For example, 16/8 is shown as allocated to Digital Equipment Corporation. But DEC was acquired by Compaq and Compaq was acquired by Hewlett-Packard, so that block is now assigned to HP. The ARNI WHOIS shows this correctly. Separation of the IANA function would ensure greater accountability. As far as I can tell, ICANN properly speaking does the following things with respect to IP addresses: 1.Approves the creation of new RIRs 2. Ratifies the policies approved by the RIRs And, through the IANA function, it does the following: 3. Allocates top-level IP address blocks to the RIRs 4. Publishes those allocations on its web site One could envisage transferring all those functions to the NRO, which would in effect mean that the RIRs would be supervising those functions. Since the RIRs are responsible to their members, that would mean that the members of the RIRs would be supervising those functions. 88 Evaluation of ICANN performance in operating ICANN function much be open and visible to the community. 95 The Internet is a global entity. While interested parties (read RIRs) should be involved in the discussion, a unified policy on allocations, etc. globally is important for sustaining the growth of Internet. 98 It is not definate that ICANN should continue managing the IANA function. If the RIR community has a proposal where they will more effectively manage those functions, then the functions can be managed by a new miltistakeholder body that the community proposes. The IANA functions related to names and numbers should not necessarily be managed by a single entity. The numbering and naming community can both have different entities managing their respective functions provided this does not affect the operations of any of the comunities or make the communities not effectively work with each other. Reponses 2 IANA oversight function should be performed by a permanent and independant entity/operator fulfilling NTIA related requirements with an office not necessarily based in USA, clear structure and permanent qualified staff.
