred Pantone is 3125 U/C or equivalent. Please note that when the logo is applied on a dark background, the logotype must always be reversed out in white. Black on white, or white on black should only be used when colour is not an option. The colours should be reproduced as specified in section 1.6 Logo Colour Variations. Do not place the logos on textured or patterned backgrounds, and always ensure that is enough contrast between the background and the logos. The following table illustrates all the different versions of the logo which are provided on the attached DVD-ROM. 14 1.6 SIGNATURE COLOUR PALETTE The primary usage of the IOC logo should be the three-colour version. When used correctly, colour will help to create coherence in the various applications of the IOC corporate system. Whenever it is not possible to use the three-colour version, the first alternative should be the single-colour version. The single-colour black version should only be used if all the other variations cannot be applied. Four-colour process printing may be used when spot colour reproduction is not available. Any printed items should be proofed to allow checking for accuracy of colours prior to printing. These guidelines provide Pantone Matching System colour references as well as process colour formulas. They apply to both coated and uncoated stock. Many factors may influence accurate colour reproduction: press process, paper stock, line screen and ink coverage. For good quality printing on uncoated paper stock, use a line screen of 150 lpi (lines per inch). For high quality printing on brochures or coated art paper, 175 lpi or higher is the standard choice. 14

16 1.7 LOGO MISUSE Incorrect use of the Indian Ocean Commission logo compromises its integrity and effectiveness. The examples of logo misuse shown on the next page are not comprehensive; they are only a small sample of possible misuses of the Indian Ocean Commission logo. To ensure accurate, consistent reproduction of the Indian Ocean Commission, never alter, add to, or attempt to recreate it. 16

18 1.8 TYPEFACE To help provide a consistent, unified look in the IOC brand s use of typography, the Verdana typeface should be used on all communications. The thick and thin quality of Verdana s sans serif characters is simple yet distinctive and supports the straightforward attitude of the IOC brand. The recommended weights of Verdana are Regular and Regular Italic. Regular and Regular Italic can be used for body copy, while Bold and Bold Italic is more suitable for headlines or captions. 18

20 1.9 COLOUR BREAKDOWN Colour is a very important part of Indian Ocean Commission Corporate Identity. Used consistently over time, the colour will become associated with the company. Never change or modify the colours of the Indian Ocean Commission. 20

22 1.10 USE OF SYMBOL The Indian Ocean Commission symbol can be used on various supports as a graphic element to reinforce identification of the IOC signature in communication materials. It can be scaled up or down proportionally according to the requirements and must use one colour of different tint from the core solid colour palette. 22

Au nom du gouvernement et du peuple comorien et en mon nom personnel, je forme le voeu de donner vie aux initiatives, orientations et projets qui renforceront les dimensions de notre coopération régionale. La 28ème session du Conseil est intervenue quelques jours après la commémoration du 30ème anniversaire de la COI. C est une belle opportunité qui m est offerte de rappeler l esprit et les valeurs de solidarité et de fraternité qui ont permis l essor de notre copération régionale. Ce rappel historique chargé de mémoire et de symboles nous permet de jeter un regard attentif sur le chemin parcouru et sur ce que nous voulons construire ensemble. Il est indéniable qu après 30 ans d existence, la COI est devenue une organisation régionale mature, de référence. En témoignent l engagement des Etats membres, le nombre de projets et programmes réalisés et/ou en cours de réalisation, les fonds mobilisés et alloués à sa gestion et à ses activités, le personnel mis à sa disposition, la confiance toujours renouvelée de ses partenaires, sa vision, sa stratégie et sa présence active sur la scène internationale. Je rends hommage ici aux nombreuses initiatives de la Présidence seychelloise. Sa mobilisation autour de dossiers centraux et sensibles a permis de démontrer encore une fois s il en était besoin, son engagement en faveur d une Indianocéanie intégrée, viable et prospère. Je compte sur son expertise pour renforcer la présidence comorienne et permettre de surmonter les défis qui sont les nôtres. Je pense plus particulièrement à la crise malgache dont nous espérons le dénouement cette année. La Commission de l océan Indien et la communauté internationale ont déployé des efforts louables pour accélérer la sortie de crise à Madagascar. Ce grand et beau pays doit, dans la sérénité retrouvée, participer activement au développement régional. L Union des Comores espère que les prochaines élections apporteront la légalité, la légitimité et la stabilité aux institutions de ce pays dont l avenir nous concerne tous. Notre souhait est d accompagner Madagascar sur le chemin du retour à la stabilité et à la cohésion nationale, c est un long processus que notre pays expérimente lui-même depuis des années. Je voudrais également, et devant vous tous, prendre l engagement de continuer avec vous, à bâtir la COI du futur, à renforcer sa visibilité au niveau national, régional et international. Notre organisation a entamé d importants efforts de restructuration du Secrétariat général pour améliorer davantage encore l efficacité des actions qu elle mène en faveur de nos populations. Nous venons de nous installer dans des nouveaux locaux à Ebène, Maurice. Je voudrais ici remercier le gouvernement mauricien pour son engagement en faveur du rayonnement de notre organisation. Un nouveau secrétaire général vient de prendre ses fonctions en juillet Je réaffirme la confiance de l Union des Comores au Secrétariat général et à Monsieur Jean Claude de l Estrac en particulier et je sais que la disponibilité, l efficacité et la générosité qui le caractérisent donneront une nouvelle impulsion à notre organisation. Elle contribue à former et équiper des pêcheurs, des agriculteurs, des médecins, des entrepreneurs, des juristes, etc. Elle met à la disposition des Etats les outils et les informations nécessaires pour les aider à faire les meilleurs choix. Elle facilite les collaborations multipartites entre les gouvernements, le secteur privé, les partenaires techniques et financiers, en faisant de plus en plus souvent appel à l expertise régionale. Elle contribue à structurer des réseaux régionaux d hommes et de femmes pour partager des informations, des expériences et des bonnes pratiques (femmes, chercheurs et universitaires, hauts fonctionnaires de la police, de la gendarmerie et de la magistrature, épidémiologistes ). UN LEVIER DE L INTÉGRATION La COI sert de levier à l intégration régionale de ses Etats membres, en préparant ses acteurs économiques à relever les défis de la mondialisation, et en contribuant à mieux relier ses îles. Vecteur essentiel de croissance et de réduction de la pauvreté, l intégration régionale passe notamment par le développement des infrastructures, l aide au commerce et un appui au secteur privé pour intensifier les échanges entre les îles, et faire de ce premier cercle d échanges un tremplin pour séduire de plus vastes marchés. 65 CORE ELEMENTS The core elements that make up the identity of the Indian Ocean Commission brand are the logo, typography, corporate colours and the graphic style. Appropriate use of these elements are vital to give to the brand a consistent, identifiable and powerful image overtime. 1.0

66 1.1 CORPORATE LOGO The Indian Ocean Commission (IOC) logo consists of two elements the IOC symbol and the IOC wordmark. In the preferred version, the logo appears in landscape. In alternate versions, the logo is in portrait. The IOC logo is a unique piece of artwork. The proportion and arrangement of the symbol and wordmark have been specifically determined. The logo should never be typeset, recreated or altered, which could cause inconsistencies that will dilute the impact of the brand s power. In some instances when physically branding products (smartphones, software, accessories), where you are not able to optimally show the full IOC logo due to space or process limitations, an exception may be made to allow use of the IOC wordmark and/or IOC symbol on its own. The master artworks for the corporate logo are supplied as digital artwork on the attached DVD-ROM. 6

68 1.2 PROPORTION AND BUFFER ZONE A minimum buffer zone has been established around the IOC logo to protect its integrity. The buffer zone also ensures that it is never visually over powered by other elements. The space that has been defined should be kept clear of all type, graphic elements, lines and illustrations. The buffer zone is in direct proportion to the size of the IOC logo. The minimum buffer zone (illustrated by the grey area) is same as the height of the logotype (x). However, it is important to note that the IOC look and feel is based on heavy usage of white space: so it recommended to allocate a maximum of clear space, whenever possible. 70 1.3 SCALING GRID The logo can be scaled accurately using the proportional guide. Digital version of the logo must be used wherever possible. However, when this is not appropriate, e.g. for large scale media, use the proportional grid as a guide to ensure the logo is reproduced accurately. 71 1.4 MINIMUM SIZE To protect the integrity, legibility and impact of the IOC logo, it must never be reproduced in sizes smaller than those shown on this page. A minimum size of 35mm in width has been determined for the preferred logo and 25mm in width for the alternate logo. 72 1.5 LOGO COLOUR VARIATIONS Consistent use of the IOC logo is a vital part in building visual awareness. Therefore, it is essential to adhere to all specifications when applying the corporate signature. The IOC logo should always be clear and legibility should never be compromised. The preferred colour usage of the IOC s blue, orange and grey is on white or light colour background. In one colour, the preferred Pantone is 3125 U/C or equivalent. Please note that when the logo is applied on a dark background, the logotype must always be reversed out in white. Black on white, or white on black should only be used when colour is not an option. The colours should be reproduced as specified in section 1.6 Logo Colour Variations. Do not place the logos on textured or patterned backgrounds, and always ensure that is enough contrast between the background and the logos. 74 1.6 SIGNATURE COLOUR PALETTE The primary usage of the IOC logo should be the three-colour version. When used correctly, colour will help to create coherence in the various applications of the IOC corporate system. Whenever it is not possible to use the three-colour version, the first alternative should be the single-colour version. The single-colour black version should only be used if all the other variations cannot be applied. Four-colour process printing may be used when spot colour reproduction is not available. Any printed items should be proofed to allow checking for accuracy of colours prior to printing. These guidelines provide Pantone Matching System colour references as well as process colour formulas. They apply to both coated and uncoated stock. Many factors may influence accurate colour reproduction: press process, paper stock, line screen and ink coverage. For good quality printing on uncoated paper stock, use a line screen of 150 lpi (lines per inch). For high quality printing on brochures or coated art paper, 175 lpi or higher is the standard choice. 14

76 1.7 LOGO MISUSE Incorrect use of the Indian Ocean Commission logo compromises its integrity and effectiveness. The examples of logo misuse shown on the next page are not comprehensive; they are only a small sample of possible misuses of the Indian Ocean Commission logo. To ensure accurate, consistent reproduction of the Indian Ocean Commission, never alter, add to, or attempt to recreate it. 16

78 1.8 TYPEFACE To help provide a consistent, unified look in the IOC brand s use of typography, the Verdana typeface should be used on all communications. The thick and thin quality of Verdana s sans serif characters is simple yet distinctive and supports the straightforward attitude of the IOC brand. The recommended weights of Verdana are Regular and Regular Italic. Regular and Regular Italic can be used for body copy, while Bold and Bold Italic is more suitable for headlines or captions. 18

Au nom du gouvernement et du peuple comorien et en mon nom personnel, je forme le voeu de donner vie aux initiatives, orientations et projets qui renforceront les dimensions de notre coopération régionale. La 28ème session du Conseil est intervenue quelques jours après la commémoration du 30ème anniversaire de la COI. C est une belle opportunité qui m est offerte de rappeler l esprit et les valeurs de solidarité et de fraternité qui ont permis l essor de notre copération régionale. Ce rappel historique chargé de mémoire et de symboles nous permet de jeter un regard attentif sur le chemin parcouru et sur ce que nous voulons construire ensemble. Il est indéniable qu après 30 ans d existence, la COI est devenue une organisation régionale mature, de référence. En témoignent l engagement des Etats membres, le nombre de projets et programmes réalisés et/ou en cours de réalisation, les fonds mobilisés et alloués à sa gestion et à ses activités, le personnel mis à sa disposition, la confiance toujours renouvelée de ses partenaires, sa vision, sa stratégie et sa présence active sur la scène internationale.
