I would prefer only a small package of minimalistic superficial changes to their mandate, authority and legal regime for now and in the near future! 2)Let IANA and ICANN functions remain in a politically-stable and religiouslytolerant nation like USA, UK or Germany. 3)For now and in the future, Any authority or committee body having an oversight role over the two bodies should never be under the control of the UN or such overtly governmental authority at all! 84 I think there needs to be a Service Level Agreement, by which the IANA makes contractual guarantees to the RIRs about the performance of its address-related functions, in the same way that it has an SLA with the IETF for its protocol registry functions. That SLA might provide a useful template, in fact. 88 The RIR community must have an accountability mechanism toward IANA function that is more visible and participative. As the impact of number resource management may impact Governments, Civil Society and End User they should have a way to be formally consulted in regard to IANA function accountability. 89 Africa's representation should be equal to other RIR regions 95 Entities allocated IPv4 resources and 16-bit ASNs should have their primary business location within the AfriNIC region, not just satellite offices. IPv6 allocations should be encouraged, even though the routing infrastructure, particularly in South Africa, is not geared towards this yet. A lack of impetus given the resourcing of "legacy" resources does not help drive the move to 32-bit ASNs and IPv6. 98 The RIRs should ensure they remain in control of IANA functions related to numbering and implementing policy through their community based policy making process 115 To look at ensuring proper transparency of IANA which also includes the proper view of the multistakeholder model. This does not seem to properly transpire in the actual set of matters. With ICANN in control which is only a company based approach the Multistakeholder model does not properly apply so in effect we are somehow dealing with a company entity which may not be fully the spirit of the issue on the plate right now. 118 AFRINIC must work with African stakeholders on how to manage DNS for Africa. Answers 9 More on accountability and the processes involved in the management of resources 10 Yup - minimal changes. 12 The composition of NRO in the respect of who represents the community should be reviewed in a manner that reflects community involvement more beyound policy development. 36 ICANN is controled by few countries representatives. More democracy is needed in ICANN operation. Also the mecanism of changing country representatives is not clear, so that some african representatives are staying an eternity in ICANN. 53 I sometimes feel that AfriNIC's policy formulation process is dominated by techie activists - individuals who bear no responsibility for anything in particular, and lacks channels through which established bodies such as for example industry associations and national regulatory authorities, are willing to make inputs in a systematic way. 65 1)Both ICANN and IANA have done a good job over the years and should continue as such, with no changes at all! For example, 16/8 is shown as allocated to Digital Equipment Corporation. But DEC was acquired by Compaq and Compaq was acquired by Hewlett-Packard, so that block is now assigned to HP. The ARNI WHOIS shows this correctly. Separation of the IANA function would ensure greater accountability. As far as I can tell, ICANN properly speaking does the following things with respect to IP addresses: 1.Approves the creation of new RIRs 2. Ratifies the policies approved by the RIRs And, through the IANA function, it does the following: 3. Allocates top-level IP address blocks to the RIRs 4. Publishes those allocations on its web site One could envisage transferring all those functions to the NRO, which would in effect mean that the RIRs would be supervising those functions. Since the RIRs are responsible to their members, that would mean that the members of the RIRs would be supervising those functions. 88 Evaluation of ICANN performance in operating ICANN function much be open and visible to the community. 95 The Internet is a global entity. While interested parties (read RIRs) should be involved in the discussion, a unified policy on allocations, etc. globally is important for sustaining the growth of Internet. 98 It is not definate that ICANN should continue managing the IANA function. If the RIR community has a proposal where they will more effectively manage those functions, then the functions can be managed by a new miltistakeholder body that the community proposes. The IANA functions related to names and numbers should not necessarily be managed by a single entity. The numbering and naming community can both have different entities managing their respective functions provided this does not affect the operations of any of the comunities or make the communities not effectively work with each other. Reponses 2 IANA oversight function should be performed by a permanent and independant entity/operator fulfilling NTIA related requirements with an office not necessarily based in USA, clear structure and permanent qualified staff. The contract between NTIA and IANA as well as the contract between ICANN and the department of commerce should be made public for the transparency of the process. 24 Les gouvernements doivent continuer à être consultés sur les aspects liées à la gestion interne d'internet.
