WELCOME FROM THE HOST Lomé Tokoin Airports Authority (SALT) and myself have the great pleasure to welcome you to Lomé, Togo, for the 22nd Annual Assembly, Conference and Exhibition of the ACI-Africa Region. Following March 1990 and November 1999, this is the third time that Togo hosts this prestigious event allowing meetings and exchanges between partners and aviation experts. The spirit of Lomé, the city of peace known for its legendary hospitality and for international conventions that bear its name, will inspire more about this statement that "the potential of the airport is nowhere greater than in Africa." We look forward to seeing you all at this historic event and are expecting you with open arms. You will be given the opportunity to interact and share ideas on the topic of "Airport Development in Africa, Time to Act." This calls for collective reflection on the full development of African air transport and obstacles that may hinder this opportunity. Our special thanks go to Société Aéroportuaire de Lomé-Tokoin (SALT), who have graciously offered their support for this important annual event. This event is the leading annual regional airport industry conference, bringing together representatives from every corner of the globe. The forum provides a unique opportunity for airport and aviation executives, experts and exhibitors coming from six continents and over 50 countries to network and forge a common vision for the future of African airport business. This year's theme Airport Development in Africa - Time to Act will cover the key topics for airports in the region, including: the development of airport resources and traffic, airport charges, maximizing the non-aeronautical potential, airport concessions, airport marketing, challenges of managing small airports, airport master planning, safeguard of airports future, strategies for development, Public Private Partnership and investment financing. Furthermore, the conference will provide an opportunity to exchange experiences between airport members and industry stakeholders. The conference will be preceded by the ACI Africa Board meeting, working groups meetings, and the ACI Africa Annual Assembly. It will then be followed by an ACI training seminar (open to members only on a first come first served basis). A large-scale exhibition and exclusive social events (hosted by SALT) will act as a platform for networking with business partners and meeting old and new friends. This will guarantee an exceptionally large turnout, consisting of senior airport executives and ACI officials. SALT has chosen a prestigious venue for the event, "Ecobank TOGO" Conference Centre, which is situated in the beautiful city of Lomé. EVENT INFORMATION ABOUT TOGO Togo is on the south coast of West Africa bordering on Ghana to the west, Burkina Faso to the north, and Benin to the east. The Gulf of Guinea coastline, only 32 mi long (51 km), is low and sandy. The only port is at Lomé. The Togo hills traverse the central section. From the smile of a child at a waterfall in the heart of the forest, Togo reveals itself as the land of little miracles, a sparkling gem on the shores of the azure waters of the Gulf of Benin in West Africa. Togo, Africa's smile! Built on the coast, facing the blue waters of the Gulf of Benin, the city of Lomé is a relaxed, friendly and harmonious whole. It remains a small city that has retained its human character. Its architecture includes small shops and charming villas, old colonial buildings and vast properties that feature lush gardens, all framed by coconut palms and flowering shrubs. ABOUT THE HOST The Airports Company of Lomé Tokoin (SALT) is, since 1986, responsible for the management, operation and development of the Lome airport. SALT operates and develops the necessary services for the Airport operations; (airlines, freight forwarders, travel agencies, passengers, airport services, business, car parking, catering, etc...). It manages an Airports Free Zone for the implantation of companies that may use air transportation for their own supplies and for the export.

SPEAKERS GNOFAM, Ninsao Ministre des Travaux Publics et des Transports Monsieur Ninsao GNOFAM est titulaire d un Diplôme d Etudes Supérieures Spécialisées en Banque Finance. Avant sa nomination comme Ministre des Travaux Publics et des Transports intervenue en Septembre 2013, il a occupé les fonctions de Chef de Service et Chef de Division puis Directeur de l Exploitation à la Banque Togolaise de Développement. De 2008 à ce jour, il a été successivement: Ministre de la Fonction Publique et de la Réforme Administrative Ministre des Transports Ministre des Travaux Publics KOGOE, Akrima Société Aéroportuaire de Lomé-Tokoin (SALT) Monsieur Akrima KOGOE est Professeur d Université. Avant sa nomination comme Directeur Général de la Société Aéroportuaire de Lomé-Tokoin (SALT) intervenu en 1999, il a occupé les fonctions de Directeur Adjoint de l Institut National des Sciences de l Education à l Université du Bénin (aujourd hui Université de Lomé) et Directeur Adjoint de l Enseignement du 3e degré au Ministère de l Education Nationale et de la Recherche Scientifique tout en dispensant les cours de Lettres Modernes dans les universités de Lomé et de Kara. Il a représenté le Chef de l Etat Togolais au Conseil Permanent de la Francophonie de 1995 à 2005. Monsieur KOGOE a été membre de la Haute Autorité de l Audiovisuel et de la Communication (HAAC), organe de régulation des médias de 1993 à 2000. Elu membre de la Commission Electorale Nationale Indépendante (CENI), organe chargé d organiser et de superviser les élections au Togo, il a été Vice-Président de ladite institution de 2000 à 2001 et en demeure toujours membre. KOMLA, Pascal President ACI Africa Mr. Pascal Kowu KOMLA est Conseiller du DG de la SALT depuis 2008, il a commencé sa carrière à la SALT en 1996 comme Chargé de l Administration Commerciale. Mr. KOMLA est instructeur en Sûreté de l Aviation civile. Il est membre Permanent et Président du Groupe de Travail Economie - Environnement. Il fut Représentant de l ACI - AFRIQUE au Comité Permanent (2006-2010) Mondial pour l Economie. Il est membre du Conseil d Administration et Président par Intérim de l ACI - AFRIQUE. SPEAKERS GITTENS, Angela Director General, ACI World Ms. Angela GITTENS began her tenure as Director General of Airports Council International (ACI World) in 2008. She was formerly CEO for two of the largest US airport systems, Miami and Atlanta, and deputy at another, San Francisco International Airport. In other previous roles, Gittens served as Vice-President, Airport Business Services for HNTB Corporation, where she led the firm s practice in airport business and strategic planning. And as Vice President at TBI Airport Management, she oversaw the transition to private ownership of London Luton Airport and managed operations contracts at several airports in the US and Canada. Gittens has served on numerous aviation industry boards and committees including FAA and NASA advisory committees, the Executive Committee of the National Academy of Science's Transportation Research Board and the Board of Directors of JetBlue Airways. She recently became a Fellow of the Royal Aeronautical Society. TOUNSI, Ali Secretary General, ACI Africa Mr. Ali TOUNSI began his career in civil aviation in 1992, as an engineer the Office of the civil aviation and Airports (OACATunisia), in charge of projects related to the quality of services, airport resources management, and future projects of infrastructures. In 1999, he was designated director of the international airport of TozeurNefta (4th airport in Tunisia with 120 thousand passengers /year). In 2000, he was nominated director of the international airport of JerbaZarzis (3rd airport in Tunisia with 2.2 million passengers /year). In 2003, he was appointed head of the division of strategic studies and Development. From January 2004 to July 2009, Ali TOUNSI was designated airports operating Director and also president of the steering committee in charge of the certification and SMS program for Tunisian airports. In 2009, he was appointed the Secretary General, ACI Africa-a position he holds to date.
SPEAKERS ECHEVARNE, Rafael Director, Economics & Programme Development, ACI World Mr. Rafael ECHEVARNE is Director of Economics and Program Development at ACI World Headquarters in Montreal, Canada. Previously he occupied positions in airport companies in Europe, Australasia and the Middle East, including: Ferrovial, Copenhagen Airports, Abu Dhabi Airports Company, Infratil and Airways Corporation of New Zealand. He has been actively involved in air transport economic regulation, privatisation and development of aeronautical infrastructure, covering the fields of airports, airlines and ANS. Rafael holds a PhD in Air Transport Economics from Cranfield University (UK). KARANGA, Augustin Transport Chief Economist, ADB Mr. Augustin KARANGA est Economiste des Transports en Chef, à la Banque Africaine de Développement - Département Transport et TIC - Division Transport. Il est titulaire du Diplôme d Etudes Supérieures Spécialisées (1983), de la Faculté des Sciences Economiques et de Gestion de l Université de LYON II & et du Diplôme d'etudes Supérieures en économie des transports, du Laboratoire d'économie des transports (LET), FRANCE, 1997. Mr Augustin KARANGA est Chargé Projets/programmes transports pour : la République Démocratique du Congo ; la République du Congo, le Cameroun, le Tchad et la République Centrafricaine. Il a aussi travaillé pour la Commission de l'union Economique et Monétaire Ouest Africaine (UEMOA) comme Economiste des transports entre janvier 2001 et janvier 2008, chargé des questions maritimes, portuaires et de facilitation des transports terrestres. Mr KARANGA été aussi Consultant-Economiste des transports «free lance» auprès de : l UEMOA, la CNUCED, la Coopération Suisse, l OMAOC & divers Ministères en charge des transports en Afrique de l Ouest entre 1997 et 2000.
SPEAKERS KUUCHI, Raphael Director Commercial, Corporate and Industry Affairs, AAFRA Mr. Raphael KUUCHI is an aviation professional with several years experience in air transport consulting, management and operations. After an illustrious career with an airline, he joined the Nairobibased African Airlines Association (AFRAA) in 2005, as Director, Commercial, Corporate and Industry Affairs. In his current role, Mr. Kuuchi s responsibilities include airlines business development, projects management, research, aero-political, regulatory and government liaison, and training. He is the Association s external liaison with members, partners and other stakeholders and also manages media relations including all AFRAA publications. He is the Managing Editor of AFRAA s monthly newsletter, the Africa Wings magazine and the Annual Africa Air Transport Statistics Report. He has published many articles on African air transport and contributes articles and research papers to other aviation publications. Mr. Kuuchi holds an MBA from Henley Management College, UK and a B.Sc. degree in Business Administration. He is a Fellow of the Chartered Institute of Logistics and Transport (FCILT) UK. SMITH, Mattijs Managing Director, Kilimanjaro Airport Development Company Limited(KADCO) Mr. Mattijs SMITH is an airport strategy and business development professional with a broad international management and consulting experience in the aviation industry. He gained his experience in airport strategy and commercial development at Amsterdam Airport Schiphol where he was responsible for corporate business development and later on for the acquisition and development of the international participations, exporting AirportCity concept of Schiphol to airports worldwide. After 8 years working for Schiphol Group Mattijs became an international airport advisor and trainer, supporting airport management with the strategic and business development of airports, predominantly in emerging markets of Asia, Middle East and Africa. In 2013 he joined Kilimanjaro Airports Development Company (KADCO) as managing director, responsible for the overall management and operation of Kilimanjaro International Airport situated in Northern Tanzania. Mattijs holds a Masters degree in Business Economics from the University of Groningen, The Netherlands.
SPEAKERS MACKENZIE-WILLIAMS, Peter Director, Leigh Fischer Mr. Peter MACKENZIE-WILLIAMS has 34 years experience in the aviation industry, including 22 years in airport consulting. He specializes in airport economics, including air traffic, revenue and expenditure forecasting, and he has become recognised as an expert in the comparison of airport charge levels and operational and financial performance. Peter is responsible for developing the world-renowned Review of Airport Charges and Airport Performance Indicators publications. He has provided various benchmarking products to airports negotiating proposals for revised aeronautical charges with regulators and airline users. He is a member of the ACI-World Standing Economics Committee. In Africa, Peter has worked closely with Airports Company South Africa, both in producing long-term forecasts of air traffic at its three main international airports and in producing a benchmarking study focusing on financial performance. He was a member of a World Bank funded team which assisted the Egyptian Holding Company for Airports and Air Navigation in identifying the charging levels necessary to enable funding of new airport and ATC infrastructure. He also advised the Ghana Civil Aviation Authority, as part of a UK CAA team, on the financial viability of expanding facilities at two regional airports. RAFFO, Cesar Head, Airport Charges; Airport Infrastructure & Fuel Mr. Cesar RAFFO works for IATA and represents airlines at various Airport and Air Navigation Charges negotiations across Europe and Africa. SPEAKERS URIESI, George Managing Director/CEO Federal Airports Authority of Nigeria Mr. George URIESI s 21 year career includes 18 years in the air transport industry, covering airline operations, airport operations and both safety and economic regulation of the industry. In November 2004, he was appointed as General Manager of Cape Town International Airport, South Africa, where he led the massive transformation and reconstruction of the airport in preparation for the FIFA 2010 Soccer World Cup tournament. He has played several roles in the industry, including being a member of the International Air Services Council as well as of the Regulating Committee for Airports and ATC of South Africa. He also served as the Chairman of the Board of the Cape Town destination marketing organization and is currently a member of the Africa Regional Board of ACI. He was appointed the Managing Director of the Federal Airports Authority of Nigeria in October 2011, with a mandate to transform Nigeria s airports. He is a Certified Business Coach, who has written and published numerous articles on air transport and business leadership. CHINTIMBWE, Prince Director Airport Services, National Airports Corporation Limited Mr. Prince CHINTIMBWE is a former banker whose last position in the sector, before joining the aviation world, was that of Deputy Head of Operations-Performance with Barclays Bank Zambia. He is a holder of an MBA degree from Heriot-Watt University (Edinburgh Business School). Other qualifications are those of a BA degree in Public Administration & Economics, Project Management & Risk Management in Financial Institutions. His current role is that of Director Airport Services at National Airports Corporation Limited. National Airports Corporation Limited is responsible of running the four international airports in Zambia, vis-à-vis, Kenneth Kaunda, Simon Mwansa Kapwepwe, Harry Mwaanga Nkumbula and Mfuwe.
SPEAKERS MISITALA, Robinson CEO, National Airports Corporation Limited Zambia Mr. Robinson MISITALA is a holder of a Master of Science Degree in Aeronautical Engineering and Diplomas in Civil Aviation & Airport Management. He is a Fellow of the Royal Aeronautical Society (UK) and the Engineering Institution of Zambia. He is also a registered engineer and a member of the International Society of Air Safety Investigators (USA). Also a Board member of ACI World and Africa. As Chief Executive Officer, He is responsible for the overall management of the Corporation in accordance with stated policies and guidelines provided by the Board of Directors. National Airports Corporation Limited is a parastatal Company responsible for the development, maintenance and management of the four (4) international airports, namely Kenneth Kaunda (Lusaka), Harry Mwaanga Nkumbula (Livingstone), Simon Mwansa Kapwepwe (Ndola) and Mfuwe and the provision of air navigation services in the Zambian airspace. His off-duty activities include reading engineering journals, watching soccer, farming and fishing. THENEVIN, Frédéric Business Development Director for Africa, ADPI Mr. Frederic THENEVIN has 21 years of professional experience in the fields of civil aviation, airport development and international project management. He developed projects in Africa, Eastern Europe, China and Asean countries and assisted ANSPs, airlines, aviation and airport authorities. In 1989, he entered the French Civil Aviation Academy (ENAC) and graduated as Executive Civil Aviation Engineer with a specialisation in air transport economy and airport operation. During his career, he expanded his knowledge and is up to date on new developments by attending training programs in international financing, business development, insurance, aviation regulations, ISO 9001 audits. In 1993, he joined Sofreavia group, a renowned international civil aviation and meteorological consulting firm. He there acquired key professional skills and was instrumental to the development of a significant number of projects abroad including audits, surveys, technical assistance, cooperation programs, supply and installation of CNS/ATM and Meteorological systems, training programs and engineering services. In 1996, he accepted a 2 year position as Project Manager with AREVA for a procurement, supply and installation contract in China. He managed and coordinated an international team of subcontractors and experts coming from China, Germany, France and Canada. In 2007, he came back to aviation projects and joined the reputed ADPI firm (Aéroports de Paris group, Airport Designers and Planners). He started as a project manager and senior business development manager. He is now Director for Project Development in Africa, a hybrid role combining business acumen and remarkable experience in the field of civil aviation.
