1 Interdisicplinary Programme (MDEV and MIA) Academic year Strategic Project Management: Monitoring and Evaluation/Gestion stratégique de projets de développement: Suivi et évaluation MINT011 - Autumn - 2 ECTS Friday 7- Saturday 8 November 2014 Course Description Il s agit d une initiation à la gestion de projet de développement, et plus particulièrement axé sur le suiviévaluation, combinant la dimension théorique/conceptuelle et l'application pratique. Les inputs des enseignants sont donnés soit en anglais ou en français. Tous les documents d appui sont en anglais et en français. Chaque étudiant parle dans sa langue, mais est sensé d'au moins comprendre l'autre. Cet atelier suit l'atelier sur l'identification et la Mise en ouevre, mais les deux ateliers peuvent être fréquentés d'une manière indépendante. La fréquentation d'un atelier ne nécessite pas la fréquentation de l'autre. The inputs from the teachers are given either in English or in French. All the support documents are in French and in English. Every student speaks in his language, but is supposed to understand at least the other. This Workshop is done after the Workshop on Identification and Implementation, but the two Workshops can be followed independently. Following one Workshop doesn't require following the other. 2 secteur associatif /secteur public qui travaille encore souvent selon des vielles méthodes. Aujourd hui on insiste dans le champ du développement sur l utilisation d approches basées sur des résultats et qui se situent dans une logique de la théorie du changement. Un lien sera fait entre le débat au niveau (macro) du système de coopération internationale qui recherche d améliorer l efficacité de l aide et l utilisation d instruments de management stratégique au niveau (micro) de l intervention du projet. L atelier se focalise sur le suivi et l'évaluation. Le suivi est à considérer comme une phase charnière se situant entre la planification et l'évaluation. C'est une phase qui est souvent négligée et qui pose problèmes dans la gestion de projets. L'évaluation enfin, exercice difficile mais très utile, est un instrument qui peut être utilisé à différents moments dans le cycle du projet. L objectif de l atelier est l amélioration de l efficacité des projets de développement grâce à l utilisation d instruments performants de gestion, tout en ayant appris à se poser les bonnes questions critique via à vis du travail des intervenants extérieurs. Cela donnera un bon aperçu des enjeux aujourd hui débattu dans le débat international sur la coopération au développement. Contenu Il s agit d une introduction à la gestion de projets et programmes, portant plus particulièrement sur: Le management stratégique Le suivi de projets et programmes L'évaluation Comme cas d illustration, des exemples de projets réalisés dans des contextes des pays en voie de développement seront utilisés. Les études de cas sont situées au Cap-Vert (Gestion de l eau), Colombie (Participation de la société civile dans la planification communale), Vietnam (Réforme de l administration publique). Les discussions conceptuelles se référent toujours à l applicabilité sur le terrain. Chaque étudiant rédige à la fin de l atelier une brève Key-Note sur un sujet lié à la matière traitée. Objectif spécifique du Workshop Les étudiants connaissent les notions de base en gestion stratégique de projets et programmes et ont acquis des connaissances de base pour utiliser les instruments proposés. Forme pédagogique Le Workshop a une approche pédagogique double: a) des contributions des enseignants et b) une forte participation des étudiants, en séances plénières et dans les groupes de travail. Pour chaque thème, les responsables du séminaire font un input conceptuel / théorique qui complète et synthétise les lectures faites préalablement. Les étudiants reçoivent des indications bibliographiques. Certains textes sont à lire avant les séances. Voici des premières indications bibliographiques pour les participants qui souhaiteraient déjà se familiariser avec la thématique. 4 Suite de la discussion sur l'évaluation Evaluation des participants: 1. Participation active à toutes les séances 2. Chaque participant peut choisir entre deux options pour faire une «Key-Note» qui peut porter, soit a) sur une thématique liée au management basée sur la rédaction d une note de lecture de deux à trois articles (totalisant un max. de 50 pages), ou b) une étude de cas d application d un des concepts présenté dans le WS (basé sur un projet que l étudiant connaît ou d un projet qu il souhait réaliser) La note est à remettre au plus tard un mois après la fin de l atelier. La note comporte entre et signes, espaces compris. L appréciation finale portera sur acquis non acquis. Syllabus Introduction Knowing how to use modern strategic management tools has become necessary today to manage complex actions, such as those related to development. These methods that are commonly used with success in the private sector, has to be adapted for the associative /public sector that is very often still working with traditional management methods. Nowadays there is an insisting trend to use in development work methods based on results and which are clearly linked to a theory of change. A link will be done between the debate on international level (macro) looking for improving the effectiveness of the Aid System and the use of strategic management instruments at the level of project intervention (micro). The module focuses on monitoring and evaluation. Monitoring guarantees the essential link between planning - execution and evaluation. It's definitely the weak point in the practice of project cycle management and a lot of problems can be seen due to a weak monitoring. Finally, the evaluation, difficult exercise but very useful, is an instrument that can be used at different moments in the project cycle. The objective of the workshop is the improvement of effectiveness of project work thanks the use of good instruments of management. In the same time participants learn to ask the good questions regarding the development work of external actors who intervene in the development process. These discussions will give a good overview of the major stakes that are today debated in the field of international cooperation. 5 Cases studies of projects in developing countries are used to illustrate the concrete steps. The cases studies are situated in Cap-Vert Island (Water Management), Columbia (Civil Society participation in the public communal plan), Vietnam (Public Administration reform). The conceptual discussions are always linked to the feasibility of the application of management tools on the field. At the end of the workshop, each student has to realise a brief Key-Note about a topic linked to discussed thematic during the workshop. Specific Objective of the Workshop Students have achieved a good understanding of basic notions in strategic management of projects and programs and are able to start to apply some of the instruments presented during the workshop. Pedagogical outline The Workshop has a double approach: The contribution coming from the teachers A high participation by the students in the plenary session and in the working group For each thematic the teachers make a conceptual /theoretical input that complete readings done by the students who have received bibliographical indications. It is recommended that some of the texts are read before the course. Hereby are mentioned some preliminary bibliographic indications for the students who would already been familiarized with the thematic. Active participation during all lectures 2. Each participant has to write a "Key-Note". Two options are possible: either a) a paper about a thematic linked to management issues based on two or three articles or chapters of book (of no more than 50 pages); or b) a paper on a case study, chosen by the student and which consists on a concrete application of one of the tools presented during the Workshop. It can be a project that was realised in the past or a future project. The paper (about 10'000 signs, max 15'000, spaces included) has to be delivered at the latest one moth after the end of the Workshop. At the End, the evaluation will establish acquired not acquired.
