To cope with the ever increasing relevance of an international approach to law enforcement, 24 selected Police staff members were supposed to get acquainted with the work processes of Police Forces in different European capitals and cities as a module of their human resources development concept. The participants were supposed to get acquainted with the work processes of the foreign Police Forces in order to view the police and judicial cooperation in criminal matters in a European context and to acquire skills in alternative structures, procedures and workflows. In the course of this project, fourteen police officers of different units were seconded to three cities in Great Britain - Manchester, Liverpool and Wakefield (West Yorkshire) in spring 2010, and another ten officers to Paris and Amsterdam (five to each city) in spring 2011 in order to familiarize themselves with the structures and work processes of the local Police Forces and to further improve their language skills and intercultural competence. Preconditions for the participation in the project were a good command of the local language (in Amsterdam English) and the ability to represent the Police Department as an expert of the seconding unit. For this purpose, the participants were sent to appropriate counterpart units with a view to compare them with their own units and to develop improvement suggestions for the Police Department where appropriate. Furthermore, they were on the counterpart units disposal as experts in their special field of crime fighting and for any kind of experience exchange. The counterpart units were chosen based on a profile that was compiled by the individual participants and their supervisors. Individual reform projects of the Police Department, EU matters as well as the targets of the project were then discussed during a preparation meeting, and the participants got an introduction to the subject of operational analysis. In the end, the project provided a deeper insight into the structures and processes of the partner institutions and therefore helped to improve future cooperation. Not only did the participants experience an enormous boost to their motivation, they will also incorporate the subjects of the EU and international cooperation in law enforcement into their professional progress. All participants mentioned that the project did not only influence their professional progressing but had a very positive effect on their personal development as well.
