La délivrance du label intervient à l issue d un audit portant sur : l organisation et la gestion de l organisme de formation, les modalités d accueil des publics, les objectifs et les contenus des formations, les compétences des formateurs, la capacité à évaluer les niveaux acquis à l issue des formations. Peuvent concourir au label les organismes de formation, dont les associations ainsi que les collectivités territoriales. Depuis janvier 2012, cette attestation de niveau peut être délivrée par des organismes labellisés «français langue d intégration». Dans le cadre de l accès à la nationalité française, le niveau B1 oral du cadre européen commun de référence pour les langues (CECR) a été retenu. La démarche FLI pourra être prise en compte dans les marchés des administrations et des collectivités.
