4 August 2011 From the Editor s Desk You may not be aware of this, however the 4,500 copies of this issue of The Journal will end up on the desks of a very diverse readership. From Fire Alarm Technicians to Building Owners, from Fire Service personnel to Design Engineers. Because of this fact, we constantly strive to assemble content for each issue that will appeal to this diverse readership. Our major article this issue is an original piece from the prolific pen of Michael Hugh: Large Scale Networks and Multiple Command Centres. Michael discusses the delineations of Large- Scale Networks, their application in High-Rise buildings, and Display and Control Centres. This is a meaty article expect to have to study it in order to thoroughly understand all of the details. We thank Mike for his article. We carry an article relating to research at NRC/IRC that is investigating the possibility of Increasing the use of engineered wood in mid-rise buildings. This should be of special interest to most of us because of the many implications relating to such items as fire separations, structural integrity, construction costs etc. Of interest to all of us is another article Evaluating fire behavior or characteristics of residential furnishings. We know that many new man-made materials are finding their way into the construction of furniture. During a fire condition, what effect might they have on the duration of tenable conditions within the dwelling area? We have previously discussed the imminent introduction of our newly-constructed web site. In our October issue, we expect to carry an expose of the new site. We are proud and understandably excited about the capabilities of the site and we want to ensure that you are made aware of them so that you can derive the greatest possible benefit. 6 August 2011 LARGE Scale Networks and Multiple Command Centre By Michael Hugh, SimplexGrinnell CAUTION: If you re trying to figure out the Canadian requirements for large scale fire alarm networks and multiple command centres, set some quality time aside. Take my word for it: you ll need to reference multiple sources of information. The Health & Safety Management Group is an authorized provider of the C.F.A.A. Fire Alarm Technology program. Nope. Never assume. Before I knew it, my desk was covered with at least 2 other documents that came into play, and many others that I examined just for fun I was in the mood. My advice: If you re looking to understand the big picture on large scale networks, be sure you obtain: the National Building Code of Canada (or the Provincial Building Code of your locale); CAN/ ULC-S527 Standard for Control Panels for Fire Alarm Systems, and CAN/ULC-S524 Installation of Fire Alarm Systems. The newest S524 indicates including addendum 1 below the title. The latest National Building Code is dated 2010 and the latest S527 is dated -99 (at least at the time of this writing). Throughout this article, we ll determine what constitutes a Large Scale Network and the associated requirements. Next, we ll discuss additional requirements for high buildings. Lastly, we ll investigate what is meant by a display and control centre or two. 4 CANADIAN FIRE ALARM ASSOCIATION

7 August 2011 Large Scale Networks: The first document I found to be very helpful is CAN/ ULC-S524 as it explains fire alarm network sizes with the utmost precision. In fact, it defines no less than 3 different sizes: Small, Medium and Large. Just kidding! The Standard defines networks (or data communication links) in 3 separate parts. You guessed it: Part I, Part II and Part III. Part I refers to a single panel system that utilizes DCLs to communicate with field devices. This is not a large scale network. Part I limits are 200 devices on a Class B circuit 300 devices if the circuit is run Class A. Essentially, Part I of the Standard defines a fire alarm system that uses a single control unit. Nothing very Large about Part 1. Part II describes a fire alarm system that employs NETWORK DATA COMMUNICATIONS LINK INTERCONNECTING CONTROL UNITS, TRANSPONDERS, OR DISPLAY AND CONTROL CENTRES. This type of system usually signifies a larger system, as it utilizes more than just one control unit. However, the Standard limits this type of system to 1000 field devices all which must communicate over a DCL-C type connection. Class A and Class B wiring styles are not allowed. Although Part III of Table 3 appears to be very similar to Part II, there is a major difference as to why Part III defines a Large Scale Network. Part III has no limit to the point capacity of the network. It is virtually limitless provided the communication takes place over a DCL-C connection. Within S524, a few Notes are provided with respect to Part III which further clarify large scale networks. Note 1 provides a graphical illustration of a Large Scale network; A DCL-C communication link and a typical system configuration is shown. Note 4 alludes to an implied limitation on a large scale network by prescribing the maximum response times to which the network must perform. Table 2 indicates that, for the most part, any first input activation must cause an output to occur within the first 10 seconds. CANADIAN FIRE ALARM ASSOCIATION 5

8 August 2011 Note 5 indicates that although Large Scale Networks must utilize a DCLC communication link between panels, a DCLA or DCLB are acceptable to link control panels to annunciators. Speaking of Annunciators, there are additional requirements for Large Scale Networks and Multiple Command Centres that are defined in the National Building Code of Canada (2010). The NBC explains that the fire alarm annunciator must be installed near the building entrance that will be used by the fire department. Sounds pretty logical: the annunciator sits next to the door that the fire department will use to enter the building so they can easily determine the location of the fire. The NBC also states that some fire alarm systems do not require an annunciator. Specifically, a fire alarm system that has just 1 detection zone needs no annunciator. Again, sounds pretty logical: If a building has just a single fire zone, pinpointing the location of the fire means that it must be somewhere within the building that s all the detail provided. If the fire alarm system does require an annunciator, section of the NBC prescribes what type of information must be displayed on that annunciator in the form of separate zone indication. Once we have confirmed what the annunciator must display, we need to go back to CAN/ULC-S524 to determine the mounting height and the layout that must be followed to conform to the Standard. In addition or alternate to an annunciator, the Standard mentions a Display and Control Centre. To further guide us, S524 mentions that both the annunciator and the display and control centre must conform to the requirements as specified in CAN/ULC-S527 Standard for Control Units for Fire Alarm Systems. That s the 3rd document you [hopefully] have handy. Once you open up S527, you ll find some very useful information in Table 5. It standardizes all the colours used to indicate various functions within the fire alarm system. This Table ensures that the fire department (and any operator for that matter) will see a consistent display of information related to system status, regardless of the make and manufacturer of the annunciator. There are a few variations: (Green OR Blue; Yellow OR Blue) but overall, each indicator requirement is plainly stated. A reasonable depiction of Table 5 is shown bellow. The S527 Standard also prescribes the indication requirements for Control Outputs in Table 6. The intent is to standardize fire alarm annunciation. 6 CANADIAN FIRE ALARM ASSOCIATION

9 August 2011 HIGH BUILDINGS: Now that we ve investigated the requirements for Large Scale Networks and annunciating system status, (and we ve already looked at all 3 pertinent documents at least once) we need to examine the additional requirements for high buildings. High buildings are defined in the National Building Code in Section where specific characteristics of what is considered a high building are identified. Strange as it sounds, High buildings can be 36 m tall, 18 m tall or even just 4 storeys tall, depending on the occupancy of the facility. Different uses of a building translate into different qualifiers for high buildings. You can see the various building groups and divisions in the table below: A central alarm and control facility shall be provided on the storey containing the entrance for firefighter access So, high buildings require a special designated area for the fire fighters to operate the fire alarm system. Furthermore, the NBC goes on to say: Takes into account the effect of background noise likely to occur under fire emergency conditions, so that the facility can properly perform its required function under these conditions. In other words, the central alarm and control facility should provide an area that is somewhat insulated from the commotion associated with building I m not going to dive deep into exactly which occupancy and which height constitutes a high building. It s up to you to correlate the building structure with the Group and Division of the major occupancy. Then you ll need to apply the information in the NBC section Just be aware that if you do face a high building application, additional fire alarm system requirements come into play. That s next! entrances. I have seen many buildings with separate areas. Some were just glass enclosures sectioning off the fire alarm system (like a dry aquarium) while others were totally private rooms only accessible via a seemingly bullet proof door (Similar to the one shown below). So, let s say you are dealing with a high building. What else is required for the fire alarm system? What other stuff is necessary when you configure a high building fire alarm system? Lucky for us, we don t even have to change documents. The National Building Code provides the information. Under Section , Central Alarm and Control Facility, the NBC declares: CANADIAN FIRE ALARM ASSOCIATION 7

11 August 2011 Display and Control Centre: To understand what a central alarm and control facility really provides, we need to change gears again and consult CAN/ULC-S524. Under the S524 glossary, a Display and Control Centre is described as follows: DISPLAY AND CONTROL CENTRE Equipment used for the status display of the National Building Code of Canada required input zones and for the manual control of a fire alarm system and may include manual control for emergency voice alarm and emergency telephone functions. The display and control centre may be located remotely from a fire alarm control unit and/or transponder. shall be capable of control at any given time and every display and control centre location shall indicate which display and control centre has control. To meet this requirement, some special fire alarm system programming and control equipment may be required. In the drawing below, two separate Control Locations are shown. On the left is the Central Alarm and Control Facility (CACF) while on the right is the Display and Control Centre (DCC). Let s imagine a fire alarm system that is NOT in alarm mode. Notice that both control centres are equal in their priority to deliver control commands to the system.until an alarm is initiated Under section 4.3, Annunciators and Display and Control Centre, the S524 Standard references ULC-S527 to provide all the finer details. OK, so if we know when a display and control centre is required, and we know what a display and control centre must provide, which document tells us to provide more than one? Flip back over to S524. Under section 4.3 Large Scale Network Systems, a requirement for high buildings includes an additional location that will provide Annunciation and have the facility to transmit voice messages. It appears that CAN/ULC-S524, the Fire Alarm Installation Standard, is calling for a secondary command centre. At this point, the 3 separate documents begin to make sense as a single reference. When consulting the details of display and control centres, CAN/ ULC-S524 references ULC-S527. When we shift our focus to ULC-S527, we find further references to multiple display and control centres: i. Indication shall be provided at all display and control centres as to which is in control, ii. Complete loss of communication to the display and control centre shall not inhibit other communicating display and control centres from being able to gain control. To further reinforce the synchronicity of the 3 documents, CAN/ULC-S524 states in section that: Where more than one display and control centre is installed, only one display and control centre OK, time to go back to the 3-trick pony (by now you should know the 3 documents I mean). ULC-S527 clearly states that: i. Controls as defined in Subsections 3.12, Manual Controls, and 3.17, Voice-Alarm Feature, can only be operated from one location at any given time, In result, we need to automatically delegate control of the system to either one or the other control centre during an alarm. For this example, I picked the CACF as the default in control location. Once the system trips into an alarm mode, all system control functions will automatically transfer to the CACF location and will thereby render the DCC location powerless. Except for one operator control: The switch that allows the DCC to request control of the system must remain operational. If an operator at the DCC turns that switch to the right (where the green indicator is), CANADIAN FIRE ALARM ASSOCIATION 9

12 August 2011 the CACF will see a Flashing Yellow light to alert the CACF operator that the DCC is requesting the CACF to relinquish control back to the DCC. If the CACF turns its top control switch to the Left, control of the system will be transferred to the DCC and the CACF will become non-operational. Alternatively, if the CACF turns its bottom switch to the Left, the DCC will be denied control of the system. For redundancy sake, both locations have the ability to request control of the system, but what would happen if the alternate location does not respond to a request for transfer of control? Remember CAN/ULC-S527? It stated: i. Complete loss of communication to the display and control centre shall not inhibit other communicating display and control centres from being able to gain control. Off Premises Control? Lastly, consider that technology continues to offer greater flexibility in redundancy of communications. It is very common today to see multiple buildings networked together via Wide Area Networks, Telephone exchanges and other modes of communication. As these types of communication links continue to penetrate fire alarm systems, we need to understand the impact. I have seen buildings that receive overhead voice pages from control centres that are physically located miles away! Is this a good use of technology? Does it provide greater protection to the occupants? I know what my answer is. You ll have to decide for yourself. In this case, the system must be programmed with an expiry timer. In the case where one control centre requested control of the system and the other control location did not respond, the system should automatically transfer control to the requesting location after a pre-determined duration. System Configuration: Let s not forget that Large Scale Networks require individual nodes that function independently from each other. This includes CACF and DCC locations. Consider the diagram that follows. This DCC is wired as a slave to the CACF rather than as an independent control centre. Although it would work under ideal conditions, it would definitely not operate properly if the main CACF was not functioning. As stated in the excerpt from ULC-S527 (above), this type of setup is neither acceptable nor compliant. In summary, we have identified the characteristics of Large Scale Networks as defined by CAN/ ULC-S524; we have recognized the definition of a high building per the National Building Code; we have uncovered the details pertaining to Display and Control Centres per S527; I hope this article has helped you understand how these 3 documents work together; sometimes complimentary, sometimes collaboratively. 10 CANADIAN FIRE ALARM ASSOCIATION

Lorsque j ai initialement commencé la recherche, j ai présumé que la norme CAN/ULC-S524 me fourniraittoute la direction nécessaire. Non. Il ne faut jamais présumer.avant de m en rendre compte, mon bureau était couvert d au moins deux autresdocumentsqui entraient en jeu, et bien d autres que j ai examinéspour le simple plaisir j étais d humeur à cela. Mon conseil : si vous cherchez à voir l ensemble de la situation en ce qui a trait aux réseaux à grande échelle, assurez-vous d avoir en votre possession le Code national du bâtiment du Canada (ou le code du bâtiment provincial de votre région); CAN/ULC-S527 Norme sur les postes de contrôlepour les réseaux avertisseurs d incendieet la norme CAN/ULC-S524 Installation des réseaux avertisseurs d incendie. La plus récente édition de la norme S524 indique «y compris l addenda 1» sous le titre.la plus récente édition du Code national du bâtimentest parue en 2010 et celle de la norme S527,en 1999 (du moins au moment de rédiger ce texte). Dans cet article,nous déterminerons ce qui constitue un «réseau à grande échelle» et les exigences connexes. Ensuite, nous discuterons des exigences supplémentairespour les bâtiments de «grande hauteur». Enfin, nous examinerons ce que signifie «centre d affichage et de contrôle»ou les deux. 14 Août 2011 Réseaux à grande échelle Le premier document que j ai trouvé très utile est la normecan/ulc-s524,car elle explique les tailles des réseaux d alarme incendieavec la plus grande précision. En fait, elle décritau moins trois tailles différentes :petit, moyenet à grande échelle. Je blague! La norme définit les réseaux (ou les liaisons de données) en trois parties séparées. Vous l aurez deviné :Partie I, Partie II et Partie III. La Partie I fait référence à un système de panneau simplequi utilise desliaisons de donnéespour communiquer avec les dispositifs. Il ne s agit pas d un «réseau à grande échelle». Les limites de la Partie I sont fixées à 200 dispositifssur un circuit de classe B et à 300 dispositifssur un circuit de classe A. De manière générale, la Partie I de la normedéfinit le système d alarme incendiequi fait appelà un poste de commande simple. Rien de vraiment très grand dans la Partie 1. Même si la Partie III du tableau 3 semble être très similaireà la Partie II, il existe une importante différence concernant la raison pour laquelle la Partie III définit le «réseau à grande échelle». La Partie III n apas de limiteà la capacité du réseau. Elle est pratiquement sans limite dans la mesure oùla communications effectue grâce à une liaison de données de type C (DCLC). Dans la norme S524, quelques «Notes» sont fourniesen ce qui concerne la Partie III, qui expliquent davantage les «réseaux à grande échelle». La note 1 fournit une illustration graphiqued un réseau à grande échelle, oùune liaison de données de type Cet une configuration de système typiquesont montrées. La Partie II décrit le système d alarme incendie qui utiliseune «LIAISON DE DONNÉES DU RÉSEAURELIANT LES POSTES DE COMMANDE, LES RÉPONDEURSOU LES CENTRES D AFFICHAGE ET DE CONTRÔLE». Ce type de systèmeest habituellement synonyme d un système de plus grande envergure, car il utilise plus d un poste de commande. Cependant, la norme limite ce type de systèmeà 1000 dispositifs dont la communication doit se faire au moyen d une liaison de données de type C (DCLC).Les styles de câblage de classe A et B ne sont pas permis. La note 4 fait allusionà une limitation implicitesur un «réseau à grande échelle» en prescrivant les temps de réponse maximauxselon lesquels le réseau doit fonctionner. Le tableau 2indique que, généralement, toute entrée d activation initialedoit occasionnerune sortiedans les 10 premières secondes. 12 L'ASSOCIATION CANADIENNE D'ALARME INCENDIE

15 Août 2011 La note 5 mentionne que, même si les réseaux à grande échelledoivent utiliserune liaison de donnéesde type Cpour relier les panneaux, une liaison de données de type A ou Best acceptable pourraccorder les panneaux de commande aux annonciateurs. En parlant d annonciateurs, il existe des exigences supplémentairespour les réseaux à grande échelleet les centres de contrôle multiples, et celles-cisont définiesdans le Code national du Bâtiment du Canada (2010). Le CNB expliqueque l annonciateur d un système d alarme incendiedoit être installéprès de l entrée du bâtimentqui sera utilisée par le Service d incendie. Cela semble assez logique : l annonciateur se trouveprès de la porteque le Service d incendie utiliserapour pénétrer dans le bâtiment afin que les pompiers puissent déterminer facilement l emplacement de l incendie. Le CNBindique égalementque des annonciateurs ne sont pas requis avec certainssystèmes d alarme incendie. Plus précisément, un système d alarme incendiequi n a qu une seule zone de détectionn a pas besoin d un annonciateur. Encore une fois, cela semble logique : si un bâtiment n a qu une seulezone de détection, déterminer l emplacement de l incendieveut direqu il est situé quelque part dans le bâtiment voilà le détail fourni. Si le système d alarme incendie ne requiert pasd annonciateur, la section du CNBindique quel type d informationdoit être affiché sur l annonciateursous formed une zone d indication séparée. Lorsque nous auronsétablice qui doit être affiché sur l annonciateur, nous devons retournerà la norme CAN/ULC-S524 pour déterminerla hauteur d installationet la dispositionqui doit être utiliséepour respecter la norme. En plus d un annonciateur ou en supplément à celui-ci, la norme parle d un «centre d affichage et de contrôle». Afin de nous guider davantage, la norme S524 stipule que l annonciateur et le centre d affichage et de contrôledoivent respecter les exigencesdécrites dans CAN/ULC-S527 Norme sur les postes de contrôle pour les réseaux avertisseurs d incendie. Il s agit du 3e document que vous [je l espère] avez en votre possession. En consultant la norme S527, vous trouverezde l information très utiledans le tableau 5. Elle normalisetoutes les couleurs utiliséespour indiquerdiverses fonctionsdans le système d alarme incendie. 17 Août 2011 BÂTIMENTS DE GRANDE HAUTEUR Maintenant que nous avons examinéles exigencesvisant les réseaux à grande échelleet l état du système d indication (et que nous avons déjà passé en revue les troisdocuments pertinents au moins une fois), nous devons examiner les exigences supplémentaires pour les bâtiments de «grande hauteur». Les bâtiments de grande hauteursont définisdans la section du Code national du bâtiment,où les caractéristiques spécifiquesde ce qui constitue un bâtiment de «grande hauteur» sont établies. Aussi étrange que cela puisse paraître, les bâtiments de grande hauteurpeuvent mesurer36 m, 18 m ou même n avoir que 4 étages, selon l usage de l installation. Différents usages d un bâtimentse traduisenten différents qualificateurspour les «bâtiments de grande hauteur». Vous pouvez voir les différents groupeset les différentes divisions des bâtiments dans le tableau ci-dessous : Dansla section , Poste central d alarme et de commande, le CNB déclare : Un poste d alarme et de commande doit être prévu à l étage où se situel entrée destinée aux pompiers Ainsi, un endroit désigné «spécial» est exigé dans les bâtiments de grande hauteur pour que les pompiersaient accès au système d alarme incendie. De plus, le CNB mentionne également : tenir compte du bruit de fond habituel en cas d incendie, de façon à pouvoir jouer son rôle correctement dans de telles conditions. Vous devrez ensuite appliquer l information de la section du CNB.Il importe seulement de savoirque, s il s agit d un bâtiment de grande hauteur, des exigences supplémentaires pour les systèmes d alarme incendie entrent en jeu. 18 Août 2011 Centre d affichage et de contrôle Afin de comprendre ce qu un «poste central d alarme et de commande» fournit réellement, nous devons une fois de plus changer notre fusil d épaule et consulterla normecan/ulc-s524.dans le glossaire de la norme S524, un centre d affichage et de contrôleest décrit comme suit : CENTRE D AFFICHAGE ET DE CONTRÔLE Équipement qui sert à l affichage de l état de marche des zones d entrées exigées par le Code national du bâtiment du Canada et à la commande manuelle d un réseau avertisseur d incendie. Il peut aussi servir à la commande manuelle des fonctions de téléavertisseur et de téléphone d urgence.le centre d affichage et de contrôle peut être situé à distance par rapport à un poste de contrôle et/ou à un répondeur. Dans la section 4.3., Annonciateurs et centred affichage et de contrôle, la normes524 renvoie à ULC-S527 pour obtenir des détails plus précis. D accord, nous savons quand un «centre d affichage et de contrôle» est exigé, et nous savons ce qu il doit fournir, mais quel documentnous dit d en fournir plus d un? On revient à la normes524. Dans la section 4.3.Réseaux à grande échelle, une exigencepour les bâtiments de grande hauteurinclut unemplacement additionnelqui fournira la fonction d annonceet un moyen de transmettre les messages vocaux. Il semble que la normecan/ulc-s524, Installation des réseaux avertisseurs d incendie,exigeun second centre de contrôle. À ce stade-ci, les trois documents séparéscommencent à avoir un sensen tant que référence unique. En consultant les détails des «centres d affichage et de contrôle», la norme CAN/ULC-S524 renvoie à ULC-S527. Lorsque nous portons notre attention sur celle-ci,nous trouvons d autres référencesaux centres d affichage et de contrôle multiples: i. Tous les centres d affichage et de contrôle doivent afficher des indications identifiant le poste qui exerce le contrôle; ii. La perte complète des communicationsavec le centre d affichage et de contrôlene doit pas empêcher les autres centres d affichage et de contrôlequi y sont raccordés de prendre le contrôle. Afin de renforcer davantage le synchronismedes trois documents, la norme CAN/ULC-S524 mentionne dans la section que : Lorsque plus d un centre d affichage et de contrôle est installé, un seul doit être en contrôle en tout temps et chacun d entre eux doit indiquer quel centre a le contrôle. Pour satisfaire cette exigence, certains équipements de programmation et de contrôle «spéciaux» du système d alarme incendie peuvent être requis. Dans le schémaci-dessous, deux «emplacements de contrôle» séparéssont illustrés.
